Abstract. With the global urbanization and the development of tourism, small tourism town arises as demanded by the times. Since 1990s, small tourism towns in Hubei province have got considerable development and entered a period of rapid development. In this paper, the author chooses 20 small tourism towns in Hubei province as examples to systematically analyze its geographical distribution, classify their development models and point out five development models of small tourism towns in Hubei Province: traditional town development model, theme town development model, tourism development zone development model, tourism resort development model and eco-tourism zone development model. Introduction The small tourism towns are the small towns which have rich tourism resources and on the basis of the development of tourism, make tourism occupy the leading position in the local economic development. In 1990s, the average number of small towns in Hubei Province is more than four times the average number from the 1950s to the 1980s. To the end of 2001, there are 969 small towns in Hubei province, 738 of them are designated town. In addition, there also are more than 1800 market towns in Hubei province. In 2015, the urbanization rate of Hubei Province has reached 56.6%, compared with the "Eleventh Five-Year" at the end to enhance 7.13%, an average annual increase of 1.43 percentage points. These small towns play a significant role in the economic development of Hubei. The author has collected and analyzed the literature about this topic from two aspects, one of which is the domestic and foreign research on the development model of small tourism towns and the other of which is the domestic and foreign research on the development model of small tourism town in Hubei Province. In summary, the researches on the development model of small tourism towns in Hubei Province seem to have the following shortcomings: Firstly, there is no specific analysis of the geographical distribution of tourism towns in Hubei Province; Secondly, there seems to be no systematic study on the typical development model of small tourism towns in Hubei Province. The innovation of this paper lies in the specific analysis of the geographical distribution of small tourism towns in Hubei Province and systematical research of the development model of small tourism towns in Hubei Province. 709

2 The Geographical Distribution of Small Tourism Towns in Hubei Province Development Situation of Small Tourism Towns in Hubei Province Because the development of small tourism towns are for the economic need, in the initial development stage of small tourism towns, due to inadequate investment, small tourism towns are generally distributed in the towns which have superior natural environment or large projects to rely on for its development. With the economic growth, the number and the quality of small tourism towns in Hubei province will be improved. In the first election of the characteristic landscape small tourism town, there are two towns in Hubei province was elected, second, there are four, third, up to fourteen. It s clear that the number of selected characteristic landscape small tourism town in Hubei province is gradually increased (shown in Table 1). Shenlongjia forest region, Xiaogan city, suizhou city each has two, others all have one. The spatial distribution of small tourism towns in Hubei Province is more dispersed, In general, the number of small tourism towns in the eastern and central regions of Hubei Province is more than that in the western regions. The number of small tourism towns in the northeastern region is the most, and the number of small tourist towns in the northwest is the least. Generally, they distribute in the traffic arteries, which is also consistent with the development of small tourism town elements. The Development Models of Small Tourism Towns in Hubei province Based on the different types of tourism attraction, and the tourism development model and path in a certain period promoted by market demand, this paper has summarized five development models of small tourism town. 711

4 The Traditional Town Development Model The development model of Traditional ancient Town is based on the high-level town construction of small tourism town, high-quality tourism attraction, a large number of local folk traditional architecture and folk culture, and the development of small town tourism economy having a high degree of residents participation. Developing and utilizing historical and cultural resources as well as accelerating the development of cultural and creative industries are the important means to enhance the comprehensive competitiveness of cities and towns. From the perspective of the development of tourism, historical and cultural resources are quite valuable tourist attraction. The development case, such as Liujiaqiao village, Guihua town, Xianan district, Xianning City, has beautiful scenery and the Ming and Qing Dynasties buildings, integration of tourist attraction and local residents living. Shuangquan village has 13 natural bays, 75 Ming and Qing Dynasties ancient houses. Regarding beautiful rural scenery, Ming and Qing Dynasties buildings and folklore as tourist attraction is the specific performance of the development model of traditional ancient towns. The Theme Town Development Model The development model of theme Town is based on the high-level town construction of small tourism town, high-quality tourism attraction, having their own characteristics and culture, and using above strengths to determine the theme of tourism development, and construct large-scale theme park with urban characteristics. Such as Qiliping town, Hongan county, Huanggang city, the first advantage of the small tourism town construction of Qiliping town is that it has a good use of the red tourism development trend. In 2005, China's red tourism industry is booming, red tourism industry in Hongan county gradually developed with the support of national policy. Owing to the development of the entire red tourism industry is not yet mature, and red tourist attractions visibility is far less Yan'an and other famous red places, making Qiliping Town and even the entire Dabie Mountains tourism industry is still in its initial stage. However, with rich tourism resources, the support of national policy, Qiliping town still has a place in the development of red tourism with the improvement of tourism environment. For Qiliping town, how to overcome its unfavorable impact is essential on its long-term development. The Tourism Development Zone Development Model The development model of tourism development zone is based on small tourism town and large projects supported by policy. The quality of its own tourism attractions isn t very high and its attractiveness mainly depends on the visibility of large projects. Boao Town, Qionghai City, Hainan Province is a typical tourism development zone, which take full advantage of the branded strength of Boao Forum for Asia and unique natural ecological resources to build a world-class level of tropical coastal tourist destination. The Forum not only has greatly increased the number of overseas tourists and accelerated the development of the tourism industry, but also attracts a large number of well-known international enterprises to participate in, thus promoting the integration of Yunnan and international market, communication and exchange of tourism economy and culture. Likewise, Sanndouping town in Hubei province which also developed based on large project can follow a similar path of development. Sandouping town, the location of Three Gorges Dam, known as the first town of the Three Gorges Dam, is governed by Yiling District, 712

5 Yichang City, Hubei Province, located at the bank of Xiling Gorge. Up above controlling the water of heaven Sichuan, down below connecting the home of rice and fish in Jingchu (in the Zhou dynasty, the state of Chu in the Jingzhou area of Hubei), Sanndouping town has always been hailed as the throat of Sichuan and Hubei province, also known as Xiling Gallery. This town takes full advantage of the branded strength of Three Gorges Dam and unique natural ecological resources to build leisure tourism destination, accelerate the development of tourism and promote the communication and exchanges of tourism economy and culture. The Tourism Resort Development Model The development model of tourism resort is based on the high-level town construction of small tourism town, superior natural environment and pleasant climate. Tourist attractions for tourists are not plentiful, and the main functions of them are tourists leisure. Within the Jiuzi Lake, there are five scenic spots, thus making the Jiuzhai Lake a natural tourist center of the Dabie Mountains. There are many attractions, like Guan Ping Village new house embankment, Saints Church Village, Dabie Mountain Forest Park, Luotian Paradise Lake National Wetland Park, Luotian Tiantangzhai, Moss off. There also are many historical sites, like Guanghua Temple, Saints Hall, Lagerstroemia compound as the representative of the Ming and Qing Dynasties, and so on. There are more than 300 people directly worked in the tourism enterprises, whose average annual income over 8,000 yuan; 120 people involved in the operation of tourism products, 42 families run tourism "farmhouse." Jiuzi Lake has rich natural resources, ancient buildings and industries like farmhouse, which is the specific performance of the development model of tourism resort. The Eco - tourism Zone Development Model The development model of eco-tourism area is based on quality tourism attractions, rich natural resources, important habitat for organisms, superior environment, and economic development depends on natural ecological resources. The places want to development tourism depending on natural environment must have unique natural ecological resources, and reasonably develop and utilize natural ecological resources, thus relying on the power of nature, they can open up a road of tourism development closely related to ecology, environmental protection and health. Taking Muyu town as a case. Muyu town is provincial tourism resort, located at the first peak in central China Shennong top of the southern foothills, the average elevation of 1200 meters. Within the resort, there are many famous scenic spots, like Shennong top, Shennong Tan, Tiansheng Bridge, Xiangxi source, and so on. Muyu town is an important nodes and tourist distribution center of Hubei "Yangtze River Three Gorges, Shennongjia, Wudang Mountain" tourism gold line, the core plate of western Hubei ecological and cultural tourism circle, tourist reception service center of Shennongjia, the "window" of forest area opening to the outside world. Conclusions With the development of industrialization, small tourism towns in Hubei province need to find their own unique personality, mining advantage, use innovative development model, create unique routes, thus the development prospect of small tourism town are immeasurable. After painstakingly managing, tourism in Hubei Province will be able to upgrade to a new height. 713
