The new 37,600 sq. ft. building will be a two story, precast construction. The building is consistent with the City's Growth Management Plan in that the property is being leased to the Orlando Ballet, as a replacement for a smaller building on the same site, and will continue to provide community I recreation facilities. The use is appropriate to the area, in that it is adjacent to the Science and Art Center and open park lands owned by the City and provides another arts and cultural venue on top of other venues already in the Loch Haven Park neighborhood. In a strategy to minimize impacts, the building is designed to have a minimal silhouette and profile, especially given its multi-faceted program. All large spaces are on the ground floor, while smaller office spaces will be located on the second floor. The proposed building will have many twists and turns, to break up the massing. The larger volumetric spaces will be set back as much as possible from the street, with lower height spaces fronting them, for the most part, so that the massing "builds up" from the street, which will also help maintain the human scale of the project. Specialized windows will be positioned to create a "lantern" effect along the street facade, and the entry will be especially emphasized with two stories of transparent glass, and a glass "wraparound" of the grand stair leading to the second floor (see entry perspective). The character of the building will be modern and contemporary, through the use of simple planar layers in light colors, to be offset by glass "cubes" provided at strategic points in the overall elevation. This will lighten the building appearance and will create excitement, especially at the main entry. Additional traffic beyond what currently exists will be minimized through shared use (via agreement with the Orlando Science Center) of the existing Science Center garage to the northeast (valet or regular customer parking). Additional pedestrian traffic will be managed and enhanced by addition of handicapped accessible sidewalks that will connect the new Orlando Ballet building through Loch Haven Park to the Orlando Science garage. Lighting will be carefully controlled and pedestrian-oriented to not produce glare and to provide essential security in the areas between the Orlando Ballet building and the parking garage.
