3 ACI and Ghana Airports Sign Memorandum of Understanding on Training By Kevin Caron, Head, Global Training and Developing Nations Assistance Programme, ACI World Pictured here: (left) Ali Tounsi, Secretary General, ACI Africa; John Dekyem Attafuah, Managing Director,GACL; Florence Oboshie, Chairperson, Sai Cofie; and, Angela Gittens, Director General, ACI World. Airports Council International (ACI) World and Ghana Airports Company Limited (GACL) have signed a Memorandum of Understanding (MoU) to open a new ACI Training Centre in Accra. This would make Accra the 15th ACI Global Training Centre in the world and a strategically located training venue for airport staff within the African Region. ACI s mandate is to promote airport excellence by providing high quality, comprehensive education solutions to its members. ACI continues to enhance competency based training programmes through committed partnerships with members such as GACL and with other key international organizations. The MoU ceremony was held at the ACI World/Africa Assembly and signed by Angela Gittens, Director General, ACI World; Florence Oboshie, Chairperson, Sai Cofie; and, John Dekyem Attafuah, Managing Director, GACL. According to Kevin Caron, Head, Global Training and DNA Programme, ACI World: ACI World, in close cooperation with ACI Africa, is delighted to pursue the active expansion of the training programme across Africa, with the new Accra centre being the 3rd for the African region. Collaborating with GACL is the next logical step to ensure a strong training offer not only for ACI members in Ghana, but throughout the African region. Ghana has been stellar in providing its staff with development opportunities and resulting continuous improvement in airport operations. We look forward to having high-quality and accessible training to our members in the region. 3

5 ACI-ICAO Management of Airport Security Course Montreal, Canada 30 October 03 November 2017 By John Webster, Senior Manager, Global Training, ACI World Airports Council International (ACI) World and the International Civil Aviation Organization (ICAO) collaborated in the first delivery of a brand new joint course, ACI-ICAO Management of Airport Security in October, at ICAO s Headquarters in Montreal. The jointly developed ACI-ICAO Management of Airport Security course provides guidance to aviation security personnel at a managerial level on planning, coordinating and implementing airport security preventative measures and pro-active initiatives that are in accordance with national programmes and airport industry best practices. The creation of this programme was in direct response to the needs of our airport members. After taking many months to draft the course syllabus and create all the materials, the programme was reviewed by a validation panel that comprised of security experts from ACI, ICAO, the UK Department for Transport, Hartsfield Jackson Atlanta International Airport and Airports Company South Africa (ACSA). 5
6 ACI-ICAO Management of Airport Security Course (continued) The course was divided into nine modules: Module 1 - The Regulatory Framework for Airport Security Module 2 - General Principles of Aviation Security Module 3 - Principles of Security Management at an Airport Module 4 - Developing a Security Programme Module 5 Defining risk and identifying vulnerabilities Module 6 Management response to acts of unlawful interference Module 7 Security Culture Module 8 Recruitment, Selection, and Training Module 9 Quality Management The ICAO instructor for the validation course was Katie Schmidt, ICAO Implementation Support and Development- Security (ISD-SEC) Section of Aviation Security and Facilitation (ASF). The ACI instructors were Chris Barratt Senior (lecturer and course Developer) and Sara Gladstone (lecturer and course developer). 6
7 ACI-ICAO Management of Airport Security Course (continued) Upon completion of the review, the course development team received valuable feedback from the group so that the course can be further refined and tailored to its target audience ready for its launch. This course forms one of three courses required to be successfully completed within a three-year period in order for the participant to earn the Airport Security Diploma. The other courses that comprise the diploma are: Airport Security Operations Quality Management in Airport Security Special thanks to all the contributors and individuals from the ICAO Global Aviation Training (GAT), the ACI Global Training department, ACI faculty and the ACI Security team for all their efforts in making this programme available. This joint course marks the third classroom course jointly delivered by both entities. The other joint courses are: ACI-ICAO User Charges Course (economics) ACI-ICAO Aerodrome Certification Course (safety) For more information on how to register for these courses, please contact us at training@aci.aero Review of the ACI-ICAO Management of Airport Security Course: It was my distinct honor and privilege to participate in the validation of the ACI-ICAO Management of Airport Security Course in Montreal, Canada. Based upon my more than two decades of experience in the aviation safety and security management arena at the world s busiest and most efficient airport, I feel confident in saying this course will benefit aviation security managers worldwide. The in-depth curriculum provides a new perspective to the role airports and individuals will play in the protection of the global aviation transportation network. This course uniquely explains the linkage between international aviation security standards, national policies and the local airport security program. 7
8 ACI-ICAO Management of Airport Security Course (continued) Additionally, attendees of the course will leave with a clear understanding of the importance of airport security management, including risk management, quality management and the need for an effective security culture. The airport security program is designed, developed and executed to prevent and/or reduce unlawful acts against aviation while supporting the business activities of airlines, tenants and other stakeholders at an airport. Again, the ACI-ICAO Management Course will enhance the overall safety and security knowledge of individuals charged with the responsibility of protecting the global aviation transportation system at airports. 10 Final DNA Seminar of 2017 By Melisa Monje, Manager Global Training, ACI World ACI Global Training Newsletter - November 2017 Airports of Thailand hosted the final Developing Nations Airport (DNA) Assistance Programme in beautiful Bangkok. The Seminar on Airport User Charges was held prior to the 2017 Trinity Forum which seeks to improve dialogue and mutual understanding between airports, concessionaires and brands to the benefit of that critical fourth party the travelling consumer. This two-day seminar addressed airport economic analysis, ICAO s policies on charges, airport ownership and management models and the building blocks of airport charges. ACI s own Philippe Villard, Head Economics and Policy, ACI World, who also incorporated case studies to further enhance the participant experience and stimulate discussions, delivered the training. A total of 28 participants from Bhutan, Cambodia, China, Federal States of Micronesia, Fiji, India, Iran, Maldives, Philippines, Samoa, Sri Lanka and Thailand took part in the seminar. We wish to thank Airports of Thailand for their great hospitality and for ensure the success of this DNA Seminar. 10

12 Conakry International Airport receives two-week airport safety training By Issa Castro, Manager, Global Training ACI Global Training recently delivered the 10-day safety training at the Conakry International Airport, also known as Gbessia International Airport, last 23 October 3 November, 2017 in Conakry, the capital of the Republic of Guinea in West Africa. Provided in French, the training la formation sur la sécurite Aéroportuaire was requested by la Société de Gestion et d Exploitation de l Aéroport de Conakry (SOGEAC) and organized for 23 participants from the airport holding various director and managerial positions. ACI instructors Soumaya Zoghlami and Mohamed Ben Salah delivered over two weeks the three main safety topics, specifically on: Understanding ICAO Annex 14 / Comprehension de!'annexe 14 le l'oaci Aerodrome Certification / Certification Aéroportuaire Safety Management Systems (5 days) 12
13 Conakry International Airport receives two-week airport safety training (continued) ACI was pleased to hear that the training was successfully received to the satisfaction of all the participants. As observed by Zoghlami and Ben Salah, the participants were very engaged and enthusiastic all week, actively performing all the required course work and participating in the group exercises. Zoghlami shared that the participants were very serious which was well appreciated for us as instructors. Zoghlami also added that they were very interested in the content, asked many questions, sometimes even going deep into technical details. It did not bother us to take the time to explain since they were all very patient as well. Keita Kabassan Oulaba, Director General, SOGEAC also expressed his gratitude to Ali Tounsi, Secretary General, ACI Africa. We thank you very much for organizing this very rewarding training... thus we request that these two trainers (Zoghlami and Ben Salah) accompany us for the preparation and implementation of all the requirements related to the aerodrome certification. This training was made possible with assistance from the ACI Developing Nations Airports (DNA) Assistance Programme.
