1 Ligonier Township TA L K of the October, October-November-December November, December, TOWNSHIP A Newsletter for our Residents Township of Ligonier One Municipal Park Drive Ligonier, PA Township Manager s Update Ligonier Township s public works crew will be prepping for winter in a couple months and planned work on the Clifford Woods Bridge may be completed before winter arrives. We have a very tight window to begin the Clifford Woods Bridge Replacement project and any delay in the coming weeks could push this project to next spring. As for the Regional Police discussions with Ligonier Borough, they are considered stalled and closed for Ligonier Township Supervisors sent a proposed Charter Agreement appointing two Supervisors to the proposed Regional Police Commission in June and no action was taken by Ligonier Borough. No new talks are scheduled with the Borough until the Joint Comprehensive Plan is completed in early In addition to work on the Joint Comprehensive Plan, the Ligonier Township Planning Commission continues to work on the Subdivision and Land Development Ordinance. Westmoreland County License to Carry Permit The Westmoreland County Sheriff s Office will be at the Ligonier Township Municipal Building to issue License to Carry Permits on: Wednesday, August 30 Wednesday, September 27 Wednesday, October 25 Wednesday, November 29 Wednesday, December 27 The available hours are 12:00 noon to 6:00 p.m. on each of the above listed dates. TAX COLLECTOR By Sue R. Kinsey County and Township (spring) taxes are now at Penalty until December 31, School (fall) Taxes for can be paid at Face Value until November 30, 2017 then at Penalty until December 31, The last day to pay your 2nd installment payment is October 31, 2017; the last day to pay your 3rd Installment payment is November 30, If you pay after these dates on your Installment payments there will be a 10% penalty added. If you do not receive your statement, please contact the Tax Office. Failure to receive a statement does not relieve the Taxpayer of the responsibility of payment. A drop-off slot is available at the township tax collectors office to accept payments before or after business hours. 2 TOWNSHIP NEWS New employees: Josh Kalp Manager, LTMA Josh comes to the Township with a BS in Civil Engineering Technology from Pitt Johnstown. Prior to taking the job with the Municipal Authority, he spent 16 years as a Project Manager for the EADS Group, Inc. He is both a licensed Professional Engineer and Water/Wastewater Operator in the Commonwealth of Pennsylvania. We want to welcome Josh to the team and wish him luck in his endeavors here. jkalp@ligtwpwater.com 2016 Street Light and Fire Hydrant deadline 12/31/17 Fees are now overdue as of May 1, and have had a 10% penalty added to them. These fees are being collected by Ligonier Township, and all payments should be made to: Ligonier Township. Please be sure to make your payment before December 31, 2017 to avoid liens being placed on your property. Keith Ashley Code Enforcement Officer, Township of Ligonier Keith comes to the Township with a B.A. in Public Administration from Indiana University of PA. Prior to taking the job with the Township, he spent 15 years in the environmental compliance field with the PA Department of Environmental Protection. He also has experience in land use planning. Welcome aboard, Keith! Trick or Treat The Ligonier Township Supervisors have designated Tuesday, October 31, 2017 as Trick or Treat in the township, between the hours of 6:00 p.m. and 9:00 p.m. Please be extra cautious when traveling at this time and watch for children. Although the township designates October 31 as the official Halloween date, we do not discourage or prevent anyone from going trick or treating on any other day. This is simply the date that we will have extra police on patrol in the interest of public safety. Please make sure that younger children are accompanied by an adult or older sibling and check all candy when they return home. The Ligonier Township Municipal Building will be closed on: October 13 November 7, 23, 24, 27 December 25 The Township Building is open Monday through Friday 7:00 a.m. to 3:30 p.m.

Household Hazardous Waste Collection When: Saturday, November 11, 2017 Time: 9:00 AM - 1:00 PM (pre-registration required) Where: Westmoreland Cleanways Recycling Center 113 Innovative Lane Latrobe, PA Cost: $.75 per pound, weighed on site $.65 per pound for Westmoreland Cleanways and Recycling members (Current members only; memberships will not be offered at the event. For membership information, visit or call ). **HHW will only be accepted on special collection days; Recycling Center employees are not legally permitted to handle HHW at any other time.** LIMITED QUANTITIES AVAILABLE BAGGED LEAVES The Township will be collecting bagged leaves and brush at the Ligonier Township Municipal Building this season. The drop off location is located next to the recycling bins to the left of the building. Please note that this service is available for Township residential use only, and not for commercial entities. Please do not deposit your fallen leaves into the ditches near your homes. This inhibits the flow of water during rain/runoff events and can cause roadway hazards. K-9 T-shirts T-shirts are $20 and Sweatshirts are $30 for sizes Small-3XL. Youth size S-L are also available, though quantities are limited. You can do so by contacting Jimmy via Facebook (Ligonier Township PD K-9) or stopping by the Township to see Roxanne.

4 TOWNSHIP NEWS Ligonier Valley Fire Companies Our municipality is very fortunate to have fire protection and other emergency services provided by a volunteer fire service. Historically, it s always been that way. But, what about the future? The trend across the Commonwealth is that there are fewer and fewer volunteers willing serve. State Fire Commisioner, Tim Solobay, ranks dwindling membership levels as the second biggest problem facing the volunteer fire service. (Funding is number one). Our local fire companies freely acknowledge that maintaining their membership rolls is a growing problem. New members would certainly be welcome at all the fire companies. Fund raising - or more specifically the time devoted to it is one of several factors which contributes to the declining membership problem. Fortunately, it is part of the problem that you can help resolve. When the opportunity presents itself, make a financial contribution. Our local volunteer firefighters conduct an annual fund drive organized by the Ligonier Valley Fire Companies. They do this through the mail not by telephone. Their mailing is made each year in late June or early July. When you receive their letter, think about the hundreds of times each year they are called upon for emergencies. Think how expensive it would be to replace them with a paid, professional fire service. Then, make a generous contribution to keep the priceless protection that we currently have. Everyone should try to do what they can. Even small contributions are better than none at all. The Ligonier Valley Fire Companies campaign raises money for all four local fire companies: Darlington, Waterford, Wilpen, and Ligonier. The annual campaign is run entirely by volunteers. Their track record is clear and it is impressive. Ninety-five cents of every dollar goes to the fire companies! That s yet another reason to be proud of how the volunteer fire service is conducted in our community.
