Looking forward into 2018, the 4 key priorities for Herefordshire council (HC) are to Enable residents to live safe, healthy and independent lives Keep children and young people safe and give them a great start in life Support the growth of our economy Secure better services, quality of life and value for money To support these principles HC handles approx. 350 million per year, a large part of this is passported through the finance dept. directly to the services from the treasury such as schools. The monies that are used directly for Council services are Council tax, a percentage of business rates, a fast reducing Revenue support grant from Government and additional government grants that we can bid for and income raised through the various services
2 The next two years will be very demanding as pressures and savings on the budget of another 19.2 million are identified. These pressures are now being worked into the budgets for each directorate not just for but through to 2021 What the budget process always throws up is how to grow the economy to provide more business rates more businesses, more housing more council tax, more infrastructure investment more private sector investment and government grants. It is this investment that generates the council income to continuing support of the other essential services. Below is a long list of bullet points that show how this progress has been made, I look forward to your comments Our Economy, Corporate and Communities Services In financial management, the council is on target to reduce expenditure by the equivalent of 87 mill by Herefordshire Council s delivery on these most challenging goals, described by the external auditor in 2017 as a fantastic achievement Plans for a new city bypass ending 40 years of debate. 47mill funding through the LEP, enabling the link road stages to commence. City link built on time, on budget. Southern link road now being scheduled. A major new retail centre, Old Market. Plans for phase2. Energy-from-Waste plant, built in partnership with Worcestershire, on time, on budget. Now producing 18 MWhr power All residual household waste now mainly converted to energy, rather than taken to land-fill. Plans developed with Police, Fire and Rescue for a new One Herefordshire Hub. Integrated services with the Dept work and Pensions, deliver better services to residents in one place. Public realm improvements being delivered to Hereford centre, with plans to continue through High Town. Successfully bid for 5mill of national road improvement pot, with major road improvement programme moved forward from Sept 17. Filled over 250,000 pot-holes across the county. Resurfaced 328 miles of county roads 19% of entire network. Won most improved Council award for road network, at the LGA awards. Rolling out Fastershire broadband to over 80% of county. Core Strategy and LTP adopted setting out the framework for economic growth. Sold over 50 buildings/sites, moved towards sustainable council accommodation at much lower cost. Enterprise zone established, now a highly successful development. Successful government award of 2.8mill for new Centre for Cyber Security in the Enterprise Zone. Joint University Development Board of council and external lead partner, produced Business Case for new university. Now awarded 23mill funding from government, for the first new university in 21 years in England. Launched Economic Vision, with Invest Herefordshire, spearheading drive for inward investment. Success in major legal cases, including Amey, of high value to the council and residents. HARC - Investment by the authority in purpose built archive and record centre. Brings archive, archaeology unit, historic environment record, biological records and land searches together in one building. Masters House in Ledbury: Restoration, development as a historic building in Ledbury. Created a multiuse centre of activity: Winner of regional RIBA award for Replacement Street Lights - completed replacement of all 12,000 street lights, now LED
3 Digital adoption services available on-line as convenient, cost effective way for residents/ businesses to access services. Includes payments on-line - 24/7. Libraries - retained the county network, investing in self-serve and with new models of delivery including community run libraries. Awarded 335,000 for one Public Estate bid, Successful joint bid (EEC and AWB) from Herefordshire and Northamptonshire for 796,000 to support Aged Veterans and their families. Our Children s Wellbeing Services Around 300 children kept safe in our Looked After system. Since Ofsted removed council from special measures in 2014, the council has made Childrens Wellbeing our highest priority. Supported 3 year rise in pupil attainment across all Key Stages: Herefordshire now above the England average we were below it. Early years outcomes for children have improved from among the lowest in England, to the top quartile. Established school capital investment strategy - 100m public/private investment over 20 years, securing 8m within the first year. Built new school at Colwall Primary, in record time against urgent need and received our full capital bid from DfE for 3.2mill. Developed New Horizons to enable young adults with learning disabilities to stay in Herefordshire to build their independence rather than have to go to out of county residential colleges Developed with Action for Children an intensive placement support service to reduce the need for children with complex care needs to be placed in out of county residential provision Increased the number of local foster carers by 9%, against a national backdrop of reducing numbers Reduced agency staffing in last year by 50% - and in last 3 years from 60 to 16 in children s social care. Around 85% of staff now permanent. Introduction of first Multi Agency Safeguarding Hub in West Mercia. Development of new approach to provide housing for vulnerable young adults. Commitment to support unaccompanied asylum seeking children despite wider financial pressures. Our Adults Wellbeing Services We support around 3,000 older citizens every day of the year. In national social care quality of life survey, we re now fifth best in England. Overall client satisfaction greatly improved and we ve jumped to fourteenth out of all of England s 152 top tier local councils. Now in top half of English councils in 73% of national adult social care outcomes measures, top quartile for 36% - a huge step forward. We achieved the nationally highest specific target for reduction in Delayed Transfer of Care. Our direct payment rates have jumped from 23% in 2014/15 to 33% in 2015/16, an improvement which makes us 43 rd nationally. Our permanent admissions into residential and nursing care for clients aged 65 and over drastically fell from 655 in 2014/15 to 416 in 2015/16, an improvement which moved us to 18 th nationally. Trusted Care s recent national review of CQC rated care homes has ranked Herefordshire as having the highest average rating in England. Successful re-establishment of the council as commissioner of adult social care, building a modern social work approach, with staff back from the NHS in This set us in a direction of controlling delivery of our core services and a determination to keep getting better at it. Reduction in spend of around 9%, despite pressure from demographic trends/ increasing unit costs delivering care (nat living wage, stakeholder pensions etc)
4 Smooth pick up of responsibility for Health Visiting, School Nursing from NHS Approval of a new housing strategy and housing allocations policy, in a context of major national system change Development of a new blueprint for social care, transforming our relationship with service users, providers, and VCS stakeholders Conversion of telecare from a service cost serving a small number, to a self-funding service supporting a large number of vulnerable people Peer Review 2014, with clear conclusions that directorate is improving and on right trajectory. Transforming culture of social care both in the council and in the community. Playing leading role in developing an influential new relationship with the NHS in Herefordshire. Council successfully taken on all public health functions transferred to it in 2013, including the Health Visiting service in Joint work is under way with local businesses to improve the health and wellbeing of employees. The County was chosen as a national pilot site for diabetes prevention programme that is funded by the Department of Health. Can BBLP provide maps showing this information for either side of the B4348 between the Parish Boundaries, The C1195 from the Parish Boundary to Crossways, C1209 from Crossways again to the boundary and the C1207 from Fairfield School to the Parish Boundary with Dorstone. This information would enable us (The Parish Council) to react quickly when an issues relating to blocked ditches if we were clear about ownership. 2) The PRoW (difficult to identify either PR17 or PR18) which commences next to the Police Building and then through the cemetery has historically been accessed through a kissing gate. Clearly this metal gate has suffered considerable damage over the years, residents consider this gate to be of heritage interest and do-not wish to have it replaced with a bright new shiny gate. Is there any possibility of BBLP repairing the gate in situ? 3) The hedges (trees) on the C1209 from the B4348 towards Fairfield School are seriously encroaching onto what is already a narrow lane are you able to arrange to have these cut back
5 4) When approaching Peterchurch village centre on the B4348 the School Warning (patrol) Sign has disappeared into the hedge and is no longer visible (located opposite Princes Orchard) can you please arrange to have the obstruction removed. 5) B4348 when approaching from Hereford there is a set of amber (school patrol) warning lights which had previously been manually operated by the crossing patrol operative. As the crossing is no longer patrolled and as a consequence no one operates the warning lights, are you able to have these amber lights fitted with a timer switch? Agenda Item for the next full Parish Council meeting 8.0 Peterchurch Church To receive information from Ward Councillor about the financial value and scope of County Council funding The Parish Council considered that this was not a relevant issue to be debated Resolved:- No further action 9.0 Peterchurch Schools Ward Councillor to update on issues around the future of education within the Golden Valley and in particular Peterchurch No update as yet, briefing in due course 10.0 Peterchurch War Memorial Clerk to provide update with regards to renovation Grant Application The pre-application had been submitted for 75% of the total cost of refurbishment and further information had been submitted by the Clerk, Stage 2 completed. Reply awaited 11.0 Planning Re-consultation Planning Re-consultation Land to the south of Closure Place, Peterchurch Description Site for residential development and associated works Grid ref OS , Application Type Outline Peterchurch Parish Council considered the Amended Planning Application No Land to the South of Closure Place at their re-scheduled meeting held on the 19 th December It is noted that this application remains only as outline and the Parish Council wish to reiterate that they have no objection to the principal of residential development on this site. It is also noted that the previous public rights of way proposals have been amended positively with the revised vehicular access proposal in the view of the Parish Council being a considerable improvement and they await relevant comments from the Counties Highways Department on this. The current amendment however does not comply with Policy P2 Ensuring an Appropriate Range of Tenures, Types and Sizes of Houses as set out in adopted Peterchurch Neighbourhood Development Plan. I would also draw attention to the informal discussions held with the developer prior to this application which alluded to the possibility of the area to the South of the site being donated to the Parish for use as a much needed car parking area which was raised in the Parish Council previous response dated the 22 nd November 2017 this as yet has not received a reply. Can the developer be requested to confirm his intentions for this much needed parking facility? This amended application still does not show any provision (as previously requested) for the area to the North (outlined in blue) of the proposed site to have access which would enable essential maintenance work to be carried out to this area. The Parish Council would welcome the applicant s comments prior to a final decision on the application being given. As such, the proposal is considered to be in conflict with policies SS1, H1, SC1, OS1 and OS2 of the Herefordshire Local Plan Core Strategy , policies P1, P2 and P7 of the adopted Peterchurch Neighbourhood Development Plan (September 2017), the Council s Supplementary Planning Document entitled Planning Obligations (including para ) and the Central Government policy contained within the NPPF together with guidance in the NPPG. Informatives: 1 The LPA has processed the application as rapidly as possible. The LPA actively encourage preapplication engagement via their pre- application advice service. As with any application, the LPA consider whether an unacceptable application can be made acceptable by way of a minor revision. I attended the Balfour Beatty Parish Council briefing last week and there were a number of things of interest to us. Nothing major, and the powerpoint will be circulated to parish clerks, but these are the main points I noted. Even though there will be no more grant for the lengthsman scheme from next financial year, we will still need a contract with BB and HC. This gives our lengthsman the permission to work on the highways and the work is not permitted without the contract. If we decide not to continue with a lengthsman, paid for by our precept, we could find out just what BB will do via the Annual Plan which is published on the HC website. It would probably be a good idea to have a look at this as we consider what to do with the lengthsman scheme. In particular, what does Terry do that BB won't and what the impact locally would be. BB are emphasising a community support approach which is basically putting in place schemes to encourage and support local landowners to live up to their responsibilities. There is no money for this but there is still money for gates, stiles etc, just the landowners have to install them. BB also implied if we cannot get local landowners to keep up the footpaths etc. then they will get involved. Just what this means I'm not sure. BB have developed a community commissioning model which they are saying is innovative and leading best practice. Basically it is a scheme whereby if we want to do a project of some sort they will help, doing some of the technical work, taking on a limited amount of the risk, producing budgets and risk assessments etc. It will cost, and there is no money for this other than money we raise ourselves from the precept or other means, but they will do an initial consultation to scope out the project. I am not sure it is relevant to us in the short term, but it might be useful in the medium to longer term, particularly with the proposed Abbey works. The work they are doing on the roads both resurfacing and repair is all based on a limited budget and a risk based approach. In other words they are assessing risk and doing the priorities and accept that this sometimes means work will be done in the middle of a carriage but not on the sides, because the risk is much lower on the sides of the road and other places need the limited money more. This is not surprising and probably what we expected, and is the product of the way they are trying to eke out the budget. I am not sure whether it is good or bad, just it is the way it is. I asked about how they review their working practices, echoing Margaret's point about work being done then the pothole 50 yards up the road being done three weeks later. They did acknowledge that this happens and can be a problem and say that they do review this regularly. They are also in the process of rolling out technology that promises to reduce this as it comes into use. The subtext of much of the presentation is how the implications of the Locality Act are transferring work and responsibilities down to the parishes. My view is that this is not necessarily a huge issue for us, but bigger parishes might well have some significant changes to consider and implement. There was nothing really dramatic but I suggest we assume that we will have to consider the P3 and Lengthsman schemes carefully again in the near future. Finally, I did ask whether we could get a message to our locality steward to ask them to visit. Overall the message was that these were always the first point of call and that they can help with all manner of things. As with all moves, it was a bit chaotic for a day or two, and there have been a couple of minor teething problems but we are now settled in, and have been made to feel very welcome by our Hereford & Worcester Fire & Rescue (HWFR) colleagues. We have no landline at present, we are led to believe we will have a dedicated line soon, but in the meantime if you wish to contact us on non urgent matters, our mobile numbers are on the front page. As with the old station, there is no counter service and we are unable to receive callers at the door without a prior appointment, so please call us if you need to see us and we can arrange a mutually convenient time and location. Crime Trends 1st 30th November 2017 Sometime between 1.30pm on Saturday 4th and 1.30pm on Sunday 5th November, damage was caused to the perimeter fence of Madley Environmental Study Centre and a cabin on the site was broken into. A few sweets were taken from the site Incident ref 168-s A number of items were stolen from the front and rear of a property in Clifford sometime in the three weeks leading up to 12th November. Items taken include a mobility scooter make unknown, a bag of chopped wood and a chainsaw Incident ref 412-s Two pints of milk were stolen from a rear doorstep in Lowfield Meadow, Kingstone, between 5am and 8.15 am on Tuesday 14th November Incident ref 238-s A holiday cottage in Michaelchurch Escley was broken into sometime during the four weeks leading up to 15th November, and a rocking horse was stolen see photo overleaf Incident ref 179-s If you have any information regarding any of the above crimes you can contact police on 101, in an emergency please dial 999. Any incidents stated are infrequent and spread about a wide area, and are over a whole month. Herefordshire is a safe place to live! Where s PC Badger? Last month PC Badger was by the memorial cross in Moccas, we received three correct answers; Amanda from Preston on Wye, Jill from Moccas and Katherine not sure where Katherine is from This month, PC Badger is keeping warm in the station. Arrests etc for November Two males from Hereford, one aged 18 and one aged 19 were issued with 80 fixed penalty notices by colleagues from Herefordshire Council s Community Protection Enforcement team for fly tipping in Ruckhall in September. A quantity of used gas canisters were found in bin liners thrown behind a hedge by a local resident, and enquiries by the CPE team led them to the culprits, who admitted the offence in interview. A 21 year old male from Eaton Bishop was arrested for criminal damage, he received a caution. A 16 year old male and an 18 year old male, both from Kingstone, were arrested on suspicion of burglary in the village. They were released without charge
10 A 40 year old male from Ewyas Harold was arrested on suspicion of drink/drive on the A465 he is on police bail. A 26 year old male from Eaton Bishop was arrested on suspicion of being drunk and disorderly, and assault; he is on police bail. A 17 year old male from Pontrilas was arrested on suspicion of drink/drive and is on police bail.
