With the second defeat of the Government s proposed Brexit deal in the House of Commons and the subsequent vote to reject a no-deal Brexit the burning question of how and exactly when the UK begins to exit the EU remains unclear. It is fair to say that we are living in interesting times. The latest economic output data from the ffice for ational tatistics shows that in the three months to anuary 2 UK economic growth remained at.2, the same as Q4 2 (see fig. 1.1). However, initial estimates indicate that GP growth was.5 in anuary 2 following.4 negative growth in ecember 2. In his pring tatement, the Chancellor has cut his growth forecast for 2 to 1.2 compared with the forecast of 1.6 put forward in ctober 2. Based on the UK achieving a deal with the EU, revised forecasts for economic growth are 1.4 in and then 1.6 each year between 2-. However, the Chancellor also intimated that the o eal scenario, which has now been rejected by Parliament, could have had significant short-term economic impact, leading to a less robust economy into the longer-term. ector comparison The contribution to GP by the three main sectors varied significantly in the three months to anuary (see fig. 1.2). However, the rolling three month analysis indicates that for the three months anuary 2, construction output decreased by.6, and was heavily influenced by the negative performance in ecember. Construction ector The value of construction contract awards in ebruary 2, according to Barbour BI data on all contract activity, was 5.4 billion based on a three month rolling average (see fig. 2.3). This is a.5 decrease on anuary, but 1.6 higher than ebruary 2. In the three months to ebruary 2 total contract awards value was.7 billion

The number of contract awards decreased by 6.7 in ebruary but this follows on from.7 increase in contract numbers recorded in anuary. Into 2, the positive trend for contract values has continued with ebruary data indicating 2.3 increase from the recent low point in ovember 2. However, the volatility in the number of contract awards continues. East idlands East of England orth West 9.5 Projects by Region Types of Project nalysis by region indicates that retained its dominant position in ebruary with.1 share of contract awards and was followed by the outh East with 1.9 share and then both the East idlands and the orth West with 1.5 share (see fig. 2.2). The largest contract award in ebruary was in and was the million Phase 4 of the Chelsea Barracks redevelopment to provide 88 residential units, as well as gym and leisure facilities. The second largest contract in ebruary was in and was the million redevelopment of ordanhill College in Glasgow which will see Cala Properties providing a total of 4 residential units on a.6 hectare site. The next largest contract award was the redevelopment of the former Royal Hospital in Tower Hamlets valued at million and will see Bouygues UK Limited provide a new civic centre and council offices. In ebruary the largest sector in terms of contract awards was the residential sector with 42.3 share and was followed by the infrastructure sector with.9 and education with.3 share (see fig. 2.4). The largest residential contract award was the million redevelopment of Chelsea Barracks which see ultiplex Construction Europe provide a total of 88 residential units in a single 5 storey structure. The largest infrastructure contract was the million redevelopment of the former Royal Hospital site in Tower Hamlets to provide a new civic centre and council offices. This is an increase of.1 on anuary but is 2.1 lower than ebruary 2. Quarterly analysis indicates that in the three months to ebruary 2 the total value of residential contract awards was 4.6 billion, which is a decrease of.2 on the previous quarter and is also a.5 decrease on the corresponding quarter ending ebruary 2. unit numbers increased to 9,85 in ebruary based on a three month rolling average. This is an increase of 5.4 on anuary but.1 lower than ebruary 2. Whilst ebruary has been positive for both contract awards values and unit numbers, the sector is evidentially now performing at a lower level than for most of 2 and significantly lower than for the first 3 months of 2. 8 REIETIL ebruar y is positive with upturn for awards and unit numbers House prices In ebruary, the Halifax house price index showed a 5.9 increase on anuary which followed a 2.9 decrease between ecember 2 and anuary 2. However, the ationwide analysis of annual house price growth showed.1 decline in ebruary and followed.2 increase in anuary. In addition, the average house price declined to 2,34 in ebruary compared with 2,966 in anuary. Projects by region was the largest region for residential contract awards this month with 31.8 share, which is an increase of 8.6 on ebruary 2 (see fig. 3.1 & 3.4). The largest residential contract in in ebruary was the million redevelopment of Chelsea Barracks in. The largest residential award in the outh East was Victoria Road Plots 1 and 2 in shford which was valued at an estimated 41.1 million. This redevelopment of the former Powergen site will involve a total of 4 flats/apartments as well as retail kiosk/café unit on a 3.64 hectare site and was awarded to Quinn Estates Limited. Type of projects The sector was dominated by private housing in ebruary with 82.8 of residential contract awards, which is an increase of.8 on ebruary 2. This is a decrease of 8.9 on anuary but is 59.8 higher than ebruary 2. Quarterly analysis shows that in the three months to ebruary 2, total infrastructure contract awards were 4.2 billion, which is an increase of 33.7 on the previous three month period and also 3.6 higher than the comparable quarter ending ebruary 2. lthough the infrastructure sector saw contract awards dip in ebruary, value has been above the 1 billion threshold in five of the last six months. The region with the second largest share of contract awards in this month was the East of England with.2 which compares to 5.4 share in ebruary 2. The largest contract award was the 65 million contract for a package of terrestrial works on the former Tilbury Power tation ite at Tilbury Port Terminal. ohn Graham Construction will carry out a number of works on the landside of the existing sea wall and includes the relocation of an existing railhead, workshops, enabling works, laying of new rail facilities and provision of controlled vehicle and pedestrian access points. lso within the outh East region, ohn Graham Construction have been awarded the million contract for the Radial istributor Road at Beulieu Park in Chelmsford. The East idlands accounted for. share of infrastructure contract awards in ebruary which is an increase of.9 on ebruary 2. Valued at 53.5 million, the project involves the provision of a new bus station, public library, retail and food service units and new multistorey car park. This is a decrease of 6. on the previous quarter and also 1.1 lower than the comparable quarter ending ebruary 2. The largest contract award in the outh East in ebruary was the 3 million project for the ayfield chool for the redevelopment of the school site. The project is part of the Priority chools Building Programme and will see Bowmer & Kirkland Limited deliver the improvements to facilities by Q3 2.
