2 Introduction The aim of the new east west link now under construction is to improve accessibility, facilitate regeneration and growth and remove commercial and through traffic from the existing A3047 (Camborne to Redruth) reducing community severance and improving the environment for residents adjoining the road. Redruth East Hill Junction Cornwall Camborne Location plan: Camborne, Pool, Redruth The Camborne, Pool, Redruth (CPR) area was formerly an important centre for tin mining. With the closure of the mines there was a downturn in the local economy and the last mine, South Crofty, closed in The area has a high level of deprivation with 15% unemployment and 25% of households dependant to some extent on state benefits. Recognising the need for regeneration the Government established the CPR Urban Regeneration Company in 2002 to help bring prosperity back to the five mile corridor from Camborne to Redruth. Regeneration will provide jobs, housing, amenities and mobility but is constrained by the extent and capacity of the existing road network. In 2006 the Highways Agency (HA) served an Article 14 Notice stopping any new developments due to concerns of traffic queuing back onto the A30 Trunk Road. To remove this Notice the 5m East Hill Junction project was completed (2010) and prioritises the North-South traffic flow to the detriment of the local East-West network. The east west link will provide access to new development areas and relieve the existing East Hill junction allowing capacity for a number of other developments to go ahead. This will lead to the creation of up to 5,500 new jobs and associated new homes over the next 20 years largely on contaminated former mining brownfield sites showing the extensive mining in the South Crofty area. The ground is highly disturbed by surface and near surface workings and contamination with heavy metals and arsenic. 2 Camborne, Pool, Redruth major scheme - key messages

The Barncoose link road opened in 2008 and has already led to the creation of 4000m 2 of employment space plus a further 11,500m 2 consented. 440 jobs can be directly attributed to this road. The existing East Hill junction is under stress at peak times on the Dudnance Lane northbound (to A30) arm. 8 Project costs and funding The forecast cost of the Camborne, Pool, Redruth east - west link road is 27.04m (2013) The project is funded by The Department for Transport (DfT) 16.1m, ERDF Convergence 5.303m, Cornwall Council Local Transport Plan (LTP) 2.46m, Housing Growth Point 1.2m, Developer Contributions (DC) 1.98m DfT ERDF CC LTP 2.46m 5.303m 16.1m The direct transport benefits of the project have been determined to result in a benefit cost ration (BCR) of 2.8. 9 Strategic case Cornwall s priority growth point and largest business district supported by the Government promoted URC. As a direct consequence of the investment in the Barncoose link road and the East Hill junction improvement, the delivery of the 11m Pool Innovation Centre (completed 2010) together with other developments completed or currently on site, will lead to over 800 jobs. To achieve the wider regeneration potential there needs to be Government investment to provide the strategic lead infrastructure which is beyond the funding capabilities of future developer and local contributions. The local development growth forecasts for the CPR area compared to DfT s natural (TEMPRO) growth are shown below emphasising the importance of developing appropriate infrastructure to support economic growth. Using the local growth forecast figures the BCR is enhanced to 3.3. Public sector support is therefore critical to progress the next stage of regeneration for CPR to realise its potential. The Cornwall and Isles of Scilly Local Enterprise Partnership (LEP) has identified the existing CPR road network as a barrier to growth and have identified the existing CPR road network as a barrier to growth and have identified traffic delays as a detriment to future business investment. The scheme has the widespread support of the local community, local MP, Local Enterprise Partnership (LEP), Homes and Communities Agency (HCA) and businesses. The project will deliver the key aims of the transport strategy and lever in 300m of private investment to the CPR area. Peak time forecast queue length (2015) on the A3047 compared to the new Dolcoath to Dudnance. The delay to road users is 5 minutes and is not acceptable to the local community or the Transport Authority. 9
10 Programme This scheme is critical for the Council s regeneration development plans in the Camborne, Pool and Reduth corridor. The new highway infrastructure is an integral part of the developments, bringing the benefits of quick, safe access to key areas and relief to the existing road and its junctions. Compulsory Purchase and Side Roads Orders were confirmed by the Secretary of State in November Funding has been secured from the DfT and from ERDF Convergence programme. A construction contract has been awarded to Carillion and the works are now underway. 11 Key outcomes Delivery of the East West link road as part of the approved transport strategy is an integral and essential part of the planned economic growth of Camborne, Pool and Redruth. It will: Provide the necessary transport infrastructure to enable planned, sustainable, economic growth to take place in the Camborne, Pool, Redruth corridor; the key element of the infrastructure is the creation of a new East-West link to relieve the A3047. Establish new highway infrastructure that cannot be afforded solely by developer s contributions; Provide improved access from industrial areas to the A30 Trunk Road and release development potential; Encourage private sector investment of up to 300m to the Camborne, Pool, Redruth area Facilitating the creation of up to 5,500 jobs, many high skilled (by 2030) Facilitating the creation of up to 7,700 homes (by 2030) Having a road delivery programme which meets the deadline to comply with ERDF Convergence funding criteria. Facilitate improvements to public transport and the urban environment along the A3047. make provision for cyclists and pedestrians. The major scheme will help achieve the key aims of the transport strategy and will encourage growth industries, generating high skill jobs and transforming the Camborne, Pool, Redruth area to the Business Heart of Cornwall. 11
