3 Step 1 7 Place large ground tarp between hot zone and cold zone. Cold Zone Warm Zone Tarp Hot Zone Uphill & Upwind Incident

4 Step 2 3 Place gray decon ground tarp bag for decontamination tent on center of large ground cloth with velcro facing hot and cold zones. Step 3 3 Place decontamination tent in center of gray tarp. Front and back facing hot and cold zones.

6 Step 4 1 Place red and white berm inside tent. Connect curtains to ceiling. This will include Red / White Berm and Curtains The tent will now be divided into two sides; walk through and conveyor sides. ***** See appendix A for set up of decontamination tent ***** Step 5 7 Place yellow and black berm in front of decon tent about four feet from entrance. Fold steaks out and place in receptacles.

7 Step 6 1 Place conveyor partially inside black / yellow berm and into the next extending half way into the red and white berm.

8 Step 7 1 Attach the second conveyor to the first conveyor and extend to exit of tent Place backboard on conveyor.

9 Step 24 A Connect transfer pump to bladder, this runs on 110v plug. Use the pump to transfer contaminated water from either the red and white berm or the yellow and white berm to the large bladder. Step 8 4 Place risers inside of yellow and black berm on walk through side.

10 Step 9 4 Place risers inside red and white berm (inside) on walk through side. Step 10 2 Place hot water heater (HWH) next to tent about 10 away. Power cord will need to be plugged into generator when set up.

11 ****See Appendix B for operations of hot water heater**** Step 11 A Connect red hose from HWH to tent. Step 12 A Connect 1 ½ hose from water source to HWH. Step 13 A Connect spray nozzles x2 to connectors located inside tent. Step 14 A Connect garden hoses to blue connectors on HWH and stretch to both sides of Y/B berm. Connect spray wands to end of each hose

12 Step 15 6 Place hot air blower (HAB) next to tent 6 away. This will need to be plugged into the generator. Step 16 6 Connect HAB vent hose from the HAB to the side of tent through the large opening. ****See Appendix C for operations of Hot Air Blower**** Step 17 5 Place generator next to tent about 15 away. 5

13 Step 18 Plug in HWH and HAB to generator. Step 19 A Attach florescent lights to generator and place them inside of tent. Step 20 4 Place a large garbage can next to each side of the entrance of the tent. Step 21 1 Place a bench between the entrance and black / yellow berm on walk through side.

14 Step 22 A Place large black berm next to tent about 3 away.

15 Step 23 1 Place large black bladder inside berm with inlet towards tent. Step 25 A Place cones to create a designated walking through area beside the large bladder. Step 26 A Attach scene tape to focus traffic one way. Secure the rest of the scene to prevent personnel from going into the warm zone or decontamination area. Step 27 A Place a piece of lathe out of a cone with ribbon attached to top for wind indication.

18 Appendix C: Hot Air Blower Place HAB about 6 feet from side of tent Connect vent tube from HAB into side of tent opening (a) Plug blower into 110v source (b) Plug thermostat into HAB, set temperature, and place inside tent (c) Turn power switch on (d) Caution: hot air vents here (e) Fuel: diesel, kerosene, JP4 (f) c d b a e f

19 Appendix B: Hot Water Heater Place HWH next to tent about 10 feet away Connect garden hoses to blue connectors (a) Stretch hoses and place on either side of yellow and black berm. See step 14 a b Connect red or blue hose to red connector on the HWH (b) Connect red or blue hose to outside hose that is connected to decon tent. (c) See step 11 Connect water source to HWH (d) c d Plug HWH into power source (e) Plug HWH into power source, turn power switch to on (f) Set temperature, midline is good (g) e f Watch temp gage, stay below 110 degrees Fuel: diesel, kerosene, JP4 (i) g h i SAFETY PRECAUTIONS APPROACH CAUTIOUSLY FROM UPWIND. Resist the urge to rush in; others cannot be helped until the situation has been fully assessed.

20 SECURE THE SCENE. Without entering the immediate hazard area, isolate the area and assure the safety of people and the environment, keep people away from the scene and outside the safety perimeter. Allow enough room to move and remove your own equipment. IDENTIFY THE HAZARDS. Placards, container labels, shipping documents, material safety data sheets, Rail Car and Road Identification Charts, and/or knowledgeable persons on the scene are valuable information sources. Evaluate all available information and consult the recommended guide to reduce immediate risks. Additional information, provided by the shipper or obtained from another authoritative source, may change some of the emphasis or details found in the. ASSESS THE SITUATION. Consider the following: - Is there a fire, a spill or a leak? - What are the weather conditions? - What is the terrain like? - Who/what is at risk: people, property or the environment? - What actions should be taken: Is an evacuation necessary? Is diking necessary? What resources (human and equipment) are required and are readily available? - What can be done immediately? OBTAIN HELP. Advise your headquarters to notify responsible agencies and call for assistance from qualified personnel. DECIDE ON SITE ENTRY. Any efforts made to rescue persons, protect property or the environment must be weighed against the possibility that you could become part of the problem. Enter the area only when wearing appropriate protective gear RESPOND. Respond in an appropriate manner. Establish a command post and lines of communication. Rescue casualties where possible and evacuate if necessary. Maintain control of the site. Continually reassess the situation and modify the response accordingly. The first duty is to consider the safety of people in the immediate area, including your own. ABOVE ALL Do not walk into or touch spilled material. Avoid inhalation of fumes, smoke and vapors, even if no dangerous goods are known to be involved. Do not assume that gases or vapors are harmless because of lack of a smell odorless gases or vapors may be harmful. Use CAUTION when handling empty containers because they may still present hazards until they are cleaned and purged of all residues.
