1 WINDING RIVER PROPERTY OWNERS TORNADO AND HURRICANE PREPAREDNESS GUIDE WHAT TO DO DURING A TORNADO Tornadoes give little or no warning. Preparation and protection is not practical except for having a weather radio. Listen to a NOAA radio that has an alarm. If you are in a structure (e.g. residence, small building, school, nursing home, hospital, factory, shopping center, high-rise building) go to a pre-designated shelter area, such as a safe room, storm cellar, or the lowest building level. If there is no basement, go to the center of structure, to an interior room on the lowest level (closet, interior hallway) away from corners, windows, doors, and outside walls. Put as many walls as possible between you and the outside. Get under a sturdy table and use your arms to protect your head and neck. Do not open windows. HURRICANES BEFORE HURRICANES --- PREPARE AT BEGINNING OF SEASON (June 1): Read all information below now to familiarize yourself and understand what preparations are necessary Develop a family emergency and hurricane action plan now Do house inventory now- video and/or photos of house and contents; keep extra copy elsewhere (safe deposit box; with someone out of area) Check insurance coverage with insurance company now Flood damage is not usually covered by homeowners dwelling and wind and hale policy. Flood insurance has a period of 30 days from purchase to be in force. Ask your dwelling insurance agent for information or contact National Flood Insurance at 800/ Prepare disaster kit as listed below Trim trees and shrubs now Clear loose and clogged rain gutters and downspouts Know where/how to turn off all utilities. Learn now how to turn off water, electricity, propane, and irrigation. Have these instructions written down so anyone could follow them Set up contact persons-one local, one out of state in event of being separated; designate place to meet in case separated. 2 Anyone in house need special assistance? Contact local emergency management office now or go to website below to register. There is a form that must be filled out now so that emergency services has information regarding anyone in household who may require special assistance in event of evacuation or special needs. Website is then click on Departments/Public Safety/Emergency Services. Special Needs Registration in upper right corner of screen. Alternate website is Shelter information: Brunswick County shelters are listed on last page of this document with Hurricane Evacuation Map. Note that in the case of a predicted category 4 or 5 hurricane, the Red Cross will not open these shelters. Monitor local media (TV, radio) and Brunswick County website for information. Hurricane Hotline for shelter and evacuation information: Before hurricane season think about what you would do in the event of necessary evacuation If you don t have a portable weather radio that has emergency alert system, get one now. Storms/Hurricane Information Tropical Storm-Sustained winds mpg Hurricane-well defined winds of 74 mph or higher. Saffir-Simpson Scale: Cat 1- Sustained winds 74-95; storm surge 4-5ft; minor damage Cat 2 Sustained winds ; storm surge 6-8 ft; major damage Cat 3 Sustained winds ; storm surge 9-12 ft.; extensive damage Cat 4 Sustained winds ; storm surge ft; extreme damage Cat 5 Sustained winds over 155; storm surge 19-25ft; catastrophic damage Hurricane Watch 48 hours out MONITOR REPORTS! What to do when watch issued ---This should trigger your plan! Check emergency supplies Fuel cars Get cash (have some small bills) Check all supplies on list including food and water Check generator if you have one (fuel for generator; store outside house) Prepare home for storm (see list below) Charge cell phones Back up all computer files Store valuables and personal papers in waterproof container on highest level of home Listen to authorities for evacuation instructions; if directed to evacuate, do so immediately. DO NOT WAIT. If not directed to evacuate, decide for yourself if leaving See evacuation info below Check on your neighbors, particularly the elderly or disabled Tell neighbors and contact (family member or friend outside area) of your plans If you have a boat in the marina, haul it out now. 3 Hurricane Warning Hurricane is 36 hours out MONITOR REPORTS! At this point you should have done steps above for Hurricane Watch. If not, do that --and then items below. Put your family emergency plan in action. If directed to evacuate, EVACUATE NOW. DO NOT WAIT. Prepare House: Outside: Put up hurricane shutters if you have them Take down flags, bird feeders anything that would fly Put all outdoor furniture away (under deck, in garage) Put grill away or tie down cover with shock cord or rope Put potted plants from porches and decks away (under deck or in garage) Outdoor mats away Bring all outdoor objects indoors Mail box-- take round top off put away Inside: Blinds down (if something comes through window, might help deflect) Put refrig and freezer on coldest settings Make extra (or buy) ice to put in cooler to avoid opening refrig Charge cell phones Plug in phone that has cord (cordless won t work if power out) Put water in tubs (for sanitary purposes); fill jugs, bottles and pots with water Back up all computer files Unplug TVs, computers, etc. Disaster kit Check supplies of medicines (prescriptions, over the counter, testing kits) Check flashlights and extra batteries do not use candles Check portable lights and fuel source (propane, battery) Check portable radio (have extra batteries) First aid kit and manual (see below) Bug repellent Emergency water: Water: 1 gal per person per day (minimum 3-7 day supply) Non perishable food: (3-7 days minimum) such as: canned tuna, peanut butter, crackers, non-refrigerated milk, canned meats, canned fruits, canned vegs; canned juice, soup, cookies, hard candy, trail mix, energy bars, cereal, instant coffee, tea, sugar substitutes, sugar packets; canned meals Non-electric can opener Any special foods for elderly, infants, special dietary needs Bleach (Household chlorine bleach-- When diluted nine parts water to one part bleach, bleach can be used as a disinfectant. Or in an emergency, you can use it to treat water by using 16 drops of regular household liquid bleach per gallon of water. Do not use scented, color safe or bleaches with added cleaners.) This is only the eye. Do not leave safety of shelter or home during this time. If power goes out, turn off water heater, air conditioning and heaters to reduce chance of damage Do not use phone except in emergency to keep lines available for emergency If flooding occurs, turn off all electricity at the main breaker box Do not use computer or any electrical device during the storm use portable radio Hurricane Preparation for Winding River Posted 9/3/2011 Page 5 of 10
6 Stay away from windows and doors even if covered; Go to interior room on 1 st floor Turn off utilities if told to do so by authorities Turn off propane tanks Unplug small appliances Communication During and After Storm Have at least one phone in house that is corded. If power goes out, cordless phones may not work Use texting, Twitter or Facebook as option to contact family and friends as cell lines may become overwhelmed and service not readily available IF YOU MUST EVACUATE If directed to evacuate by local officials, or if you decide to so voluntarily, do so immediately, early and, if possible, in daylight. See below for list of what to bring and what to do. Plan evacuation route Hurricane Hotline for shelter and evacuation information: Learn where and how to get to shelters Check out websites listed for information on shelters, evacuation routes, I40 lane reversal plan, etc. (see above) Determine best evacuation routes from house. Sometimes these are best measured in tens of miles rather than hundreds of miles. The further you drive the higher the likelihood of encountering traffic congestion and other problems, i.e. difficultly getting gas, on roadways. Do not get on road without planned route or place to go but have have alternates in mind. Consider projected path of storm but know that this can change. Main highways may be congested and the more time spent on the road, the greater chance of being stranded by the storm Best to have knowledge of a few routes so that you are familiar with them Check traffic phone numbers or web sites (see above) Road conditions from cell: 511 or for travel/road conditions Plan route: Find out if reversal plan for I40 is in effect (web site radio, TV) More websites and phone numbers above Leave as soon as possible. Move to safe area before you are cut off by flood water Drive in daylight hours DO NOT DRIVE into water covered roadways. Turn around; don t drown. Evacuation routes: I 40 reverse plan-- in event of Cat 2 or higher, a lane reversal plan may be considered. Eastbound lanes may be reversed leading from Martin Luther King Blvd to a crossover near I-95 in Johnston County, a distance of about 90 miles. Emergency personnel would man the more than 20 interchanges on this route. Municipal fire, police, EMS and private wrecker crews also would be deployed. Go to website: Shelters Learn where and how to get to shelters now. Shelters provide a dry, safe place. Brunswick County shelters will have a nurse, social services and law enforcement at each shelter. They are not set up for comfort but you will be safe there. See list of things to bring. They do not allow pets, alcohol or firearms. Monitor media (local TV, radio) or call Brunswick County emergency numbers to learn which shelters are open. In event of predicted cat 4 or 5 hurricane, the Red Cross will not operate shelters. Evacuate to safe place. North Brunswick High School, 114 Scorpion Dr, Leland West Brunswick High School, 550 Whiteville Rd, Shallotte (OK to bring pets to this one important-read note below for details) South Brunswick High, 280 Cougar Drive, Boiling Spring Lakes Shallotte Middle School, 225 Village Rd, Shallotte or for more info IF YOU EVACUATE: See map on last page Unplug all appliances Notify family member or friend away from area of your plan to evacuate Notify neighbors where you plan to go Take evacuation items with you-see list below Turn off water, gas and electricity Lock all windows and doors Call contact person and advise of plan; contact destination and let them know you are coming; notify neighbor of your plans. Pets Pets: Make a plan for pets in the event that you would need to evacuate (many hotels and shelters won t take pets). Here are websites that do accept pets: and Keep in mind that in emergency situation these hotels may change policy be sure to ask Pets and Shelters: Brunswick County Shelters pet policy: The only shelter that accepts pets is West Brunswick High School. Be aware that when you bring your pet your pet will not stay with you. The pet will be brought to another location. Be sure to bring pet on a leash. Avoid loose or dangling power lines and report them immediately Enter home with caution Beware of snakes, insects and animals driven to high ground Open windows and doors to ventilate and dry home Check refrigerated foods for spoilage Take pictures of damage of house for insurance Inspect utilities for damage and leaks; if you smell gas or hear blowing or hissing noise, open a window and quickly leave the building. Turn off the gas at the outside main valve and call the gas company. If you turn off the gas, it must be turned on only a professional. Look for electrical system damage. If you see sparks or broken or frayed wires, turn off power at main fuse box or circuit breaker. Do not step in water to do this.
