7 1 INTRODUCTION 1.1 Background Fearn Macpheson Architects is preparing a Planning in Principle Application for a residential development at Duntuim Farm, Bolfracks, Aberfeldy. The site is allocated for residential use (Reference H37: South of Kenmore Road) in the Perth and Kinross Local Development Plan (214). The Local Development Plan allocation states that a Transportation Assessment is a requirement for development of the site. SIAS Limited (SIAS) was appointed in November 215 to prepare a Transportation Assessment to support the Application. 1.2 Purpose of Report The objective of this Report is to establish the transportation characteristics and requirements of the completed development and to determine that the proposals can be accommodated without detriment to the adjoining transport network. This includes an assessment of development site access for motorised and non-motorised users and a demonstration of measures which are incorporated to ensure the proposals integrate with existing pedestrian, cycle, public transport, and road infrastructure in Aberfeldy. This will enable end-users of the development to make trips within Aberfeldy and beyond by a variety of transport modes. 1.3 Consultation This Report has been prepared following consultation with Niall Moran, Transport Planning Officer at Perth & Kinross Council throughout November and December Site Visit SIAS staff conducted a site visit on 12 January 21. The purpose of the visit was to examine the pedestrian facilities and bus stops in the area and walk some of the key routes between and within the site, assessing walking distance from the site to the town centre. 9 2 XISTING CONDITIONS 2.1 Site Location The site identified for the proposed development is greenfield land located to the south of the A827 Kenmore Road on the western edge of Aberfeldy. The site is bounded by residential development to the east, the A827 to the north, and Duntuim Farm to the west and south. Aberfeldy is an important commercial centre within the context of the wider catchment with a wide selection of independent shops, cafes, and convenience food stores. The Breadalbane Community Campus serves as a nursery, primary and secondary school together with indoor and outdoor sports provision, library, and other facilities open to the wider community. The town centre of Aberfeldy is located approximately 58m east of the development site, accessed from the A827. The site location is shown, in the context of Aberfeldy, in Figure 2.1. To the west the A827 connects Aberfeldy to Kenmore, Morenish, and Killin and further to the A85, providing links to Glasgow and west and central Scotland. Page 3 of 32 8 March 21

10 2.3 Local Road Network The road network further east, in the town centre of Aberfeldy consists of a signal-controlled junction where Kenmore Street, Crieff Road, Taybridge Road, and Bank Street intersect. The town square (A827/Burnside Lane/Old Crieff Road) is made up of two small short stay car parking areas on either side of the A827. Many of the town centre streets are marked with double-yellow line parking restrictions. During the site visit SIAS observed that kerb-side parking was near capacity. As a consequence, carriageway widths were reduced in certain areas, necessitating occasional give-way behaviour. The A827 which bounds the site to the north is currently the main vehicular access to the site. It is a single carriageway, national speed limit road with no footway. Thirty-mile-per-hour speed reduction marker signs are in place at regular intervals travelling east into Aberfeldy passing the existing site entrance. The 3mph speed limit is enforced at The Beeches, this stretch of road has a footway on the south side of the carriageway. Travelling further east into the centre of Aberfeldy, The Beeches leads into Kenmore Road which consists of good quality footways on both sides of the carriageway. The existing residential development to the east of the site consists of a mix of detached and semi-detached houses with private driveways. Duntaylor Avenue to the south east of the development site is the proposed secondary access to the residential development. It is a single carriageway, cul-de-sac with no parking restrictions in place. xisting footways are in good condition and column mounted street lighting is in place. The houses are semi-detached with private driveways and are managed by Hillcrest Housing Association. Duntaylor Avenue extends north to meet Alma Avenue via a give way junction. Alma Avenue provides access to Breadalbane Community Campus, no parking restrictions are in place and the street is covered by an advisory Twenty s plenty speed limit. The Beeches, a relatively new residential development to the east of the site, off the A827 has been designed with shared surface areas for vehicles and pedestrians with no formal footway present. This is typical of residential development in a rural location where the frequency and speed of traffic is generally slow enough for pedestrians to use the same space. Page 4 of 32 8 March 21

11 2.4 Pedestrian Network and Facilities The development site is well connected to a comprehensive network of footways which extends throughout Aberfeldy. Typically, footways in the town are well-lit by column-mounted street lighting. There are formal pedestrian routes to bus stops in Aberfeldy town centre. Pedestrian trips which involve crossing key traffic routes are catered for by the presence of a signal-controlled pedestrian crossing at Kenmore Street/Crieff Road junction. A school crossing patrol is located at the signalised junction at Crieff Road/Taybridge Road at school opening and closing times (8:3 9:5 and 15:25 1:). There is also a part-time mandatory 2mph School Zone with flashing beacons on Crieff Road which operates during school opening and closing times. Figure 2.2 shows the 4m, 8m and 1,m walking isochrones from the entrance of the development site. 12 2.5 Cycling Network and Facilities Given its size, Aberfeldy lends itself well to cycling trips. The town is also a popular tourist destination, and connects to national cycle routes as shown in Figure 2.3. National Cycle Route 7, an on-road cycle route which runs from Sunderland to Inverness is incorporated to the B84, approximately m north of the site. There are no dedicated or segregated cycle facilities in Aberfeldy town centre. Cyclists in Aberfeldy would currently travel on the main roads and side roads according to their abilities and preferences. Figure 2.3 shows an indicative 4,8m cycle isochrone centred on the prospered development. Traffic-free and on-road cycle routes, as referenced by SUSTRANS cycle mapping guides are also shown. 13 2. Public Transport Services and Facilities Key bus stops in Aberfeldy town centre are shown in Figure 2.4. These are located approximately 1min walk from the proposed development and are served by local bus routes which provide connections other towns within the wider area. Stagecoach and Docherty s Midland Coach Services provide regular services to settlements east of Aberfeldy including Grandtully, Ballinluig, Pitlochry (by change at Ballinluig), Dunkeld, Bankfoot, and Perth. The service numbers, route description and frequency details are detailed in Table 2.1. Page 7 of 32 8 March 21

Stagecoach Perth service 23 offers connections between Aberfeldy and relevant railway stations, as follows: to Dunkeld, with an approximate journey time of 5min to Pitlochry, with an approximate journey time of 45min to Perth with an approximate journey time of 1hr and 2min Passengers can make onward travel connections from these stations to other parts of the Scottish railway network including Inverness, Aberdeen, Glasgow, Dundee, Fife, and dinburgh. Limited car parking is provided at each of the railway stations listed. 2.7 Summary Viewed in a semi-rural context, the proposed development can be regarded as being highly accessible by a range of travel modes. Aberfeldy benefits from good quality pedestrian facilities, reasonable cycle facilities and is accessible by a range of transport modes. In summary: Most of the facilities available in the town centre can be accessed on foot or using a bicycle Regular bus services connect town centre bus stops with outlying communities and neighbouring towns Snapshot characteristics for the residential areas adjoining the site show that 5% of residents travel to work by car and % travel by bus according to the 211 Census. 15 3 DVLOPMNT PROPOSALS 3.1 Introduction and Site Layout This Transport Assessment supports an application for Planning Permission in Principle for the development of 8 residential units at Duntuim in Aberfeldy. The proposed development of the greenfield site will include a proportion of affordable homes. The Assessment considers the transportation-related characteristics and effects of the proposals. An indicative site layout is presented in outline in Figure 3.1. Page 9 of 32 8 March 21
