3 3 Historical note The Partners of the Americas program developed out of the Alliance for Progress organization which began in 1961 under the encouragement of President John F. Kennedy. The Alliance for Progress was a government-to-government cooperative program between the United States and South America. When the Alliance for Progress produced disappointing results, James Boren, Director of the Alliance for Progress, suggested an alternative program. This new program would partner a U.S. state with a South American state as a way to establish a direct people-to-people contact between North and South America. The Partners of the Alliance program began in 1964 as part of the U.S. Agency for International Development. In 1966 the Partners of the Alliance became a private association and changed its name to the National Association of the Partners of the Alliance, Inc. (now Partners of the Americas). As suggested by James Boren, states in North America were matched with states or regions in South America. The National Association serves as a servicing and advisory agency. All Partnerships are selfdirected groups, collecting most of the funding on their own and initiating and planning all projects and activities carried out by the individual Partnerships. The Iowa-Yucatan Partners of the Americas was established on September 24, 1965 by a group of business and civic leaders who met in Des Moines with then Iowa Governor Harold Hughes. The Yucatan Peninsula of Mexico was chosen as Iowa's partner because of its henequen production. Henequen was used in baler and binder twine, a common product used for harvesting Iowa's oats and hay crops. With the help of the United States Department of State, a partnership was established between Iowa and the states of the Yucatan Peninsula of Mexico (Yucatan, Campeche, Tabasco and the Territory of Quintana Roo). The next year, in 1966, a development team from Iowa traveled to the Yucatan to meet with members of the Yucatan Partners to discuss projects of mutual benefit. Throughout its history, the Iowa-Yucatan Partners of the Americas has had numerous committees to carry out its work. The Central and Executive Committees have overseen the management of the Iowa-Yucatan Partners, and numerous other committees have been formed to carry out activities and projects including agriculture, education, youth exchanges, food and nutrition, public health, community development, art and music, sports and athletics, donation shipments, and emergency preparedness. The Partners have also worked with Yucatan businesses, such as the Bob Stone Cordage Company and the Cordemex Twine Company. In addition, members of the Iowa-Yucatan Partners also lead tour groups through the Yucatan peninsula to view Partners' project sites and visit tourist destinations. With the help of the Iowa-Yucatan Partners, Central College (Pella, Iowa) established a branch campus in Merida where it sends Central College students and gives scholarships to Merida students. Since its establishment in 1985, the Iowa Sister States (ISS) have given the Iowa Partners of the Americas financial and logistical support. Iowa Sister States is a

4 4 volunteer, non-profit organization which supports Iowa's relationship with eight partner states around the world, including the Yucatan. This relationship is unique among the Partners of the Americas chapters. Collection description The collection (1964-[ongoing]) includes annual reports, newsletters, trip and project reports, correspondence, news clippings, articles, meeting minutes, financial records, promotional materials, photographs, scrapbooks, and directories. The collection is divided into two series, one containing the Iowa-Yucatan Partners of the Americas records, which comprises the bulk of the collection, and the other series contains the national association's records which were shared with all state partnerships, such as memorandums, newsletters and reports. Correspondence between the Partners of the Americas and the Iowa Partnership is filed in the Iowa-Yucatan Partners records. Much of the Iowa-Yucatan Partners of the Americas records consist of correspondence, newsletters and reports. Most of the records were produced by the Iowa-Yucatan Partners, but some materials from the partners in Yucatan are also included. There are a few letters of understanding in the collection from various years, and these explain the obligations and goals of the each of the partnerships from Iowa and Yucatan. The correspondence often covers issues such as upcoming programs, projects, exchanges, donations and fundraising efforts. Most of the correspondence is between Iowa Partner members, but also includes correspondence with the national association (Partners of the Americas), the Yucatan Partners and government officials. Jeannette Westfall, at one time the secretary of the Iowa-Yucatan Partners, was very active in the early years of the organization and her correspondence covers a wide variety of topics and issues. Meeting minutes, newsletters and project reports contain summaries of the projects and activities of the organization and its committees, issues and future goals. Descriptions of the partnership and its activities can also be found in the newsletters (The Companero), newspaper articles and scrapbooks. Newspaper articles are from both Yucatan and American newspapers. In addition to the project reports and summaries found in the Iowa-Yucatan Partners records, the national association's annual reports are also a good summary source on each state partnership's yearly activities. The bulk of the materials in the collection cover the early history of the organization through the 1980s. Materials from the 25 th Anniversary of the Iowa-Yucatan Partners contain historical accounts of the first twenty-five years of the organization, in addition to materials from the 25 th Anniversary Committee which include correspondence, planning materials and meeting minutes. Folders in Box 1 containing background and general information include documents on the early history of the organization, and meeting minutes from as early as 1965 are also in the collection. Some materials are in Spanish, such as correspondence, articles and reports from the Yucatan peninsula.

Materials from the 25 th Anniversary of the Iowa-Yucatan Partners (1990) contains historical accounts and records and is a good resource for summary information on the history of the organization. The Partners of the Americas annual reports in Series 2 also contain summaries of projects carried out by the Iowa-Yucatan Partners. The series is organized chronologically.
