It is a key document within the Local Plan which sets out the long term vision, strategy and objectives which will govern future development and land use in the county. The SCI, which was adopted by the council in March 2007, addresses: Who the council will consult with on planning matters, including identifying those at risk of exclusion and how they will be consulted When the council will consult with them on planning matters How the council will consult on all planning matters Statement of Community Involvement (January 2016) There is now a revised Statement of Community Involvement January 2016, A consultation on this document ran from 10 February to 23 March We have produced a summary of responses document, which details the consultation responses received. Nutrient Management Plan:- Nutrient Management Plan that's being developed by the Environment Agency and Natural England for the River Wye. Detail - Working with Natural England and other partners, the Environment Agency has developed a Nutrient Management Plan (NMP) for the River Wye Special Area of Conservation (SAC). The NMP identifies sources of nutrients that are entering the river and steps that can be taken to manage them. The aim of the plan is to manage nutrients in the River Wye SAC to enable growth in Herefordshire whilst conserving the river environment. We are asking for your views on the best ways of managing nutrients in the catchment. For the River Wye SAC, the NMP focuses on sources of phosphates. High levels of phosphates in the SAC are threatening the development of the catchment and the wildlife in the rivers. The Environment Agency has been working with Natural England to develop this plan in consultation with groups such as the National Farmers Union, the Country Land and Business Association and Welsh Water. The NMP comprises of three parts: evidence base (finalised), options appraisal (finalised), action plan (first iteration) The action plan is in its first iteration and will be open to public consultation. The plan gives a broad approach to reducing phosphate levels across the River Wye catchment which will develop into specific measures at a local level through consultation with stakeholders. 4.2 West Mercia Police PCSO Fiona Witcher not present see Item Lengthsman s Report Lengthsman Mr Terry Griffiths not present but reports included in Draft Minutes of Finance Working Group Meeting No PPC/MW/100F Clerk to contact Terry reference Footpath work 4.4 Update from Parish Footpaths Officer Ms S Murrin Councillor Ms S Murrin Vice Chairman not present but received Hi Malcolm I have just had Zoe in to report a falling tree up Long Lane opposite the nurses cottage at the beginning of PR 21. Answer The Owner with Consultants are in the process of trying to modify / improve sound-proofing container units to reduce noise levels. The Parish Councils understanding is that any odour is not attributed directly to the Digesting process but is related to normal agricultural activity. Noise monitor is in use and it is at acceptable levels Areas affected Church Lane and half of Closure Place New wall with sound proofing is being constructed Next review at the end of the year Lewis Way Street Light Clerk to investigate owner 12.0 Planning Applications for Consideration 12.1 Planning Application Land at 13, Crossways, Peterchurch, Hereford HR2 0TG Description Proposed erection of new dwelling Planning Permission The Parish Council considered this application at their meeting on Tuesday 20th September Resolved:- Unanimously Not to Support the Application The Parish Council were unable to see any significant change to the previous application No at 13 Crossways HR2 0TG for a change in their views which are that the applicants Design and Access Statement states that the existing boundary treatment will remain, however, the hedges have already been grubbed out by the applicant. The proposed scale, size and orientation of the property would be detrimental to and not in keeping with the neighbouring properties. The creation of an entrance onto the B 4348 at this point by the applicants admission is very close to both a bus stop and crossroads, this area is already of considerable concern, as almost the full length of the B4348 from the school to the crossroads forms part of a collection / drop off point for both of the village schools which in itself creates congestion in this area, clearly introducing a further egress point would only exasperate this issue. Yours Sincerely Malcolm Walker Clerk to Peterchurch Parish Council 12.2 Planning Application Land at Dorefield House, Crossways, Peterchurch, Hereford Description Proposed erection of one dwelling and garage Outline Planning Permission Resolved Unanimously not to support for the following reasons:- When permission was granted in 2000 for the access onto the B4348, it is understood that permission was given on the bases of this would give access to and from the existing properties during flood condition which then as now can make the access onto the C1195 Crossways to Fairfield School road impassable. It would appear that if this application was to be approved the proposed development would abate the reason for this access as the original beneficiary would become isolated. The use of this access onto the B4348 on a regular bases would create a further danger to this part of the B4348 due to it being close to a crossroads which itself causes considerable concern due to serious
9 visibility issues, the area is also a drop off and pickup point for children attending Fairfield School, therefor the Parish Council consider that anything which makes this situation even more dangerous should be refused. The proposed development would also cause significant harm to the privacy of the existing properties by virtue of the proposed dwelling s proximity to those properties and would result in the overdevelopment of the site Planning Working Group - to expand Remit of Group and agree terms of reference {Planning Working Group consists of:- Councillor Mr P J Clarke Chairman, Councillor Mr R Gaze and Councillor Mr B C Treanor} Terms of Reference for the Planning Working Group agreed by majority and signed by Councillor Mr P J Clarke Chairman 13.0 Policies for Ratification 13.1 Communications Policy Communications Policy approved by majority and signed by Councillor Mr P J Clarke Chairman and Councillor Mr B C Treanor 13.2 Health & Safety Policy Amendment to be made and ratified at the next full Parish Council meeting Agenda item for the next full Parish Council meeting 13.3 Retention & Disposal of Documents Policy Retention & Disposal of Documents Policy approved unanimously and signed by Councillor Mr P J Clarke Chairman 14.0 For Information Only Sheet to include update on previous action points and a list of correspondence received Planning Information 9 th June 2016 Application No , Orchard Place, Peterchurch, Hereford HR2 0RT Erection of a 1800mm (6ft) feather edge fence around the front driveway Planning Permission Refused 3 rd August th June 2016 Application No , Princes Orchard, Peterchurch, Hereford HR2 0RW Single storey garage extension including alterations to roof over existing garage and conversion of existing garage to study and utility room Planning Permission Granted 12 th July th August 2016 Application No Poston House, Vowchurch, Hereford HR2 0RJ Erection of new barn for storage and heating plant Planning Permission Granted 5 th September th August 2016 Application No Newhouse Farm Barn, Newhouse Farm Wern Hir, Long Lane, Peterchurch, Hereford HR2 0TE Erection of four timber framed stables with tack, feed and bedding storage. 10 Put on hold the rest of the Parish unless we have a specific issue, or you observe something which need urgent attention Sorry but three separate invoice please Recreation Field, Play area, with anything else being Lengthsman Thank you Malcolm 28 th July received reference Playground/Equipment Inspection Dear Malcolm, I called at Peterchurch playground this morning, as promised, and found that in general terms your playground is in very good condition. There are, no doubt, a number of design faults that you can do nothing about, but the structures are all sound (which is what I was checking for) but you may still have one or two caps missing (inevitable, and very low risk) not that I spotted any, anyway. The only item that needs monitoring is one of the logs over by the picnic tables, which is beginning to rot. I am pleased to be able to tell you that even at 9.00am the playground was in use, a group of four young teens were in residence, and all were very polite and helpful! I must also take this opportunity to tell you that I am retiring very soon now, and that Herefordshire Council will no longer have the resources to continue providing these inspections. However, I am planning to continue providing the service myself, and I will contact you again with my new details in September. The costs of the inspections should stay the same or very similar to the current rate. Best regards, Fran 29 th July 2016 Letter sent to Reverend Simon Lockett Reply received 26 th August 2016 Dear Malcolm, Thankyou for your letter and apologies for not having been in touch sooner; I have been away. The PCC and myself would like to help in anyway possible and I am particularly interested in creating a composting facility. We will have a meeting of the PCC on October the 5th and this issue will be on the agenda. In the meantime I will look at the possibilities so that a quick solution maybe drawn up at that meeting. I hope all is well. Simon 31 st July sent to Owen Pell Ltd No reply as yet 31 st July sent to Alun Griffiths Contractors Ltd No reply as yet 31 st July sent to Ian McCulloch reference P3 Report 31 st July sent to War Memorials Trust Good Morning, As Clerk to Peterchurch Parish Council in Herefordshire the Council have instructed me to ascertain as much information as possible about the War memorial located in the cemetery at St Peter s Church In Peterchurch. Do you hold any records relating to this structure in particular who built it and who would have ownership? Yours Sincerely Malcolm Walker Clerk to the Parish Council Reply received 1 st August 2016 Our ref: WM10231 Dear Malcolm, Thank you for contacting War Memorials Trust, the national charity dedicated to the protection and conservation of our war memorial heritage. The Trust only holds information about war memorials which we have helped through our grant schemes or casework. As a result, we do not hold a definitive list of all the war memorials in the UK and nor do we store information about all war memorials, so I am afraid we do not have any information relating specifically to Peterchurch war memorial. I have attached our helpsheets on Researching the history of war memorials and Ownership, which may be of use to you. The custodianship of local war memorials is often a complex subject as the majority of war memorials were constructed by local committees which disbanded following the completion of the project with no formal transfer of ownership. However, under the 1923 Local Authorities Act a local council can carry out works on a memorial, but has no obligation to do so
11 You may also wish to contact the Imperial War Museum via or search their catalogue at as they might hold information relating to the war memorial. If you have any further questions, please don t hesitate to get in touch. Kind regards, Rachel Ms Rachel Reese Conservation Administrator Protecting and conserving war memorial heritage 11 th August received Hello Mr Walker Following the recent planning refusal (161488), we will shortly be serving a formal enforcement notice to the owner requiring him to reduce the fence to 1 metre in height. Regards Scott Low Planning Enforcement Officer 24 th August received Hello Mr Walker Following a recent visit to the above site, as the fence has now been reduced in height to one metre above ground level where adjacent to the highway, I am now satisfied that the breach of planning control has therefore now been resolved. In view of the above I therefore do not intend to take any further action regarding this matter and have now closed the enforcement case. Regards Scott Low Planning Enforcement Officer 18 th August 2016 Contact made with BT Hedge reported Work to commence ASAP Job Number MON th August received reference Robert Metcalfe's Notice of Registrable Interests Form Thank you Malcolm, I apologise for the delay in replying to you. We have added Cllr Metcalfe's details to the Peterchurch Parish Council and will intern be showing on the website asap. # Kindest Regards Jenny Preece (Mrs) Electoral Services Assistant Correspondence August 2016 Herefordshire Association of Local Councils (HALC) Information Corner August th September 2016 Dear Mr Walker It has been suggested by one of the councillors that I should write to you with a suggestion concerning the land at Crossways Peterchurch which is for sale by auction, although I am sure you would have received similar suggestions. I suggest the Council and or Fairfield should purchase this land to: a) Reposition the junction of the road to Fairfield further north along the B4348 to improve visibility/access. b) Create a car park on the land for the benefit of parents collecting their children from Fairfield. Earlier that afternoon there were several sightings of two males in a beige VW Passat HY52OLX in the Rowlestone and Walterstone areas, they had been up farm tracks 'looking for Abergavenny' when challenged. The two males were described as dark haired in their mid 20's to mid 30's, one with several days stubble/beard. Two males of a similar description had been seen by the owner of the quad walking up towards the common and their property just before the bike was taken. A mini briefing was sent out to residents of those areas to keep an eye out. Shortly afterwards a resident of Ewyas Harold happened to see a beige estate car towing a red quad with a male sitting on the quad going down the Pontrilas Road. We are assuming it is the same vehicle that was mooching around the surrounding area earlier on. Enquiries are in hand to trace the users of this vehicle Incident ref 233-s Longtown A shed in the rear garden of a property in the village was broken into sometime between Thursday 21st July and Wednesday 27th July, the sliding bolt had been cut and the padlock taken. Items stolen were a Husqvana chainsaw and a Stihl chainsaw, hedge trimmer and strimmer Incident ref 765-s Another shed at a property further up the road was also entered and two petrol strimmers (makes unknown) were stolen. This happened sometime overnight on Tuesday 2nd and Wednesday 3rd August, on this occasion the shed had inadvertently been left unlocked Incident ref 176-s
14 Madley A mobile home on the outskirts of the village was entered sometime between 10.30am -1pm on Saturday 30th July and 5000 was stolen from an unlocked safe. It is believed that the thieves got in through an unlocked window Incident ref 421-s Walterstone Two males were disturbed attempting to steal a quad bike from a farm on the common at 6.15pm on Saturday 6th August; the bike had been parked in an open garage, in front of which was parked a Landrover belonging to the farm. A visitor to the farm saw a male enter the Landrover and move it back in order to get to the quad. On seeing the visitor the male, described as dressed in working clothes, ran off and got into a rusty red coloured 4x4, the registration taken as W383CGJ Incident ref 635-s Thirty minutes later a male was disturbed attempting to steal a quad bike from a property in Clodock, the owner was alerted when a buzzer sounded which meant someone had come up his drive. He saw a male pushing his quad down the drive towards the road. The male was described as white, about 25-30yrs old, about 5'10" tall and slight build. He was wearing a black and red hooded top with the hood up over his head. Also wearing black jeans, black trainer type shoes and dark gloves. He ran off on being disturbed towards the road and a vehicle was heard to drive off in the direction of Pandy. The details of the red 4x4 seen in Walterstone had been circulated to Gwent police, and they saw the vehicle, a red Landrover W383CEJ and tried to stop it. This culminated in a 20 minute pursuit by car and an hour on foot but eventually the driver was found and arrested, the passenger got away. The arrested male appeared in court in Newport on Monday morning and has been remanded in custody while enquiries continue. An excellent result from our colleagues in Gwent Incident ref 642-s Kind Regards Fiona (Full report see peach information sheet) 15.0 Matters Relayed to the Clerk for Agenda of the next meeting Hedge by Peterchurch Car Park School Traffic Parking on B4348 Corner Field for Sale 16.0 Confirmation of the Next Meeting Date, Time and Venue The next meeting will be an Ordinary Parish Council Meeting to be held on Tuesday 18 th October 2016 in The Peterchurch Village Hall and is to commence at 7.00pm.
