1 Generator Purpose: Process for setting up an Incident Command Post (ICP) at any one of three sites in response to a disaster and in concert with the Palo Del Amo Woods Disaster Plan Emergency 72 Hour Plan, dated 11 November The first person to arrive at the site with keys unlocks and opens the site gate and CERT storage building doors. Utilize the assistance of available personnel to proceed below. Note 1: The first person to arrive acts as the Incident Commander (IC) unless or until relieved by a more experienced person. Note 2: Site set-up is of major importance and should be accomplished with all available personnel regardless of eventual assignment. The Administration Lead, if one has been assigned, and with assistance from the Operations Officer, direct the basic set-up of the ICP; e.g., the IC s Command Post (CP), the triage and first aid area, canopies, traffic cones, street closures, etc. Note 3: Work gloves are available, if needed, during ICP setup, in the small box labeled CP & Med Setup #2, located in the large black box labeled Command Post & Medical Setup Note 4: To avoid confusion and overcrowding in the storage building during the busiest periods, IC, or delegate, assign two individuals to move items in the storage building to doorway where items are then delivered to the staging areas by available individuals. If arriving during daylight hours, skip to Step 14. If arriving during night hours, proceed with Step Turn on small LED magnetic worklights on wall left of door (these may also be used as flashlights). Page 1 of 6
2 with Admin Assist Generator 3. Roll out generator located at left rear of building and position per site map located on cork board on left wall. (Depending on wind direction, position generator where wind will blow fumes away from interior of storage building.) 4. Remove the fire extinguisher from the generator frame (if attached) or obtain fire extinguisher from the storage building and place on the ground at least 10 feet away from the generator. 5. Remove one 2 gallon gas can from floor on right side of building and add contents to generator fuel tank. 6. Start generator using instructions attached to generator frame. 7. An 80 or 100 foot (Central Site), 12 gauge extension cord is coiled with the generator; lay out cord from generator to a location between the proposed CP and the proposed triage site per site map. (Central Site an additional 50 foot cord is also attached to the generator. Place 100 foot cord from generator to triage site; place 50 foot cord from generator to CP.) 8. Obtain stand-up light from left side of storage building and position at the 80 or 100 foot extension cord location between CP and triage site and connect cord to light. 9. Turn on light 10. Locate round fluorescent worklight and attached 25 foot, 16 gauge extension cord hanging on storage building wall near doors. 11. Extend 25 foot extension cord and plug into a 110 VAC outlet on generator. (Central Site connect 25 foot cord to the 50 foot cord at the CP.) 12. Turn on worklight (relocate light if desired). (Light may be hung on CP canopy.) 13. Use the on/off switch to shut off generator when no longer needed. If arriving during daylight hours, skip steps 2 through 13 and continue from Step 1 here. 3 with Admin Assist Radio Operator Incident Commander with Admin Assist 14. Obtain megaphone from the shelving unit to use as necessary to direct personnel or notify surrounding residents of ICP initiation and/or ask for assistance. 15. Obtain folding table and chairs from back of building and set-up at appropriate location for the Command Post (CP), which is where the administration of the ICP is centered and is the IC s primary working location. (Suggested CP location is identified on the site map located on cork board on left wall, but actual location is at the IC s discretion. Also, location at night may need to be closer to the lighting sources.) 16. Obtain 3 large black boxes from left side of building and either carry or use hand truck (from right side of building) to position at proposed triage site per site map located on cork board on left wall. 17. IC obtain the box labeled Incident Commander s Box, from the shelf on right side of building and place on folding table. 18. IC open IC s box, remove and wear a dark green vest with CERT lettering on the back, and provide one vest for Radio Operator. Note 5: IC and Leaders use the supplies in this box for the administration of the ICP; e.g., 3-ring binder labeled Command Post Documents, AM/FM/Weather radio, desk supplies, clipboards, forms, power strip, CERT Field Operating Guide, and CERT Forms Book, clip boards with duties and forms for IC and Radio Operator. Spare batteries and small tools are available in a box on the shelving. 19. Radio Operator set up and test available radio equipment. 20. Obtain small boxes labeled Administration Lead, Lead and 2 CERT backpacks (to be used later for Search and Rescue (S&R)) from shelf and position at the CP on or near the table. Page 3 of 6
4 Medical Operations Administrative 21. Administration Leader open small Administration Lead box, remove dark green vests with the FEMA CERT logo on front and back and issue to Documentation, Safety, and Logistics officers and one for you (Issue Security vest to the Safety Officer or other designee). 22. Leader open small Lead box, remove bright orange vests and issue to S&R personnel and one for you. Also, issue the 3x5 cards with duties listed to Search and Rescue and Fire Suppression members. 23. Medical Leader open large black box labeled Medical, remove and open small clear box labeled Medical Small Box, remove bright lime green vests and issue to personnel assisting in site set-up and one for you. Also, issue medical team members the 3x5 cards with duties listed. If needed, nitrile gloves are also available in this big box. 24. Leader open large black box labeled Command Post & Medical Setup and direct available personnel to: a) Remove two collapsible traffic cones (and two free-standing cones from within the storage building), and set up on street to redirect traffic away from ICP site. b) Remove small clear boxes labeled CP & Med Setup #1 and CP & Med Setup #2, obtain caution tape and use as necessary between traffic cones (two wooden stakes are available with the free-standing cones to attach caution tape), trees, posts, fences to block off area (this is optional). Work gloves, ropes, duct tape, masking tape, rain ponchos and water bags are available in these boxes for use as necessary. A folding lock-back knife and other tools are available in the small box labeled Tools and Batteries located on the shelves. c) Remove 3 blue plastic tarps and lay out side-by-side at triage site. If windy, use weighted objects (boxes, rocks, etc.) or duct tape to hold down tarps. Page 4 of 6
5 Administrative Medical d) Remove the 2 mover s blankets and place on two of the tarps farthest from the CP. This will be the primary triage and 1 st aid area. e) Place the 3 large black boxes on or near the tarp closest to the CP. f) Remove the triage tape set (green/yellow/red/black) from the Medical big box and place in the triage/1 st aid area. 25. Obtain 2 assembled cots and splints from shelves and place at the triage/1 st aid area. 26. Medical Leader open large black box labeled 1 st Aid Supplies, remove the small boxes and 1 st aid kit and place on or near the tarp closest to the CP. This will be the primary 1 st aid supply area. 27. Obtain 10 x10 pop-up canopy from rear of building and position over the CP (as time permits). 28. Obtain 10 x20 carport-type canopy from rear of building and position over the triage and first aid area (as time permits). 29. Obtain the boxes labeled Canopy Tie Down Weights from the building, remove the plastic bottles filled with sand, used as weights, and tie to the four corners of both the 10x10 and 10x20 canopies (as time permits). 30. Obtain changing room pop-up tent from top shelf and set up at rear area behind the storage building (as time permits). After sunset, return to steps 2 through 13 for night operation. Additional Information 1. The Administration has supplies on the shelf in the small box labeled Administration, including dark green vests with the FEMA CERT logo on front and back, a Security vest, position responsibilities, clip boards and forms. 6 Medical 2. The has supplies on the shelf in the small boxes labeled Lead, including, bright orange vests and 3x5 cards, with duties listed, for team members to take to the neighborhood, a clip board with team leader responsibilities and forms, and disposable coveralls. Two backpacks for S&R are on the shelf with flashlights, gas shut-off tools, 15 inch pry bars, masks, goggles, whistles, work gloves, nitrile gloves, wipes, masking tape, duct tape, folding lock-back knives and extra blades, pens and pencils, steno pads for notes, mini flashlight, S&R 1st aid kit, 3" elastic bandage rolls, Israeli Battle Bandage, and screw drivers. Also, hard hats are separate on the shelf. 3. The Medical has supplies in the big box labeled Medical, including bright lime green vests, 3x5 cards with duties listed for team members, a clip board with team leader responsibilities forms and copies of the CERT triage and first aid training materials. 4. A portable toilet, extra toiletry supplies and water bottles are located on the shelves. Page 6 of 6
