Council agree the extra hours worked by the Clerk. The council approve the accounts/schedule PUBLIC TIME FOR COMMENTS BY MEMBERS OF THE PUBLIC Whilst parish council meetings are open to the public, contributions are limited by standing orders to allow only invited/scheduled guests or councilors to contribute. However, there is a section in each meeting when the Chairman suspends standing orders to hear any members of the public who wish to address the parish council. This time is limited to 15 minutes and three minutes per contribution unless requested otherwise by the Chair and/or councilors. This is in line with Standing Orders of 2018 Standing Orders will then be reinstated to allow the Council to resume its meeting and discussion items. Helen Due to the telephone boxes being listed, will the exterior appearance be changed? I would like the council to support the playing fields. From the minutes of the last Environment and management Committee meeting, I would like to support the HVI car park not becoming a public car park. In light of the proposed 1700 houses being built, I worry about the extra traffic this may cause. Russell No decision has been made on the exterior of the telephone boxes, however we may need to consider defib signage. Cllr Waller and myself haven t started any negotiations with Althorp regarding the playing fields lease, however we do support it in principle. Regarding the HVI car park, we are only looking to direct a few cars from Nursery Corner to this area. Dave.M I would like to ask again when the village will be tidied up by Gigaclear as they have now vanished. EO Page 2 of 19

3 Gigaclear are still working in the village and are currently at Golf Lane and in Park Farm Barns. The village has wanted SFBB for many years so I think we should be patient, let them finish the project and then we can prepare a snagging list. Karen.K Nobottle Road has had an increase in very fast vehicles driving along it, this includes vans and lorries, my worry is that the new developments will increase this traffic even more. Could we have some traffic management put in place, the signs also need checking/replacing. Toni This area has already been identified and suggested to the Police to be risk assessed for the Speed Watch Team, we should soon receive the second set of traffic data from Tracsis which will indicate speed and volume for this road. The signage would best be checked by Cllr Tim Cross as his nominated role in the Env & Man Committee DISCUSSION ITEMS 137. ALTHORP LIASON (Executive Officer) WW1 Oak Tree Looking to plant asap at the HVI or at the playing fields EO The tree has been collected from Althorp and I am now seeking clarification of the location to ensure it is planted asap. We can arrange a ribbon cutting ceremony in the Spring to unveil the tree. *Note: MOP has asked the council to consider The Green as the location. Cllr Stock to look into the possibilities and consult with all parties. Consider Conservation, Althorp, Highways and the local residents. UPDATES FROM EXECUTIVE COMMITTEES Safety & Protection Committee Chairman Cllr Stock Next meeting booked for 19 th December PCSO Cllr Flynn PCC Stephen Mold meeting update Sue I have had regular meetings with the PCSO Two officers were deployed to stop motorcycles in the Firs, one officer was on an off-road bike, two offenders were served with section 59 warnings to confiscate their bikes. Our PCSO to have a refresher course for off road driving to help patrol the Firs and the Quarry. December 17 th is the next PCSO meeting, please me with any priorities that you would like me to escalate. Would like more people to be subscribed to the Neighbourhood Alert program. The PCSO has been keeping an eye on the state of parking on Harlestone Manor. Vehicles have been left with lights on and engines running, this could be a vehicle being left to use as a quick get-away after a burglary. The PCSO is still managing to attend each of the five parishes each day. 5 When considering the walls, I think we should also consider the rabbit warrens and the damage they cause The Cricket Club has already paid to prepare the square for next year. Harlestone and Brington schools have both had successful sports days there this year. Cllr Flynn Charities, Harlestone Quarry Sue November Quarry meeting update Wheel wash and badgers The last cell is nearly full and so not much tipping is being done The next application will be submitted in February and a decision made by June for the next phase This new phase will run for 5 years Badgers are on the boundary and are being watched by G.Slinn and the Badger Authority There is a lot of mud on the A428, we cannot be sure whether the wheel wash is being used correctly Public are not allowed in due to H&S rules Paul and I have been given permission to view the wheel wash in operation whilst being supervised A 20 metre set-a-side needs to be left for wildlife including the badgers around the border of the quarry. EO As we are not allowed inside the quarry to continually monitor the wheel wash, we could monitor the condition of tyres from outside the gates and we could also setup our fly-tipping camera to watch the wheel wash The quarry could be closed for up to 8 months while the planning application is processed During this period, we could have an increase in motorcycles into the quarry and the population of badgers could grow The excavation will head towards Upper Harlestone 19 tonne vehicles will deliver spoil to the quarry and take away the stone/minerals Around 36 vehicles each day, 5 days a week will use the quarry for the 5 years, traffic and mud will need to be considered Page 7 of 19

This is a free system. Daventry District Planning Application Ken DA/2017/0890 Outline application for 600 dwellings, Duston Road, UH DA/2017/0889 Outline application for 1750 dwellings, Duston Road, UH These are very difficult applications to evaluate Please see Ken s report attached The only key change is the access to Port Road as this now has a dog leg route to slow traffic Details of the types of houses and the building materials will follow at a later date This is just the outline application, however it does show the main infrastructure and the retail/facilities Main Concerns Around 300 homes could be land locked, which means that the quickest route away from the development would be towards Upper Harlestone No filter roads have been planned for any of the roundabouts, this could cause queues during peak hours I believe the dog leg is an improvement, but a closure or restriction on Port Road would be better We should put all our efforts into lobbying the DDC, the planners and the developers on all levels to close/restrict Port Road Developers could be onsite by the end of 2019 but the Harlestone Manor to the Windhover bypass will not be completed until 2021 at the earliest Russell We need to add an amendment to say that this planning application does not protect the village and its rural location Cllr Stock to make this amendment and send to the DDC Council agree to object to these applications 142. Charles Arnold Baker 11 th Edition on Local Council Administration Proposed and recommended by NCALC that parish councils should have this book Fully updated to take into account recent legislative changes, including GDPR and the Data Protection Act 2018 Cost after the NCALC 20% discount Sarah I highly recommend this book, this is a very important tool for the council and for the Clerk Council agrees to this purchase 145. St Andrews Church Our local church is in need of some serious funding to help with urgent renovations. Proposal that the HPC consider using some CIL money to help preserve our beautiful 14 th century gem. This item has come to light from a recent church flyer and a meeting with the Warden Warden to attend the December meeting and inform the council of the specific renovations and details Liz (Church warden) The church has a lot of erosion around the windows and the stonework In 2010 the restoration costs amounted to 70,000 Page 10 of 19

11 Ken Currently we have a fund of circa 30,000 which would renovate 3 windows and 2 buttresses If the council parishes were to split then the church parish would still encompass the whole of the new developments The main building is 14 th century, the church is a very historical part of the parish I was hoping that the HPC would consider a donation to help fund this restoration project We will concentrate on the worst parts and the most dangerous parts of the church to be restored, I have secured a number of grants and will continue you to do so The church is not centrally funded, all revenue has to be generated locally I would like to arrange a meeting with the HPC and the Arch Deacon in Peterborough to ask for funding for this project If the main church is not prepared to fund this project, then I feel that the HPC shouldn t either Susie We are already funding the burial extension project, I do not think that the HPC should support this project Russell The main church is sitting on millions and their assets are crumbling around them, however I would be happy for the HPC to have further discussions on this funding 146. Budget 2019 Councilors are invited to put forward their ideas, projects and wish lists for the council to consider, the Executive Officer will then produce a draft budget for the council and public to view as part of the January 2019 agenda. EO Another year, another budget, we need to plan for new projects, to set the spending for the next fiscal year and beyond I invite ideas from the councillors and from the parishioners The future is unsure and we need to consider having to fund services that are currently funded by the District and the County, for example we now fund our own PCSO, our own Highways work and some salt bins We need to consider the precept and any possible increase 131. Chairman: Cllr Russell Francis Appendix A ENVIRONMENT & MANAGEMENT COMMITTEE Summary of Meeting held on 21 st November 2018 ACTIONS Ongoing actions were updated. 4.1 July: Nursery Corner considered building up with topsoil to prevent parking and signage to direct cars to existing car parks. NOTE: Since this meeting parishioners adjacent to the car parks have expressed great concern regarding increased traffic and following a discussion with Russ on Thursday, 29 th November it was decided not to proceed with any of this work beyond tidying up potholes when the weather improves. 4.5 July: 20mph signs Golf Lane now installed also give way sign replaced. 5.3 July: Salt bins these will now be monitored by nominated committee members who will keep them topped up via Street Doctor. 6.0 July: Cross Hill tree will be taken down as soon as bat survey completed. August 2018 Litter pick. Thanks go to Sarah Gyde for not only organising but for providing the high vis jackets at her expense. Unfortunately, it is not possible to ask parish council to purchase these until permission is obtained from Green Belt management company. 15 Russ has produced a comprehensive report on the state of all stone walls in the village. It was agreed to submit this to Althorp. Appendix B SUMMARY OF PLAYINGFIELD LEASE DATED : 4 TH July 1991 THE PARTIES: Earl Spencer (the Landlord) and Harlestone Parish Council (the tenant) THE LAND: 8.56 acres, buildings boundary walls TERM: 30 years COMMENCEMENT DATE: 6 TH April 1989 EXPIRY DATE: 6 TH April 2019 RENT: 25 per annum REPAIRS: The tenant covenants to put and keep the buildings and land and those boundary walls (South and East walls) in good and substantial repair order and condition. Althorp are responsible for the North and West walls. HPC have exercised Clause 5 (a) by reducing the height of the East wall and part of the South wall using the surplus stone to finance repairs. The lease provides for a minimum permissible height of 4ft. USE OF THE LAND: As a playing field or open space for the members of the Parish. INSURANCE: HPC to keep insured the buildings and boundary walls on the land. NOTICE PERIOD: HPC can terminate on giving 12 months notice. Page 15 of 19

16 Letter from Allan Wilson Dear Paul I write on behalf of the Rotary Club of Northampton West to thank you and the Parish Council for giving us the CPR dummies with which we can increase participation in the training programme that a number of our club members are undertaking. The background to the project was prepared by the District 1070 lead, Rotarian John Dehnel, who was instrumental in introducing us to the HeartWize charity set up in Leicestershire by cardiac consultants from the Glenfield hospital. Our aim is to provide opportunities for raising public awareness of the need for cardio-pulmonary resuscitation skills, to encourage individuals and groups in taking part in training sessions and to interest some participants in becoming trainers who can further the aim of this becoming common knowledge among all age groups. An increase in the availability of defibrillators will undoubtedly lead to a higher rate of recovery from cardiac arrest, but without first recognising the symptoms and having the knowledge on what to do before using such equipment these cannot alone achieve the desired outcome. The Rotary Club of Northampton West has taken a lead in providing training sessions in Northampton and the surrounding district and is seeking to encourage more communities to participate in this project. We hope that with our increased capacity for training we can now offer this to all who want to do so. 17 Reference No. DA/2017/0890 Location: Land at Duston Road Upper Harlestone Northampton West SUE. Proposal: Erection of 600 Dwelling, primary school, mixed use local centre (Uses A1-A5-D1) together with public open space, landscaping, highways, substantial drainage systems and all ancillary infrastructure. - Amendments include Updated traffic assessment. - Archaeological assessment. Revised illustrative Masterplan which demonstrates how the revised Port Road alignment could be accommodated. Background. The above application DA/2017/0890 is incorporated within Panning Application DA/2017/0889 relation to Northampton West SUE. Outline application for the demolition of existing barns and the erection of up to 1750 dwellings, a primary school, a mixed use Local Centre (Uses A1-A5, D1) together with associated public open space, landscaping, highways sustainable drainage systems, and all ancillary infrastructure works, including a new primary sub-station, (Application accompanied by an Environmental Statement). The Proposal has made a revision to the access onto Port Road. The planning application has 142 files and documents of some 300 pages and amended traffic surveys and is quite complex and therefore the report is directed at the key Highway issues affecting Harlestone Parish. The land has been adopted within the WNJCS Plan for the number of dwellings and services stated above within the planning application. Observations The proposed Masterplan shows how a revised Port Road alignment could be accommodated however, there is no benefit in comparison to the previous proposed access points onto Port Road. The proposed Highways solution is inadequate for the following reasons:- Port Road: Five Access/Exit points from the new development onto Port Road will encourage traffic to to proceed west to Upper Harlestone and Lower Harlestone stopping at the New Road/A428 T junction. This will have a significant and negative impact. - Creation of High volumes of traffic through Upper Harlestone. A new rat run. - Create increased traffic congestion at Lower Harlestone T junction at New Road/A428. Page 17 of 19

18 2. Sandy Lane Relief Road. Roundabouts: It is proposed that 3 roundabouts are to serve the new development which will slow traffic and create traffic congestion within and around the new proposed development. - All roundabouts should be equipped with a filter lane so traffic from the development are able to access the filter road and manoeuvre onto a slip road and then onto the road at similar speed to oncoming traffic. - This will reduce traffic congestion from the vehicles entering A428 from Harlestone Manor and the proposed Kings Heath SUE. - Improved traffic flow will discourage motorists using Port Road, Upper Harlestone and Lower Harlestone as a short cut route. 3. Traffic Impact Assessment: - There has been no Traffic Impact Assessment on the village of Upper Harlestone and Lower Harlestone. - Consideration should also be given for a slip road from the Harlestone Manor access junction all the way up to A428 roundabout. 5. WNJCS Planning Policy: Within the SUE area there are no identified heritage constraints and no areas of strategic flood plain. The diversity of ecology within the site can be improved through appropriate structural landscaping, open space and creation of habitat corridors. Of particular importance is the protection of the villages of Harlestone and Harpole in their countryside settings. In this respect new built development should not extend beyond the 115m contour line, with new housing principally to the north of Roman Road and the ridgeline protected by an extensive green buffer along the southern boundary of the site Part of the North West Bypass (known as the Sandy Lane Improvement North) has been constructed along the eastern edge of the site. The Northampton West SUE will be required to make an appropriate and relative contribution to the construction of the remaining elements of the bypass. Financial contribution will be required for other highway infrastructure improvements as identified in Policy N4 and through detailed transport assessments. Conclusion Restricted Vehicle Access of Port Road from Northern Boundary of Northampton West SUE and Upper Harlestone. - Motor vehicle access restriction. - Access provided for Pedestrians, Cyclist, Bridleway, Mobility vehicles. - Gated access for Agricultural vehicles. Importantly, this will provide a safe and easy Recreational Gateway to the rural countryside and by having this unique access will enable families of Sustainable Urban Extensions and visitors alike to visit and appreciate the beauty of Harlestone Parish rural countryside and Page 18 of 19

19 landscape. Rather than being a barrier it will bring the rural aspects of Harlestone and it s 50 Heritage Assets to the residents of the new development. It is noted that this option would create an inconvenience to some residents of Upper Harlestone who rely on Port Road for speedy access to Duston. Conversely, this inconvenience would be minimal in comparison to high volumes of traffic driving through the village as mentioned in this report. 2. Keep Whites Lane open to provide effective connectivity to and from Sections 1, 2 & 3. This solution would also provide the solutions for Highway Issues 2 & 6 above. 3. Improve and create a Priority Road from the proposed roundabout on Port Road (serving the 2 sections either side of Port Road) via Weggs Farm Road and onto Sandy Lane Relief Road. 4. Filter roads and slip roads to all roundabouts access onto Sandy Lane Relief Road. In Summary, the solutions herein deliver an effective road network for Northampton West SUE by making best use of existing highways and is a low-cost option. A financially viable solution that provides better provides sustainable development, connectivity and protection of Harlestone Villages.
