3 1. PURPOSE AND NEED FOR BUS STOP CONSOLIDATION IN SPRINGFIELD This plan has two important purposes. The first is to improve bus service for PVTA riders in the City of Springfield by optimizing the distances between bus stops and their proximity to riders origins and destinations. The second is to improve on-street conditions and safety for pedestrians, bicyclists, and motor vehicles by reducing the number of times that buses must pull into/out of stops as well as increasing curb space that is available for on-street parking. In Springfield today there are 814 bus stops nearly half all the stops in the entire PVTA 26-municipality system, and probably twice as many as are needed. On some city streets, bus stops are only 400 feet apart (about 10 bus lengths). These distances are much shorter than other cities in the PVTA region and the Northeast, where bus stops are usually spaced every quarter mile (about every 1,300 feet), depending on residential and commercial density. This plan would reduce the number of bus stops from 814 to approximately 486 (44% fewer stops). However, the vast majority of bus riders (85%) will not be affected because the most frequently used bus stops will be retained. Appropriate spacing between bus stops will have several important benefits: It will reduce rider frustration with frequent stopping to pick up passengers. It will reduce delays and frustration for auto drivers and delivery vehicles traveling behind buses. It will improve bicycle safety by reducing the number of times that buses pull into/out of traffic. Each bus stop that is eliminated will free up significant curb space. In many locations, this means additional street parking spaces can be added. With 358 stops recommended for removal, several hundred new parking spaces could be created at no cost to the city. In other locations where bus stops are eliminated near intersections, visibility and maneuverability for drivers, bikers, and pedestrians will be improved. It will improve PVTA schedule reliability, which will help build customers willingness to ride the bus more often. It will allow more funds to be allocated to the remaining stops for maintenance, signage, shelters, boarding pads, and other amenities. It will relocate stops where there are currently pedestrian and traffic safety concerns. It will improve bus fuel economy and reduces GHG emissions. This plan proposes average bus stop spacing of 4 stops per mile (every 1,300 feet) in Springfield. This spacing is more consistent with PVTA s stop spacing in other cities of the region, as well as transit industry standards for cities of Springfield s size. Most importantly, this plan retains stops with high ridership. Therefore, the majority of PVTA customers (more than 85%) in Springfield will be able to continue using the same bus stops that they do today. And PVTA customers who do need to use a new bus stop will be no more than an average feet from the stop they use today. PVTA Springfield Bus Stop Consolidation Plan 3 UPDATE 04/21/17

4 2. BUS STOP CONSOLIDATION METHOD PVTA followed five steps to identify the bus stops in Springfield that are recommended to be discontinued. These are: 1) Designate bus route corridors; 2) Identify stops to be retained and/or discontinued based on operational considerations, including ridership, proximity to other stops, and opposite street side pairing; 3) Set an initial list of stops to be discontinued; 4) Add back in stops to assure service to seniors, senior centers, transit-dependent residents, medical offices and hospitals in review with bus drivers; and 5) Review revised recommendations with neighborhood associations, PVTA bus riders, city agencies, and others to add back more stops identified as needed in the community. STEP 1: Designate Bus Travel Corridors Bus routes in Springfield were grouped and analyzed by travel corridors. This assures that PVTA customers needs and walking distances to stops are priority considerations. These are the six geographic areas and sub-corridors in Springfield served by PVTA bus routes: 1. Northwest Area: Brightwood, N. Main, Plainfield-West, Carew, Chestnut) 2. North Area: Liberty, E. Springfield, Carew, Page/St. James, Memorial Industrial Park, Cottage, Cadwell 3. Northeast Area: McKnight, Bay (implemented 7/08/16), Berkshire, Indian Orchard, State St, Boston Rd, Wilbraham Rd, Parker St, Bradley St, Goodwin St, Wilbraham Extension, Oak Grove 4. Central Area: Maple/Central, STCC/Quadrangle, Worthington St, Pearl St, Walnut St, Hancock/King/Westford, Hickory, Alden, Middlesex/Norfolk 5. South Area: Belmont, Sumner, Dickinson, Mill, Locust, Organge, Fort Pleasant, Tiffany, Jamestown 6. 5 STEP 2: Identify Bus Stops to be Discontinued Based on Operational Criteria All bus stops in the city were sorted into inbound and outbound sequences by travel corridor, and linked into inbound-outbound stop pairs where geographically appropriate. Ridership information for each stop (boardings and alightings) was compiled into total ridership for each pair, with a cumulative figure of ridership per corridor (and ridership per corridor-mile). Ridership data was generated by PVTA s onboard passenger counting system and sampled during typically high-volume travel weeks during March and April of 2012, and October 5-9, In each travel corridor, stops with above-average ridership were selected for retention. In addition, a minimum interval of 4 stops per mile (approximately every 1,300 feet) was retained to assure that bus riders will never have to walk more than 750 feet, or about 3-4 minutes, to reach a new stop (assuming a typical slow to moderate walking pace of 2.5 to 3 miles per hour, which is 200 to 260 feet per minute). STEP 3: Produce Initial Recommendations of Stops to be Discontinued These actions were followed to produce an initial list of stops to be discontinued and consolidated with others nearby: 1) Eliminate stops with very low ridership (less than 10 riders per day); 2) Eliminate stops in a corridor that already has more than 4 stops per mile; and 3) Add back in stops that might be been eliminated in Actions 1 and 2 above so that no two stops are further than 1,300 feet apart. STEP 4: Assure Service to Seniors and Transit-dependent Residents Seniors and transit-dependent residents may not be able to walk as easily or conveniently to a bus stop due to their reliance on mobility assistance devices (i.e., wheelchairs, walkers), the need to carry groceries home, the need for a stroller for infants, and other important considerations. Therefore, this plan reviewed the locations of bus stops initially recommended to be discontinued (Step 3 above) with the locations of the following trip senior facilities and public housing developments: Springfield s senior centers, including the new Senior Center being built at 1492 Roosevelt Street at Blunt Park (see map on following pages). Subsidized housing complexes with 40+ units (92% of total subsidized housing units in Springfield; see map on following pages). The proposed locations were discussed with PVTA s Springfield area bus drivers on June 29 and 30, 2016, with respect to senior and low-income population needs. Bus drivers generally concurred with the recommendations, and offered detailed comments on optimizing locations for consolidated stops (see appendix). These analyses determined that senior centers and subsidized housing complexes were not adversely affected by the proposed consolidation. 9 3. BUS STOPS RECOMMENDED FOR CONSOLIDATION This section presents the bus stops that are recommended to be consolidated with others as determined by the method described in Section 2. The citywide summary of stop consolidation impacts are shown on the table below. The recommendations in this section would reduce the number of bus stops to 501, yet still retain the bus stop spacing of at least one stop every one-quarter mile (1,300 feet). While the number of bus stops would be reduced by 40.3% citywide, only approximately 13.3% of PVTA riders in Springfield (less than 1 in 7) would be affected. This is because the bus stops with the highest ridership will be retained. For those riders who will need to walk to a new bus stop, the typical distance will be about 400 to 750 feet, which is a 2-3 minute walk at a typical pace. No riders would be required to walk any more than an additional 900 (3-4 minutes) feet to a new stop. PVTA has engaged in extensive public outreach with customers, neighborhood associations, and city agencies to review the initial stop closure recommendations. Through this outreach, a total of 60 bus stops have been restored to the plan to assure that seniors, people with disabilities, and others who have trouble walking long distances will have convenient access to a local bus stop. It currently has 13% of all bus stops in Springfield, but only 8% of all land area. Development is the most dense in the city. On Main Street, bus stops are currently typically 500 to 800 feet apart, with some as close as 300 feet (about 8 bus lengths). Ward 1 has a majority of route miles for several of PVTA s most heavily used bus routes in the entire region: B4, B7, G1, G2,G3, B17, and P21.
