Motion No. R Moved by: Councillor Dave Burton Seconded by: Councillor Jim McMahon Be it resolved that the Haliburton County Council Roads Committee recommends to Haliburton County Council that the Road Department meet with Tim and Melanie Tofflemire to discuss their concerns and report back with any recommendations to improve the site line at 2239 County Road No. 14 and the creation of a Community Safety Zone in Eagle Lake. Re: Half Load Regulations on Gelert Road Motion No. R Moved by: Councillor Jim McMahon Seconded by: Councillor Dave Burton Be it resolved that the Haliburton County Council Roads Committee recommends to Haliburton County Council that the April 21, 2009-letter from Environmental Concrete Systems Inc. concerning half load regulations on County Road No. 1 (Gelert Road) be received and that the Road Department meet with Environmental Concrete Systems Inc. to see if anything can be done to accommodate their concerns. Municipality of Highlands East. Re: Reinstatement of the Name South Wilberforce Road on the Portion of the Road Currently Named Wiblerforce Road and the Contiguous Portion of Saunders Road. The Committee received a status report on Engineering Department operations from Roy Haig, Engineering Services Manager. Motion No. R Moved by: Councillor Murray Fearrey Seconded by: Councillor Dave Burton Be it resolved that the Haliburton County Council Roads Committee recommends to Haliburton County Council that the Road Department Construction Status and Operations Reports, Engineering Status Report, County Road No. 503 Asphalt Patches and the Status Report dated June 10, 2009 be received for information purposes. OTHER BUSINESS Tender Results - Diesel and Furnace Oil The Roads Committee received a report on the results of the tender for the supply of diesel fuel and furnance oil to the County Roads Department. Motion No. R Moved by: Councillor Jim McMahon Seconded by: Councillor Murray Fearrey Be it resolved that the Haliburton County Council Roads Committee recommends to Haliburton County Council that Contracts 1 to 5 in Quotation for Diesel and Furnace Oil be awarded to John E. Francis Fuels. Minden Fair Grounds Request The Roads Committee was advised of a request received by the County Roads Department to assist with the regrading of the horse pull track at the Minden Fair Grounds. 6 Agenda Item # 4 Be it resolved that the Haliburton County Council Road Committee recommends to Haliburton County Council that the Road Department provide material and labour to re-grade the Horse Pull Track at the Minden Fair Grounds as per the June 10, 2009-staff report. Civic Address Signs The Roads Committee received a report recommending the County mail replacement municipal address signs to property owners. It was noted that the County would replace municipal address signs where the numbers have peeled off. Damaged signs would be replaced after the property owner pays for the replacement cost. Motion No. R Moved by: Councillor Jim McMahon Seconded by: Councillor Murray Fearrey Be it resolved that the June 10, 2009 staff report on Civic Address Signs be received for information purposes by the Haliburton County Council Roads Committee and that any replacement municipal address signs be mailed to the property owner provided payment has been received by the County for damaged signs. County 503 Reduced Speed Zone The Roads Committee received a report recommending further changes to the speed limit on a portion of County Road No. 503 near the Irondale Road intersection. Motion No. R Moved by: Councillor Murray Fearrey Seconded by: Councillor Dave Burton Be it resolved that the Haliburton County Council Road Committee recommends to Haliburton County Council that for the section of County Road No. 503 located 1.0 km west and 0.3 km east of the westerly junction of Irondale Road the Passing Zone pavement markings be removed and that the posted speed for the current 60 km/hr section be revised by bylaw to 70 km/hr as per the June 10, 2009-staff report. Renaming of South Wilberforce Road The Roads Committee received a report recommending the County waive the administration fee associated with the renaming of Saunders Road Wilberforce Road to South Wilberforce Road. The Roads Committee received a verbal report indicating that the County was successful in the three applications submitted for funding under the Canada Infrastructure Stimulus Funding Programme. Motion No. R Moved by: Councillor Jim McMahon Seconded by: Councillor Dave Burton Be it resolved that the Haliburton County Council Roads Committee recommends to Haliburton County Council that the County Roads Department proceed with completing the necessary engineering and tendering for infrastructure work on County Road No. 1 including the replacement of Culvert No. 1298, infrastructure work on County Road No. 3 including the replacement of Culvert No and infrastructure work on a portion of County Road No. 503 from Irondale to Gooderham as part of the Canada Infrastructure Stimulus Funding Programme. Tamara Wilbee, Clerk DEPARTMENTAL REPORT DEPARTMENT: PREPARED BY: Engineering Services Roy Haig, Engineering Services Manage DATE: 8, 2009 TO: SUBJECT: RECOMMENDATION: BACKGROUND: The Chair and Members of the Road Committee County Road 18 Residential Entrance Application BE IT RESOLVED THAT the Road Committee recommends to County Council that the proposed location for a residential entrance for the former Birch Point Lodge property located on County Road 18 across from Civic Address No not be approved until such time as adequate sight lines can be achieved. Darrell Stamp, on behalf of Ontario Ltd., has applied for a residential entrance permit for lands fronting on CR 18. The land is across from 2767 Kashagawigamog Lake Road and was previously owned by Birch Point Lodge. It is the intent to construct a residence on the lands. There is an existing field entrance in the proximity of the proposed entrance. ANALYSIS: A site investigation determined that the best sight lines available for the property are 90 metres on the north side and 75 metres on the south side. The north side is limited by a horizontal curve and the south side is limited by a vertical curve (hill). The speed limit is 60 km/hr and, according to County Entrance By-law (No. 2229) the minimum allowable sight distance is 110 metres. In order for an entrance to be constructed to service these lands, the available options are: a) Maintain the existing speed limit, lower the road grade to the south and excavate side slopes on the north east side of the proposed entrance location, b) Lower the existing speed limit to 50 km/hr and lower the road grade on the south side of the proposed entrance, c) purchase a small triangle of property located across from 2697 Kashagawigamog Lake Road which will provide adequate sight lines for an entrance and access to the property. The proponent has done no investigation regarding the various alternatives and the financial implications for his client. Lowering of the posted speed limit does not provide adequate protection for the property owner since speed limits are generally ignored by the public unless vigorously enforced. The proponent should investigate the various alternatives for providing a safe access which does not include lowering of the speed limit. ( all repairs and costs are not final) In order to meet the bottom line at year end it is necessary to reduce planned work. Capital Spending is the only area of the budget where a large sum can reasonably be recovered. Tamara Wilbee, Clerk DEPARTMENTAL REPORT DEPARTMENT: PREPARED BY: Engineering Services Roy Haig, Engineering Services Manage DATE: 8, 2009 TO: SUBJECT: RECOMMENDATION: BACKGROUND: ANALYSIS: The Chair and Members of the Road Committee Engineering Services Proposal BE IT RESOLVED THAT the Road Committee recommends to County Council that AECOM be retained to carry out engineering services related to the replacement/rehabilitation of the Barnum Lake Culvert on County Road 1 for the lump sum fee of $28, plus GST ($1,411.25). The drainage culvert located approximately 220 metres north of the intersection of County Road 18/County Road 1 intersection has been identified as being in immediate need of replacement/rehabilitation as part of the County s bi-annual Structural Needs Study. Three consulting engineering firms submitted proposals for the work. The firms were evaluated on a Points System. The results were as follows: AECOM -95 points, Greer Galloway Group 84 points, GENIVAR 76 points In terms of price alone, which constituted 30% of the points, the results were: AECOM - $28,225.00, Greer Galloway Group - $34,300.00, GENIVAR - $35, FINANCIAL: CONCLUSION: Funding for the work has been obtained through the Stimulus Funding in the amount of 2/3 funding for the project AECOM has been involved with the County s Structural Needs Study for a number of years and are well qualified to carry out the work. The drainage culvert located approximately 3.35 kilometres south of the intersection of Highway 118/County Road 3 has been identified as being in immediate need of replacement/rehabilitation as part of the County s bi-annual Structural Needs Study. Three consulting engineering firms submitted proposals for the work. The firms were evaluated on a Points System. The results were as follows: AECOM -90 points, Greer Galloway Group 79 points, GENIVAR 81 points In terms of price alone, which constituted 30% of the points, the results were: AECOM - $35,627.60, Greer Galloway Group - $38,200.00, GENIVAR - $35, Since AECOM is recommended for the engineering on the Barnum Lake Culvert, staff believes it would be to the County s advantage, to achieve completion in 2009, to award the work for the Blue Hawk Lake Culvert to GENIVAR. FINANCIAL: CONCLUSION: Funding for the work has been obtained through the Stimulus Funding in the amount of 2/3 funding for the project GENVAR is a nationally recognized consulting engineering firm with a sub office in Bancroft. The Bancroft office is well staffed with qualified personnel, able to carry out the work. Background: Analysis: At the regular meeting of County Council on April 22, 2009 approval to apply for funding under the Infrastructure Stimulus Program was granted. An application was submitted and the above mentioned project received approval for two thirds funding under the program. One of the stipulations for the funding is that the projects be substantially completed in County staff completed the Engineering and Tendering for this project and it is now ready for construction, pending award of the contract. Although the County has not received formal agreements for the funding from the Provincial and Federal Governments it is expected they will be in place prior to County Council s approval of the Road Committees recommendations to award the work. Melanie Lewis is the owner of the above mentioned property and holds a valid aggregate license to operate a gravel pit. The pit was developed many years ago for the construction of roads in the area and contains a suitable quantity of high valued aggregate. The Road Department will use this pit as a supply of coarse aggregate and crushed material for road maintenance work. There are two other commercial pits in the area that the department will also use to supply mainly finer aggregates for winter sand and fine granular B. Considerations are included in the agreement.
