3 Participating Companies 2018 Railway undertakings and shipping companies The G.I.E. Member Companies participating in the Interrail Passes are listed in Appendix 2. Please refer to this file for a complete overview of which countries participate in which offers. Definitions For the purpose of this SCIC, both in Section I and in Section II: Benefits means price reductions offered to the Pass holders by partner companies. Benelux means Belgium, the Netherlands and Luxemburg; Control Voucher means the voucher issued in case of Saver Pass, which includes the Travellers surnames, first names and genders followed by passport numbers and traveller country/countries (see Layout Instructions Appendices) Europe means all Countries listed under Europe in Appendix 8a (Product Eligibility per Country). By extension, a European country is one of the countries listed in said Appendix; Member Companies railway undertakings and shipping companies participating in the Eurail Pass (see Appendix 2). Month when referring to Pass validity, a month is defined as a period from a specified day in one month to the day numerically corresponding to that day in the following month, less one. Out of Europe means all countries listed in the overseas section of Appendix 8a. 4 SECTION I Rules for Interrail Distributors and Carriers 1 Statutory basis for carriage This document contains the Special Conditions of International Carriage (SCIC) applicable to the INTERRAIL PASS offer. 1.1 Carriage is subject to: the Convention concerning International Carriage by Rail (COTIF) of 1999 and its Appendix A the Uniform Rules concerning the Contract of International Carriage of Passengers by Rail (CIV) ; in so far as it is applicable in the various countries and to the services in question, to Regulation (EC) No 1371/2007 of the European Parliament and of the Council of 23 October 2007 on rail passengers rights and obligations (PRR) including the CIV Uniform Rules in the version of Annex I to the PRR; to the General Conditions of Carriage for Rail Passengers (GCC-CIV/PRR), when adopted by the carriers involved in the transport. the Interrail Pass Conditions of Use and to this Special Conditions of International Carriage Rail Pass Ticket (SCIC-RPT); together with the various carriers special conditions of carriage. These include common conditions of carriage for several modes (local transport operators consortium); to the law to which a carrier by sea is subject and to the special conditions laid down for maritime sections in mixed rail/sea carriage. 1.2 Tickets for domestic journeys Tickets for domestic journeys (including One Country Passes), issued outside that country, are subject to: in so far as it is applicable in the various countries and to the services in question, to Regulation (EC) No 1371/2007 of the European Parliament and of the Council of 23 October 2007 on rail passengers rights and obligations (PRR) including the CIV Uniform Rules in the version of Annex I to the PRR; the applicable national law; the General Conditions of Carriage for Rail Passengers (GCC-CIV/PRR) in so far as the carriers involved in the transport have declared that they will apply them; the Interrail Pass Conditions of Use and to these Special Conditions of International Carriage Rail Pass Ticket (SCIC-RPT) and the contractual carrier s conditions of carriage for domestic traffic, supplemented as appropriate. The SCIC-RPT takes precedence over the domestic regulations for international tickets and national coupons. 4

5 2 Interrail Pass target customers 2.1 Eligible and non-eligible customers Interrail Passes may be issued to citizens from one of the countries of the European Union and the countries listed hereafter, or persons officially residing in one of the countries of the European Union and the countries listed hereafter: Albania, Andorra, Belarus, Bosnia-Herzegovina, FYR Macedonia, Gibraltar, Iceland, Kosovo, Liechtenstein, Moldova, Monaco, Montenegro, Norway, Russian Federation, San Marino, Serbia, Switzerland, Turkey, Ukraine and Vatican City. Proof of citizenship can be established with a passport/identity card. Proof of residence can be established with government issued residency documents. For a full list of relevant countries for Interrail Pass eligibility see Appendix 8a. Concrete examples can be found in Appendix 8b. 3 The Interrail Pass Offer 3.1 General description of the product The indication 'Interrail Pass' is used for the total range of Passes, consisting of two main categories: Interrail Global Pass Interrail One Country Pass The Interrail Pass is a Pass which, depending on the category and validity chosen, gives the customer the right to travel on the lines of the companies for which his/her Pass is valid during a defined period. Seat reservations or surcharges are not included. The entire Pass range is subject to the Conditions of Use as set out in this document in Section II. Interrail Passes also entitle the holder to price reductions (Benefits) on the lines of some companies and non-transportation organisations as listed in the Rail Planner App. All Interrail Passes, with the exception of the Continuous Interrail Global Passes, are "Flexi" Passes, which entitle the holder to a specified number of days of travel within a fixed overall period. The Continuous Pass entitles travelling daily within the period of validity of the Pass. 3.2 Interrail Pass Categories The standard offer consists of 2 main categories of Interrail Passes, all available for 1st and 2nd class (except for the Interrail Norway Pass, which is available for 2nd class only). 5

6 1. Interrail Global Pass 2. Interrail One Country Pass Each of the above categories has its own geographical validity and/or validities in travel days. 3.3 Subcategories The following subcategories are available: 1. Adult (Full Fare) 2. Youth 3. Child 4. Senior Adult (Full Fare) The subcategory Adult is a Full Fare Pass Youth The subcategory Youth is available for travellers who are younger than 28 years of age on the first day that the Pass is valid. A Youth Pass can also be issued for children that cannot obtain a free Child Pass (e.g. in case an Adult Pass holder would travel with more than two children) Child The subcategory Child is available for travellers from 4 years of age up to and including 11 years of age on the first day that the Pass is valid. Children younger than 4 years of age can travel for free and without a Pass, unless a separate seat or bed is requested. In that case a separate Child ticket or Pass may be required. The Free Child concept is valid for up to two children per Adult Pass. In case an Adult Pass holder would like to travel with more than two children, a separate Youth Pass should be issued for this/these child(ren). A Child ticket must have an identical Pass validity as the accompanying Adult Pass (e.g. same class, number of travel days and overall validity). The only difference will be price and subcategory Senior 6

7 The subcategory Senior is available for travellers aged 60 and older on the first day of validity of the Pass. 3.4 Description of Interrail Pass Categories Interrail Global Pass Geographical validity Interrail Global Passes are valid in the following countries: 1. All Interrail One Country Passes are Flexi Passes. The following Interrail One Country Passes are available: One Country Pass VALIDITY 7

9 - 8 days within 1 month Promotional Passes Promotional Interrail Passes are Passes with a discounted price or a diverging promotional validity. Specific issuing, sales, accounting and layout instructions apply for Promotional Passes are communicated via Appendix 7 or through a separate Newsletter. 4 Complimentary Passes 4.1 General Each COMPANY (member or distributor) is entitled to issue Complimentary Passes. The annual quota per COMPANY equals 1% of the number of Interrail Global Passes sold by the COMPANY in question in the year N-1 (also see point 2.3 of the Interrail Marketing Guidelines. 4.2 Purpose Within the regular 1% quota Complimentary Passes (free Passes) are allocated primarily for the purpose of training and product promotion and can be issued for different purposes. For details and examples see point 2.3 of the Interrail Marketing Guidelines. On top of the 1% quota, additional Complimentary Passes can be allocated for promotional or commercial use. Such additional Complimentary Passes require authorisation by Eurail Group Management. Authorisation should be requested in writing to address Complimentary@eurailgroup.org and will be approved by Eurail Group Management within 3 business days from the receipt of the request. The goal of commercial use Complimentary Passes is to gain commercial advantage, stimulate direct or indirect revenues generating use and enhance Interrail products reputation, e.g. offering Complimentary Pass to the accompanying person or tour guide of a tourist group. For group offers, additional Complimentary Passes up to a value of a 10% discount on the whole order may be issued without approval of Eurail Group; these cases shall be authorized by using Eurail Group s Group Offer Tool (Marketing Guidelines, Annex 5) and comply with the following standard procedure: 9

10 Complimentary Passes can never be sold, either by the COMPANY, or by the recipient of such a Complimentary Pass. 4.3 Available Complimentary Passes The following main categories of Passes may be issued as a Complimentary Pass: Interrail Global Pass: Continuous: Flexi: 15, 22 days or 1 month -5 days within 15 days -7 days within 1 month -10 days within 1 month -15 days within 1 month Complimentary Passes are available as 1st or 2nd class Adult Passes and 1st or 2nd class Youth. 4.4 Issuance of Complimentary Passes In case electronic issue is not possible, Passes can be ordered from the Eurail Group Management using Annex 4 of the Marketing Guidelines. Please allow 3 weeks for processing and shipping of the requested Complimentary Passes. 4.5 Statistics and reporting The issuance of Interrail Complimentary Passes shall be reported quarterly to the Management of the Eurail Group GIE, at the latest 15 days after end of each quarter, using the Complimentary Interrail Pass Reporting Form specially designed for this purpose by the Eurail Group GIE. 10

11 Each distributor is obliged to report on the usage of Complimentary Passes using the Interrail Pass Reporting Form (Marketing Guidelines, Annex 6). Reports should be sent every quarter to Eurail Group at the latest 15 days after end of each quarter. If distributors do not report their Complimentary Pass Reporting on a regular base, Eurail Group reserves the right to cut down the amount available to them in the following year 5 Prices All Interrail Pass prices can be found in Appendix 1. Prices are in EUR and, are valid for a period of one calendar year from 1st January to 31st December. Promotional prices are specified separately in Appendix 1. 6 Issuing Instructions 6.1 General Passes may be sold at a maximum of 11 months before the first day of validity. Passes may be sold to any traveller eligible for an Interrail Pass (see point 2.1). At the moment of purchase the traveller is obliged to give proof of citizenship/residence and date of birth by means of a passport/identity card or government-issued residency document. In case of online sales, the traveller should be asked to accept terms and conditions, before the actual sale is executed, in which similar conditions are included. Note; when using the Pass, the traveller must be able to give proof of the correctness of these data to ticket inspectors. 6.2 Electronic issue Interrail Passes may only be issued electronically and must comply with the RCT2, or RCT2 compressed layout. Detailed instructions can be found in the Layout Instructions Interrail Pass RCT2 (see Appendix 6). The paper used for electronic issue must comply with the GTT-CIT rules. 6.3 Interrail Pass Cover and Travel Documentation 11

12 The Pass Cover is an integral part of the Interrail Pass and each Interrail Pass must be stapled into an Interrail Pass cover., each Child Pass must be stapled together into the same cover as an Adult Pass. The Pass Covers are supplied by the Eurail Group and can be ordered using the form in Appendix 5. In addition to the ticket and Pass Cover, each Interrail Global Pass customer must also receive the below travel documentation which forms an integral part of the product: Interrail Pass Guide (available in several languages). Interrail Map. The issuer must pay attention that up to date Pass Covers and travel documentation is used when issuing the Pass. Updated Pass Covers, Eurail Maps and Pass Guides are issued each year per January 1st. Note: Interrail Pass Covers, Maps and Pass Guides provided in 2017 may also be used in The valid year (edition) is printed on the document in small print on the reverse. 13 Interrail Pass Guide issue 2017 Interrail Pass Guide issue 2018 Interrail Pass Map issue 2017 Interrail Pass Map issue Use of the Passes 7.1 General Use of the Passes is extensively regulated by the Conditions of Use that can be found in section II. This section (Section I) includes instructions or clarifications for the Members. All Interrail Passes, with the exception of the Continuous Interrail Global Passes are so-called Flexi Passes. Holders of a Flexi Pass may choose the days of travel at their own convenience within the overall validity 13

14 of the Pass. The Pass-holder must enter the date of each travel day on Travel Calendar on the Pass before boarding the first train/ship of that day. This date must be entered by the traveller in blue or black non-erasable ink or with a blue or black non-erasable pen in the corresponding box on the calendar. Dates must be inserted in sequential order as in the following example (e.g. 7th of May is 07/05): The traveller may not begin his first journey before 00:00 hours on the first day of validity of his Pass. His last journey must end at the latest at 24:00 hours on the last day of validity of his Pass. The date and time taken into account are those stated in the timetables for arrival at the destination station. 7.2 Travel by night train with a Flexi Pass: 7 pm rule Travel by overnight train will only require the use of one travel day in the Travel Calendar if: - the journey is made by direct overnight train (no change of trains) - the Pass Holder boards the direct night train after 19.00h (7 pm) - the train arrives at its final destination after 04.00h (4 am) If the above applies, it will only be necessary to enter the date of arrival in the Travel Calendar boxes on the Pass. This will then also cover travel between 19.00h (7 pm) and 24.00h (midnight) on the date of departure, as long as the dates of departure and arrival both fall within the overall period of the Pass validity. If the Pass holder makes an overnight trip and boards the overnight train before 19.00h (7 pm), it is necessary to fill in two travel days on the Travel Calendar. When using an overnight ferry covered by the Pass, either the date of departure or arrival may be entered in the Travel Calendar boxes on the ticket. Example: If a Pass Holder boards a night train after 19:00 hours on September 21st, he can enter the date of arrival, the 22nd of September, in the Travel Calendar. The night train should arrive at this final destination after 04.00h (4 am). 7.3 Travel in country of residence An Interrail Global Pass may only be used for limited free travel within the country of residence of the traveller. It is only valid for two trips in this country (provided it is an Interrail member country). These trips are referred to as the outbound and inbound journey. The outbound journey can be used to travel from any location in the country of residence to the border or an airport or port. 14

15 The inbound journey can be used to travel from the border or an airport or port back to their (final) destination in the country of residence. The traveller may travel with more than one train, provided the trips are within the same day. Please note that the special rule for travel with an overnight train also applies; see paragraph 7.2 for detailed conditions. 16 How to record country of residence trips in the Travel Diary of the Pass Cover Step 1: Fill in the outbound/inbound date Before boarding, the traveller must enter the outbound journey date on the Pass Cover in the designated area of the Travel Diary. The same applies when making the inbound journey. If the traveller does not make use of these trips, this space can be left blank. Step 2: Fill in the journey details As with all other trips, the details of the trains of each outbound and inbound trip need to be registered in the journey details section of the Travel Diary. 8 Ticket Inspection In the following, the terms Pass and ticket are interchangeable throughout. Ticket window staff and ticket inspectors on trains and ships must observe the following instructions, insofar as this is possible. 8.1 Checks to be performed on the ticket: - Check whether all indications on the ticket are correct and have not been altered. - Check that the ticket bears the name(s) and the passport number(s) of the holder(s). Upon request, the ticket and the passport (or travel document substituting the passport) must be presented to any officer of the railway undertaking responsible for ticket inspections. Failure to present a passport (or a legal equivalent) will result in payment of the full-fare ticket and a fine, as regulated under Article 2 of the Conditions of Use (see Section II). - Check as far as possible that the ticket is genuine by checking that: o the colours of the security background are genuine o the paper contains relevant security features/elements - For Passes with flexible validity, check that the travel date of use has been entered on the Travel Calendar in black or blue (non-erasible) ink. The box in question can be punched/stamped once per travel day only leaving the filled in date clearly readable. 8.2 Checks to be performed on the Pass Cover: Check that the Pass Cover is genuine. The following security features appear on the Pass Cover o Unique number on the inside of the cover o Glue line 16

17 o Perforation positioned below the unique number Note: due to the 11 month pre-sales period Pass covers developed and printed in the previous year, may appear on the train. See cover examples under paragraph 6.5. Check whether the Travel Diary journey details are filled in on the Pass Cover and assist the traveller with filling in these details where needed. See below image. Place a stamp or date with initials or train number in the Control area of the Pass Cover. Image showing the Travel Diary section of the Pass Cover: Importance of completing Travel Diary on Pass Cover: The Travel Diary details are essential for the revenue sharing of Eurail and Interrail Passes. When inspecting tickets, please pay special attention to these details and make sure they are filled in. Please assist travellers with this filling in their trips in the Travel Diary where needed. 8.3 Misuse Cases of misuse and confiscation are regulated in Article 9 of the Conditions of Use (see Section II). Fines are payable in local currency, according to the provisions of the concerned Company. It is advisable to attempt to obtain immediate settlement of the fines laid down, in all cases. If a passenger refuses to pay, the company regulations of each network should be enforced (possibly involving legal proceedings). Date change on the Travel Calendar of a Flexi Pass Travellers are not allowed to change the date on the Travel Calendar of a Flexi Pass, or fill it out with pencil or with an erasable pen (see point 7 Conditions of Use). In case of misuse concerning this date on the Travel Calendar, the following applies: 17

18 1) 1) If the alteration was intentionally made to commit a fraud, and concerns more than one date change, the ticket shall be confiscated and the ticket inspector may demand payment for a full fare ticket for the journey and a maximum fine of EUR 200, subject to the rules of the relevant railway undertaking. The confiscation should be avoided unless there is absolute certainty, based on overwhelming evidence, that the alteration was an intentional act of fraud. If the alteration concerns one date change only, then a ticket and/or fine should be issued, but no confiscation should take place. In such cases a small note should be placed on the ticket, with the options to elaborate on the reverse of the ticket (e.g. and explaining that the alteration was spotted and a ticket and/or fine was issued). In case the traveller makes another date change during later travels, another ticket and/or fine should be issued and the Pass should be confiscated. Also, in case of two or more changes, a fine and/or ticket and confiscation should be applied. Note; in case of a date alteration while the traveller is using or has used an overnight train and the new date matches with the departure or arrival date, ticket inspectors can assume that this is not an intentional fraud, since it can happen that train staff sometimes suggest the wrong option. 2) If it is probable that the date of the travel calendar on a Flexi Pass has been altered without intention to fraud the ticket inspector may, at his personal discretion, cross out and sign the date box invalid and fill in the correct date in the next date box of the Travel Calendar. In addition, the ticket inspector may, at his personal discretion, demand payment for a ticket at the full fare for the journey and a maximum fine of EUR 200, subject to the rules of the relevant railway undertaking. 3) Whenever, in the opinion of the ticket inspector, having considered the circumstances, it is clear that the mistake with the date was unintentional (e.g. if the day and month have been switched), or the mistake was made by railway personnel, he/she can validate and approve the date mistake by placing a small note close to the specific date. In such cases no ticket or fine needs to be issued. In addition, the ticket inspector shall explain on the reverse of the ticket what the circumstances for this decision were. 8.4 Counterfeit tickets If a ticket is found to be counterfeit or a photocopy, the ticket inspector must, in addition to the checks Article 8.1, 8.2 and the actions described in section 9 of the Conditions of Use: - Attempt to discover where and how the passenger was able to obtain a counterfeit Pass or a photocopy; - Send in the confiscated Pass tohis Management as soon as possible (if not immediately possible, send a picture of the Pass), giving all relevant information of the confiscated Pass: o date of confiscation o location / train number o name of the customer o reason for confiscation The management of the Ticket Inspector must inform Colpofer or the Eurail Management conformingly ( address of Colpofer: fraudwgcolpofer@trenitalia.it). 18

19 Informing Additionally, all confiscated Passes should be reported to by sending in a picture of the Pass, the reason for confiscation and the date of the confiscation. This information is needed in order to be able to correctly respond to customer claims and Consumer Authorities in relation to the confiscation. Without any proof of the reason for confiscation, Eurail Group cannot intervene and reply to complaints. Depending on the country, for privacy reasons ticket inspector may need to hide the passenger details, however, privacy restrictions shall not prevent from fulfilling this clause. 8.5 Issues with the cover An Interrail Pass without a cover or with an old original cover are not a valid reason to withdraw a ticket. To avoid unnecessary and unpleasant experiences for the travellers, train staff are requested to act as follows: - If possible, take a picture of a faulty issued ticket and sent it to helpdesk-tickets@eurailgroup.org. - If the cover is wrong, it is requested to write PLEASE CHANGE COVER on the reverse side of the ticket, and to confirm this with a date stamp or signature. - If the Pass has no cover, it is requested to write PLEASE ISSUE COVER on the reverse side of the ticket, and to confirm this with a date stamp or signature. - The ticket inspector, after verifying the authenticity of the ticket, shall invite the client to go to a ticket office in order to get the appropriate cover. - To prevent abuse on the cover rule, carrier ticket offices shall accept only Passes which have been officially marked (date + stamp) by the ticket inspectors. All other requests will be systematically rejected. - In case the cover and/or ticket are falsified, the normal procedure has to be followed. (Note) Fake covers usually have no glue line. 9 Exchange and refunds 9.1 General The conditions for exchanging and refunding Interrail Passes are regulated in Article 14 of the Conditions of Use (part II of this document). 9.2 Exchange by the Issuing Office 19

20 In case the traveller requests an exchange, e.g. because his travel plans have changed, the Pass can be exchanged under the following conditions: The Pass is not a Promotional Pass (see Appendix 7 for conditions for Promotional Passes) The Pass must be offered for exchange before the first day of validity of the Pass. Exchange can only take place through the original Issuing Office Costs for exchange can be fixed by the Issuing Office and in case of up-selling no costs should be requested. 9.3 Refund of unused Passes If the Interrail Pass is presented for refund before the first day of validity, a refund can be granted. Note; any ticket is deemed to be partly used on or after the first day of validity. If the ticket is presented during or after its period of validity, the refund is granted if it has been rendered NOT USED before or on the first day of validity by an official department of a participating network. Note; Promotional Passes, unless indicated differently by Eurail Group, are non-refundable. Unused Promotional Passes can therefore not be refunded. Specific refund and exchange conditions for Promotional Passes can be found in Appendix Refund of partially used tickets Interrail Passes that are partially used, lost, damaged or stolen may not be refunded or exchanged. The same applies to tickets of any sort purchased to replace lost or stolen tickets. While the Conditions of Use provide that the traveller has no claim to any refund for partially used tickets, the issuing company may contact the Eurail Group for a partial refund, if the ticket could not be used completely for compelling reasons (e.g. death of the traveller, serious illness of the traveller or accident). The client must present the application with all necessary proof e.g. death certificate, medical certificate, proof of repatriation or advanced return flight. Special cases are to be submitted to the Eurail Group, who will decide on a possible refund. If granted the refundable amount is calculated according to the number of days of the validity used or, in the case of a Continuous Pass, the number of days elapsed. Please note, this does not apply to Promotional Passes as these cannot be refunded. 9.5 "Force majeure" and other situations A traveller who could not (or only partly) use his Interrail Pass due to natural disaster, events or circumstances beyond the control of the parties in Europe ('force majeure') must submit an application for refund to the Issuing Office. 20

21 The Issuing Office asks the Eurail Group for authorization for refund, submitting all necessary information and/or documents. The Eurail Group will investigate the validity of the claim and, in the case of a positive result, authorize the Issuing Office to grant a partial refund to the traveller while indicating the amount to be refunded. In situations not accounted for in the terms above and in the Conditions of Use, the Issuing Office must submit the application to the Eurail Group for decision. 9.6 Timeframe for refund requests Refund applications for Passes are accepted up to one month after the last day of validity. 9.7 Cancellation fees Refunds are subject to the deduction of a 15% cancellation fee which remains with the issuing company executing the refund. The company may, out of courtesy, decide to refrain from levying the cancellation fee and consequently renounce this income. 21

22 10 Pass price structure, Accounting, Payments 10.1 Pass price structure The price of each Interrail Pass is composed of 4 elements transportation fee, administration/seed fee,marketing Fund and commission. Transportation fee Transportation fee is the share of the Pass value, net of administration/seed fee, Marketing Fund and commission. Administration/SEED fee From each sold Interrail Pass (except for Child Passes) fees as specified in Appendix 1 are to be shared with the Eurail Group. Commission and Marketing Fund Distributors withhold a commission of 10% on the Interrail Pass sales made under their responsibility. The commission is calculated over the gross amount after deduction of the administration/seed fees. In addition to the commission, Eurail Group will fund an amount of approximately 4,5% of the sales, based on marketing plan. Appendix 10 of the Marketing Guidelines specifies details and conditions for utilizing the amount. Further funds can be allocated upon approval by Eurail Group upon request Accounting The accounting process consists of two stages (1) accounting from Distributors to Eurail Group and (2) accounting from Eurail Group to Members. Distributors account towards Eurail Group their sales proceeds and subsequently Eurail Group accounts and distributes revenues among members, based on the applicable coefficients. The accounting of sales proceeds is made on a monthly basis, in conformity with UIC Leaflet 301 and the rules set out by Eurail Group GIE in the 301 Interrail accounting instructions Payments On a monthly basis, distributors transfer the transportation fee and any applicable fees to Eurail Group and subsequently Eurail Group distributes the transportation fee to members, depending on their respective shares in the sales. Unless otherwise agreed, Eurail group will both debit and credit members participating in the Brussels Clearing Centre (BCC), ideally at the end of M+1 (where M is the month of sales). Sales proceeds of distributors not part of the BCC shall be sent by bank transfer to Eurail Group by M+15 days, and from Eurail Group to members by M+30 days. In case of delayed payment of sales proceeds and in order to ensure the interests of all carriers, Eurail Group can apply interest for delay as per the rules set in UIC Leaflet

23 Currency to be used All accounting, reporting and payments are exercised in EUR. 11 Sharing of revenues Interrail sales proceeds from Interrail Global Passes are shared between members according to the applicable coefficients approved by the Eurail Group s Full Assembly or by the Board, in case this responsibility has been delegated to it by the Full Assembly (see Appendix 3 for provisional coefficients). Sales proceeds from Interrail One Country Passes are allocated to the network concerned. The total revenues out of the Interrail Austria Pass, Benelux Pass, Interrail France Pass, Interrail Germany Pass, Interrail Greece Plus Pass and the Interrail Italy Plus Pass are allocated according to the coefficients agreed among the undertakings involved (see Appendix 3). Pay-outs for cancelled or refunded Interrail Passes, issued in the current year, are shared according to the coefficients applicable for that respective year. Pay-outs for cancelled or refunded Interrail Passes, issued in prior years are to be shared according to the coefficients applicable for that particular year. The distribution of the shares is performed on a monthly basis by Eurail Group GIE. 12 General Timeframes The members should send the required information about their company/country before 31st July of any year. This concerns information for the preparation of the following documents: - Interrail Pass Guide and App - Interrail Map - Interrail website - Special Conditions of International Carriage (SCIC) Interrail The members will respond to requests of the Management within the timeframe set for the specific request whereby the Management will allow a timeframe of 2 weeks at least. Measures to be taken if these timeframes are not complied with. Costs for additional work of the Eurail Group caused by the non-respect of timeframes will be charged to the concerned member company. 13 Eurail Ticket System (ETS) Eurail Ticket System (ETS) is a web-based online application, managed by Eurail Group, for issuing Interrail and Eurail Passes, and for exchanging Eurail Passes. ETS is made available upon request. 23

24 ETS users are fully responsible for the accounting of the ticket stock, provided by Eurail Group, and must maintain a stock control for these tickets. Eurail Group will not be liable for any damages, losses or other expenses arising in connection with ETS or use thereof or inability to use, or in connection with any failure of performance, error, omission, interruption, defect, delay in operation or transmission, computer virus or line or system failure. 14 Ticket Paper provided by EURAIL GROUP Interrail Members or distributors that use ticket paper provided by Eurail Group are fully responsible for the stock control of these tickets, once they received them from Eurail Group. A stock control system must be in place, enabling controls on all ticket paper at all points of sale and in all storage locations at any time. Refunded and cancelled tickets must be kept and stored centrally and should be part of the stock control system. 15 Disappearance, loss or theft of tickets The railway concerned must inform the Eurail Group and CIT (info@cit-rail.org) immediately of the disappearance of blank tickets. In case CIT is not informed directly, Eurail Group will inform CIT. This notification must include the numbers of the missing Passes and include a (police) report in case of theft. The CIT General Secretariat sends a list showing all reports of losses to all CIT members and in addition to the Colpofer working group. 16 Conditions of carriage of the carriers Each carrier will provide yearly, by March, the Eurail Group Management with the conditions of carriage applicable to the Pass holders when utilizing the carrier s services. 17 List of Interrail SCIC Appendices Distribution: M = Member D = Distributor Appendix Details M D 24

26 SECTION II - Interrail Pass Conditions of Use As published in the Rail Planner App and on Eurailgroup.org Conditions of Use 1. Interrail Pass definition An Interrail Pass consists of a ticket and a Pass Cover. Neither the ticket nor the Pass Cover is valid on its own. Those who travel using one without the other are subject to the payment of a full-fare ticket and a maximum fine of 200 euro, subject to the rules of the relevant railway undertaking. 2. An Interrail Pass is strictly personal An Interrail Pass is strictly personal, non-transferable and valid only upon presentation of a passport or other recognised photographic identification document (no copies accepted). Those who travel on an Interrail Pass without a passport or a legal equivalent are subject to the payment of a full-fare ticket and a maximum fine of 200 euro, subject to the rules of the relevant railway undertaking. 3. Countries and companies for which the Interrail Pass is valid 3.1 Validity of the Pass The Interrail Global Pass is valid for travel with the participating railway undertakings and shipping companies in the countries listed below. All participating railway undertakings and shipping companies are listed per country in the Interrail Rail Planner App under Travel Info & Services Participating Trains. An Interrail Global Pass has limited validity for travel in the country of residence of the Pass holder (see condition under 3.2). Interrail One Country Passes are only valid for the country printed on the ticket. An Interrail Benelux One Country Pass is valid in Luxembourg, the Netherlands and Belgium. One Country Passes are not valid in the country of residence of the Pass holder. These two trips are referred to as the outbound and inbound journey. The outbound journey can be used to travel from any location in the country of residence to the border or an airport or port. The inbound journey can be used to travel from the border or an airport or port back to their (final) destination in the country of residence. During these trips, the traveller may travel with more than one train, provided the trips are within the same day. Please note that the special rule for travel with an overnight train also applies. In order to make use of these trips, the traveller must indicate the relevant date and journey on the Interrail Pass Cover and on the Travel Calendar, in case of a Flexi Pass. 3.3 Journey not entirely covered by the validity of the Pass If a traveller chooses to make a journey which is not entirely covered by the validity of their Pass, the missing section of the journey has to be paid for at a normal fare. 4. Benefits Benefits are price reductions offered to the Pass holders. A benefit can only be obtained: On presentation of a Pass. Within the overall validity of a Pass. If the Interrail Pass is valid in the country in which the benefit is granted. 27

28 Generally only from the local ticket office, call-centre or website of the company offering the benefit. Interrail Passes entitle the holder to benefits on the lines of companies and non-transportation organisations as listed under Pass Benefits in the Rail Planner App. For specific details regarding the specific benefits see the Rail Planner App. There are two kinds of benefits, namely those entitling to free passage/entrance, and those granting a reduction. 4.1 Free and reduction benefits For both free and reduction benefits for a domestic service the Pass must be valid in the country where the service is granted. For a reduction benefit on an international shipping line the Pass must be valid in the country of departure or the country of arrival but for a free benefit on an international shipping line the Pass must be valid in the country of departure and the country of arrival. For holders of a Flexi Pass reduction benefits can be used during the entire period of validity of the Pass. Free travel benefits for Flexi Pass holders can only occur on a date that has been marked on the Travel Calendar on the ticket. 5. Recording Travel Diary details Before boarding a train, bus, or boat, each journey must be recorded on the Travel Diary. Please be aware that Travel Diary journey details are a crucial part of the ticket. Without these journey details your Pass is not valid. Those who travel without having recorded Travel Diary journey details are subject to the payment of a full-fare ticket and a maximum fine of 200 euro, subject to the rules of the relevant railway undertaking. 6. Flexi Pass: Marking dates in the Travel Calendar Flexi Pass holders may choose the days on which they travel within the period of overall validity of the Pass. Before boarding the first train, bus, or boat on a travel day, the date must be marked on the Travel Calendar. This should be done with a pen with blue or black non-erasable ink in the corresponding boxes on the ticket. Written dates must be entered with 2 digits (7th of May is 07/05) and in sequential order as in the following example: Those who travel on a date that has not been marked on the ticket are subject to the payment of a fullfare ticket and a maximum fine of 200 euro, subject to the rules of the relevant railway undertaking. Once a travel date is entered, any attempt to correct it will be considered an attempt of fraud and the ticket will be confiscated. If a mistake is made, the Pass holder can: 28

29 Enter the correct date on the Travel Calendar, which means that the Pass holder loses a (nonrefundable) travel day; or In all other cases, before ticket control, ask a ticket inspector for advice. 7. Flexi Pass: overnight journeys If the Pass holder boards a direct overnight train after 19:00h (7pm), and the train arrives at its final destination after 04:00h (4am), it is only necessary to enter the date of arrival on the Travel Calendar. This also covers travel between 19:00h (7pm) and 24:00h (midnight) on the date of departure, as long as the dates of departure and arrival both fall within the overall period of the Pass validity. For example, if you board a train to Munich that departs at 21:10 on 11th August, set to arrive at its destination at 06:15 the following morning, you only have to enter 12th August in your Travel Calendar. If the Pass holder boards an overnight train before 19:00h (7pm), it is necessary to use two travel days. When using an overnight ferry covered by the Pass, either the date of departure or arrival may be entered on the Travel Calendar. 8. Seat availability, reservations and surcharges An Interrail Pass does not guarantee a seat on a train or boat, unless a separate reservation is secured in advance. Fees for seat reservations, sleeping accommodation, port taxes, meals, and other services offered on board of trains and boats are not included in the Pass. For certain trains and ferries, reservations in advance are compulsory and surcharges and/or supplements may apply. Pass holders must book and/or pay in advance for the following: Seat reservation for most high-speed trains (like SNCF TGV, Thalys, Lyria, Trenitalia Freccia, RENFE AVE, PKP EIP). The holder must pay charges and supplements in advance, in particular, those levied for seat reservations (sometimes additional services are included in the reservation fee), Sleeping accommodation: the use of sleeping accommodation (like couchettes and beds) for all night trains Panoramic coach: some scenic trains have the option to travel in a special panoramic coach, which requires a reservation Meals, which are included in the supplement of some trains Other services offered on board trains (telephone, newspapers etc.) Special ferry surcharges: Pass holders must book and/or pay the following: The use of cabins, berths and reclining seats on ships of the ferry companies Season supplements from June to September on the shipping lines operated by Attica Group (Superfast Ferries and Blue Star Ferries) or Minoan Lines between Italy and Greece Port taxes 29

30 The use of certain boats 9. Misuse of an Interrail Pass and confiscation Railway staff are entitled to confiscate a Pass: Which is a photocopy or a counterfeit That is being used by anyone other than the person to whom it was issued On which the data on the ticket has been altered (on any of the boxes) Used outside its period of validity Misused in the country of residence Used without a passport or other recognised photographic identification document (no copies accepted) Moreover, the Pass holder is subject to the payment of a full fare ticket for the journey made and a maximum fine of 200 euro, subject to the rules of the relevant railway undertaking. In all the cases above, the Pass holder is considered to be attempting fraud against both and the carrier they are travelling with. This will be reported to national authorities, who will determine the appropriate penalties. 10. Luggage With regard to the transportation of luggage, holders of an Interrail Pass are subject to the same conditions as holders of ordinary tickets of the railway undertaking of the train they travel on. 11. Interrail Pass period of validity An Interrail Pass is valid within the overall time period indicated on the Pass. Travel can begin after 00:00 hours on the first date of validity, and the last trip must be completed by midnight (24:00 hours) on the last date of validity st and 2nd class An Interrail Pass is valid for travel in the class indicated on the ticket. 1st class Passes are also valid in 2nd class carriages. Those wishing to travel 1st class with a 2nd class Pass must pay the full difference between 1st and 2nd class fare on the respective route. There is no refund for 1st class Pass holders travelling in 2nd class. 13. Eligibility Citizens from one of the countries of the European Union or one of the countries listed hereafter, or persons officially residing in one of the countries from the European Union or one of the countries listed hereafter, are eligible to travel with an Interrail Pass: Albania, Andorra, Belarus, Bosnia-Herzegovina, FYR Macedonia, Gibraltar, Iceland, Kosovo, Liechtenstein, Moldova, Monaco, Montenegro, Norway, Russian Federation, San Marino, Serbia, Switzerland, Turkey, Ukraine and Vatican City. 30
