4 Night restrictions currently remain in place at LFPB, departures are not allowed from 22h00-06hh00 local time. Slots are requested from appropriate airport authorities via local ground handlers. Landing permits are only needed for non-european Union (EU) charter (non-scheduled commercial) operations and not for private nonrevenue flights. Charter operators to France must have an approved TQ on file prior to obtaining a landing permit. 4

5 APU rules 10 minutes before departure and 5 minutes after parked up. However if a crew needs more time for safety reasons it can be 60 mins before departure and 30 mins after being parked up. There is no main terminal at LBG - clearance will normally take place in the FBO. The Police Aux Frontiere control the French borders. The PAF come into the FBO When clearing at an FBO at airports like LFPB, crew and passengers typically clear together. Have valid passports (six-month remaining validity is not an issue in France), visas when applicable, crew IDs and medical certificates available. For all international arrivals, passengers and crew must have valid passports and, depending upon nationality, visas. Note that if visas are needed they cannot be obtained upon arrival. Depending on their nationalities, passengers must have visas or face either deportation or restriction to the airport ramp. 5

6 It s the crew s responsibility to provide customs with a complete general declaration with all crew and passenger information. Crew members may be required to have visas for France, depending on their nationalities. The clearance process is typically 5-10 minutes at an FBO. Customs may not be available at all times, particularly at regional airports, so prior arrangement (48 hours notice) should be made. If crew or passengers go into the FBO or terminal during tech stops, they ll need to clear security before returning to the aircraft. Agricultural clearance is no longer required in France for passengers or crew, and the ground handler will take care of international trash. Guns or cash above a 10,000-Euro reporting limit may be left onboard the aircraft with no declaration required. No fees are associated with clearing customs or immigration. If you have an animal onboard, be sure to have all vaccination documentation up to date to avoid quarantine procedures. Be aware of items that may be prohibited in France, including particular fruits and quantities of certain types of caviar. Always declare items that by regulation need to be declared to avoid problems on arrival. Please see the government site for more information on agricultural restrictions in France. 6

7 To Avoid Cabotage Issues... It s recommended to carry a letter on company letterhead indicating association of any onboard European Union (EU) nationals with your company. Cabotage (which is the transportation of EU nationals unrelated to the owner or company when the aircraft owner is not onboard) is prohibited in France, even if the aircraft has been imported into the EU. Fines have been and continue to be issued for cabotage infringement. To reclaim VAT on items purchased in France, and carried with you on departure. VAT reclaim takes place at the customs office at LBG and not at the main terminal - its at the airside entrance to LBG which is right next to SFS Terminal 1. Lines may be long, so it s recommended to do this much earlier than departure to avoid delays. Passengers must have all receipts, along with the actual items and their passports, with them to reclaim VAT. 7

10 Permits remain valid from 0000 UTC on the approved day to + 48 hours. Permit revisions are needed for schedule changes outside the validity window; changes to origin/destination/routing; and, in cases of call sign changes, for charter aircraft with more than 19 seats. Landing permit requests must be accompanied with the following documents: Aircraft airworthiness and registration certificates Worldwide insurance Noise certificate 10

11 Airport slots are required for general aviation (GA) flights operating into/out of ULLI, but there are currently no prior permission required (PPR) mandates in place. The airport slot deviation is +/- 30 minutes. NOTAMs, indicating temporary operating restrictions for ULLI, are expected to be published four-to-six weeks prior to the event. Penalties for arriving in Russia without a valid visa are severe. To clear CIQ you ll need to present valid passports, visas, arrival/departure cards a form with two identical parts, both of which must be completed in either English or Russian crew IDs, and at least three copies of the General Declaration Upon international arrival you ll need to turn in arrival/departure cards and visas. Passengers and crew then proceed to passport control, and it s important to ensure you choose a line designated for foreign nationals It s not possible to clear CIQ onboard your aircraft. It generally takes no more than minutes for passengers and crew to clear CIQ at ULLI. 11
