ORDER IN COUNCIL The Crown Corporations Act, 1978 (O.C. 664/92) 15 July 1992 TO THE HONOURABLE THE LIEUTENANT GOVERNOR IN COUNCIL The undersigned has the honour to report that: 1 Section 20 of The Crown Corporations Act, 1978, provides as follows: 20(1) The Lieutenant Governor in Council may wind up the affairs of a corporation and dissolve any corporation established under this Act, and in so doing may make such disposition of its assets and deal in such a way with its obligations as may be considered advisable for the public good. (2) The Clerk of the Executive Council shall, at least three weeks before winding-up proceedings are commenced, publish in the Gazette and in one issue of a newspaper circulating in the place in which the head office of the corporation is located a notice of the intended winding-up, which notice shall set forth the proposed disposition of the assets and the proposed dealings with respect to the obligations of the corporation. 2 By Your Honour's Order 951/90, dated October 24, 1990, the Saskatoon Health Services Authority was established as a body corporate pursuant to The Crown Corporations Act, 1978 with a head office in Saskatoon, Saskatchewan. 3 On Friday, May 22, 1992, the Clerk of the Executive Council published a notice in The Saskatchewan Gazette proposing to wind up the operations of the Saskatoon Health Services Authority and transfer its assets and obligations to the Saskatoon Health Board. 4 On Saturday, May 23, 1992, the Clerk of the Executive Council published a notice in the Saskatoon Star-Phoenix proposing to wind up the operations of the Saskatoon Health Services Authority and transfer its assets and obligations to the Saskatoon Health Board. 5 It is desirable and in the public interest to wind up the affairs of the Saskatoon Health Services Authority, transfer the assets and obligations of the Saskatoon Health Services Authority to the Saskatoon Health Board and dissolve the Saskatoon Health Services Authority. The undersigned have the honour, therefore, to recommend that Your Honour's Order do issue pursuant to section 20 of The Crown Corporations Act, 1978: a) winding up the affairs of the Saskatoon Health Services Authority; b) transferring the assets and obligations of the Saskatoon Health Services Authority to the Saskatoon Health Board; and c) dissolving the Saskatoon Health Services Authority. Pursuant to section 17.1 of The Oil and Gas Conservation Act, the application submitted by Jarrod Oils Ltd. for disposing of salt water recovered from oilfield production by injection into the Mannville Sand through the well Jarrod Battrum is approved in accordance with plans and specifications filed with the Department as Document No. S.W.D. 360 and subject to the following conditions: 1 Installations shall be subject to the approval of a field representative of the Department prior to the commencement of salt water injection and subsequent to any modifications to such installations. 2 The wellhead injection pressure shall be limited to a maximum of kilopascals. 3 All injection volumes shall be metered with a Department approved method. This approval does not authorize the applicant to dispose of salt water without the consent of all the mineral owners, other than the Crown, that might reasonably be adversely affected by such disposal. NOTTINGHAM NORTH TILSTON BEDS POOL MRO 214/92 PB 19. Pursuant to section 17 of The Oil and Gas Conservation Act, the following area is designated and identified as an oil and gas pool named the "Nottingham North Tilston Beds Pool", effective August 1, Lands West of the First Meridian: the south-east and north-east quarters of Section 23, and Section 24, in Township 6, in Range 32. Pursuant to section 17 of The Oil and Gas Conservation Act, the following provisions shall apply to the drilling of, and the production of oil and gas from, vertical oil wells in the Nottingham North Tilston Beds Pool effective August 1, The drainage unit shall be comprised of two legal subdivisions in a Section grouped as follows: Legal subdivisions 1 and 2; 3 and 4; 5 and 6; 7 and 8;9 andl lland12;13 and 14;15 and Within a drainage unit, the sides of the target area shall be 100 m from and parallel to the corresponding sides of the even-numbered subdivision. 3 If a well is not completed within the target area, the minister may prescribe the area, less than the area of the drainage unit, to be used as a factor in determining the MARP. 4 (a) For the first well drilled in each Section, the operator shall submit samples of the interval from the top of the Second White Specks to total depth. (b) For all subsequent wells drilled in each Section, the operator shall submit samples of the interval from the top of the Paleozoic strata to total depth, if such wells are intended to be drilled down to or below the top of the Bakken Formation. 5 As a minimum requirement, the operator shall run a resisitivity log and either a sonic log or an approved radioactivity log from total depth to surface casing shoe for each well drilled. Tri Link Resources Ltd. has submitted an application to drill an off-target well because of geological reasons. Tri Link Resources Ltd. has also requested waiver of the off-target penalty. No objections were received after Public Notice. Pursuant to section 27 of The Oil and Gas Conservation Act, permission is granted to drill

4 1020 THE SASKATCHEWAN GAZETTE an off-target well, with waiver of the off-target penalty, to be located in legal subdivision 9, of Section 11, in Township 11, in Range 4, West of the Second Meridian. TATAGWA NORTH MIDALE BEDS POOL MRO 217 /92 PB 20. Pursuant to section 17 of The Oil and Gas Conservation Act, MRO 220/91 PB 35, dated August 1, 1991, is rescinded and the following area is designated and identified as an oil and gas pool named the "Tatagwa North Midale Beds Pool", effective August 1, Lands in Township 6, in Range 15, West of the Second Meridian: Section 19, the north-west and north-east quarters of Section 20, Sections 29 and 30, the southeast and south-west quarters of Section 31. Lands in Township 6, in Range 16, West of the Second Meridian: Section 13, the south-east and north-east quarters of Section 14, Sections 23 to 26, the south-east and north-east quarters of Section 27, the southeast quarter of Section 34, the south-east and south-west quarters of Section 35, the south-east and southwest quarters of Section 36. Dated at Regina, Sask., July 24, MRO 218/92 PO 24. The application submitted by Southward Energy Ltd. to conduct a horizontal well project in the Queensdale North Alida Beds Pool is approved pursuant to section 17.1 of The Oil and Gas Conservation Act. Permission is granted to construct the facilities and to drill and complete one well with a horizontal section in the Alida Beds underlying legal subdivision 13 of Section W2M and legal subdivision 4 of Section W2M, in accordance with plans and specifications filed with Saskatchewan Energy and Mines as Document No. H.W. 158 and subject to the following provisions: 1 The horizontal well shall not be subject to the provisions of MRO 96/84 PO The horizontal well shall be produced according to Good Production Practice. Dated at Regina, Sask., July 24, LONG LAKE WASECA SAND POOL - HORIZONTAL WELL PROJECT EXPANSION MRO 220/92. The application submitted by Morgan Hydrocarbons Inc. to expand the horizontal well project in the Long Lake Waseca Sand Pool is approved pursuant to section 17.1 of The Oil and Gas Conservation Act. Permission is granted to construct the facilities and to drill and complete 20 wells with horizontal sections in the Waseca Sand underlying the north-west quarter of Section W3M, Section W3M, the north half of Section W3M, and the south-east quarter of Section W3M, and with inter-well spacing of less than 100 m, in accordance with plans and specifications filed with Saskatchewan Energy and Mines as Document No. H.W. 18 and subject to the following provision: 1 The horizontal wells shall be produced according to Good Production Practice. SENLAC CUMMINGS-DINA SAND - HORIZONTAL WELL PROJECT MODIFICATION MRO 221/92. The application submitted by Morgan Hydrocarbons Inc. to modify the horizontal well project in the Senlac Cummings-Dina Sand Pool is approved pursuant to section 17.1 of The Oil and Gas Conservation Act. Permission is granted to increase the horizontal section length of the well Morgan Senlac HZ 1Bl-5-2B by extending the horizontal section into legal subdivision 3 of Section W3M in accordance with plans and specifications filed with Saskatchewan Energy and Mines as Document No. H.W. 12 and subject to the following provision: 1 The horizontal well shall be produced according to Good Production Practice.

Dated at Regina, Sask., July 23, NOTTINGHAM NORTH TILSTON BEDS POOL - HORIZONTAL WELL PROJECT MRO 222/92. The application submitted by Serenpet Inc. to conduct a horizontal well project in the Nottingham North Tilston Beds Pool is approved pursuant to section 17.1 of The Oil and Gas Conservation Act. Permission is granted to construct the facilities and to drill and complete two wells with horizontal sections in the Tilston Beds underlying Section WlM, in accordance with plans and specifications filed with Saskatchewan Energy and Mines as Document No. H.W. 159 and subject to the following provision: 1 The maximum allowable rate of production for the horizontal wells shall be determined according to the provisions of MRO 260/91. Permission is granted to drill and complete a second horizontal section in the Frobisher Beds underlying the north-east quarter of Section W2M, in accordance with plans and specifications filed with Saskatchewan Energy and Mines as Document No. H.W. 138 and subject to the provisions included in Minister's Order MRO 113/92, dated April 30, Dated at Regina, Sask., July 24, Bruce W. The application submitted by United Rayore Gas Ltd. to conduct a horizontal well project in the Glen Ewen Frobisher Beds Pool is approved pursuant to section 17.1 of The Oil and Gas Conservation Act. Permission is granted to construct the facilities and to drill and complete one well with a horizontal section in the Frobisher Beds underlying legal subdivisions 11 and 14 of Section W2M, in accordance with plans and specifications filed with Saskatchewan Energy and Mines as Document No. H.W. 160 and subject to the following provisions: 1 The horizontal well shall not be subject to the provisions of MRO 87 /88 PO The maximum allowable rate of production for the horizontal well shall be determined according to the provisions of MRO 260/91. Pursuant to section 17.1 of The Oil and Gas Conservation Act, the application submitted by Hardy Oil & Gas Canada Limited for disposing of salt water recovered from oilfield production by injection into the Midale Beds through the well Hardy Statesd Tatagwa , is approved in accordance with plans and specifications filed with the Department as Document No. PM. 832 and subject to the following conditions: 1 Installations shall be subject to the approval of a field representative of the Department prior to the commencement of salt water injection and subsequent to any modifications to such installations. 2 The wellhead injection pressure shall be limited to a maximum of kilopascals. 3 All injection volumes shall be metered with a Department approved method. Permission is granted to drill an off-target well, with waiver of the off-target penalty, to be located in legal subdivision 10, in Section 13, in Township 48, in Range 20, West of the Third Meridian. Dated at Regina, Sask., July 29, ENLARGED DRAINAGE UNIT SIZE - TORQUAY AREA MRO 228/92. Pursuant to section 17 of The Oil and Gas Conservation Act, the following provisions shall apply to the drilling of, and production of oil and gas from, a vertical oil well drilled into and completed in the Winnipegosis Formation underlying the north-west quarter of Section 1, in Township 4, in Range 11, West of the Second Meridian, effective August 1, The drainage unit for the drilling and completion of the oil well shall be legal subdivisions 11, 12, 13, and The location of the oil well within the drainage unit shall be according to plans and specifications included in the application from Chevron Canada Resources, dated May 21, 1992, filed with Saskatchewan Energy and Mines. 3 The Chevron Torquay well shall not be subject to an off-target penalty.
