FAA s interrelated areas of concern Standards With ATO, AVS, RSO Environmental With AEE, ATO, AGC, AGI Planning With ATO, AVS Airspace With ATO, AVS Part 139 Certification Financial With AGC, AGI Engineering With ATO, AVS, RSO Compliance With AGC, AGI

On FAA reauthorization If new FAA reauthorization is passed: Please provide an update on the impacts of reauthorization. Please explain how FAA funding is broken down and implications of separating ATO. What has the FAA considered with regards to the potential impacts to airports if FAA regulatory and funding reform occurs (separation of ATO)?

On FAA reauthorization (cont d) If new FAA reauthorization is passed: If elimination of the significant contribution requirement is included in the FAA reauthorization legislation passed by Congress (and the wording under the proposed Aviation Innovation, Reform, and Reauthorization Act of 2016 remains), what will the FAA s approach be for handling changes to existing PFC approvals? If the FAA has not developed a process, how long after a regulatory change could airports expect guidance on how to change prior PFC authority? How will applications in-process be treated? Is the significant contribution requirement elimination retroactive? If not, can airports amend to delete old applications and resubmit under a new application to step up to the higher level desired?

On FAA reauthorization (cont d) If there is an extension of FAA reauthorization: Please explain the short-term or long-term extension implications to airport funding, especially as it relates to carryover and how carryover works.

Impacts of repeated short-term extensions Impact Categories State aeronautical agencies Airport sponsors Consulting community Contracting community FAA Difficulty planning Impacts to bid cycles Uncertainty about entitlements and carryover Increased phasing Protracted construction More potential construction impacts Phased projects can drive increased mobilization costs Delayed bidding can erode competitive bid environment Increased costs means less infrastructure built Problems with material suppliers and subcontractors More grants to administer

Passenger Facility Charge (PFC) Order What are the major changes/clarifications? What will change in practice given the new clarifications? What were the major comments received and will the FAA provide public responses to the comments submitted? When will the handbook be issued? What was the approach in developing the PFC handbook? Are there areas of eligibility that are clarified in the handbook that are more restrictive than some ADOs How will the FAA handle prior PFC authority approvals of scope that may be not eligible due to clarifications in the handbook? Do amendments to those applications put existing PFC authority at risk?

Airport Improvement Program (AIP) status What is FAA s schedule for grant distribution for FY2016? What was the amount of protected entitlements for FY2015? What is the anticipated amount of protected entitlements for FY 2016? Would it go up, or down, or stay the same?

FY-2016 AIP grant program structure Initial formulas based on authorizing statute and FY-2016 appropriated amounts. Any entitlements carried over during FY-2016 will be converted to additional Remaining Discretionary (with corresponding amounts then protected for those sponsors in FY-2017). Small Airport Fund $504,347, % Noise $141,076, % Reliever $2,660, % Military Airport Program $16,123, % Capacity-Safety-Security- Noise $182,411, % Remaining Discretionary $60,803, % Primary Entitlements $832,383, % Protected Entitlements $680,652, % State Apportionment $257,430, % Nonprimary Entitlements $380,949, % Alaska Supplemental $21,345, % Cargo Entitlements $111,716, %

Airport Improvement Program (AIP) status The report Evaluating the Formulation of the NPIAS was provided to Congress in November In that report, the FAA outlined several options for consideration regarding reformulating NPIAS airports. Have you received any information on whether action may be taken on any of the recommendations? If so, can you please summarize the information?

Airport Improvement Program (AIP) status

Other Financial Issues What is the status of the rates and charges policy review? What is the FAA s goal of the review?

Other Financial Issues (cont d)

Other Financial Issues (cont d) Please clarify if ACIPs should include non-aip eligible projects. Is this approach consistent among the ADOs? Please clarify if the NPIAS should include non-aip eligible projects. Is this approach consistent among the ADOs?

Other Financial Issues (cont d) Importance of planning process National Plan of Integrated Airport Systems or NPIAS Biennial, 5-year forward-looking estimate of AIP-eligible capital needs Airports Capital Improvement Plan or ACIP Annual 3-year look-ahead to make specific AIP funding decisions

Other Financial Issues (cont d) NPIAS sources Regional plans State system plans Metropolitan system plans Airport master plans Demand-capacity analyses CIP conferences Additional CIP criteria Safety inspections Environmental issues Local funding priorities Additional ACIP criteria FAA funding priorities Project readiness
