1 Rail Staff Travel (RST) is part of the Rail Delivery Group. This is a guide to the National and International rail staff travel facilities granted to employees who joined rail employment on or after 1 April 1996 and whose eligibility to facilities is defined in the TOC Privilege Travel Arrangement. Employees who joined the rail industry on or before 31 March 1996 should refer to the guide Travel Guide for Safeguarded staff The TOC Privilege Travel Arrangement is a non-contractual arrangement reviewed annually by TOCs and which may be withdrawn at any time. The guide is intended to give you an overview of the benefits you might enjoy. It is not a legally binding document. 2 Section 1: Introduction & General Points This guide provides an outline of the main rail staff travel facilities and concessions available in the TOC Privilege Travel Arrangement. It is not intended to provide comprehensive or up-to-the-minute details of all travel concessions and should therefore not be regarded as definitive. However, it does include as many as possible of the principles of the TOC Privilege Travel Arrangement and is intended to be a user-friendly version of that arrangement. The RST website is updated with changes and useful information; information on special offers is at National rail concessions cover the services of the franchised TOCs and concessionary operators (listed online) and not those of open access operators. If in any doubt, please check before boarding. Throughout this guide, Priv-rate means quarter rate of the full public fare, or 75% discount, also sometimes called Privilege rate. In addition, rail staff travel facilities are also referred to as travel facilities or facilities. Use of travel facilities is subject at all times to the Rail Staff Travel Conditions of Issue and Use, and also to the National Rail Conditions of Travel Travel Irregularities Employees to whom rail staff travel facilities are issued for themselves and their families are responsible for their proper use. The employee has absolute discretion as to whether they allow their eligible Dependants to enjoy these facilities. If any holder of any TOC Privilege card or National or International card, whether employee or Dependant, attempts to use it fraudulently or allows someone else to do so, this is classed as a Travel Irregularity, and the Scheme sets out what penalties should be applied. Generally, if a prime cardholder transgresses, the whole family loses their cards; if a Dependant is at fault, just that individual is subject to penalty. Any person who is found to use improperly any TOC Privilege card or ticket issued by or on behalf of a TOC or transfers or causes to be transferred such a card or ticket, or attempts to do so, will be liable to prosecution, withdrawal of rail staff travel facilities and, if an employee, to possible dismissal. Priv rate leisure tickets purchased with a TOC Privilege Card are not valid for business, trading, duty or residential use (commuting or travel to educational establishments) by either employees or Dependants. 3 Section 2: Overview Leisure Travel is classified as travelling for social, domestic or pleasure reasons (as long as it does not fall within the Residential Travel or Duty Travel categories or involves trading or other remunerative activity). The use of Priv tickets for Leisure Travel is permitted for both employees and Dependants. Residential Travel is classified as travelling from your place of residence to your place of regular employment or education, i.e. commuting. The use of Priv tickets for Residential Travel is only permitted for employees and Dependants once authorised in writing by Rail Staff Travel. Duty Travel is classified as travelling as required by your employment or employer. The use of Priv tickets for Duty Travel is prohibited for both employees and Dependants. As a general rule (though there are exceptions), these are the concessions available: Type of Travel Concessions available Notes National: Leisure Travel Priv-rate of full fare (Anytime) Discounted rate on many Rovers and Rangers Priv-rate of Off-Peak tickets is also available but is subject to yearly renewal of the agreement by TOCs National: Residential Travel International Other UK London (TfL) Priv-rate of full fare (season ticket) Unlimited half rate travel with an International Reduced Rate Card Limited free travel with one free coupon p.a. per country/carrier Generally, Priv-rate None on London Underground and Docklands Light Railway. Season ticket authority, for eligible travel, must be obtained from RST before purchase at station. Available after 1 years service. A free coupon is valid for 3 months giving 4 x 48 hour periods in which unlimited travel is available. Some countries/carriers offer two free coupons p.a. Stena coupons are valid for 3 months giving 2 x 48 hour periods for travel. Some countries/carriers give none for Dependants. CIE, NIR, SNCB, SNCF offer 75% discount on tickets. Available on National Rail concessions operated as TfL Rail and TfL Overground services. A TOC Privilege Card is not valid for the purchase of Reduced Rate Season Tickets Dependants generally receive the same leisure-only benefits as the employee (although international services may be different) Part time employees may not receive full benefits D7430AA v2 Rail Staff Travel Page 3

A Photocard ID does not need to be carried by any Dependants aged 15 or under. The Photocard ID as used by the general public is acceptable and can be obtained from most station booking offices free of charge. Dependants As a general rule you can apply for travel facilities for the following Dependants: one spouse or partner resident Dependant children up to the age of 16; resident Dependant children between 16 and 25 in certain circumstances resident Dependant children aged 25+ in very limited circumstances More specific details about individual circumstances, categories, variations and eligibility can be found in the Conditions of Issue and Use and Eligibility of Family Members Dependants generally receive the same domestic leisure-only benefits as the employee. It is up to the employee, to decide whether or not they want Dependants to be issued with cards and passes and the employee is responsible for the correct use of those Dependant cards and passes. No Dependant is independently eligible for any travel facilities. In the event of a family break-up, all cards and passes for all Dependants no longer eligible must be returned (or expire by date) before you can apply for facilities for any new Dependants. Facilities for a couple, both employed in the rail industry We recommend that you approach RST for specific guidance. As a general rule, upon becoming an employed couple, you can opt for leisure travel in your own right, or as a Dependant. This must apply to both domestic and international leisure travel. You can however retain residential travel separately as an employee, even if you take your leisure travel through your partner D7430AA v2 Rail Staff Travel Page 4

5 Unless your circumstances change (such as the relationship ending), having made your choice you can swap to the alternative status twice only. European (FIP) travel must align with your national travel facilities, as opposed to TOC-specific, eligibility. Restrictions on Travel The use of all TOC Privilege cards and passes is subject to restrictions on certain rail and shipping services, details of which are updated each May and December. This is available on the RST website. Travelling on restricted services will be handled as a Travel Irregularity. Loss & Replacement of TOC Privilege Cards or Passes All losses, for any reason, must be reported to RST immediately. A replacement fee is payable if cards are lost, damaged or destroyed. The fee may be waived if loss is the result of theft, robbery or fire, subject to evidence of the facts being produced from the relevant police or fire service authorities. The current charges are given in the Useful Information page of the RST website Postal losses notified beyond 3 months of the start date of any card or pass will not be replaced free of charge but must be paid for as if lost by the holder. There are no exceptions to this rule as this is to support fraud prevention. To request any replacement card or pass, apply on the Replacements Form (XX10) on the Forms page of the RST website - A reward may be paid to the finder of a lost card or pass at the station to which it is handed in. Leavers Your eligibility for national and international travel facilities ceases after you leave railway employment. All travel documents must be surrendered to the employer before you leave. Mobility If you move between Train Operating Companies and retain continuous service (i.e. you finish with your TOC on one day and start with the new TOC on the next working day) you may retain your National and International travel passes, but you must return any local passes to the TOC you are leaving before you leave. If you have a gap in service between working for one TOC and another TOC, you must surrender all Local, National and International travel passes to the TOC you are leaving before you leave and apply for new benefits with the new company you join. How to buy a Priv-rate ticket, and what to do if this is not possible Where the station has a manned ticket office, you must have a valid ticket before you start a journey. At present it is not possible to buy Priv-rate tickets online, by phone, or from ticket machines D7430AA v2 Rail Staff Travel Page 5

6 If local promise to pay tickets are in use you should obtain one before travelling if the ticket office is closed. If the ticket office is closed, and there is no local promise to pay in use, you must have your fare ready and offer to pay it at the first available opportunity. This could be on entry to the platform, on the train, or when exiting at your destination. By offering to pay there can be no question that you are trying to travel without paying. 7 Section 3: Travel Facilities on National Rail Leisure Travel This is delivered via the TOC Privilege Card, which is issued on joining a TOC (but upon completion of 6 months service at Southeastern). You can use it to purchase unlimited Priv-rate national rail journeys for leisure travel only. The Priv-rate can be applied to day and period walk-up Anytime and Off-Peak fares. Off-peak tickets are subject to the same restrictions as the public equivalent. There is no discount available on Advance Purchase tickets. You can also purchase Ranger and Rover tickets, most of which are available with Priv-rate. Priv-rate tickets are not valid on TfL Underground and DLR services in London except when the ticket shows the Cross-London Indicator, in which case it may be used on the Underground to cross London between the relevant London Terminal stations only. Priv-rate tickets purchased with a TOC Privilege Card must NOT be used for business, trading, duty or residential (commuting). The agreement underwriting this non-contractual arrangement for Non-Safeguarded Leisure Travel is reviewed annually by TOCs and may be withdrawn at any time. Residential Travel This is delivered via a Reduced Rate Season Ticket, available immediately upon commencing employment with a TOC. You can use the authorised form to purchase a Priv-rate season ticket. A TOC Privilege Card does not permit the purchase of a Reduced Rate Season Ticket. Applications for Reduced Rate Season Tickets must be made to RST using the Employee Residential Travel form (XX01) on the Forms page of the RST website - Reduced Rate Season Tickets may also be used for leisure travel. Reduced Rate Season Tickets DO NOT include any element of London travel (LU, DLR, buses). The agreement underwriting this non-contractual arrangement and may be withdrawn at any time. It is reviewed annually by TOCs, and currently runs to 30 June Sleeper Services Employees and their eligible Dependants are eligible for staff travel on Caledonian Sleeper and Great Western Railway Sleeper: Caledonian Sleepers Caledonian Sleepers operate from London Euston to and from various destinations in Scotland. 8 1. 75% discount off the public fare (single only), inclusive of travel and berth accommodation, on presentation of a TOC Privilege Card. 2. Purchase a Priv-rate ticket and pay the sleeping berth supplement. Please note that option 1 is usually cheaper. Reduced fares are subject to availability and can be purchased in advance from a National Rail station or from the Caledonian Sleeper website. See our Current Offers and Concessions page for how to book online. Great Western Railway Great Western operate the Night Riviera sleeper between London Paddington and Penzance. There are two options available: 1. 75% discount off the most expensive Advance-Inclusive package in each type of accommodation (solo or twin) on presentation of a TOC Privilege Card. 2. Purchase a Priv-rate ticket, and pay the sleeping berth supplement. Please note that Option 1 availability is quota controlled. If no Priv-rate advance package tickets are left, you will need to take Option 2. Tickets can only be purchased from a National Rail station, by presenting your TOC Privilege Card to show eligibility D7430AA v2 Rail Staff Travel Page 8

9 Section 4: Travel Facilities on other undertakings in Great Britain Travel facilities are granted to Employees on some other UK transport undertakings as indicated below. Unless otherwise stated, reduced rate travel only is available, and for leisure use only. Priv-rate travel is generally not available on special event days with leisure railways. 4.1 Eurostar Eurostar Services (operated jointly by Eurostar International Ltd, SNCF and SNCB). The TOC Privilege Card does not offer discounts on Eurostar. Special rate fares between London/Ebbsfleet/Ashford and Lille/Paris/Disneyland-Paris/Brussels/Avignon/Amsterdam and Ski Direct are obtainable via an FIP International Reduced Rate Card which should be carried with you on the journey. For more information on prices and booking information please see Although tickets can be purchased on the day of travel at the stations served, it is better to obtain tickets in advance call International Rail Ltd on , there are also a number of alternative agents you can use, details can be found on our FAQs The charges made for these tickets cover the Eurotunnel Toll, the reservation administration fee and (in the case of first class travel) the cost of 'at seat' refreshments. Reservations on Eurostar services are compulsory. Reservations can be made in Standard Premier (1st class) by holders of 1st Class and STD Class FIP. Upgrades from Standard Class to Standard Premier may be requested on the day of travel at Eurostar station/on board and are subject to availability. Employees who upgrade in this way are not guaranteed any refreshments and may have to move if a late booking means that the new seat is required by a firstclass non-staff paying customer. 4.2 London Tramlink (formerly Croydon Tramlink) Unlimited free leisure travel for TOC Privilege Card holders. 4.3 Heathrow Connect Heathrow Connect is now part of TfL Rail s Elizabeth Line. Unlimited discounted leisure travel for TOC Privilege Card holders. 4.4 Heathrow Express Unlimited discounted leisure travel for TOC Privilege Card holders. Tickets can be purchased at the ticket office at Paddington Station, or the station ticket office at Terminals 2 and 3, or at the ticket office in the arrivals halls in Terminal 4 and Terminal 5. Alternatively, a Priv-Oyster card may be used. The fare charged will be the Priv-rate of the Peak or Off-Peak public single ticket as appropriate D7430AA v2 Rail Staff Travel Page 9

10 4.5 West Coast Railway Company Steam-hauled main line charter trains operate a daily return service between Fort William and Mallaig from June to September. You can travel on these services at a Priv-rate of the published price. Tel Heritage Rail (generally not on the National Rail network) Priv-rate travel is generally not available on special event days with leisure/heritage railways. In place of 2 nd class accommodation, the Railway provides 3 rd class Loughborough Priv-rate tickets are not available on Pullman Dining Trains, and selected NYMR services on the Esk Valley Line to Battersby. Priv-rate tickets are issued only at Ravenglass Booking Office. 11 Railway company Swanage Railway Talyllyn Railway Vale of Rheidol Railway Welsh Highland Railway West Somerset Railway Notes See Ffestiniog Railway 4.2 Shipping P&O Ferries (Dover-Calais & Hull-Zeebrugge/Rotterdam) TOC Privilege Cards issued to employees and their Dependants are recognised on services operated by P&O Ferries (Dover-Calais and Hull-Zeebrugge/Rotterdam). A discount is available for travel on any of the Dover-Calais, Hull-Zeebrugge (new), and Hull-Rotterdam (new) routes against the standard fares for any duration available through the P&O Ferries website or the P&O Ferries contact centre. Travel on the Dover-Calais route as a Foot Passenger (without a vehicle) is free except for the port taxes charged. You must purchase your ticket in advance. The discounted fares are available to book online through (when prompted for your Membership Number, enter the number of your current TOC Privilege Card); the P&O Ferries contact centre on ; or RTS.supportgroup@poferries.com. Please note that telephone bookings attract an additional charge of approximately 5. Port Tax tickets for travel as a Foot Passenger are not available to book on-line. For these simply call the P&O Ferries contact centre as above the usual telephone booking charge will not be applied to these bookings since they cannot be booked on line. Present your TOC Privilege Card and Photo Identity Card at the port when you check-in for travel. Failure to do so will result in being refused travel Stena Line Irish Services TOC Privilege Cards issued to employees and their Dependants are recognised on services operated by Stena Line on its services to the Republic of Ireland and Northern Ireland. Travel as a foot passenger is free, but a Port Tax ticket (for all passengers aged 4 or over) must be obtained in advance and presented at the embarkation port. Stena Line offers a concessionary arrangement for the conveyance of vehicles, with a variable discount against the public fare for single and return trips by car. 12 4.2.3 Irish Ferries Irish Ferries operate services between Pembroke Dock and Rosslare, and between Holyhead and Dublin TOC Privilege Card holders may purchase privilege tickets. These must be obtained before travel by phoning the Contact Centre on Windermere Lake Cruises Unlimited free travel is granted to all TOC Privilege Card holders and their Dependants. Before boarding, a Boarding Pass must be obtained by producing a valid TOC Privilege Card at the Company s booking offices at Ambleside, Bowness or Lakeside. 4.3 Buses TOC Privilege Cards issued to employees and their dependents can be used to obtain free travel on the Shuttle Bus between Luton Airport Parkway Station and Luton Airport D7430AA v2 Rail Staff Travel Page 12

13 Section 5: Travel Facilities on TfL services in London There is no concessionary travel within London on TfL services. However, employees holding Priv-rate tickets purchased with a TOC Privilege Card may use TfL services for National Rail Cross London journeys between London Terminals stations where the relevant Cross London indication is shown on the National Rail travel ticket D7430AA v2 Rail Staff Travel Page 13

14 Section 6: Travel Facilities on Foreign Undertakings European (FIP) Arrangements The International Reduced Rate Card (FIP Card) is for unlimited reduced rate travel (i.e. buying discounted tickets) and International Coupons (FIP Coupons) are for limited free travel. General guidelines on getting the best out of travel in Europe can be found on the RST website After one year s service, reduced rate or free rail travel is granted to TOC employees and to their Dependants on FIP carriers. There are an increasing number of open access and franchised carriers in countries which were previously covered by a single national carrier. FIP facilities are carrier specific and care must be taken by FIP facilities holders to ensure that the carrier accepts the FIP facilities held. The class of travel allowed by European carriers is the same as that granted to an employee on National Rail. On FIP carriers, it is usually possible to upgrade from 2 nd Class to 1 st Class where the difference in the public fare between 2 nd and 1 st class is paid for in advance. It is an offence for an employee holding 2 nd class facilities to travel 1 st class unless the difference in fare has been paid prior to travel. Business class is often not available to FIP 1 st or 2 nd class facilities holders. Restrictions are imposed by FIP carriers from time to time and details are circulated and can be found in the Restrictions booklets on the Where Can I Go page of the RST website - Supplements and seat reservations are payable on many express or long distance or cross-border services, particularly ICE and TGV. Some carriers do not permit supplements to be purchased on board train, unless departing from a station where the ticket office is not manned. Travel Irregularities Cases reported to RST by the administration where the passenger is reported as travelling in breach of FIP regulations will be dealt with under RSTs Travel Irregularity procedure. This includes scenarios such as: failing to present a valid passport as supporting identification travelling without a ticket, or validated ticket, where local arrangements require purchase and or validation of the ticket before travel travelling in a class of accommodation not covered by the facilities and/or ticket where no upgrade has been purchased travelling on a restricted service travelling on a service which requires a reservation and/or supplement where no reservation and/or supplement has been purchased. breaking a journey when not permitted D7430AA v2 Rail Staff Travel Page 14

15 accepting complimentary food and drink when not permitted travelling or occupying accommodation in breach of the administration s own conditions of travel Free Travel Free travel is granted usually once a year on most FIP carriers to all employees and their eligible Dependants (see table below for details). International Free Coupons are issued and are supported by your passport. International Free Coupons are valid for a maximum period of 3 months from date of issue. To travel before 31 March next year out of this year s quota, you must apply before 20 December by or post, and clearly mark the form that you want the coupons taken from the current year s quota. For International Free Coupons, apply on the appropriate International Coupon Application Form (XX09b for Employee travel only of XX09c for Employees and eligible Dependants) on the Forms page of the RST website - and submit to RST with a minimum of 3 weeks notice. If you apply using the online form on the RST website, only 2 weeks notice is required. International Free Coupons are issued as a batch for the journey requested. If a coupon has been partused on a railway adjoining or bordering the UK, it may not be used again for any further journeys on this railway after the return journey has been made to the UK. Adjoining railways are those which are linked to ATOC/GBPR by another FIP member, including ferries and Eurostar. The adjoining railways are SNCF, SNCB, NS, NIR, CIE (France, Belgium, Holland, N. Ireland, Republic of Ireland) but not Denmark or Norway. Part-used coupons for non-adjoining countries may therefore still be used up. Unused coupons may still be used for another journey as long as the overall period of validity has not been exceeded. All FIP carriers listed below grant reduced rate travel for Employees. The table shows whether Dependants of Employees also benefit from reduced rate travel, and whether Employees and Dependants benefit from free travel.
