2 Recycling is the law in the State of New Jersey, and as Mayor, maintaining our resident s property taxes is at the top of my list. Yet in order to achieve this goal, starting with recycling will make the difference. We all need to make a concerted effort to reduce our waste costs and recycling is the most effective course of action. Let s save on energy costs and reduce waste. By us all working together, our family and our Township will benefit. Take pride in our planet and the first step to take.recycle. Mayor, Michael Melham Recycling is at times challenging but it makes a difference. Recycling helps our town financially along with helping the environment. Let's work together and recycle. Let's continue to keep Belleville one of the top 100 towns to live in. Let's continue to improve quality of life. Dr. John J. Marie Strumolo Burke, 1st Ward Councilwoman I would first like to thank all the residents that have helped increase Belleville s recycling tonnage over the last 14 years. When we started on this mission, less than 10% of our residents were recycling. It was costing us thousands of dollars in additional tipping fees to dump our garbage. Through your cooperation the Township Recycling Program has saved our community hundreds of thousands of dollars. Although we as a Township cannot see it first hand, we have also saved hundreds of thousands of dollars in energy costs. This translates to a positive impact on our environment and a reduction in our nation s overall carbon foot print. For those new residents that have just joined our community, I ask that you follow your neighbor s lead and recycle. Recycling helps the community and helps insure a better future for our children. In March 2011, we started the Green Initiative Committee to explore new and innovative ways of recycling techniques, less wasteful technology and sustainable living. Basic recycling is still one of the most efficient and easiest ways to reduce waste and save on energy costs. Recycling benefits our children, our town and our planet. Vincent A. KEY NOTES REGARDING TOWNSHIP POLICIES: Snow removal/leaf and brush disposal/alternate parking All township ordinances are now online at with other information regarding Belleville Township policies and events. Township residents are encouraged not to shovel snow into the streets when clearing their sidewalks. This is an offense that will be accompanied by a summons. Alternate side parking gives the township utilities access to perform maintenance repairs to the water, sewer, roadway, curb, and drainage. It also allows for emergency roadway clearance (traffic flow). Alternate side parking is mandatory and will be strictly enforced by the police department. The Leaf, Grass, and Brush Collection will be made every week from April 1 to December 15th. ***Garbage, recycling, and leaf bags are to be put out after 5:00pm the night before pickup. Garbage cans, recycling containers, and leaf bags are to be placed behind curb on planting strip for pickup. It is also recommended that you put out your waste the night before so you do not miss early morning pickups. It is not acceptable to dump leaves and brush in the street. Brush and branches must be placed at the curb tied in bundles no longer than four feet. No plastic bags or containers with rock and other debris will be collected. Any loose leaves, grass or brush in the street will not be collected and will be subject to a summons. Please note that no garbage or recycling containers shall be left at the curb after pick-ups. Recycle it Together

Tag Days - The Mayor and Organizations should address a request for permission to conduct tag days to the Municipal Council and send it to the attention of the Municipal Clerk. 22 Pollution on streets, parking lots and lawns is washed by rain into storm drains, then directly to our drinking water supplies and the ocean and lakes our children play in. Fertilizer, oil, pesticides, detergents, pet waste, grass clippings: You name it and it ends up in our water. Stormwater pollution is one of New Jersey s greatest threats to clean and plentiful water, and that s why we re all doing something about it. By sharing the responsibility and making small, easy changes in our daily lives, we can keep common pollutants out of stormwater. It all adds up to cleaner water, and it saves the high cost of cleaning up once it s dirty. As part of New Jersey s initiative to keep our water clean and plentiful and to meet federal requirements, many municipalities and other public agencies including colleges and military bases must adopt ordinances or other rules prohibiting various activities that contribute to stormwater pollution. Breaking these rules can result in fines or other penalties. P Do a soil test to see if you need a fertilizer. Do not apply fertilizers if heavy rain is predicted. Look into alternatives for pesticides. Maintain a small lawn and keep the rest of your property or yard in a natural state with trees and other native vegetation that requires little or no fertilizer. If you use fertilizers and pesticides, follow the instructions on the label on how to correctly apply it. Make sure you properly store or discard any unused portions. Hazardous products include some household or commercial cleaning products, lawn and garden care products, motor oil, antifreeze, and paints. Do not pour any hazardous products down a storm drain because storm drains are usually connected to local waterbodies and the water is not treated. If you have hazardous products in your home or workplace, make sure you store or dispose of them properly. Read the label for guidance. Use natural or less toxic alternatives when possible. Recycle used motor oil. Contact your municipality, county or facility management office for the locations of hazardous-waste disposal facilities. Municipalities and many other public agencies are required to mark certain storm drain inlets with messages reminding people that storm drains are connected to local waterbodies. Many municipalities and public agencies must enact and enforce local pet-waste rules. An example is requiring pet owners or their keepers to pick up and properly dispose of pet waste dropped on public or other people s property. Make sure you know your town s or agency s requirements and comply with them. It s the law. And remember to: Use newspaper, bags or pooper-scoopers to pick up wastes. Dispose of the wrapped pet waste in the trash or unwrapped in a toilet. Never discard pet waste in a storm drain. Do not feed wildlife, such as ducks and geese, in public areas. Many municipalities and other public agencies must enact and enforce a rule that prohibits wildlife feeding in these areas. Place litter in trash receptacles. Recycle. Recycle. Recycle. Participate in community cleanups. Keep leaves and grass out of storm drains. If your municipality or agency has yard waste collection rules, follow them. Use leaves and grass clippings as a resource for compost. Use a mulching mower that recycles grass clippings into the lawn.
