C. Treanor Chairman read a letter from Mrs. Pam Prosser tendering her resignation due to health reasons. The Clerk was asked to write a letter of thanks for her diligence and time spent on Peterchurch Parish Council 2.0 Minutes The Minutes of the Ordinary Parish Council Meeting No PPC/MW/067 held on Tuesday 16 th July 2013 were confirmed as a true record and signed by the Chairman 3.0 Declarations of Interest & Dispensations 3.1 To receive any declarations of interest in agenda items from Councillors Councillor Mr. P. J. Clarke signed the Declarations of Interest book reference Item 12.4 declaring a personal interest 3.2 To consider any written applications for dispensation There were no written requests for dispensation The Parish Council resolved to change the order of business at the time Item Public Transport Issues Councillor Mr. I. McCulloch gave a resume of the situation Bad time keeping by Stagecoach Community using public transport very difficult Confirmation that any operator can compete on the route if they so wish Information received that from there was an evening service, however, this was withdrawn due to insufficient passengers

2 As Herefordshire Council have to save 1.7 million from a budget 7.5 million there is no funding available to subsidise new routes Suggestions for investigation:- Possibility of using Mini Bus from Fairfield School early morning or late evening Councillor Mr. I. 3 5.0 West Mercia Police 5.1 CSO Katie Middleton from the Local Policing Team forwarded this Local Police briefings are available by ing your details to Abbeydore On the 4th September some gates to a field containing deer were found open in the Abbeydore area. No deer have been taken on this occasion however we have had deer taken in previous years during the month of September. Please keep your eyes peeled for poachers (try saying that fast three times). incident number 267s Grafton Between 26th August and 2 September two Napsack sprayers were taken from within an insecure milking parlour on a farmyard in the Grafton area. Crime Number 22EB/54284D/13 Holme Lacey A vehicle was seized in Holme Lacey after the officers discovered it had no valid tax. Incident number 474s Longtown/Clodock/Pandy Just a quick update on the sheep worrying incident I reported to you last week. Firstly a big thank you to all the people who were able to assist me with information about straying dogs they had seen in the local area. After completing local enquires and appealing for information we currently have no idea which dog was responsible for the deaths. The good news is that to date no further attacks on sheep have been reported. If anyone has any further information please contact the Safer Neighbourhood Team on the numbers listed below or via . Crime Number 22EB/53628Q/13 Madley This week I attended the parish council meeting in Madley, whilst there it was very apparent that there is a problem with youths drinking/lighting fires/littering and generally acting anti-socially in the playing fields at Madley. The Safer Neighbourhood Team are dealing with the individuals offending in that area but we need you to report any incidents to us on 101. We will be able to tackle the problem far quicker if you all ensure if you see it going on you call us! Suspicious vehicle A*5*ZKE- A white transit van has been on our area, two Irish males that were in the vehicle claimed to of run out of diesel on 02/09/2013. A resident who reported the incident gave them some diesel and they went on their way. No offences were established but one to keep an eye out for. Scam received by one of our residents of late: Hello, I am sorry for reaching you rather too late due to the situation of things right now.my family and I had a trip visiting Manila Philippines,everything was going on fine until last night when we got attacked by some unknown gunmen. All our money,phones and credit cards was stolen away including some valuable items, It was a terrible experience but the good thing is that they didn't hurt anyone or made away with our passports. We have reported the incident to the local authorities and the consulate but their response was too casual, we were ask to come back in 2 weeks time for investigations to be made proper,but the truth is we can't wait till then as we have just got our return flight booked and is leaving in few hours from now but presently having problems sorting out our bills here and also getting a cab down to the airport,right now we're financially strapped due to the unexpected robbery attack, Wondering if you can help us with a quick loan to sort out our bills and get back home.all we need is (2,850 pounds), I promise to refund you in full as soon as I return hopefully tomorrow or next. write back now to let me know what you can do. 4 Rural watch I want to take this opportunity to give you all a brief update on rural watch. Firstly thank you all for the overwhelming response I received when I asked who would be interested in being involved in a scheme back in April. I have met with several representatives across our area and discussed with them how I envisaged the scheme would work. After many questions were raised around the scheme itself and how we would get the messages to people we did hit a few snags. To further complicate things the force has undergone several changes and we were unsure who we would have working at Peterchurch and how much of the area we would cover. In short we are hoping to go ahead with the scheme although it may not be set up in your area as soon as first thought. We are looking to pilot the scheme in the autumn and if effective roll it out across our area. In the interim we will keep sending out these briefings to keep you all updated on local crimes and incidents. As always many thanks for taking the time to read this briefing and keep reporting! Police Station in Peterchurch is still uncertain 5.2 Ward Councillor Mr. Philip Price Ward Councillor Mr. Philip Price reported on the following Balfour Beatty have now started the new contract That there had been some small teething problems with the takeover Proactive Locality Working with the Lengthsman The Multi-storey car park in Widmarsh Street was due to be re-opened following its refurbishment Councillor Mr. Philip Price and Mr. Richard Ball from Herefordshire Council had met with the Herefordshire Association of Local Councils (HALC) to discus some of the issues surrounding the Lengthsman Scheme 7.0 Play Area Equipment Report After a lengthy discussion the Parish Council resolved for the Parish Lengthsman Mr. Dave Williams and the Clerk to investigate the problems and put right as many as possible 8.0 Peterchurch Plan An update of the Plan so far included draft questionnaires being formulated by various Steering Group members, scrutinised and amended ready for draft submission to the next Steering Group Meeting on Monday 7 th October 2013, 7.15pm at The Boughton Arms Plan expenses amounting to 1, had been collated ready for submission to Herefordshire Council s Planning Team for reimbursement A Neighbourhood Planning Seminar has been arranged for Saturday 28 th September am 4.00pm at Hampton Bishop Village Hall The Clerk was willing to attend 9.0 Resilience Co-ordinator The Clerk was instructed to obtain information from other Parish Councils engaging in the process 10.0 Day Care Centre The Day Care Centre officially closed on Tuesday 23 rd July 2013 The clients now go to The Yew Tree at Preston-on-Wye every Wednesday A Coffee Morning is held every Monday morning at The Day Care Centre hosted by The Friends of The Day Care Centre Ward Councillor Mr. Philip Price offered help to the group but a Business Plan must be produced 11.0 West Mercia Policing The Parish Council after a lengthy discussion completed the questionnaire (by majority) ready for submission to West Mercia PCC, Shrewsbury

6 13.0 Parish Maintenance Repairs to Flower Boxes The Parish Council resolved that the boxes needed to be replaced Prices to be obtained and considered in the budget at the November meeting Chairman Councillor Mr. B. C. Treanor has offered to donate plants Crossways Notice Board Repairs The Lengthsman Mr. Dave Williams was instructed to dismantle the Crossways Notice Board due to it being unsafe Mr. Dave Williams would quote for refurbishment The Clerk to obtain prices for a new Notice Board Mr. Dave Williams would investigate You Are Here pinpointing location on the Footpaths Map 14.0 Previous Action Points Following the Parish Council s letter to Mr. Hurdman reference the use of paddock adjacent to the Nags Head Reply received offering to attend a Parish Council meeting to discuss the issue Signed Engagement letter (Self-employed basis) dated 22 nd July 2013 received from Mrs. Julie Cole as Internal Auditor for 2013/2014 Letter of thanks sent to Mr. Tom Oliver reference his generous donation to the Parish Letter of thanks sent to Jude Sherlock reference plants The Chairman reported that he and Cllr. Sedgley had, following a request from Paul Smith Associates, attended a meeting at which they were informed that a new planning application was to be submitted for the site in the vicinity of Hawthorn Rise. Church Vice Chairman Formally approve nationally agreed 1% pay scale increase and back dated to 1 st April 2013 The Parish Council agreed the 1% pay scale increase and to back date it to 1 st April
