POTENTIAL PHASING {Identify project components that could be eliminated if insufficient funding is available to fully fund the project as proposed and the estimated reduction in project cost and requested Measure J funds} The El Cerrito Ohlone Greenway Wayfinding Signs Project could be reduced in scope by reducing the number of signs. Signs in segments of the Ohlone Greenway where change of direction is not critical could be removed from the project scope. This would reduce the total cost from $126,600 to $90,000 and the request for Measure J funds from $118,160 to $84, PROJECT DESCRIPTION {In a single paragraph, provide a short description of the project and its purpose, location and key components} The El Cerrito Ohlone Greenway Wayfinding Signs Project provides for the installation of approximately 40 wayfinding signs along and at the Ohlone Greenway as called for in the City s Circulation Plan for Bicyclists and Pedestrians, Ohlone Greenway Master Plan, and the West Contra Costa/Albany Transit Wayfinding Plan. The purpose of the project is to cost effectively enhance the access, safety, security and convenience of pedestrians and bicyclists by providing clear information and direction to and from two BART stations, AC Transit bus stops, schools, community facilities, shopping districts and future highdensity, transit oriented, mixed use developments along the Ohlone Greenway {Describe the proposed project more fully including the project purpose, its features, its location and the how the sponsoring or implementing agency intends to operate and maintain the project. At a minimum, attach a location map. Photos and designs may be included as well.} The El Cerrito Ohlone Greenway Wayfinding Signs Project will include the development of plans, specifications and estimate, as well as the fabrication and installation of an estimated 28 greenway/trail (B1) signs and 12 on street bicycle route (B3) signs along the Ohlone Greenway in El Cerrito. The design plans, specifications, and cost estimates (PS&E) for the signs will be based on the concept plans prepared under the West Contra Costa/Albany Transit Wayfinding Plan. Attachment A shows the concept design for the currently proposed wayfinding signs. The signs will be designed to minimize maintenance and repair requirements based on lessons learned from a couple of signs that were installed at the north end of the Greenway about five years ago. The cost for maintenance will be covered through the City s annual operating budget. Page 2

3 CC TLC Program The project is intended to enhance the access, safety, security and convenience of pedestrians and bicyclists by providing clear information and direction to and from key destinations; increase transit ridership by increasing awareness of the locations of transit hubs; and improve the public realm. The project will implement the findings and collective cooperation invested by West Contra Costa jurisdictions to develop a cohesive wayfinding program in West County. Wayfinding is a simple, cost effective, and lowmaintenance approach to accomplishing these goals. The signs will be installed along the Ohlone Greenway in El Cerrito. The Ohlone Greenway currently extends almost 4 miles beginning in Berkeley and running through Albany, El Cerrito and terminating near the city limit, where it will soon connect to the Greenway. Approximately 2.7 miles of the Greenway, more than half of its current total length, is within El Cerrito and runs next to BART. Attachment B shown the location of the Greenway. The Greenway serves as an important bicycle and pedestrian transportation corridor connecting to two BART stations, several bus lines and to civic, recreational and shopping destinations. The Ohlone Greenway also parallels the commercial/transit oriented/mixed use district along San Pablo Avenue. Attachment C shows the locations for the currently proposed wayfinding signs along the Greenway. 5. 4 CC TLC Program 6. ABILITY TO MEET CRITERIA Describe how the proposed project would meet the following four criteria: Achievement of CC-TLC Goals: Identify which of the six goals of the CC-TLC program the proposed project would help achieve a project need not meet all of them and briefly describe how it would do so (see Exhibit One for these six goals) The El Cerrito Ohlone Greenway Wayfinding Signs Project will help achieve all six goals of the CC TLC Program as described below. (1) Help create walkable, pedestrian friendly neighborhoods and business districts; and (2) help create walkable, pedestrian friendly access linking housing and job centers to transit: The project is in a highly utilized, transit accessible location along the regional Ohlone Greenway. The Greenway is used extensively by Albany, El Cerrito,, San Pablo and other East Bay residents for recreation and transportation as well as serving as the key pedestrian and bicycle access to numerous destinations including the El Cerrito Plaza and Del Norte BART Station; AC Transit bus stops; the El Cerrito Plaza Shopping Center; various schools; neighborhood shopping districts; residential neighborhoods; and future high density, transitoriented, mixed use development. In addition, the Ohlone Greenway parallels the commercial/transit oriented/mixed use district along San Pablo Avenue. (CA State Route 123). The community recently completed the Ohlone Greenway Master Plan, which seeks to reinvent the Greenway as the Other Avenue namely, a well travelled non motorized alternative for getting around El Cerrito and the congested parts of San Pablo Avenue. (3) Promote innovative solutions, including compact building design and context sensitive site planning that is integrated with the transportation system; (4) help create affordable housing; and (5) encourage a mixture of land uses and support a community s development or redevelopment activities: The project is along a dense urban environment. It is adjacent to San Pablo Avenue and several underutilized surface parking lots Page 4

5 CC TLC Program where most of El Cerrito s future housing is anticipated to be created. Currently, a 128 unit housing complex is approved immediately adjacent to the project area at its south end and another 100% affordable, 57 unit housing complex is approved at Portola Drive near the project s midpoint, and other TOD projects have also been contemplated on the surface parking lots of the El Cerrito Plaza and Del Norte BART stations. The project is also within and immediately adjacent to the City s redevelopment area, which includes a 15 perecent inclusionary housing policy, and San Pablo Avenue Priority Development Area, where El Cerrito anticipates the majority of its future high density housing to be located. Provision of highquality recreation and non motorized transportation facilities will be key to the development of these infill sites. (6) Provide for a variety of transportation choices to enhance a community s mobility, identity, and quality of life This project connects informational gaps in pedestrian and bicycle signage to increase transit use and assure greater safety in West Contra Costa County. Placing a cohesive wayfinding signage system along the Ohlone Greenway which provides a key link to major transit hubs will have direct and indirect benefits to the transit/bike/ped community. Visually appealing and cohesive signage will give drivers as well as multi modal users a visual sense of the importance of non motorized vehicle pathways. Feasibility: Describe why the project is feasible and any outstanding issues in the project development process design, environmental clearance, rightof-way purchase, and PS&E or funding of the project Local and policy support: Wayfinding is a simple, cost effective, and lowmaintenance approach to accomplishing TLC Program goals. The project will build off the findings and collective cooperation invested by West Contra Costa jurisdictions to develop a comprehensive wayfinding program in West County as documented in the West Contra Costa/Albany Transit Wayfinding Plan. 6 Identify local policies that support the project and the integration of the project with other local efforts, as well as other support from the general public, the RTPCs and other relevant agencies CC TLC Program framework for this project include the City s Circulation Plan for Bicyclists and Pedestrians, San Pablo Avenue Specific Plan, and the Ohlone Greenway Master Plan. El Cerrito Circulation Plan for Bicyclists and Pedestrians (2007): Among the key projects identified in the Plan is the development of a comprehensive wayfinding signage plan in partnership with other agencies and BART. This subsequently led to the joint effort by the West Contra Costa jurisdictions to develop the West Contra Costa/Albany Transit Wayfinding Plan completed in El Cerrito San Pablo Avenue Specific Plan (draft): The cities of and El Cerrito are currently collaborating on the San Pablo Avenue Specific Plan whose goals include capturing significant potential for transit oriented development, strengthening the Avenue s walkability and bikability, and creating and implementable and cohesive approach to the character and development of the Avenue. The Plan identifies wayfinding improvements as key, needed amenities to support the Plan. The proposed project is consistent with the draft San Pablo Avenue Specific Plan. Ohlone Greenway Master Plan (2009): The Master Plan was prepared and adopted in 2009 with extensive community input. The purpose of the Plan was to articulate overall vision and goals for the Greenway as well as to coordinate future improvements to the Greenway so that they were coherent, green and consistent with the overall vision. Wayfinding emerged is an important element of the plan.
