3 Report of the Chapter Chair Leon Bach I am pleased to submit the 2015 year-end report for the Southwestern Chapter. Firstly I want to thank the members of the Chapter Executive for all the work they have done for the Chapter over the last year. Their support, guidance and dedication are greatly appreciated. I would like to take this opportunity to reflect on the events of The membership continues to be strong averaging 27.7 attendees at each of the Chapter meetings. The Chapter saw 3 members retire and welcomed 2 new members. Our membership consists of 111 members, which includes affiliate members, students and a few retirees. Throughout the past year the Chapter hosted 8 regular meetings in which guest speakers were invited to inform our membership of their various specialties. The Annual General meeting was held at the Norwich Municipal Offices in March. The May meeting in London featured guest speaker Brenda Lewis and Nadim Khan from MMAH as well as Aubrey LeBlanc CAO of the OBOA. This summer s meeting was a bus trip and a tour of Quality Homes located in Kenilworth, Ontario. The annual meeting and golf tournament was held in August at the Caradoc Sands Golf Course in Strathroy. The annual Christmas lunch was held at the Caradoc Sands Golf Course in Strathroy. Throughout 2015 the Chapter delivered numerous training courses and seminars of which were well attended by the membership. In 2015 the Chapter raised & donated funds in the amount of $ which were earmarked for the Women's Rural Resource Centre Renovation Project. Further donations were made for the student sponsorship for the AMTS in the amount of $ and the AMTS Suite for $ The Southwestern Chapter has entered into a 5 year agreement with Fanshawe College for the next five years with regards to a bursary commitment. Two bursaries will be awarded yearly in the amount of $500 each. The 2015 recipients were Joel Van Maren and Milosz Wozniak both of whom are students at Fanshawe College in the Technical Programs. Recognition goes to Pam Hastie for the dedication to her Executive position by going above and beyond the call of duty during her maternity leaves. Recognition was also given to Matthew Stephenson for his past service on the Executive in the position of Program Coordinator. Recognition was also given to the three members of the Chapter who retired in Congratulations to our Southwestern Chapter member Al Shaw on his election to the position of President and to Grant Brouwer, Vice President for the OBOA. As Chairman of this Chapter, I look forward to working with each and every one of the members through In closing I would like to thank the membership for all the contributions they bring forward to make this one of the most active and acknowledged Chapters in the Province. 4 Chapter Minutes February Ingersoll Fire Hall, 110 Mutual St / 20 Wilson St, Ingersoll Pam Hastie welcomed the membership and introduced Stuart Brown & Dave Kamenar from Hilti for their presentation on Firestopping. Matt Stephenson thanked Stu & Dave for their presentation and for providing lunch to the membership and Corrine Nauta called the meeting to order at 1:30. As no Chair or Vice-Chair was present at the meeting, it was announced that quorum was not possible. Minutes Motion by Theo Groeneweg to approve the November meeting minutes, seconded by Brad Smale. Carried Motion by Dan Dale to approve the December meeting minutes, seconded by Dwayne Daniels. Carried No meeting minutes for January as meeting was cancelled. No Additions made to Agenda. Old Business 1. Treasurer Report: No questions from membership in attendance on report circulated with February agenda. Short on course revenue, however still on budget. GIC s doing well, auto-roll-over has occurred. Made $15 on 100 day GIC. Earning 1.5% on 90 day GIC & 1.1% on 100 day GIC. 2. Program Coordinator Report: Matt Thanked Brad Smale for his assistance in arranging the new meeting venue & pizza vendor. March AGM will be in Norwich at the New Administration Building; Brian Reid provided assistance in arranging. April Meeting: nothing confirmed yet, info will be circulated when determined. Ideas for membership to consider: ordering SWOBOA Golf Shirts & looking for feedback from members on speakers, meeting locations & bus tour ideas. 4
5 Old Business Continued Education Update: January HVAC /Accessibility course cancelled, re-scheduled for March and added CSAF280 update to course. Setting up a Property Standards course Septic course cancelled, to be re-scheduled. Leon Bach sent message via Corrine that OBOA will have more HVAC F280 courses coming. New Business Chapter AGM Proposed Changes to by-law/constitution & position elections: Per circulated to membership; reminder that Chair & Treasure positions are up for re-election. Correction to Trustee for 2015 review to be elected (not 2014). Motion by Dan Dale to adjourn the meeting, seconded by Chris Peck. Carried 5
6 Chapter Minutes March AGM New Norwich Administration Building, Airport Road, Norwich Leon Bach welcomed the membership and thanked Brian Reid for hosting the AGM and invited Brian to speak about the newly completed Norwich Administration Building; 1) Previous administration was built in 1967 located in Otterville. The new building was started in the spring of Norwich Township has a strong Agricultural background, influences of that can be seen in the design of the building; Barn board detailing, vaulted ceilings, clerestory windows & Silo Council Chambers. Architect involved was The Ventin Group Ltd (+VG). Building is 10,000 SF, built on the site of an old golf course, soils were close to quicksand so helical piers were used. The building also has a large vault for record storage as they have drainage records dating back to the 1850 s. Leon Bach called the meeting to order. Minutes Motion by Dirk Kramer to approve the February meeting minutes, seconded by Dwayne Daniels. Carried No Additions made to the agenda. AGM Leon presented the Chapter Chair Report (as circulated to membership with AGM agenda). Due to technical difficulties, the report was unable to be displayed, so it was read out loud. Leon invited the rest of the Executive to comment on the contents of the report: - Arnie added that it was an eye opening first year as Vice-Chair and thanked the Executive for all of their hard work throughout the year. Arnie is looking forward to planning the 2015 Golf Tournament and encouraged members to sign up for courses our Chapter organizes. - Pam commented that the Minutes presented in year-end report were as circulated to membership throughout the year and that the attendance summary is used for maintenance point submission to OBOA. - Program Coordinators Report: Matt added that he has all previous speakers contact information if anyone is in need of it and that if any member finds speakers/contacts/bus tours to forward that information on to him. - Education Update: As Aaron was not in attendance, Leon stated that the educational summary portion of the report was a summary of what courses had been run and further encouraged members to register for upcoming courses. - Treasurers Report: Corrine clarified that that one cheque was not accounted for in the report (discovered during trustee review) which adjusted the 2014 year to be a deficit of $ No change to $30 membership fee, invoices to be sent out Budget as approved at November meeting. 6
7 Trustee Report: Trustee Dan Dale presented his report; he thanked Corrine for providing well organized files that were found to be in order with no irregularities. The chapter is functioning within the approved budget. His report included two recommendations: 1) Recommend that the operating account be adjusted to a minimum of $4,000 amount. 2) Recommend Executive take the next step for financial tracking. Corrine had made good improvements from previous year, however he again recommended that a ledger or program be looked at to be used. Trustee Report to be included in Chapter Chair Report. Chapter By-Law or Constitution Amendments: No new amendments proposed at this time. Motion by Chris Peck to ratify previous motion from May 2014 meeting of proposed amendment to By-Law, seconded by Dan Dale. Carried Elections Grant Brouwer opened by informing the membership that two people indicated their interest in the Chapter Chair position and that a ballot election was needed. No further nominations were received from the floor, Motion by Brian Reid to close nominations, seconded by Jamie Yolkowskie. Carried Motion by Wayne Ysebaert to appoint Dan Dale as Scrutineer, seconded by Arnie Marsman. Carried Chair Position: Leon Bach elected as Chair for 2015/2016. Treasurer Position: only one nomination was submitted prior to the meeting, no nominations received from the floor. Corrine stands as Treasurer for 2015/2016. Motion by Chris Peck to destroy the ballots, seconded by Theo Groeneweg. Carried Trustee Position: Arnie Marsman nominated Dan Dale, seconded by Jamie Yolkowskie. Dale Dale accepted nomination and will stand as Trustee for New Business 1. Grant Brouwer provided OBOA updates: Technical Courses being developed with ICC with a quality control team from OBOA, should be ready in approximately 2 months. Intro to Residential Plumbing is an online pilot course. 8 courses being rolled out for September to coordinate with community colleges. Leadership day for CBO s / Deputy CBO s coming up, an extension of what occurred at AMTS. Motion by Chris Peck to approve the Chapter Chair Report, seconded by Andy Lamers. 8 Chapter Minutes April North Dorchester Community Centre (Blue line Room), 2066 Dorchester Rd, Dorchester Arnie Marsman welcomed the membership and introduced Larry Flindall from Contego/NovaCool for his presentation on fireproof paint. Arnie called the meeting to order at 1:30. No Minutes available for approval. Item #2 added to New Business. Old Business Treasurer & Education Coordinator not in attendance, no reports or updates for membership. New Business 1. Program Coordinator Position: Matt Stephenson has resigned from the Program Coordinator Position, he has been a great asset to the Executive Committee for the past 5+ years in finding interesting speakers, coordinating bus trips, barbeques, Christmas luncheons and AMTS ice breakers/mixers for our Chapter. Matt and all of his efforts will be missed, we look forward to give another individual an opportunity to follow in his footsteps. He has left some very big shoes to fill, and the executive is looking for volunteers to fill his position Currently 2 individuals have expressed interest. It was asked of the membership in attendance, if filling the position should be left up to the Executive or put to a membership vote. Discussion amongst membership; if only one to fill role, then membership should vote. However it was suggested to have both individuals work together to fill the role. 2. OBOA pilot courses: Per circulated to membership, 4 pilot courses are now on the OBOA website for registration. Courses are being held in locations other than Toronto in hopes for other members to provide feedback that would not generally be able to attend the pilot. Announcements: Congratulations to Brad Smale in making the move to Norwich as CBO, replacing Brian Reid who just retired. Motion by Jamie Yolkowskie to adjourn the meeting, seconded by Jerry Damen. 9 Chapter Minutes May City of London Emergency Operations & Training Centre, 275 Boler Road, London Leon Bach welcomed the membership and turned the floor over to Al Shaw. Al thanked MMAH for their efforts to improve relationships with the Municipalities and OBOA Chapters, he added that it was appreciated that Brenda was able to accommodate attending on short notice. Al introduced Brenda Lewis & Code Advisor Nadim Khan for their presentation on updates to Policies, next OBC edition, and Re-Qualification. Following a Question & Answer period with Brenda & Nadim, Leon Bach thanked both for their excellent talk. Leon Introduced Audrey LeBlanc, OBOA CAO, for him to speak on a few updates from the OBOA which included items about the OBOA Leadership day, training courses, and AMTS information. Leon Bach called the meeting to order at 2:45. Minutes Motion by Dan Dale to approve the March meeting minutes, seconded by Bob McLean. Carried Motion by Theo Groeneweg to approve the April meeting minutes, seconded by Martin Feeney. Carried No Additions made to Agenda. Old Business 1. Treasurer Report: No Ledger update circulated as deposits still to be made. to come regarding membership dues 2. Program Coordinator Report: Brad Smale and Wayne Ysebaert have accepted to work together as the new Program Coordinators Golf Tournament scheduling looking towards late August vs September long weekend. June Meeting: Bus Tour to Quality Homes Factory with lunch RSVP will be needed due to limited space on the bus, Leon thanked Corrine for arranging the bus tour with Quality Homes. 3. 10 Announcements: Grant Brouwer: Training update from OBOA: Two part 3 & two part 9 pilot courses ready for mid-summer, next courses being worked on are a Part 8, Part 11, Part 9 fire & Part 9 structural. A trainer / instructor program should be ready for September. Elliott Lake Technical Committee is looking for near miss / close call / collapses / failures; of buildings either during construction or on existing completed buildings for reference information. If anyone has any info to assist, please contact Grant. Al Shaw: Website combining of TACBOC/LMCBO/OBOA goal is for consistency across the province. 11 Chapter Minutes September Delaware Community Centre, 2652 Gideon Drive, Delaware Leon Bach welcomed the membership and turned the floor over to Grant Brouwer. Grant provided updates from the OBOA on topics including; Online courses, course facilitator changing to instructor model, just in time training, Awards & Bursaries, Leadership Day, upcoming election, BCQ/CBCO certification, Elliot Lake and open door initiative for chapter membership. Grant added that the OBOA is always looking for feedback (positive of negative) as it is the only way the association can make improvements, anyone wishing to provide feedback please contact him. Leon Bach called the meeting to order. Minutes No minutes were taken during June meeting Bus trip & Tour of Quality Home Factory due to minimal attendance. Additions to Agenda: Item 1 added to New Business. Old Business 1. Treasurer Report: No Ledger update circulated due to computer issue. to be sent to those whose membership dues are still outstanding 2. Program Coordinator Report: January: Delta Membranes February: Doug Tarry 3. Education Update: Building Officials & Law Course had very low enrollment, only made profit due to generosity of the facilitator giving his time to do the course. Involvement from membership is needed in order for courses to run. Any course suggestions / course wants please let Aaron know (OBC or other job related topics). New Business 1. AMTS: Icebreaker / Hospitality Suite & Sponsor a Student Student Sponsorship: challenge put out by another chapter to increase number of students sponsored, consensus of membership in attendance was to stick to approved budget (therefore no change to number students being sponsored). Ice Breaker / Hospitality Suite: will be sent when details of event are arranged. Spending on event will be the same as last year ($300). 11
12 Announcements: Delaware Community Centre has been booked for all of next year for a permanent meeting location. Congratulations to Shannon Vanderydt & Andy Lamers on achieving their CBCO designation. Arnie Marsman: Middlesex Centre just participated in a BCC ruling (unfortunately lost, ruling came a week after the hearing), if anyone else has to go through this process, please don t hesitate to contact him to information on the process. Middlesex Centre is currently participating in a Pilot program with Tarion in regards to non-registered home builders, these types are to apply to Tarion and it takes about 2-3 days for a letter to be provided for a confirmation letter if the build does qualify to be non-registered. Leon Bach: Follow up items: Restrictions on account funds: not an issue to be in excess of limit. MMAH Code Advisors no longer providing info to general public Housing Guide is out. Plumbing, Septic, Barrier Free Guides still to come. 12
13 Chapter Minutes November Delaware Community Centre, 2652 Gideon Drive, Delaware Leon Bach welcomed the membership and introduced Cristian Zanfir from the Canadian Welding Bureau (CWB) Office of Public Safety for his presentation. Topics of the presentation included; What is the CWB, structural steel requirements, Pre-Eng Buildings CSA A660 and Examples of bad welding and validation letters. (A copy of the presentation is available to be ed, upon request sent to Pam Hastie) Leon Bach thanked Cristian for the presentation and for providing lunch and called the meeting to order. Minutes Motion by Dan Dale to approve the September meeting minutes, seconded by Geno Vanhaelewyn. Carried No Additions made to Agenda. Old Business 1. Treasurer Report: Corrine Nauta: No questions were asked on ledger update. 2. Program Coordinator Report: Brad Smale: Looking for presenters for late spring meetings December 11 Christmas luncheon at Caradoc Sands $10 per person. 3. Education Update: Aaron not in attendance, ed update read aloud: HVAC course coming in January, Registration form should be out by middle of November. Reason for lack of courses being set up is the OBOA lacking on trained facilitators (facilitators not available or not willing to drive out of GTA) New Business Budget Question brought up on budget circulated: Why cuts to expected education revenue? Adjusted due to diminished involvement & availability of courses / facilitators. Issues with some members signing up, but not showing up and not paying. 13
14 2016 Budget Continued... Cannot alter Bursary commitment as it is locked in for 4 years. With reduced expected revenue, to lessen expenses would mean less student sponsorship, higher individual costs for events (fewer subsidies to social events like bbq, golf, Christmas). Comment made that it is easier with budgets to increase it once and not continually go back asking for little bit more here and there. Motion by John Nooren to increase Membership fee to $75, seconded by Geno Vanhaelewyn. Carried Motion by Dan Dale to approve budget as amended, seconded by Doug Mitton. Carried 2. By-laws applicable to Building Departments: Deferred to a later meeting as it is an item Arnie Marsman would like to discuss but was not in attendance for. Announcements: Reminder of Central Elgin's Essentials of Fire Alarms seminar. Introduction of new member: Sandy Lale with the City of St.Thomas. Congratulations to Dan Dale as he received Special Recognition at the ATMS for his involvement on committees over his years of service. 15 Chapter Minutes December Caradoc Sands Golf Club, Saxton Rd, Strathroy Leon Bach welcomed the membership and thanked Aaron for arranging this year's location for the meal. Leon presented Brian Reid with a Certificate of Recognition as a retiree of 2015, presented Pam Hastie with a certificate for Chapter Member of the year, and Matt Stephenson was presented a gift for his years of service on the executive as program coordinator. Leon announced that $345 was raised by the members for this year's Gift Giving Campaign. Danielle Zaffe from Women s Rural Resource was in attendance to accept $690 & gift donation. Danielle thanked the members in attendance and gave a little information on the Centre: Women's Rural Resource is more than just a shelter, it provides support in many other ways was the last time any renovations had occurred. The funds donated will greatly assist in their current kitchen & playroom renovation. The Chapter will be coordinating with Danielle on some dates for a Chapter Member volunteer day to assist with painting, cupboard install and other items. Minutes November meeting minutes were not circulated, deferred to January Meeting Old Business No reports from Treasurer or Program Coordinator Education Update: Aaron Stewardson: HVAC course specially set up by HRAI geared towards Building officials is a go for January. 10 more registrants would be ideal. Pass info on to non-chapter members. Grant, Aubrey & Aaron have been working with Fanshawe College for courses to be run through the day (4 courses, only 2 days a week). Fanshawe is willing to develop online versions. Aaron asked for a show of hands who would be interested: not much interest shown for online, however great interest shown in attending a course via Fanshawe. 17 Chapter Bus Tour June Chapter Bus trip to Quality Homes located in Kenilworth, Ontario, manufacturer of factory built homes. Quality Homes provided a plant tour of their facility and provided lunch to our Chapter. 17

Soft Spikes No cut offs No tank tops men No sweat pants No graffiti This year, the Chapter held its annual golf tournament at the Caradoc Sands Golf Club in Strathroy. This day had a complete program of special events including longest drive contest, closest to the pin, steak dinner, meeting and door prizes. As usual, this was a successful networking event. 18

24 2015 Christmas Luncheon Meeting and Donation The 2015 Christmas Luncheon Meeting was held at Caradoc Sands Golf Club. A donation was presented to Danielle Zapfe, Community and Crisis Services Supervisor - Women's Rural Resource Centre in the amount of $ A further commitment has been made by the Southwestern Chapter to provide in kind labour donation in the coming year. 24
25 2015 Education Overview The chart below indicates the courses that were offered by our Chapter. All courses were well received and provided some great information for all attendees. The Southwestern chapter was able to secure Fanshawe as a local avenue for training. Aaron Stewardson, Grant Brouwer and Aubrey LeBlanc met with Fanshawe representatives in August Training courses will commence in March 2016 and the Chapter is hopeful this continues for years to come.
