2 2 Annual Report of the Chantier de Our Mission Since its inception in 2006, the Chantier de s mission is to foster the expansion and development of collective enterprises by increasing their access to financing and enhancing the capitalization of social economy enterprises. It accomplishes its mission by developing specific funds and innovative patient capital products in partnership with social economy stakeholders, and encouraging the financial participation of both private and public sector partners. Investment Products for Social Economy Enterprises The Chantier de provides loans with a 15-year capital repayment moratorium. This patient capital is designed to support enterprises operations and real estate investments.

4 4 Annual Report of the Chantier de Message from the Chair Sylviane Robini, Photograph sylvianerobini.com The development of social economy enterprises has continued unabated since the founding of the Chantier de l économie sociale in the 1990s. This development has been driven by diverse factors. Among them, local mobilization efforts to develop responses to community challenges and aspirations, and entrepreneurs decisions to invest in enterprises that reflect their values and support the development of a fairer and more cooperative society. Professionals and activists in cities and regions across Québec have committed themselves to these initiatives. The projects they have developed constitute the raison d etre of the Chantier de. Propelled by a mission whose relevance no longer needs to be proven, trustees and staff members work to provide financial products that are adapted to the realities of the social economy. These women and men work diligently to create the conditions that will enable Québec s collective enterprises to play their essential role in the development of Québec s communities and economy. Jacques Charest, who has served as the Trust s Executive Director since its inception in 2006, has been largely responsible for overseeing this work. His skills and those of his small team have contributed to a successful recapitalization effort, the creation of financial tools that meet specific needs, and maintaining the Trust s role as a leader in providing financial tools for the social economy. At the end of a year in which the recapitalization of our main fund was at the top of the agenda, we are proud to present exceptional results. The performance of a financial tool like the Trust can be measured in different ways, but the leverage effect of our investments reveals our many partnerships and our complementarity. In fact, a Chantier Trust investment of $1 gene rates direct investments of $13.6. So, it is with enormous proud that we present the results of a very busy year. 5 Annual Report of the Chantier de 5 Message from the Executive Director In many ways, 2018 has been an important year for the Chantier de. We had to ensure our recapitalization, diversify our activities, and, of course, continue investing in social economy enterprises across Québec. To start, we can declare mission accomplished regarding our investments in enterprises. As you will read in this report, 2018 was a very good year. Our investments reached $7.2 million, with the addition of 23 enterprises to our portfolio, bringing it up to 235 enterprises with investments totalling $60 million. These investments made it possible to create and maintain 3,500 jobs and make direct investments of $439 million in Québec s economy. This year, we continued to pursue our mission of creating associated funds. Through the implementation of tailormade financial products, these funds meet specific needs. After creating the fund for the renovation of community housing, we are happy to report the launch of a new fund for the creation of student housing. Initiated by the Trust and established with the support of our financial partners, this fund has already authorized its first investment that will result in the creation of 144 units. This second associated fund completes our package of financial products to support collective enterprises. It is a concrete demonstration of our determination to implement innovative financial solutions to meet the needs of collective enterprises. We intend to pursue this goal in the coming years. In 2018, we also laid the groundwork for the Trust s recapitalization. We can now count on the support of the government of Québec and our labour fund partners for the injection of the needed additional funds to support our mission. All of this could not have been accomplished without the contributions and support of all our partners, the daily work of my team and that of the RISQ, and, of course, our governance committees. 8 8 Annual Report of the Chantier de The establishment of the Fonds d aide à la rénovation de l habitation communautaire (FondsARHC) to assist community housing renovations is an example of a new investment product, created in collaboration with local stakeholders and new financial partners, to meet a development need of this sector of the social economy. The FondsARHC provides a financial product for cooperative and not-for-profit (NPO) housing organizations, with the goal of financing major renovation projects so that tenants rent costs are not adversely affected and allowing groups more leeway to cope with the challenges of the end of the agreement. The FondsARHC commenced operations in 2015, on the initiative of the Chantier de. Our financial partners were the Fonds immobilier de solidarité FTQ and SSQ Groupe financier, subsequently joined by the McConnell Foundation. They invested $32.5 million that will be used to renovate 1,500 housing units in Québec, representing an investment of roughly $25,000 per unit. 10 10 Annual Report of the Chantier de With initial capitalization of $10 million, the Fonds d investissement pour logement étudiant (FILE) [student housing investment fund] is a new social economy investment product dedicated primarily to financing affordable student housing to meet the needs of Québec students. Created in 2018 by the Chantier Trust in partnership with the Fonds immobilier de solidarité (FTQ), Fondaction and the McConnell Foundation, the aim of this new financing tool is to accelerate and systematize student housing initiatives. March 2018 The Chantier de welcomes the finance minister s budget speech announcement of a $10 million investment to support its recapitalization. October 2018 June 2018 At the 2018 GSEF in Bilbao, Jacques Charest co-facilitated a workshop on the synergy and complementarity of the Chantier de l économie sociale and Investissement Québec. New $10 million fund for student housing. The Fonds d Investissement pour Logement Étudiant (FILE) provides long-term investments with advantageous terms for the construction of 300 new units, including roughly 500 rooms at an affordable price throughout Québec.

21 Annual Report of the Chantier de 21 Projects funded in 2018 Coopérative de travail Inter-Nations Project : Purchase of specialized equipment for the felling and transportation of logs and other work equipment in the forest. The CTIN is the first enterprise among the First Nations of Québec to adopt the social economy model. Its goal: enable people in the Aboriginal forestry industry to take charge of their own lives by becoming both business owners and workers. After ten seasons, with a total of 16 million reforested trees and silvicultural work for more than 30 seasonal employees, its income since its foundation has exceeded 8 million dollars. The enterprise has BNQ-PGES certification, certifying good management practices of a forestry enterprise that also carries out non-commercial (planting, brush clearing, forestry surveys, etc.) work in public forests. Mauricie Investment: $130,000 Maison Funéraire de l Amiante Project : Expansion and renovation of head office The Maison Funéraire de l Amiante, which is a member of the Fédération des Coopératives funéraires du Québec, provides a full range of quality and contemporary funeral that fulfill the expectations of its member and non-member clientele. What s more, all their products are made in Québec. The goal of the head office expansion project was to provide several new under one roof: the addition of a chapel, columbariums, a family gathering room and a reception room. 22 22 Annual Report of the Chantier de Coopérative de consommation de l île d Anticosti Project : Refurbishing of petroleum storage and distribution facilities on Anticosti Island. The Coopérative de Consommation de l île d Anticosti is a social economy enterprise whose membership comprises most of the residents of Port-Menier and the companies of Anticosti Island. It also operates a marine oil depot for the storage and bulk sale of fuels and aims to effectively meet the food needs of its customers by offering them a wide variety of high-quality products at the right price. Côte-Nord Investment: $250,000 cooperativeanticosti.com Radio communautaire de la Rive-Sud Project : Relocation of the broadcast facility FM is committed to supporting the emergence of an identity for the south shore of the island of Montréal and fostering community expression. A well-established presence at the service of the community, it contributes to the well-being of community members by taking an active part in its cultural, social and economic development. By providing a local radio service that is accessible to the public, it offers an alternative to advertisers who want to reach a radio audience. It also serves as a springboard for young people in the field of communication, French-speaking singer-songwriters and local singing talent. Montérégie Investment: $60,000 fm1033.ca

23 Annual Report of the Chantier de 23 Centre L Entre-toit Project : Purchase of land and construction of a new building The Centre l Entre toit is a community organization dedicated to the stabilization and social reintegration of persons exhibiting dual mental health disorders who are in trouble with the law and/or addiction. With its expertise in risk management, it is a specialized intermediate resource that can recognize early symptoms and work in collaboration with treatment teams and partners to keep people in housing who would otherwise need to be re-hospitalized. Montréal Investment: $1,500,000 lentretoit.org CDC de Sherbrooke Project : Renovation of a building to provide affordable rented office space to community organizations The Corporation de développement communautaire de Sherbrooke is a multisectoral grouping of community organizations in the Sherbrooke area. As part of its community development mission, the CDC de Sherbrooke provides member groups with training and networking opportunities and represents them before various local bodies. It brings together community and social economy organizations in various sectors to ensure community participation in the social and economic development of Sherbrooke and its environs. 24 24 Annual Report of the Chantier de Governance and Staff The governance of the Chantier de l Économie sociale Trust consists of a council and two interacting committees. Composed of development and social and solidarity finance stakeholders, representatives of every region in Québec, and Chantier de staff members, they meet regularly throughout the year. Trustee Council In 2018, the Trustee Council held 12 meetings in which members contributed their expertise to make decisions based on the Investment Committee s recommendations and develop and confirm the Trust s strategic policy directions. Their work constituted an essential support to the Trust s permanent staff. Investment Committee All investment requests made to the Chantier de are reviewed by an analyst from the Réseau d investissement social du Québec (RISQ) who works closely with local development stakeholders. Once the file has been analyzed, it is presented to the Trust s Investment Committee. Composed of members of the Chantier Trust and development stakeholders, this committee meets every two weeks. Committee members issue an investment recommendation to the Trustee Council. It is a priority for RISQ and the Investment Committee to ensure that investment proposals meet a community-identified need and are supported by local development stakeholders. Audit Committee The Audit Committee, whose members come from outside the Trust, ensures that financial information, risk management and control processes comply with current laws and regulations and are in accordance with our activities. «In 2018, 25 projects were reviewed during 19 meetings of the Investment Committee
