1 To: From: Resource Staff: Date of Meeting: June 6, 2017 Subject: City of Kingston Report to Council Report Number Mayor and Members of Council Lanie Hurdle, Commissioner, Community Services Paige Agnew, Director, Planning, Building & Licensing Services Proposed Renaming of Caen Crescent to Cambrai Avenue, Canadian Forces Base (CFB) Kingston Executive Summary: A request has been received from Canadian Forces Base (CFB) Kingston to rename an existing private road, municipally known as Caen Crescent. This road is located immediately south of Highway 2 and west of Princess Mary Avenue. The purpose of the proposed road name change is to ensure compliance with the City s Civic Addressing and Road Naming By-Law Number and emergency service requirements. CFB Kingston staff have advised that they have implemented a few changes to the road network within CFB Kingston. They have confirmed that the south portion of Caen Crescent has been decommissioned and will no longer be in use. However, the north portion of Caen Crescent that connects with Princess Mary Avenue will remain. It should be noted that the street known as Mons Way has been decommissioned to accommodate a recently constructed CFB training facility. A portion of the private road known as Cambrai Avenue was realigned to provide road access to the new training facility. Cambrai Avenue was extended to connect directly with the north portion of Caen Crescent, which created a continuous road that runs from Lundy s Lane to Princess Mary Avenue. The existing road portion known as Caen Crescent no longer meets the definition of a Crescent. It is proposed that this portion of Caen Crescent be renamed to Cambrai Avenue. The renaming of private roads must comply with the City of Kingston Civic Addressing and Road Naming By-Law Number and emergency service requirements. By-Law Number states that a continuous street should have the same name throughout its entire length. Staff Council Meeting 15 June 6,
2 have consulted with emergency service providers and confirm that the renaming of Caen Crescent to Cambrai Avenue is consistent with By-Law Number and emergency service requirements. Recommendation: That the by-law, attached as Exhibit B to Report Number , to approve the renaming of the private road to Cambrai Avenue be presented to Council for first and second reading and that the City Clerk be requested to advertise a Notice of Intention to pass the by-law between the second and third reading. The purpose of the proposed road name change is to ensure compliance with the City s Civic Addressing and Road Naming By-Law and emergency service requirements. Civic Addressing and Road Naming By-Law Number The Civic Addressing and Road Naming By-Law provides policies that govern road naming within the municipality. In accordance with By-Law Number , a Crescent is a short thoroughfare that begins and ends on the same street. The existing road known as Caen Crescent no longer meets the definition of a Crescent. Caen Crescent applies to a road that begins and ends on different streets, which meets the definition of a Road, Drive or Avenue. The by-law further states that a continuous street should have the same name throughout its entire length. As this road segment is considered a short thoroughfare, the two names known as Caen Crescent and Cambrai Avenue that are currently applied to this road, may cause potential confusion with respect to the provision of emergency services. Emergency Service Requirements Emergency services providers were consulted regarding the road name change. It has been verified that there are no buildings that front onto the existing Caen Crescent. The only building that is accessed from Cambrai Avenue is the newly constructed training facility, which will not be subject to a civic address change. As such, the road name change will not impact existing properties along the road. Emergency service providers have confirmed that there are no objections to the road name change and that the renaming of Caen Crescent to Cambrai Avenue will improve the delivery of emergency services. 5 Signage New signage will be required to be installed at the corner of Princess Mary Avenue to indicate Cambrai Avenue in place of Caen Crescent. As the subject road is a private road within CFB Kingston, CFB Kingston staff will be responsible for installing the correct signage. Conclusion The proposed road name change complies with Civic Addressing and Road Naming By-Law Number and emergency service requirements. Therefore, staff recommends that Council approve the attached by-law (Exhibit B Draft By-Law to Rename Caen Crescent to Cambrai Avenue) to rename the private road known as Caen Crescent, located south of Highway 2 and west of Princess Mary Avenue, as Cambrai Avenue. Existing Policy/By-Law: The by-law currently governing road naming in the City of Kingston is By-Law Number , A By-Law to Direct the Orderly Addressing of Buildings and Properties and Appropriate Naming of Roads Within the City of Kingston. The policy currently in place for the naming of Kingston s corporate assets, including roads and parks is the City of Kingston Naming of Corporate Assets Policy. Notice Provisions: Notice of Intention to pass a by-law to rename a road is required to be provided in accordance with the City of Kingston Public Notice Policy. Accessibility Considerations: Not applicable Financial Considerations: A new road sign will be required to indicate Cambrai Avenue in place of Caen Crescent. CFB Kingston staff will be responsible for installing the new signage. 8 By-Law Number A By-Law to Approve the Renaming of an Existing Private Road from Caen Crescent to Cambrai Avenue, City of Kingston, County of Frontenac Passed: Whereas the Municipal Act, 2001, S.O. 2001, c. 27, as amended (the Act ) provides that municipalities may pass by-laws respecting highways, which also include all road allowances, streets and lanes shown on a registered plan of subdivision; and Whereas the City of Kingston has passed and enacted By-Law Number , the City of Kingston Civic Addressing and Street Naming By-law in accordance with the terms of the Municipal Act, 2001, S.O. 2001, c. 27, as amended; and Whereas public notice of Council s intention to pass this by-law has been published in the newspaper as prescribed in the City of Kingston Public Notice Policy 2015; Now Therefore the Council of The Corporation of the City of Kingston enacts as follows: 1.
