PRELIMINARY ITEMS 1.1 Welcome and Roll Call Steve welcomed all present and Josh Colle conducted the roll. 1.2 Approval of the Agenda The agenda was approved as presented. NMC members were also provided with a March 27, 2007 GTAA operations bulletin regarding the Night Flight Restriction Program at Toronto Pearson. The operations bulletin is attached to the minutes as Item # Review and Approval of February 7, 2006 Minutes The February 7, 2006 minutes were approved as presented. 1.4 Matters arising from previous meetings action items Steve Shaw reviewed outstanding items from previous meetings. February 7, 2007 Councillor Prentice requested a report and recommendation on a revised public forum / workshop plan. Steve Shaw indicated that the GTAA recommended that the Spring Public forum continue to be held at the GTAA in advance of construction projects and summer months and that the remaining scheduled sessions be held at the request of NMC members. Members can submit a request in writing that will then be considered by the entire NMC for a recommendation to the GTAA. Brad Green and Gordon Stewart requested that the GTAA continue to work with Air Georgian to examine ways to address the unique pitch of the propeller aircraft as the trial procedure unfolds. GTAA staff is working with Air Georgian and will continue to monitor this potential impact. GTAA staff will report back to the NMC. June 14, 2006 David Cavaco requested that the City of Mississauga report back to the NMC once the aircraft noise warning signs have been posted. GTAA staff will coordinate a follow up briefing from City staff at a future NMC meeting. January 11, 2006 NMC Asked for an update to the installation of the Humberwood Noise Monitoring Terminal. Installation of the terminal is expected to begin shortly. June 8, 2005 Steve Shaw noted that the GTAA has been working with the City of Toronto to fill NMC vacancies and that a new resident representative from the City will be at the next meeting. 2

REGULAR ITEMS 2.1 Passenger/Aircraft Movement Statistics Steve Shaw reported that airport passenger traffic in January 2007 increased by 3.1% over January 2006 reaching a 12 month total of 31.05M passengers. Domestic traffic was 4.2% higher than last year while Transborder and International passenger volumes both increased by 2.4%. Aircraft movements increased by 5.0% in the month. A 4.6% decline in the narrow body category of aircraft was offset by gains in the Regional Jet (+23.2%) and wide body (+3.4%) categories. Terminal 2 ceased operation on January 30, The last flight touched down at 21:30 and all T2 Transborder operations were moved into the Terminal 1 as of January 31, Complaint Statistics Complaint statistics and maps for January and February 2007 were provided with the agenda. Charts for Runway 15R/33L use have been included for both utilization and hours of use. 2.3 GTAA and Transport Canada Enforcement Activities A summary of GTAA investigations were included with the agenda. 2.4 Exemption and Extension Statistics Copies of the exemption and extension statistics are attached for members to review. 3. UPDATE FROM COMMITTEE MEMBERS Gordon Stewart commended the GTAA for the new cell phone waiting lot at Toronto Pearson and suggested that the GTAA and NMC monitor the noise impacts of the new 777 aircraft. Noise Management staff will investigate the noise profile and impacts of this aircraft and report back to the committee. 4. PUBLIC COMMENTS There were no public comments. 5. CORRESPONDENCE & NEWS 5.1 Roy Cullen, MP, Etobicoke North NMC Resolution 3

4 Greater Toronto Airports Authority Etobicoke North MP Roy Cullen requested that the Transport Minister agree to the request of the NMC and redirect noise infraction fines collected by Transport Canada to local aircraft noise mitigation initiatives. 6. NAV CANADA TOUR NMC members were given an overview of NAV Canada s operations and a tour of the air traffic control tower operated by NAV Canada at Toronto Pearson International Airport. Steve Shaw and NMC members thanked Dave Mastel and NAV Canada officials for providing the informative presentation and tour. The NAV Canada presentation is attached to the minutes as Item #2. 7. ADJOURMENT The meeting recessed and committee members proceeded for a tour of NAV Canada s facilities at Toronto Pearson. The meeting adjourned with the end of the tour. The next meeting will be on June 13 th at 4:00 p.m. and the next Public Forum will be held on May 16 th at 7:00 p.m. 4

LACKEY-VICE PRESIDENT, OPERATIONS & CHIEF ENGINEER SUBJECT: TORONTO PEARSON INTERNATIONAL AIRPORT NIGHT FLIGHT RESTRICTION PROGRAM SUMMER 2007 (MARCH 25, OCTOBER 27, 2007) WINTER 2007 (OCTOBER 28, MARCH 29, 2008) The Greater Toronto Airports Authority (GTAA) is required to develop and maintain a comprehensive aircraft noise mitigation program and to manage the number of flights during the night restricted hours. Effective June 10,2004, the Toronto Pearson International Airport's Noise Operating Restrictions were amended and the night restrictions now apply to all aircraft. The Summer and Winter 2007 Night Flight Restriction Programs are outlined in the attached swnmary. To ensure that the number of flights during the restricted hours remains proportionate to overall traffic levels, limits have been placed on the total number of flights which may occur between 0030 and 0630 L, in any year. The GT AA will not exceed the established limit and will carefully manage the number of flights within the restricted hours. All aircraft not operating on a scheduled and repetitive basis are required to request and be granted permission to operate during the restricted hours by contacting the Airport Duty Manager on the day of operation at (416) All aircraft operations are monitored for compliance with night flight restrictions, preferential runway use and noise abatement procedures (publisbed in the Canada Air Pilot). EFFECTIVE PERIOD TORONTO PEARSON INTERNATIONAL AIRPORT NIGHT FLIGHT RESTRICTION PROGRAM - SUMMER & WINTER 2007 (APPLICABLE TO ALL AIRCRAFT) MARCH 25, OCTOBER 27, 2007 (SUMMER) OCTOBER 28, MARCH 29, 2008 (WINTER) 2. As of April 1,2002, all jet aircraft over 34,000-kg must be Chapter 3 compliant to operate in Canada. Transport Canada has granted exemptions to some northern operators of Chapter 2 jets for maintenance requirements at Toronto Pearson; however, they must operate only between SHOULDER PERIOD OPERATIONS (scheduled within restricted hours: I 00 & L) In order to ensure that the number of flights within the restricted hours will remain within the established limit over the entire year, there will be strict control of shoulder period operations with preference given to those operators who qualify for historical precedence. Only the following quieter Chapter 3 aircraft will be permitted to be scheduled in the shoulder period: A300/A3 10/A318/A319/A320/A3211A330/A340; BAEI46; B ; B /400/500/600/700/ 800/900; B757; B767; B777; DC8-70; FlOO; CRJl/CRJ2/CRJ7/CRJ9; EI35/EI45/EI70/EI90; MD80 and MD90. These aircraft will be granted slots so as not to exceed single arrival runway or single departure runway capacity. 4. EXEMPTION OPERATIONS A limited number of exemptions for Chapter 3 or equivalent operations may be approved in advance conditional on the GTAA's ability to remain within the total number of flights agreed on with Transport Canada. Exemption requests should be addressed to the Senior Manager, Facility Allocation (Fax (416) ) and must be submitted 30 days in advance of the planned operation. Information regarding exemption criteria may be obtained from Slot and Facility Allocation at (416) An air carrier's history of compliance with exemption times and frequency of extension requests will be considered in evaluating exemption requests. NOTES: a) Shoulder period and exemption operations are allocated by GT AA Slot and Facility Allocation. Submit slot requests to Airport Coordination Canada Limited (ACCL) at (905) (fax. (905) ) or Teletype YYZSCAC, YYZTMCR. ACCL will in turn remit the slot requests to the GT AA for consideration. b) Operations delayed beyond approved slot times will require an operating extension. 5. OPERATING EXTENSIONS All requests for extensions will require thorough justification and be subject to careful scrutiny. Extensions may be granted on the day of operation onlv for delays caused by weather, mechanical, security, or ATC problems. Contact the Airport Duty Manager at (416) (fax. 17 Aircraft Noise Impacts Resulting From 2007 Airside Construction Program at Toronto Pearson International Airport (May 7, 2007 Issue 1) As part of the Greater Toronto Airports Authority's (GTAA) 2007 airport reconstruction program, it will be necessary to restrict the use of certain runways this summer to complete runway upgrades as described below. These upgrades have been scheduled during evening and weekend hours when possible to minimize their effect on normal airport operations. It is anticipated that there will be no significant increase in the number of restricted night operations, except during extended hours of strong northwest or southeast winds. However, there may be increased use of non-preferential runways between midnight and 6:30 a.m. due to construction restrictions. To minimize the impact of aircraft noise on the surrounding communities, the GTAA continues to work with Nav Canada, air carriers, and construction managers. Runway Closures for Airside Construction Work Throughout May 14 to August 12, Runway 06L-24R (the northerly of the closely spaced eastwest parallels) will be closed. During this time, Runway 06R-24L (the southerly of the closely spaced east west parallels) will be used throughout the day and possibly for limited use during the restricted hours. Refer to the noise impact map for further details. Work on Runway 06L-24R is required to update the airfield and approach lighting systems, and to rehabilitate runway pavement and drainage. Throughout August 13 to September 9, Runway 06L-24R (the northerly of the closely spaced east-west parallels) will be closed Sunday to Thursday nights between 10 p.m. and 5:30 a.m. and on weekends from 10 p.m. Friday nights to 1 p.m. Sunday afternoons. During these times, Runway 06R-24L (the southerly of the closely spaced east west parallels) will be used throughout the day and possibly for limited use during the restricted hours. Refer to the noise impact map for further details. Work on Runway 06L-24R is required to update the airfield and approach lighting systems, and to rehabilitate runway pavement and drainage. In September, Runway will be closed for two weekends. Dates and times for these closures will be provided in a future notice. Work in vicinity of Runway is required to improve drainage between Runway and Taxiway J2.
