1 Minutes of a Public Meeting held by Public Works on Monday March 29 th, 2004 at the Canton Municipal Building, 5325 County Road 10. The meeting convened at 7:12 p.m. Present: Chair: Councillor T. Watts Members: Mayor R. Austin, Deputy Mayor L. Thompson, Councillors J. Lees, C. Morgan, K. O Hara, and J. Morand Staff: Public: C. Martinell, Deputy Clerk J. MacKay, Municipal Engineer F. Hodgson, Manager of Public Works. Approximately 165 in attendance plus 46 people that signed in indicating that they were against garbage collection and left. 1. INTRODUCTION: The Chair, T. Watts introduced Members of Council and Staff and announced that the Public Works Department will be considering garbage collection within Ward 2 2. CONSIDERATION Confirmation of Notice John MacKay, Municipal Engineer confirmed that 1,591 notices were sent by bulk mail on March 22, 2004, with 4 notices being returned and 52 notices mailed to residents along the boundary roads. In addition, Karen Lloyd placed a write-up about the meeting in the March 8 th, 2004 edition of the Evening Guide Correspondence Received: 51 Form letters against garbage collection 12 individual letters against garbage collection. 3 individual letters of support 5 additional letters against garbage collection were distributed with the agenda 4 additional letters against garbage collection received and distributed tonight Engineers Reports and Comments John MacKay, Municipal Engineer briefly reviewed his report and comments highlighting the following: - Reason for tonight s Meeting. - County of Northumberland is responsible for Waste Management within the County of Northumberland. - Garbage Collection could eliminate the existing transfer station. - Potential for increased litter from animals/birds and from waste collection trucks. - Road standards for garbage collection vehicles. - Public opinion via letters, s, phone calls, indicate that the majority of residents do not wish garbage pick-up. - Existing system is providing a satisfactory level of service to Ward 2 residents. - Cost comparison. Yearly cost for curbside collection would be approximately $100,800 with the present cost for operation of the Hope Transfer site at approximately $102, County is presently in their third year term of a seven year contractual collection agreement. 2 - Advantages and disadvantages. SUMMARY It is recommended that the present system for Ward 2 residents taking their waste to the transfer station remain unchanged as there is no advantage to changing the system to a collection system at this time Question Period Steve Klimpel th Line - could not understand why curbside would be cheaper and questioned why the municipality would not be going the cheaper way. He is was tired of picking up garbage in ditches and questioned why everyone else has pickup for the same costs. John MacKay reported that costing is based on estimates only. In addition, residents can dispose of white goods and scrap metal items at no charge at the transfer station which would not be available through a collection system. Jens Richter Mill Street - pick up may be cheaper for some, but for a majority of residents living north of the transfer station it is not out of their way as they go past the site on a regular basis. Agrees with retaining the present system. Dean Ross th Line there are approximately 360 kilometers of maintained roads in Ward 2 with a number of roads not suitable for heavy truck traffic. Costing figures appear to be inaccurate. Mayor R. Austin reported that he will check with the County Engineer regarding cost estimates provided. Maggie Furnis - Zion Rd costs are not accurate, based on per household numbers; curbside should be higher. Kathryn McNeilly Jamieson Road- concerns regarding raccoons and truck traffic were not valid as heavy trucks such as fuel trucks already travel the roads and not everyone has the time to go to the transfer station. Cindy Osland th Line residents moved to this area knowing that there was no pickup. Pat Toms - Forest Cres. some areas within Ward 2 used to have pickup and it did not work out then. Due to the number of dogs and cats in his area he would have to stand guard over the bags of garbage until picked up. Robert Mink Jamieson Road - rural pickup is a problem in other areas such as in north Pickering; times are changing and there will be increased littering. John Cullen County Road 28 - commented on how things are given up by individuals in order to live in the country and questioned why we would consider changing the system when it works. He prefers the existing system. Glenn Thompson - Welcome consideration should be given to changing the hours of operation so that the site could be open later at night and perhaps closed in the morning, for one day a week. He prefers the existing transfer station. Jennifer Stycuk East Town Line has a cost comparison for other municipalities been done? bag tag costs are increasing. Other rural communities have pickup and it works. Susan Sinnott Honey Rd opportunities for young entrepreneurs to provide a pick up service. Public Meeting Minutes Page 2 of 5

3 Peter de Auer - Massey Road - garbage collection is an issue in cottage country; it would impact on part-time residents and a wooden structure would not be acceptable for his snow removal contractor. It is not an issue of costs, but practicality. Tony Goodmaker - Welcome - what are the contingency plans in case of a strike. Daphne Angus - Massey Road Residents living on dead end roads and private drives would have to take their garbage to the end of the road or a specified location where it could be picked up. Storage boxes would have to be built and untagged garbage could be placed in the bins. It is a problem in Hamilton Township that she is against pickup. Bonnie Tuttle - Port Britain Rd other areas get pickup and we don t. Mrs. Bower County Rd 65 change is not always a bad thing and personal costs have not be calculated in. How will a decision be ultimately decided. Response - it would be a decision of Council. Grace Marsh - 4 th Line additional use by big trucks on local roads would create additional costs for repairs. Belle Eyman - County Rd 2 she picks up litter along the roadside and when it is taken to the transfer site, she advises the attendants and she is not required to place a bag tag on the bag. However, residents would not be able to do this if we had pick up and she would not continue to pick up roadside litter if she had to place bag tags on each bag. Marg Huggins - Choate Road even garbage cans can be opened by raccoons. Bruce Laird - 4 th Line requested that a straw vote by show of hands be taken. Ray Dabberdt - Garden Hill commented on how there is a two tier system, but residents pay the same costs. Davidson Tate Lakeshore Road - he has a post office box and did not receive notification. Animals can open garbage cans; the City of Toronto is a mess as some garbage was not picked up due to the snow storms; quantity of litter at Highway 401 and Toronto road exist; storage bins who would build them and who would maintain them; would there be both a garage and recycling truck and would they be traveling down both sides of the road versus one side; a truck licenced as a 10 ton truck could carry 50,000 lbs of garbage; once the transfer station is closed, we would never get it reinstated; issue for weekend residents. He stated he was opposed to a collection system. Diane Holmes - Walker Rd. against pickup and expressed concerns with the number of snowmobiles that use the 10 th line and would be liable if someone hit a container and suffered damage or injury. There are bears in the vicinity. Blair McFadden - 4 th Line - residents are taking responsibility for garbage and collection would be a backward step. Barb Loucks - County Rd 10 she is proud of residents in Ward 2, the recycling program and how residents are environmentally sensitive. Diane Bryant - Brown s Road differences between municipalities that have garbage pickup and those that do not; how recycling and other helpful advice can be obtained from the transfer station attendants. 4 Don Cameron Mastwoods Toronto has one of the most sophisticated pickup systems and they have problems with litter and source separation. Sarah Sculthorpe - Willow Beach Road residents in Ward 2 are taking responsibility and we are proud of our community. Rudolf Eyman - County Rd 2 nearly had an accident due to wind blowing metal garage cans across the road. Murray Finlayson - Pelmo Park Drive collection would be taking local jobs away in order to give it to a contractor. Dennis Waddington - Loyalist Road this ward thinks of themselves as citizens versus a taxpayer and that there is potential for error in costs estimates for pickup. Allan Holdaway - Willow Beach Road Ward 2 used to be one of the cleanest municipalities around when he was a former member of Council. Tony Goodmaker - Welcome limits and weights imposed for collection and any extra would have to be hauled to the Bewdley Transfer Station, whereas the transfer station does not have a bag limit; you just place a bag tag on each bag. Carroll Nichols - Lakeshore Road he is in favour of leaving things as they are; this is a County responsibility, not a municipal responsibility and questioned why there was no representation from the County present to hear tonight s comments. Mayor R. Austin - the County would abide by the decision of this Council and this was a local issue, not a County issue. Scott Hagerman - Welcome - called for a vote on the issue. Maggie Furnis - Zion Road same bag tag fees being paid and asked when the matter would come to a vote. John MacKay, Municipal Engineer - bag tag fee is a flat blanket cost for the whole County of Northumberland Deputy Mayor L. Thompson - a vote by show of hands could be taken tonight, but suggested that a recommendation come forward in two weeks time, which would allow individuals an opportunity to send in their comments. Janet Waddington - Loyalist Road she did not receive notice and that she felt that poor notification was provided on this issue. Dean Ross - 6 th Line - a number of Awards have been received from the Recycling Council of Ontario for waste diversion, which included 4 silver awards and 1 gold award for the transfer station Recommendation: Moved by Deputy Mayor L. Thompson Seconded by Mayor R. Austin That this Committee recommend that the issue of waste collection versus retaining the present transfer station operation for residents of Ward 2, be deferred to the next Committee of the Whole Meeting, scheduled for Tuesday April 13, 2004 at the Town Hall Council Chambers at 7:00 p.m. CARRIED Public Meeting Minutes Page 4 of 5
