Lovett MINUTES Resolved that the Minutes of the Meeting of 23rd July, 1985 be approved as a correct record and signed by the Chairman CHAIRMAN'S ANNOUNCEMENTS The Chairman referred with immense pleasure to the recent visit to the District of the Burgerineister and Parish Dean of Jelling, Denmark who were here as guests of the Ashingdon Parochial Church Council, to commemorate the 950th anniversary of the death of King Canute, the victor in the historic Battle of Assandune with Edmund Iroriside. The Chairman mentioned that an event which had occurred so many years ago was now helping to unite and seal a bond of friendship between Rochford District and Jelling and Ashingdon in particular, and he expressed hopes for twinning links for the future. Councillor B.A. Crick, on behalf of the Ashingdon Parochial Church Council, thanked the Chairman for the hospitality extended to the visitors. The Chairman was also pleased to report that Mr. Frank Todman had kindly donated on permanent loan to the Council a collection of some 40 of his paintings of "Wyle Cop" which was to be demolished to make way for future development. It was the intention to make an area available in the Civic Suite for displaying the pictures and possibly to hold exhibitions of other works from time to time. Councillor RH. Boyd endorsed the comments made by the Chairman and hoped it would serve as a precedent for others to donate photographs of old houses and gardens in the District so that an historic record could be kept for the future. The Chairman was also delighted to refer to a number of leisure and sporting events which had taken place, namely, the football match against Hullbridge Sports and Social Club, the Rochford 15 half marathon and Rochford District's very commendable participation in the Essex Gaines. Special mentioa was made of the week long Oyster Festival which had attracted great public interest and support. The Chairman congratulated the Director of Leisure and all staff concerned with the organisation of this unique event and for the support received from the Breweries and local public houses. 11J

28 Council The Chair-man referred to his return visit to the twin town of ilaltern accompanied by the Assistant Chief Executive, for the Haltern Regatta in which they had participated. Lastly, the Chairman referred to his announcements at the July Meeting when he had mentioned that he would be forming a Panel of Members to consider applications from local charitable organisations for a share of the proceeds of the Rochford Show. He asked that the Vice Chairman of the Council, the Chairmen of all Standing Committees and Councillor lull. Boyd (or his nominee) and Councillor C. Stephenson (or his nominee) serve on the Panel with him. (DF & SEC) 570. ALLOTMENT COMPETITION 1985 The Chairman of the Council presented the Allotment Shield and first prize in the Allotment Competition 1985 to Mr. R. Harris. The second prize and Certificate of Merit was won by Mr. R. Alabaster and the third prize and Certificate of Merit by Mr. F. Dupree. The Chairman thanked the Rayleigh Horticultural Society for their continued assistance with this annual event. (6056) 571. PRESENTATION TO MR. R.STANFORD On having been invited by the Chairman, the Leader of the Council, as Chairman of the Audit Panel, paid tribute to the service to Rochford of Mr. R. Stanford, the Council's Chief Internal Auditor. He had joined the Rochford Rural District Council in 1973 and was one of the few staff now who had served with the former Authority. He was a graduate in Chemical Engineering and a qualified Accountant. Mr. Stanford had been instrumental in developing the audit function and had an active involvement in the implementation of computer technology. The Council joined the Leader of the Council in congratulating Mr. Stanford on his appointment with the Woking Borough Council and thanking him for his service to Rochford District. The Leader then presented Mr. Stanford with a token of the Council's appreciation ROCHFORD RURAL DISTRICT COUNCIL COUNCILLOR REG. 11. FRYER The Chairman reported with regret that Mr. Reg Fryer, a past Chairman of the Rochiord Rural District Council, had recently been tragically killed in a car crash in Crete. Although he had not known Mr. Fryer personally, he had learned that he had been a very capable Member who had served the District with distinction. He asked that Members join him in silent tribute in Mr. Fryer's memory MINUTES OF COMMITTEES Resolved (1) that the Minutes of Committees be received and the recommendations contained therein adopted, subject to the amendment shown

Nokes moved the Motion as set out on the Agenda indicating that whilst he appreciated that the Council had on a number of occasions lent its weight to the Southend District Health AuthorItyts representations for additional funding it was important that the Council should continue with its support as no opportunity should be lost to redress the historic under funding of the Health District. Whilst the D.H.S.S. had indicated previously that the funding of individual districts was a matter for the Regional Health Authority it was unlikely that it would increase the share of resources to Southend at the expense of other districts in the region. The Motion was formally seconded by Councillor 0.1. Black and with the full support of the Council it was, Resolved (a) that this Council notes with dismay the ward closures at Rochford Hospital forced upon the Southend Health Authority. (b) that this Council recognises that the Authority is seriously under funded. (c) that this Council urge the Government to provide additional funding for the Authority. (266O9)(DHH) 575. SPRINGBOARD HOUSING ASSOCIATION DEVELOPMENT ASHINODON ROAD, ROCH}'OIII) SMinute 567/85) At the request of the Planning Services Committee on 26th September, the Director of Development explained with the aid of viewfoils the height of the previous development on this site, the plans which had been approved by the Council for the extension to Norfolk Court, the fact that a survey of site levels had accompanied the application and that the building under construction was in accordance with the approved plans. The site sloped from north to south and being an aged persons scheme with mobility provision differences in floor levels within the site were inappropriate. 11 8

PI "" & Council There was also a difference between the building at ground level and the kerb in Ashingdon Road but the effect of this might be reduced later when the site was landscaped. Additionally the overhanging eaves would reduce the visual impact of the walls. The building line in Central Avenue had been set back to achieve the visibility splays sought by the Highway Authority and sufficient additional parking spaces were being provided to meet the standard for aged persons schemes. The Director advised that he had approved under delegated powers variations in the plans relating to the provision of windows in place of patio doors. It was appreciated from a practical viewpoint that site contours were bound to affect the height of buildings if floor levels were to be maintained and that this was an everyday factor in the building industry. It was however a factor that Members would need. to keep in mind for the future. Whilst the developer had been asked to stop work on the scheme, it had been pointed out that there had been no material deviation from the plans bearing in mind the site levels survey already submitted. Construction work had therefore continued although works to the roof had not been commenced. The Director confirmed that if the Council proceeded with a Stop Notice it could face substantial coats as on the evidence this seemed an unreasonable course of action. Some Members remained uncertain about the construction being in accord with the approved plans and asked that the Officers pursue all avenues in this respect but this did not command the support of the Council who were satisfied that there was no material departure from the way in which the building was being erected and the planning permission. Minute 858/84 was carried forward SOUT REND HEALTH AUTHORITY MATTERS Councillor D.C. Wood, the Council's representatiye reported on the current position of the Health Authority. R& was most concerned that despite strong pressure to redress the serious financial situation facing the Authority, there was no indication of any intention to allocate extra funds. The Authority was facing an additional short fall of 500,000 in the forthcoming year and unless more resources were made available from Central Government further measures would be necessary to secure budget economies. The result would be a reduction in the number of patients that could be treated and the continuation of ward closures. The Committee were most anxious about reductions in the Health Service of the District and noted that the Southend Health Authority Operational Plan wnuld be placed in the Members' Lounge and that any constructive suggestions or observations would be forwarded to the Health Authority. ARRANGEMENTS FOR SECURING THE ECONOMIC, EFFICIENT AND EFFECTIVE USE OF RESOURCES PERFORMANCE MEASURES AND TARGETS The Committee received the appended report of the Director of Health and Housing setting out performance measures and targets for eact service area of his Directorate following the External Auditor's report on the "Overview of Arrangements for Securing the Economic, Efficient and Effective Use of Resources". RECOMMENDED That the Audit Panel be advised that the Committee supports the performance measures and targets stated in the appended report. (228) (DHH) 584. HOUSING ACT 1957 SECTION HAWKWELL PARK DRIVE, HAWKWELL The Director of Health and Housing reported that the above property suffered numerous defects and was unfit for human habitation. Resolved that the Council, being satisfied that 23 Hawkwell Park Drive is unfit for human habitation and not capable at reasonable expense of being rendered so fit, serve notice under the Housing Act 1957, Section 16, on all persons entitled thereto of the time and place at which the condition of the property and any offer with respect to the carrying out of works or the future use thereof will be considered. (10806) (SEC) 585. ROOF INSULATION GRANTS The Director of Health and Housing reported that the budget of 50,000 allocated for 1985/86 'was fully committed. The Committee noted the basis on which outstanding applications would be processed when sufficient finance became available, and that provision had been made for funding of 65,000 in the Councilts Housing investment Programme bid for 1986/87 for roof insulation grants. CARAVAN SITES AND CONTROL OF DEVELOPMENT ACT 1960 IJNAUTHORISED CARAVAN AT LAND OPPOSITE 317 DAWS HEATH ROAD, RAYLEIGH The Director of Health and Housing reported that a caravan had been stationed on this land for the purpose of human habitation without the benefit of a site licence. The occupier of the land was aware of the situation. Resolved that in the event of the occupier of the land not taking appropriate action within a reasonable time, the Secretary to the Council be authorised to institute legal proceedings for a contravention of the Caravan Sites and Control of Development Act 1960, Section 1. (24011) (SE C) 590. SALE OF LAND AT THE REAR OF 299 EASTWOOD ROAD, RAYLEIGH The Secretary to the Council reported on a request from the owner of 295 Eastwood Road to purchase a small strip of land at the rear of 299 Eastwood Road to facilitate vehicular access to the former property. The owner of 297 Eastwood Road had agreed to sell land at the rear of his property. The District Valuer had agreed terms which included a capital payment to the Council of 1,000 with all costs being borne by the purchaser. ECOMMENIEI That the Secretary to the Council complete the sale of 21 square metres of land or thereabouts at the rear of 299 Eastwood Road on the terms and conditions agreed by the District Valuer and upon such other terms and conditions as the Secretary to the Council deems fit. 34 Health and Housing 592 NORTH EAST THAMES REGIONAL HEALTH ATJTHORIfl - REVIEW OF CANCER TREATEMENT The Director of Health and Housing reported on results of a review of cancer treatment services which had been published by the the North East Thames Regional Health Authority. A copy of the review documents had been placed in the Member& Lounge) and Members noted that the District Medical Officer Dr. G. Griffin was to attend the next Meeting of the Committee to answer Members' questions. (26609) 593. DRUG ABUSE A Member expressed concern at the widespread availability of a childrens' novelty which involved sniffing at a scented sticker. He was most anxious that the continued sale of the sticker could, by way of association, encourage children to become involved with drug related products. The Committee thanked the Member for highlighting this matter and mindful of the recent Teach In on drug abuse, agreed that action should be taken to ban the sale of the stickers. This could be achieved by requesting the Association of District Councils to lobby the respective Government Departments to issue appropriate Safety Orders and by approaching the Department of Trade and Industry and Department of Health and Social Security direct to pass an Order prohibiting the sale of the novelty. RECOMMENDED (1) that the Association of District Councils be requested to lobby the respective Government Departments to issue the appropriate Safety Order restrictions under the Consumer Safety Act (2) that the Department of Trade and Industry and Department of Health and Social Security be approached direct to pass a Safety Order prohibiting the importation and sale of the product on a similar basis to the Orders in respect of scented erasers. 35 ROCHFORD DISTRICT COUNCIL AGENDA ITEM 10 HEALTH & HOUSING SERVICES COMMITTEE 10TH OCTOBER 1985 REPORT OF THE DIRECTOR OF HEALTH & HOUSING ARRANGEMENTS FOR SECURING THE ECONOMIC, EFFICIENT AND EFFECTIVE USE OF fleöurces - PERFORMANCE MEASURES AFJ15 TARGETS Introduction: The External Auditor's Report on the Overview of the arrangements for Securing the Economic, Efficient and Effectivç Use ot Resources" stated, Para 13; each service area should have an approved statement1 of A!ms and Objectives and a set of measurable targets for all major activities. We believe that this is the only feasible way In which results can be monitored and performance measured, thereby allowing an assessment of efficiency and effectiveness." At their last meeting Members approved detailed aims and objectives for those services operated on behalf of the Committee by the Director of Health and Housing and consideration may now be given to some appropriate performance indicators for these services. Responsiveness and Pre-planned Work The activities in all sections of the Directorate incorporate a large proportion of responsive work to which Immediate attention must be given. Examples are: Housing applications. Applications to buy, transfer, exchange, repair, alter or improve a Council house. Public health complaints, enquiries, notification of infectious disease. Requests for the inspectiqn of food. Licensing and registration. House renovation grants. Roof insulation grants. Planning consultations. Local land charge enquiries etc. In addition, staff time must be found for essehtlal routine Inspectlons, some of which are statutory, in order to protect the public, worker's safety or the Council's property or to enforce a wide range of legislation. Some examples are: Inspections of food businesses and food sampling programme. inspection of major holiday and residential caravan sites. I Inspections of places of work undcr the Health & Safety at Work Act. Inspections of places licensed for public entertainment. Sampling of public and private water supplies and swimming pool waters. Housing surveys and inspection of dwellings subject to closing orders. Regular inspection of sheltered housing schemes. Planned housing maintenance inspections. Cyclic inspection of all housing estates. Development of computerised information data base etc. I1'4

36 In order to ensure that available staff Is used to maximum effect, the Director of Health & Housing and his senior staff prepare, as Members know from the example supplied last year, programmes of work for each of the Sections in the Directoratets Operational Plan which was commended by the External AudItors. It Is now suggested that the following performance measures be incorporated into the 1986/07 Operational Plan. This will then provide objectives, activities, details of pre-planned work end performance targets in the one document which should provide Members with some basis for evaluation of the effectiveness of the Directorate's services. The Council will appreciate that the development of meaningful performance measures is at the formative stage and continuous review and refinement will be called for. The Director has recently reduced the clerical support staff in Environmental Health by onth third and the compilation of statistics needs to be undertakn vithout unduly Increasing the administrative burden. Local' Government exists to provide the services which residents need at maximum efficiency and reasonable cost and all service overheads must be kept to a minimum If value fdr money Is to be demonstrated. It is likely that the statistics we would wish to supply will hay? to await the computerisation of the records which has been recommended by the Auditors and approved by Council. (856) (DL) REPORT OP THE RAYLEIGH GRANGE COMMUNITY CENTRE MANAGEMENT COMMITTEE The Committee noted the report of the Meeting held on 19th September (21535) RAYLEIGH GRANGE COMMUNITY CENTRE (A) Management (Minute 800/84) The Director of Leisure reminded Members that the Grange Community Association were given 12 months to demonstrate their ability to assume control of the Centre failing which it would remain permanently within. the Council's control. The Committee were advised that the Association had produced a report detailing their achievements during that year. In addition it had been proposed that Rayleigh Wyverns RFC and Southend and County Wheelers join with the Association to form a more effective management structure at the Centre. In principle Members welcomed the concept of a joint venture as a viable proposition and hoped that negotiations could commence with a view to the joint association assuming management of tue Centre on 1st April

39 Leisure Services 5 P RECOMMENDED That subject to the concurrence of the Policy and Resources CommTièe purposeful negotiations now take place with the three interested parties with a view to transferring responsibility for the Centre to the joint association with effect from 1st April (21535) (DL & SEC) (B) Club Room (Minute 318/85) Mindful of the approval in principle to the provision of a Club Room at the Grange Community Centre, Members noted that the Community Association had the necessary funds for the project an outline plan of which was on display in the Members Room. RECOMMENDED That subject to the approval of the Director of Development to the proposed works, the alterations to the building be permitted to commence prior to the official date of handover. (21535) (DL & DD) 601. DUTCH COTTAGE DELFT TILE COLLECTION (Minute 893/84) The Committee gave consideration to the provision of secure display facilities for the Dutch Cottage Delft Tile Collection. Members were anxious to exhibit the tiles to their best advantage and it had been suggested that a suitable display point was the foyer at Mill Hall. Members agreed, however, that the proposals to establish a Coffee Lounge at Mill Hall would be an ideal location for the tile collection which could provide an attractive theme for the room. It was noted that the final design of the lounge, display and security of the tiles would be the subject of a future report to the Committee. RECOMMENDED That a report on the design of the Coffee Lounge incorporating arrangements for the display of the Delft tiles be made in due course. (19590) (DL & DD) 602. SIGNPOSTING OF LEISURE BUILDINGS (Minute 446/85) The Director of Leisure reported that consideration had been given to improving the signposting for the major leisure buildings using a new standard form of highway directional sign on the approaches to the various facilities. Members noted the proposed locations and that the agreement of the County Highway Authority would need to be sought and the necessary finance allocated in the Council's budget. A further report was to be made on the signs to be provided at the actual buildings. RECOMMENDED (I) That subject to the agreement of the County Council the proposed directional signposting be approved. (2) That financial provision be included in the draft budget for 1986/87. CLEMENTS BALL LEISURE CENTRE USE OF TENNIS COURTS The Committee noted that the Director of Leisure had approved the use for coaching sessions of the tennis courts by two Rayleigh children of international potential.
