1 D-2-1 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 7 March 2014 PART D SECTION 2 STAND ALLOCATION 1. Overview To optimize the overall utilization of aircraft parking facilities, aircraft stands for passenger and cargo flights are allocated by Apron Control Centre, in compliance with a set of criteria laid out in this Section. Airlines/airport operators are apprised of these criteria governing the aircraft stand allocation at the Passenger Aprons, Cargo Aprons, Maintenance Apron and Long Term Parking Apron. 2. General Criteria for Parking Stand Allocation 2.1 Scheduled Flights Scheduled flights endorsed and coordinated by the Hong Kong Schedule Co-ordination Office of the Civil Aviation Department (CAD) will be accorded priority in the planning of the Stand Allocation Schedule. 2.2 Non-Scheduled Flights Subject to Para.2.4, stand allocation for non-scheduled flights, such as extra sector, charter, non-revenue and ad-hoc flights will be notified to the airline/handling agent on the day the flights are operated. 2.3 Stand Allocation Priority Aircraft will be allocated the frontal parking stands on a first-come-firstserved basis, subject to the specific stand allocation slots as set out in Para.3. Wide-bodied aircraft and long-haul flights will normally be assigned with priority in the allocation of frontal stands. 2.4 Business Aviation designated parking stand allocation Due to strong demand for business aviation designated parking stands, apart from a charter permit and approved runway slots provided by CAD, all relevant stand allocation requests are required to be endorsed by Airfield Department (AD) of the Airport Authority prior to commencing operations to/from (HKIA). AD will handle the request based on the actual parking stand availability at HKIA and on a first-come-first-served basis. If the requested times/dates are not available due to apron congestion, AAHK will offer the closet alternative(s) or, in some cases, a quick turnaround of 6 hours or less in order to maximize the efficient use of parking stands. 2 D-2-2 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 January Stand Allocation Slots The time slots for which a parking stand is available for allocation to a flight on the Passenger Apron, Cargo Apron, Maintenance and Long Term Parking Apron are as follows: 3.1 Turnaround Passenger Flight From 12.5 minutes before the scheduled time of arrival (STA) until 12.5 minutes after the scheduled time of departure (STD). 3.2 Originating Passenger Flight From 1 hour 15 minutes before STD until 12.5 minutes after STD. 3.3 Terminating Passenger Flight From 12.5 minutes before STA until 45 minutes after STA. 3.4 Turnaround Cargo Flight From 12.5 minutes before the STA until 12.5 minutes after STD. 3.5 Originating Cargo Flight From 2 hours before the STD until 12.5 minutes after STD. 3.6 Terminating Cargo Flight From 12.5 minutes before STA until 1 hour and 30 minutes after STA. 3.7 Combi Flight Combi Flight is regarded as passenger flight in slot allocation. 3.8 Off-scheduled Flight Aircraft with arrival time exceeding 12.5 minutes before STA or departure time exceeding 12.5 minutes after STD may be allocated to another parking stand in order to avoid consequential disruption to succeeding arriving flights. 3.9 Overnight Parking Aircraft may remain overnight in parking stands at the Passenger Apron and Cargo Apron only when such parking will not adversely affect the overall stand allocation for scheduled flights in the following morning.

3 D-2-3 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 October Criteria for Aircraft Parking 4.1 Passenger Aprons Parking stands in the Passenger Apron will be allocated to aircraft operating passenger and combi services. Combi aircraft allocated to frontal stands must comply with the precautionary measures as stipulated in Para.3.2 (e) of Part E, Section 2, regarding the safe operation of airbridge The following guidelines of parking stand allocation will be considered at high priority: Maximize the number of passengers served by airbridges; Strengthen HKIA as the leading international aviation hub by transfer passenger facilitation; Minimize aircraft towing; Facilitate passenger movements between the aircraft the airlines lounges if it is not at the expense of the overall parking stand optimization Aircraft operating terminating flights or long-turnaround flights with ground time exceeding 5 hours will normally be parked at remote stands at the Passenger Apron, and at the Long Term Parking Apron or Temporary Parking Area when the ground time exceeds 8 hours. To facilitate passenger disembarkation and baggage off-loading, the aircraft may, subject to availability upon arrival, be allocated to a frontal stand at the Passenger Apron for a duration not exceeding 45 minutes. 4.2 Cargo Aprons Scheduled cargo aircraft will have priority over non-scheduled cargo aircraft in the allocation of cargo parking stands. Aircraft which consistently operate off schedule may be excluded from the Stand Allocation Planning Schedule Aircraft operating terminating flights or long-turnaround flights with ground time exceeding 8 hours will normally be parked on the Long Term Parking Apron or the Temporary Parking Stands. 4.3 Maintenance and Long Term Parking Apron Stands on the Maintenance and Long Term Parking Apron will normally be allocated for aircraft operating scheduled passenger service with turnaround times exceeding 8 hours. All maintenance stands are suitable for aircraft types up to Code E aircraft except M5 and M31 are designed up to Code F, M6 to M10 are designed up to B747-8 aircraft and M35 for Code C aircraft only.

4 D-2-4 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 August Routine line servicing to facilitate aircraft departure on schedule can be carried out on a parking stand during turnaround. Other engineering activities including those which will immobilize aircraft for long duration must be carried out on the Maintenance and Long Term Parking Apron or aircraft hangars unless permission to carry out such maintenance work on the Temporary Parking Stands or the Passenger Aprons has been given by the Apron Control Centre. Apron Control Centre would normally approve such request if the maintenance operator can tow away the aircraft from the stand within 1 hour upon request and ascertain no contamination be made to the pavement. 4.4 Temporary Parking Stands The available temporary parking stands and their corresponding condition of use are as follows: Stand No. No. of Stands Condition of Use TW1 1 Tow-in/Tow-out Up to wing span of 26m (only for CRJ700 and ERJ170) TW2 1 Tow-in/Tow-out Accommodate Code C aircraft TC1 1 Tow-in/Tow-out For parking of 1 Code D; or 2 Code C aircraft, one is up to A320 only No night time operation L411-L416 L421-L Tow-in/Tow-out Accommodate up to Code E except A No ground servicing of aircraft M1A 1 Tow-in/Tow-out Accommodate Code C aircraft NB21- NB40 20 Tow-in/Tow-out Accommodate up to Gulfstream 650 No ground servicing of aircraft No night time operation D301, D302 & D304 3 Tow-in/Tow-out Accommodate up to Code F (Stand D301) Accommodate up to Code F except A and B747-8 (Stand D302) Accommodate up to Code E (Stand D304) No ground servicing of aircraft

5 D-2-5 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 July Objective of the Mitigation Parking Sudden surge in demand for active parking stands may arise when adverse weather, prolonged Red lightning warning or industrial actions affecting airline operation. To increase the aircraft parking capacity by providing temporary parking positions on the apron for non-active aircraft and release full operational stands for active aircraft whilst maintaining safe and efficient airfield operation. Those parking positions are not equipped with aircraft ground servicing facilities Mitigation Parking Procedures Parking order Location No. of aircraft able to be accommodated 1 Taxilane M (MT1) 1 2 Taxilane P (PT1-PT3) 3 3 Taxilane G (GT1 GT4) 4 4 Taxilane L7 (LT1 LT2) 2 Total IAC-ACC will seek permission from Air Traffic Control (ATC) 2 hours prior to activation with the general aircraft stand occupancy, expected amounts and types of aircrafts involved, expected overall duration All line maintenance operators will be well informed of the parking locations Towing of the aircraft on Mitigation Parking positions must be closely monitored by Airfield staff to ensure parking position on taxilane is correct When Taxilane G is to be used, IAC-ACC will inform AFC on the arrangement. 4.6 Objective of Multiple Parking Occasionally Business Aviation Centre (BAC) aircraft parking capacity is fully utilized and small business jets are required to overflow to other aprons. In this connection, Airport Authority has earmarked a number of parking stands to serve this purpose. Designed and certified to serve Code E aircraft parking stands below are earmarked for multiple parking namely L415, L416, L424, L425, L426, M25, M26, M27, TW1 and TC1R. A single aircraft parking stand listed above will be used to park more than 1 Code C or below sized business jet. Detail operation procedures are disseminated to ATC and LMOs.

6 D-2-6 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 July Temporary Holding Arrival Aircraft (active aircraft) on Operational Taxiway (e.g. TWY B) due to Apron Full Arriving aircraft will be held on active taxiways (e.g. TWY B) and waiting for first available parking stand when full apron happens. In order to minimize disruption and to maintain operations in orderly manner, the stand allocation criteria, subject to real-time situation, will be as the followings: 5.1. Continue to adopt the first-come-first-serve principle. 5.2 Avoid last minute assignment of parking stands so that operators have time for resource management. 5.3 Avoid parking stand resource mismatched (e.g. Code C aircraft assigned to Code E stand, result in Code E aircraft with no suitable stand). 6. Relocation of Aircraft During airport emergency or any unforeseen circumstances, the Apron Control Centre may require urgent relocation of an aircraft from a parking stand to safeguard its safety or to minimize interruption to airport operations. It is thus an essential operational requirement that airlines or their ramp handling agents make provision for their aircraft to be moved with short notice, at most within 30 minutes from the time when an instruction is given by Apron Control Centre. Such provisions should include arrangement for access to the flight deck to release parking brakes, and availability of suitable tow bars, aircraft tractor and towing crew. 7. Bi-Monthly Stand Allocation Schedule A Stand Allocation Schedule will be issued on a bi-monthly basis for the Airport Authority internal assessment on stand adequacy. The Stand Allocation Schedule is subject to amendments in response to changes of flight movement schedules, operational requirements, stands outages, weather disruptions, and other variables. 8. Displaying Real-time Stand Allocation Information Real-time stand allocation information is initiated by Apron Control Centre and displayed on the Flight Information Display System (FIDS). In the event of lastminute change in stand assignment for arrival flights, Apron Control Centre will inform Air Traffic Control, ground operator franchisees, airlines and Airport Operation Control Centre by telephone/trunk Mobile Radio in addition to display on the FIDS.
