7 New Regulatory Approach - ASPs In 2008 Transport Canada launched a review of the aviation security regulatory framework Early priority was to look at regulations for airports to adopt a program based approach to security with less prescriptive and more performance based regulations Class 1 Airports would be required to put in place defined program elements which touched on: Security Awareness Programs Airport Security Assessments Airport Security Plans 7

8 Community-based Airport Watch Recruiting your community to strengthen your security program Who are these spotters? Aviations Enthusiasts Spotters are only one segment of the Airport Watch demographic Photographers (for personal collections websites, periodicals) Radio enthusiasts (listen to communications) Aircraft watchers They all love aircraft, all for different reasons 8

9 Facts about spotters All large airports have them They are there often, sometimes at odd hours They park in their cars for hours at a time Most are expert observers with keen attention to detail Some travel just to visit airports 9

10 Why are they at your airport? This is a hobby for them They record: aircraft types, airlines, registrations, flight numbers, cargo, etc. Their knowledge is not to be underestimated! They are connected to enthusiasts at other airports and exchange information 10

11 Ottawa Airport Watch Pilot programme first formed in 1999 by both federal and municipal airport police in partnership with Airport Authority Formed with 6 members, now 42 active members Safety of volunteers is a priority Close cooperation is maintained for effectiveness Volunteer hours are recorded and are available to authority to help gauge success Participates in community events Comprehensive website to explain programme 11

12 Ottawa Airport Watch Members improve airport security at the outer perimeter by: Observing, Recording and Reporting suspicious activity and safety issues to the SOC by: Looking for suspicious persons or vehicles Reporting non-secure, damaged fences, gates Reporting of Foreign Object Debris (FOD) Reporting of Wildlife Incursions Continue to enjoy the hobby of aircraft spotting while ensuring the above 12

13 Our Expectations AW motto: Observe, Record and Report AW are to never take action themselves! AW calls airport SOC to report incidents Submit to police background checks AW must obey airport security demands Be presents at pre determined spotting locations Report airport volunteer hours 13

14 Our Expectations (cont ) Be identified through approved: Clothing Vehicle Identification Personal Photo Identification Card Have means of communication with Airport Authority SOC (cellular) 14

15 In turn the Airport Authority provides: Some funding for apparel Monthly Meeting facilities including free parking Identification Cards Vehicle Signage (magnetized) Training to top participating members in specific areas of airport security awareness program elements 15
