1 International Civil Aviation Organization The Twentieth Meeting of the Regional Airspace Safety Monitoring Advisory Group (RASMAG/20) Bangkok, Thailand, May 2015 RASMAG/20 WP23 Agenda Item 5: Airspace Safety Monitoring Activities/Requirements in the Asia/Pacific Region PARMO LTHM BURDEN ESTIMATE UPDATE (Presented by the USA) SUMMARY This working paper provides an assessment of the long term height monitoring (LTHM) requirements associated with operations for which the PARMO is the responsible Regional Monitoring Agency (RMA). An estimate of the airframes not monitored within the two-year window is provided. In addition, a coarse estimate for the airframes not monitored within the current two-year window is provided for the operations observed in the Pacific airspace for which NAARMO is the responsible RMA. The PARMO and NAARMO approvals and global monitoring records as of 15 April 2015 were used to assess the operator compliance with the LTHM requirements. 1. INTRODUCTION 1.1 As a result of the amendments made to Annex 6 concerning global RVSM long-term monitoring requirements, APANPIRG/18 tasked Asia/Pacific RMAs in conjunction with RASMAG to prepare a regional impact statement to estimate consequences for each State in the Asia/Pacific Region, including the anticipated monitoring burden. 1.2 For RASMAG/11 PARMO prepared an estimate of its own monitoring burden using December 2008 traffic sample data (TSD). Combined with the same information from the other Asia/Pacific RMA s, the ASIA/PACIFIC REGIONAL IMPACT STATEMENT (reference 1) was developed by RASMAG and endorsed by APANPIRG/20 in September At RASMAG/16, it was decided that All RMAs should develop monitoring burden tables using the format presented in WP17 and provide this information to RASMAG17, and on an on-going basis (reference 2) to maintain the current standing of the region s monitoring burden in relation to the November 2012 deadline set forth in Annex This paper provides an update of operator compliance with the LTHM requirements associated with operations for which the PARMO is the designated RMA. This assessment utilizes the PARMO approvals database and the global monitoring data available as of April In addition, an estimate of the operator compliance with the LTHM requirements associated with operations observed in Pacific airspace for which the NAARMO is the designated RMA is provided. The collective December 2014 PARMO traffic sample was utilized to identify the operations for which the NAARMO is the designated RMA.

2 2. DISCUSSION 2 RASMAG/20 WP The PARMO approvals database as of 15 April 2015 was examined to determine the current operator compliance with the LTHM requirements. The approvals for the countries under PARMO responsibility (Cook Islands, Fiji, Kiribati, Marshall Islands, Micronesia, New Zealand, Palau, Republic of Korea, Samoa, Tonga) were compiled and each approved airframe was mapped to a monitoring category from the most current version of the Minimum Monitoring Requirements (MMR) table (version as of December 2014) based on the respective aircraft type. Any aircraft not found in the current MMR table was assigned a category 3, resulting in 100% monitoring of the associated fleet. 2.2 The operator compliance with the LTHM requirements was determined based on the estimated fleet size for each operator/aircraft type identified in the approvals data and the minimum monitoring category applicable to the respective aircraft type. Each unique operator/aircraft type combination was compared against the collective monitoring data to determine whether or not any of the respective aircraft had been monitored within the last two years. 2.3 A total of 510 unique airframes with RVSM approval were identified with a resultant monitoring burden of 20. Table 1 provides a summary by State of operator/registry for the estimated number of airframes that require monitoring, having no monitoring record within two years of 15 April The results of the PARMO monitoring burden presented to RASMAG/19 as of 7 May 2014 (reference 3) are included for the purpose of comparison. The monitoring burden has decreased by 16 airframes during the past year. State of / State of Registry Table 1. The assessment utilizes the unique airframes are associated with States under NAARMO responsibility from the December 2014 traffic samples provided by the Pacific FIRs under PARMO responsibility. 2.5 Since the last RASMAG meeting, the PARMO has gained access to a new source of data that provides the airframes associated with most of the traffic data records. Therefore, the results of the monitoring burden analysis are more accurate than what has previously been presented. 2.6 The unique airframes extracted from the December 2014 were matched to the NAARMO approvals and global monitoring records as of 15 April 2015, and subsequently mapped to a monitoring category from the most current version of the Minimum Monitoring Requirements (MMR) table (version as of December 2014) based on the respective aircraft 1 reference 3

Any aircraft not found in the current MMR table was assigned a category 3, resulting in 100% monitoring of the associated fleet. 2.7 The associated monitoring burden was calculated based on the estimated fleet size of aircraft observed to be operating in the Pacific for each operator/aircraft type identified in the traffic data and the minimum monitoring category applicable to the respective aircraft type. A total of 2,087 unique airframes were estimated with a resultant monitoring burden of Table 2 provides a summary by State of operator/registry of the estimate of airframes that require monitoring, having no monitoring record within two years of 15 April 2015, for the aircraft under NAARMO responsibility that are observed to operate in the Pacific airspace. The results of the NAARMO monitoring burden presented to RASMAG/19 as of 7 May 2014 (reference 3) are included for the purpose of comparison. The monitoring burden has decreased by approximately 192 airframes during the past year. This significant decrease is likely due to the improvement in the base data used for this analysis and the increased availability of height monitoring in the Asia Pacific Region. Table 2.
