1 MINUTES OF A MEETING OF SNITTERFIELD PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 13 NOVEMBER 2017, COMMENCING AT 7.30 PM PRESENT Councillor P Blanchard (Chair) Councillor Mrs P Cox Councillor Mrs C Elliott Councillor Ms C Kimberley Councillor Mrs C Pearson Councillor G Norris Councillor P Smith Councillor D Tweed Parish Clerk - Nicola Everall 5 members of the public Public Participation Mr T Cooper of Nuthurst Farm addressed the Parish Council regarding his recent planning application and members for their support. 1. Apologies An apology for absence was received from Councillor P Richards. 2. Declarations of Interest Councillor Mrs C Elliott declared a pecuniary interest arising from the item regarding the proposed development at the Sports Club and took no part in the discussion or voting thereon. Councillor G Norris declared a personal interest arising from the item regarding the proposed development at the Sports Club and took no part in the discussion. Councillor P Blanchard declared a pecuniary interest in Financial Matters. Councillor D Tweed declared a personal interest in matters relating to the planting of the floral tubs in the village. 3. To approve the Minutes of the meeting held on 9 October 2017 The Minutes of the Meeting held on 9 October 2017, having been previously circulated, were agreed and signed by the Chairman, subject to one amendment. 4. Matters Arising a) Play Area Bins It was reported that the two old wire bins had now been removed from the play areas. Councillor C Elliott reported that she had met with Angela Lloyd, Street Scene Officer of SDC and Councillor Elliott recommended that a new bin should be sited near to the play area on the playing field and replace the broken bin near to the car park area. It was agreed unanimously that the Clerk should proceed with the order for the two new bins at a cost of in total. It was also agreed unanimously that a new bin should be ordered for the play area at the Knob, and following it s installation, the Clerk request Beck and Co to move the 1

2 Dog Foul bin, near to the lay-by on Park Lane, in anticipation that this would bring an end to the constant dog fouling in that area. b) Hurdlers Lane Councillor P Blanchard reported that, following the meeting held on 25 October 2017 with Douglas Doherty, Vice Chairman of Warwickshire Rural Housing, and Councillor P Richards, Mr Doherty had discussed the issues at Hurdlers Lane with Board Members, the MD and the Chairman of WMRA. It was agreed that there was a need for a review of the situation with regard to the condition of the homes in Hurdlers Lane and all have embraced a willingness, on behalf of WRHA, to initiate a more formalised and measured review of the condition of all 8 homes, specifically with regard to insulation and ventilation. This would include an assessment of any dampness found to exist, its likely cause and remediation required. Objective measurement of any perceived or existing problem, was clearly the first step to a solution and there was to be a further meeting on 20 November c) Illegal Tipping on Land at Ingon Lane/Duffins Piece The Clerk reported the County Council are in the process of producing the necessary paperwork for a prosecution of the land owner for failure to comply with the Enforcement Notice, which in time would be referred to the Court. d) Sports Club i) Councillor P Blanchard circulated the minutes of the last meeting of the Working Group which is appended (appendix 2) to these minutes. Councillor P Blanchard expressed his wish to leave the Working Group and Councillor Kimberley agreed to take the lead. ii) An inspection of the fire extinguishers at the Pavilion had taken place and annual inspection had been put in place. e) Dog Fouling The Clerk reported that there was currently no Dog Warden to assist with the continued issues of dog fouling, but members of the Parish Council were being vigilant and posting signage in areas where there were serious problems. f) Website The Clerk circulated the details of two tenders which she had received for the new website, but was asked to seek clarity following queries which were raised before proceeding. The Clerk reported that the Parish Council would be unable to claim funds from NALC for financial support towards the website. It was therefore unanimously agreed that the Parish Council set aside up to for the cost of a new website. g) Blue Badge Parking It was reported that the disabled parking area had now been marked out at the front of the Village Hall. h) Winter Planting of Floral Tubs Councillor D Tweed reported that the bulbs and plants had been purchased by Mrs M Tweed and Mrs M McDonald ready for the planting up of the floral tubs for the Winter season. Mr A Jones of the Domestic Foul Trust had offered his financial sponsorship of the tubs and the Clerk was asked to write, thanking him. The Clerk was also asked to write to Mrs Tweed and Mrs McDonald expressing the Parish Council s appreciation for their continued work in looking after the floral tubs. 2

Report from County Councillor Mrs A Parry WCC Grants There was just one application received from an organisation in Snitterfield in respect of this year s Community Fund and the results will be announced in December. Dementia Friends Warwickshire County Council and partners are encouraging Warwickshire residents to become a Dementia Friend to pledge their support to people with dementia, and taking the number of Dementia Friends across the county to 30,000. In Warwickshire, according to latest estimates, there are 7,500 people living with dementia and this is likely to rise to over 11,000 people in the next ten years. The fact is that most people in Warwickshire will be affected in some way by dementia during their lifetimes. Dementia Friends is a national initiative led by the Alzheimer s Society based on the principle that people with dementia can live well with a little help from other people. Becoming a Dementia Friend is about understanding a bit more about dementia and the small things that can help people with the condition. You don t need to already know someone with dementia to become a Dementia Friend. Become a Dementia Friend in the following ways: Watch a short video to become a dementia friend by visiting the website, dementiafriends.org.uk Go along to a Dementia Friends session in your local area you can find the nearest sessions on the Dementia Friends website: dementiafriends.org.uk Wellesbourne has recently started an initiative to become a Dementia Friendly Village and this is something that residents in Snitterfield may wish to consider exploring. Funding secured to improve A3400 Birmingham Road Warwickshire County Council has been given 2.4m from the Department for Transport through its National Productivity Investment Fund to bring forward a 3.5 million scheme to improve the A3400 Birmingham Road with Warwickshire County Council meeting the remainder of the cost through its Capital Investment Fund. The scheme is set to improve capacity by making better use of the available highway land and provide, new slip road onto the Tesco site. Improvements will also be made to the pedestrian and cycling facilities along the southern end of the Birmingham Road corridor along with variable message signs alerting drivers to congestion, incidents, delays and advising on alternative routes that can be taken. The improvements are designed to improve the flow of traffic along the corridor which is currently highly prone to congestion. The 2.4 million funding package from the Department for Transport will be complemented by 1.1 million of funding from the county council. The project also includes extra pedestrian facilities and improved cycling infrastructure along the route. Road Safety We are now at the time of year when road conditions are at their most hazardous over the next few months. WCC Gritters will be out in full force but remember not all roads can be gritted. There have been a number of very serious incidents across my division in the last couple of weeks, including a tragic fatality and I wish to urge all motorists to reduce speeds, be extra vigilant, particularly in and around the villages, and stay safe on the roads 3

4 Members of the Parish Council asked Cllr Parry to add Church Road and Park Lane to the Winter Gritting Schedule issued by WCC. 7. Finance a) The Parish Clerk circulated schedules of Income and Expenditure relating to October 2017 and the schedules were agreed unanimously. b) The Clerk reported that two applications requesting grant funding had been received: Rag Tags Toddler Group for a fire guard St James Church for the replacement of the gates 4,000. It was agreed unanimously to grant to the Rag Tag Toddler Group. The Clerk was asked to write to Mr J Foster of St James Church to express the Councils willingness to grant 2,000 towards the cost of the replacement gates, subject to matched funding by the church through fund raising. c) Council Insurance The Clerk reported that she had met with the Council s insurance company, Came & Co, for a review of the Council s insurance policy. It was confirmed that the policy was adequate, but that at the next time of renewal, it may be possible to include the Village Hall s insurance in the PC s policy. The Clerk was also in the process of obtaining a financial value of the sports pavilion. 8. Planning The Clerk had previously circulated a schedule relating to all current planning applications which is appended (appendix 1) to these minutes. 9. Flooding Councillor C Pearson reported that silting of the Bell Brook downstream of the Foxhunter site has been reported to the Environment Agency and she was awaiting a response. The flood grant application for an improved trash screen at the Bearley brook is in progress and Councillor Pearson was to visit the landowner with a view to obtaining consent for such works. The Clerk would then submit the application. The Environment Agency reported that a camera was up and running at the trash screen on Bell Brook near to Sherbourne House and the EA were working with the developer to get the level data on Twitter. In the meantime, data may be found on the website: Correspondence The Clerk had previously circulated details of the proposed New Code of Conduct as set out by SDC which would come into force on 1 May It was agreed that the Clerk should make arrangements for members to view the webcast which was planned for 22 March The Clerk circulated correspondence from the Information Commissioner s Office (ICO) and recommended that the Parish Council subscribes to the scheme under the Data Protection Act 1998 at a cost of per annum and it was agreed unanimously that the Clerk should proceed with the subscription. 4

5 11. Speeding Councillor Mrs P Cox reported that PC C Morgan had moved areas for a short time and the Speed Watch Programme was currently on hold. 12. Neighbourhood Development Plan Councillor C Kimberley reported that the Referendum Version of the Neighbourhood Development Plan has been prepared, subject to final approval by the Parish Council. As previously reported, it is anticipated that Stratford District Council Cabinet will consider, at its meeting on 27th November, whether the Plan should be endorsed. If that is the case, it is now thought that the referendum is likely to take place in early February Councillor D Tweed raised an issue regarding the village boundary in the Neighbourhood Development Plan. It was agreed that this matter needs to be resolved and it was agreed that an Extraordinary Meeting of the Parish Council would be arranged. Click here for the minute of that meeting 13. Village Hall Councillor P Blanchard reported that there had been a number of changes to the management committee at the Village Hall. Tony Moon is now Chairman, Ian Spiers and Tanya Parr had joined the Committee, Angela Tomes was now Secretary and Mrs H Schimdt Hansen was Treasurer. The VHMC were looking at the future plans for the proposed toilet block. 14. Observations from Parish Councillors Councillor C Pearson asked if there had been any progress on the Hales Close site and the Clerk was asked to seek an update. Councillor D Tweed was to meet with Beck & Co to look at the repair works required at the play areas and was to furnish the Clerk with costings for the works. Councillor P Blanchard asked members if there would be any objections to the siting of a TV aerial on Village Hall and members agreed that it was necessary. The meeting finished at 9.55pm. 5

8 Appendix 2 MINUTES OF A MEETING OF SNITTERFIELD PARISH COUNCIL Working Group for Sports Club Proposal 19 th OCTOBER 2017 Present: Councillor P. Blanchard, Councillor C. Kimberley, Councillor P.Cox, Councillor G.Norris, Councillor P.Smith 1. It was agreed that the Working Group would communicate with the Sports Club to: Seek clarification on the details of the arrangements that had been in place with the letting of the playing field Arrange a meeting with the Working Group for an exchange of information regarding these arrangements 2. The need for a body to manage all aspects of the playing field was discussed. Membership of this body would include one or two members of the Parish Council and representatives from community groups and other interested parties, such as the Sports Club, SPLART, Snitterfield School, and Fete Committee. The Village Hall Management Committee was seen as a potential model for the future management of the playing field. Next meeting to be confirmed. 8
