3 Purpose: The purpose of this educational material is to increase legislative awareness of Regional Planning Organization (RPO) structure, jurisdiction, membership, and rural transportation related needs across the state of New Mexico. New Mexico Association of Regional Councils (NewMARC), is focused on providing clear, concise, and consistent information to establish a solid understanding of goals, objectives, and results of RPO s. RPO in a nutshell A Regional Planning Organization (RPO) is a collaborative between: New Mexico Association of Regional Councils (NewMARC) New Mexico Department of Transportation (NMDOT) Local and Tribal Governments NMDOT contracts with NewMARC to manage RPO s which deliver: A local prioritization of transportation related projects. A forum for communication and discussion on transportation related, policies, issues, and training opportunities. A network for technical assistance on transportation related funding sources and cycles. The core strength of the RPO structure is the voting membership from local governments including municipal, county, and tribal governments. The RPO membership consists of a wide range of professions, including engineering, planning, public works, community development, and elected officials. A Chairman and a Vice Chairman are elected by the voting membership in order to conduct official meetings and provide leadership to the organization. RPO s abide by organization bylaws and comply with the Open Meetings Act, Americans with Disabilities Act, and offer a Public Comment period at each official meeting. RPO Jurisdiction and Funding Scenario New Mexico RPO jurisdictions are an overlay of 6 NMDOT districts, 7 NewMARC districts, and 7 RPO districts. This jurisdictional alignment requires a diverse set of meeting and staffing related solutions in order to maintain RPO deliverables. Within some of the RPO s lies a Metropolitan Planning Organization (MPO), this is responsible for higher population centers such as Albuquerque, Farmington, Las Cruces, Santa Fe, and cooperation with El Paso MPO. The primary difference between an MPO and RPO is simply funding, and the ability to program that funding. MPO s have the opportunity to play a more decisive role in regards to funding. RPO s mostly rely on a Regional Transportation Improvement Plan Recommendation (RTIPR) which in some cases gets consolidated into a ZIPPER where there are multiple RPO s within a NMDOT District, such as District 5 which contains three RPO jurisdictions. The NMDOT Districts then take the recommendations into consideration when developing the State Transportation Improvement Plan (STIP), but there is a multitude of factors that determine the outcome of the STIP. Although the RPO s are in very good hands with the NMDOT Districts, rural communities lack dedicated annual funding and the ability to program that funding at the discretion of the RPO.
