1 Moore Township Board of Supervisors 2491 Community Drive Bath, Pa October 2, 2018 The Monthly Meeting for the Moore Township Board of Supervisors was called to order on Tuesday October 2, 2018 by Chairman Daniel Piorkowski at 7:00 PM. Members present were Chairman Daniel Piorkowski, Vice Chairman David Shaffer, Sec/Treasurer Richard Gable, Nicholas Steiner, Township Manager, Kevin Horvath, KCE and Solicitor David Backenstoe. Mr. Piorkowski reported that we had a short executive session concerning employee issues prior to the meeting. The next meeting has been moved to Monday November 5, due to the Election on Tuesday. SUB-DIVISIONS: REGULAR BUSINESS: MINUTES Mr. Piorkowski stated that we have one set of minutes from the September 4, 2018 meeting. Mr. Shaffer made a motion to accept the minutes as presented.. FINANCIAL REPORT Mr. Gable made a motion to approve the Financial Report Mr. Shaffer seconded the motion. PAY BILLS Mr. Shaffer made a motion to pay the bills Mr. Gable noted that the bills for the month from the General Checking Acct. $106,482.21, the Liquid Fuels Acct. $7, Page 1 of 6

2 APPROVE PAYROLL Mr. Shaffer made a motion to approve the payroll. Mr. Piorkowski stated that if you need copies of any reports, please see Mr. Gable after the meeting and he will make them available to you. POLICE DEPARTMENT Chief West read the Police report for the month of September 2018 FIRE & AMBULANCE Fire recorder Jason Harhart read the fire report for the month of September, PUBLIC WORKS DEPARTMENT Mr. Gable reported that the paving project from AMS has been completed. No sure if they sealed the driveways as of yet. We have been doing a lot of maintenance, we replace the boom on the backhoe which shattered when we were using it. That has been turned into the insurance. It is a $ repair and it looks like the insurance company will be covering around $6,000 of that repair. We repaired the leaf vac by having a piece welded in. We cut shoulders on various roadways. We have been out mowing and loading dumpsters. We helped Nazareth by hauling some stone and black top for them. As far as the inhouse paving projects, we did complete the paving on Beacon Road and completed the cul-de-sac on Michaels Road. We need to put some drainage tiles in by the swale. We did some work on Buck Road and we have some items to take care of on English Road. Mr. Shaffer asked about Whitehead and Longley Road, Mr. Gable said that with the weather it has been difficult. As far as the pipe projects, we ordered the pipe and catch basin for Delps Road, I have spoken to Mr. Bell on Beacon as far as putting a 15 inch pipe under his driveway to take care of the water on Beacon. Mr. Steiner said that he talked to Telco as to the light on Rt 512 & 946, it will cost us about $2,000 to replace the sensor loops. One side works and the other does not. The camera system is around $9,000, and each camera would be around $2,000 after that. There was some discussion with no decision made at this point. FIRST REGIONAL COMPOST AUTHORITY Mr. Gable reported that we are getting a lot of brush. Bushkill Twp. has closed down their site on Sundays also. We were told that on Friday after the Public Works Dept left for the day there was a commercial person dumping. We caught someone at the last meeting dumping off large trees and tree trunks that were super huge. We received a bill from the FRCA for $ to cover the disposal of the items. We closed the gate on Saturday and on Sunday it was open, as people are just pushing the gate open. So as of Sunday, the gate will be locked. We also have a problem with Spotted Lantern Fly infestation. When we send a load over to the site they come flying out of the containers. Mr. Piorkowski said that we should have a camera to check who is going in there. The other idea would be to have a part worker in here to spot check on Saturdays. Page 2 of 6

3 NAZARETH COG Mr. Piorkowski had Jason attend the meeting and he gave us a report as well as a packet for each of the Supervisors. The animal control officer was discussed and we are one of the townships that were interested in participating. The other item of discussion was the public meeting for the comprehensive plan which will be held the second Monday of each month. There was some discussion about the permits needed for her to open the building on Rt 248. RECREATION COMMISSION Nick reported that we fixed the tennis court lights, the fan in the bathroom was repaired. We replaced a storage container that was hit by the lawn mower. Mr. Gable said the he has a Boy Scout that would like to make bat houses and blue bird houses for over along the trails in the Rec. Center. Everyone was interested and Mr. Gable will pass it on to the Scout. HISTORICAL COMMISSION The Historical Commission will be holding their annual Oktober Fest on Thursday the 11 th at 6:30. Tickets are still available if anyone wants any. We are started on the school as we have someone already scrapping the paint off the walls. LAND & ENVIRONMENTAL PROTECTION BOARD Mr. Romano reported that the list he has was the same list as last meeting. We had some suggestions for the lot line for the Park. We also are preparing for the land preservation open house on Thursday November 8 at 7:00. Laura Baird will be doing a presentation on Open Space preservation. We need to let everyone know that we are holding this open house. We would like it on the Web Site and on the calendar, and also on the face book page. We are doing a direct mailing and we need to get it in the Home News. There are some advertising dollars needed for this. Mr. Piorkowski made a motion to budget around $ for advertising Mr. Shaffer seconded the motion Mr. Gable reported that we received the paperwork for the Schavoine property, we need to approve it for Maria to move forward. Mr. Piorkowski said that once we approve this we cannot change the acreage preserved by more than 5%. Mr. Gable made a motion to proceed with the preservation of the Schavoine property. Atty Backenstoe said that we set an approx..acreage of 20 acres for the park that would not be in preservation. Mr. Shaffer seconded the motion Page 3 of 6

4 Mr. Becker asked what the total acreage of the property is. Mr. Gable said it is 78 acres and we are going to keep around 20 out for the park. Mr. Shaffer mentioned that we got a grant for renovations to the Appalachian Park. I have a quote for $4,530 to redo the parking lot. Mr. Piorkowski made a motion to approve the bid for the parking lot enhancements. John Becker asked how much was in the grant. Mr. Gable said it was just under $50,000. It was for the three parks. Mr. Romano questioned the lot line on Schavoine and Mr. Shaffer said that we are putting it for preservation and we will submit the lot line adjustment which is less than 5% of what we originally put into the grant. Mr. Romano asked when that gets looked at. Mr. Shaffer said that when Maria looks at it and gets back to us we can then proceed. Mr. Romano asked what her okay has to do with this. Mr. Piorkowski said that her okay gets it put into the preservation process. Mr. Gable added that the road frontage also effects the process. The more frontage you take the less money you will get for preservation. Mr. Gable reported that the Kleintop Farm has been put into preservation. I also got a call from Maria today, two farms dropped out of the process this year and this created a surplus and Haftl will be able to be preserved this year and also Sunset Hills will get preserved this year using State money. ZONING AND BUILDING OFFICER Jason Harhart said that we have his report and Atty. Backenstoe will cover other items on the agenda. TOWNSHIP ENGINEER Kevin Horvath reported that the Township received a letter from LVPC on Sept. 10 th informing them that the LVPC had revised the Stormwater management plan for the Monocacy Creek Watershed. It has been adopted by Lehigh and Northampton Counties and DEP. Following that as part of the Act 167 Stormwater Management Plan the township needs to adopt the revised plan which would involve a revision to the current stormwater management ordinance we currently have in place. The new plan has a number of revisions, of which they include a section on green infrastructure. The way this is described is surface treatment of stormwater through rain gardens, vegetative swales through wetlands. Instead of dumping the water into a stone pit in the ground. There will be some issues that need to be looked into. I feel that Atty. Backenstoe and I would like to review and make recommendations to the board. Kevin went over some of the aspects of the new plan. Atty. Backenstoe said that we will try to get a draft to the Planning Commission in October and on to the Board in November for advertising approval. We can hold a special meeting or do it in December. Let the minutes reflect that heads were shaking in response to Atty. Backenstoes concept. Kevin gave a quick update for the storm disaster items, we met with PEMA, FEMA, EMA to look at the storm damage on Kern Road. Over the course of the next several months they will be assessing other claims of damage and then they will compile the data and send it to the oversight committee and then someone will make a decision as yes or no. 5 SOLICITOR Atty. Backenstoe wanted to mention the never ending issue we have with the county at 2227 Yost Road. You will recall that we confirmed the sub-division had been properly recorded. At this point Kevin has to give a new address and then update it with them. RESOLUTIONS AND ORDINANCES TOWNSHIP MANAGER Mr. Steiner reported that we submitted 4 grant applications with the Local Shares Program. We submitted 2 for the police vehicle laptops and hardware. One went to Monroe County and the other to the Northampton County program. We also submitted grants to the same counties for a new police vehicle as well to replace our 2005 expedition. They will be reviewed and then will be presented to the finance areas for their review. OLD BUSINESS/NEW BUSINESS Mr. Piorkowski mentioned again that the meeting for November has been changed to Monday November 5 due to the Election. CORRESPONDENCE/MEMOS OPEN TO THE FLOOR Mr. Allen VanNorman who resides at 3420 W. Walker Road. Had some questions about the roadway in front of his residence. The problems concern water and water runoff damaging his driveway. There was a lot of discussion that ensued. The end result was to have Mr. Steiner and Mr. Fenstermaker meet with the representatives from Lehigh Township to find a reasonable answer to the problem. Mr. Glen Shoemaker would like to have lines painted on the roadway which would help, or have the speed machine put on Copella Road to help alleviate the speeding that is occurring near Glen Mar Nursery and Best Road. Chief West said that he would look into the problem. Ray Groff had a question about the Schiavone property concerning the State. Mr. Gable said that we are talking about Sunset Hill, which will be paid for with State money. Mr. Romano had a question for Dick since he talked with Maria. It is about our lot line adjustment being acceptable to the board. When will we find out about that. Mr. Gable said he was not sure, we will submit the proposal now and she will let us know. Mr. Romano said that she presented a lot line adjustment that was best for the County, Mr. Gable said that no that is where you are wrong. Mr. Romano said that originally the Board did not want to put that into preservation last year. Mr. Gable said that is not true either, that was done at a public meeting, three people had to sign it. You are the only one that has a problem, and why is that. The discussion continued for some time with Mr. Shaffer getting involved and told Mr. Romano that there is no problem. Mr. Gable said that he had a problem with the road frontage, because the more road frontage you have the more money you will get for preservation. Mr. Romano said if I understand this you are worried about the value of the land and, Mr. Gable said we are going to get less money if we take away road frontage. Mr. Romano said that you are worried about the money that comes back from preservation. Mr. Gable said we all should be, that is my job. Mr. Becker said that the more road frontage you take the harder it will be to sell it to a farmer. You are devaluing the property. Page 5 of 6

6 Jeff Ayers mentioned that there are spotted lantern flies in the area. Mr. Derhammer asked about Beacon Road and the pipe project. Is there any idea when it will be completed? Mr. Gable said that I cannot give an exact date. We have a plan and when the pipes come in we are going to do Delps Road and then Beacon Road. Mr. Derhammer asked if we had everything agreed with with the neighbors. Mr. Gable said that I talked with Mr. Bell and now I have to talk with the Kochers. We are not putting any water where it did not go before you know that. Mr. Derhammer agreed. The problem is that someone told them it was okay to put the driveway in and that was wrong. Mr. Gable said that we want to get the water off the road and into the swale. Mr. Derhammer asked who was going to do the work, Mr. Gable said the road crew will do it with Kevins help.
