Allegany County Solid Waste Management Plan was approved by MDE on November 23, Next Progress Report is due in March Allegany County 2014 Maryland Recycling Act report yielded: 40.71% Recycling Rate; and 42.71% with Source Reduction Credits.

2 SOLID WASTE MANAGEMENT BOARD OF ALLEGANY COUNTY Meeting Minutes April 6, 2016 at 4:00 pm Room 100, Allegany County Office Complex, 701 Kelly Rd, Cumberland, MD Members Present: Members Absent: Steve Young, Agnes Yount, John Wardzinski, Stuart Czapski, Robert Boyce, Wally High, Larry Stouffer, Julie Kennel, Woody Getz, Steven Guinn, and Siera Wigfield Steve Miller, Brian Dicken, Ron Hawk, Tina Llewellyn, Raquel Ketterman, and Larry Crossland Guests Present: Next meeting: Dick Soderman May 4, 2016 at 3:00 pm in County Building, Room 100, 701 Kelly Rd, Cumberland, MD Chair, Woody Getz opened the meeting at 4:01pm. Dick Soderman introduced himself to the group, he is a Computer Science Teacher at Allegany College and implements the ACM recycling program. He is working with Advanced Disposal to begin single stream recycling for the campus. A motion was made by Steve Guinn; and seconded by Steve Young and the Board unanimously approved February 2016 Minutes. A motion was made by Steve Young; and seconded by Steve Guinn and the Board unanimously approved March 2016 Minutes. No additions or corrections to the April Agenda. Old Business 2016/2017 Priorities- Recycling Site Siera Wigfield asked the members of the Board which color the new tag will be if the increase goes into effect. Steve Guinn made a motion for Pink, all members of the Board agreed. So the new tags will be pink, or as the printer calls it, Rhodamine Red. Siera Wigfield reported County Engineering Staff are working pavement and drainage. For the site. She also shared a photo of the new magazine bin. Woody Getz mentioned Lawrence was present at March s meeting and brought up some very good safety consideration for the new bins. Tire Collection Siera Wigfield mentioned there is no MES/MDE funding for an event, and she is focusing on the grant for Electronics recycling for this fall. But will look for ways to have a tire event soon, because there seems to be a lot of dumping since we haven t had an event since fall of 5

3 Cumberland Curbside Recycling Update No report this month. Recycling Drop-Off Sites No report this month. Recycling Bin Sale Siera Wigfield found a vendor list, but no other work has been done on this project. Steve Young asked if there have been any calls about Apartment recycling. Siera responded that she s gotten two calls just asking if it is mandatory, which she explains its encouraged but not enforced. Field Trip to Frostburg Grows Woody Getz explained June 1 st the Board will have its meeting at Frostburg Grows, Siera will figure out logistics before next meeting. Woody also mentioned the high tunnels were damaged during the heavy snow event in January, and he will see the progress on the repairs when Frostburg has its yard pick up. [Update: Frostburg Grows June 1 at 3:00pm] Siera Wigfield asked what arrangements were made the last time there was a meeting. Woody Getz replied that Bob Boyce arranged to have some FSU chairs and tables brought up. Steve Guinn asked to have a field trip through Penn-Mar to see its operation. Siera will work on this for when the site is improved perhaps late summer/ early fall. Woody Getz suggested a field trip to the Landfill. John Wardzinski suggested June, July, or August and to meet at 3:00pm for a field trip with a Board meeting to follow in the office. John asked Siera to and confirm for July. Steve Young mentioned we talked about a foundry or glass processing field trip, which would be indoors and lend itself to a winter trip. Mulch Site Hours Siera Wigfield announced that MDE composting rules and regulation do not apply to the former County Compost Site on PPG road, because true composting (turning, curing, mixing etc.) do not take place. So it will be re-branded as the County Mulch Site, since its provides mulch. As of April 6, 2016 The Spring/ Summer hours began: Wednesday through Sunday 10 am 6 pm. Darrel Kitzmiller the site attendant is retiring mid-april and the County is hiring two maintenance people to split the work at the Mulch Site and other county property. Zoning and Solid Waste Building Permit Discussion Steve Young provided some background on where this got started: During the construction of Hannah Plaza (Food Lion in Cresaptown) the residents were upset the contractors littered the site and this was brought forward for developers to think about what to do with their waste. Siera Wigfield spoke to County Planners, Engineers and Permits personnel and does not want to increase anyone s workload to make implement something and instead of including a waste statement in their permit application, provide an informational sheet with the applications. Stu Czapski agreed to this approach, streamlining the process for developers and business owners is beneficial. Steve Guinn also agreed and suggested to call it a Best Practices Guide to encourage and make things easier, but in a beneficial way. Larry Stouffer provided an example where a nice dumpster corral was built, but it was not designed for trucks and make it difficult for the drivers to empty the dumpsters. Larry also mentioned Interstate Wastes Systems has a nice design information sheet on corrals. Siera Wigfield will begin to draft the informational sheet to include Dumpster sizes, oil and grease container placement, cardboard recycling, and types of surfaces as well as local haulers and recycler information. 2 of 5

4 Stu Czapski asked if you could put dumpster anywhere you like? He could see where this could be a nuisance with mixed use areas. Woody Getz mentioned Frostburg has regulations about enclosing dumpsters but the County and other municipalities do not. Woody Getz like the idea to educate, encourage and nudge the developers to do the right thing. And asked to submit any references or suggestions to Siera for the May 4 th Meeting. HHW Thank You Letters Woody Getz read thank you letters to Advanced Disposal and Mountainview Landfill for their services provided for the October 10, 2015 Household Hazardous Waste Event. The letters were then hand delivered during the meeting MRA Siera Wigfield is working on the 2015 MRA report and looks to have the preliminary numbers pending MDE approval during the May meeting. New Business Meeting Time Siera Wigfield asked the Board to if they would be willing to change the time of the meeting to 3:00. Woody Getz polled the group to see about starting the meeting at 3:00 for the May 4 th meeting. It was unanimously decided to try this meeting time. The Event Task Force will begin at 2:30. Woody Getz asked Siera to send an out soon for people to mark their calendars. Paint Stewardship Legislation Letter of Support Siera Wigfield informed the group that this legislation, which would require retailers to collect unused portion of paint, most likely by increasing the cost of paint, but reducing the cost of HHW events for local governments, has been tabled for She will be on the lookout for it in More info here: Dick Soderman asked if we took Paint at HHW events. Steve Young answered sometimes, the last event in 2015 we did not but when we did in 2008 it was very expensive. Woody Getz suggested the Board send a letter of support the next time this is up for legislation. Telephone Book Recycling Campaign new item to collect? Siera Wigfield informed the group she is kicking off the 24 th Telephone Book Recycling Campaign with the Allegany County Public Schools, Bishop Walsh and Beginnings Montessori. Wally High asked if she contacted Calvary Christian Academy, Light House Academy. Siera did not think of those schools but called and ed participation info the next day. Wally also offered to pick up the books at the private schools. Below is a summary for telephone book collections for Siera Wigfield pointed out due to phone books getting smaller and the use of using the internet telephone books are becoming obsolete, and was open to suggestion of other commodities to collect for recycling awareness. Wally mentioned that the people that pick them up also noticed there has been a decline in collection totals. 3 of 5

5 Steve Guinn suggested drink pouches, like Capri sun Siera looked into this Terra Cycle does a promotion where each pouch is worth about $0.02. John Wardzinski suggested cellphones to make revenue. Siera Wigfield will look into these options and get back to the Board. Bikes of the World Woody Getz mentioned the Bikes For the World Collection, held by the Rotary Club and the Western Maryland Wheelman. Flyer to the right. Drop off Sewing Machines and Bikes on May 21 st at Canal Place. The bikes are repaired, taken to Washington DC, packed for shipping and sent to third world nations for doctors, getting children to school and other important transportation. $10 donations to accompany the bike covers repairs and shipping. John Wardzinski mentioned he would put a poster up at the Landfill, there are a lot of bikes that go past the scales. Stu Czapski will also share since Rotary is a member of the Chamber. Committee Reports Reduce/Reuse No report this month Recycle/Compost No report this month E-cycling Task Force The Electronic Recycling Task Force Met at 3:00 before the April Solid Waste Management Board meeting. Attendance: Woody Getz, Siera Wigfield, Steve Young, Agnes Yount, and Larry Stouffer. Siera Wigfield let the group know that MDE is offering grants to $15,000 to each County and $5,000 for Municipalities. Siera would like to get as many municipalities involved, Lonaconing and Westernport were open to going in for the grant and being drop-off locations. Time Line o April 29, 2016 Grant Applications Due o July 2016 MDE Awards Grants o Fall 206 Back-to-School Drop off Ecycle event o March 2016 Grants must be used or file for a one-time six-month extension. Siera Wigfield proposed a Back to School E-cycle Drop-off week in September/October. There was some debate on the public is trained to hold onto their electronics until Free events occur. Woody Getz sees the market cycle as people buy electronics around the Holidays and want to get rid of their old electronics. Steve Young commented that September event lends to better weather and outside events, the weather is a factor in having it later. Larry Stouffer offered to the Advanced Disposal Garage which would lend for a two lane drive through scenario as a winter event location. 4 of 5

6 Siera Wigfield proposed an event that is open for about a week and have one extended hour day for people with the following drop-off locations o Westernport Town Hall provide a lockable Gaylord box, or plastic/cardboard Trailer o Lonaconing o Landfill Drop-off o Little Orleans (Friday) o Flintstone (Thursday & Sunday) o Oldtown (Wednesday & Saturday) o Penn-Mar Mon- Friday 8am 4pm, extended hours one day Wednesday 4pm -7pm? Siera Wigfield called Rick Miller with JVS to ask about charging for TV s, Steve Young, John Wardzinski, and Woody Advised to have people pay for them. Rick Miller says it costs JVS $15 to recycle TV s, Siera is looking to do a flat rate $5.00 TV sticker (to be purchased at the Tag Vendor Locations) in order to drop-off TV s. All other electronics would be free. Rick Miller advised the fee for TV s be less than or equal to the $2.25 landfill fee. Steve Guinn suggested a pay fee for TV s based on depth. Woody Getz was concerned about verifying that the drop off was to AC residents only. Siera assured that all of the sites would be manned. Siera Wigfield will draft a Scope of Work for everyone to review before grants are turned into MDE on April 28. Siera Wigfield met with Raquel Ketterman on April 13, she liked the Penn-Mar drop-off idea for the City of Cumberland, and suggested that the extended hours could be manned by the Board, on a Wednesday in lieu of a meeting. Landfill Woody Getz asked how many years does the Landfill still have to operate. John Wardzinski answered, six years remaining at the current rate. Steve Guinn asked if there is area to expand. Steve Young answered yes and the County has a contract until Siera Wigfield shared the approved design of the landfill sig, see on next page Construction No report this month Other Bob Boyce announced that Lawrence Gingerich was retiring as of May 10 and will be replaced by Doug McKenzie and provided his contract info as Bob s alternate.
