1 West Wyoming Boro-Minutes November 11, 2013 Before the meeting began, Chairwoman Cipriani thanked all our veterans mentioning Mayor Herbert and Dan Grescavage for their service. The regular monthly meeting of the Boro was called to order by Chairwoman Cipriani. Following the Pledge of Allegiance roll call was taken by Secretary Zaboski and the following were present: Confletti absent, Leoni, Cipriani, Stavish,Stevens absent, Grescavage,Solicitor Lukesh,Mayor Herbert,Junior Councilwoman Adrienne Przbybla absent,treasurer DeSanto,,Engineer Amato and Secretary Zaboski. Motion by Cipriani to accept the minutes from the previous meeting by Skok, seconded by Stavish. Voice vote all in favor. Motion carried. Councilwoman Cipriani stated that Council met in Executive Session on Nov. 4 th to discuss legal matters. COMMITTEE REPORTS Gary Stavish Personnel/Recreation- Stavish reported that the Recreation Board handed out 300 bags of candy on Halloween night between the Boro Building and Hose Co on Stites St. Park is being decorated and soon the Christmas lights will be in place for the holiday season. Recreation Board is looking for volunteers and new members. Mary Ann Skok- Administration&Finance- Councilwoman Skok called on Treasurer DeSanto for the reading of the Treasurer s Report. Voice vote all in favor. Motion carried. Motion by Skok to place the West Wyoming Borough Budget for 2014 and the Ordinance adopting the 2014 budget on the table for review, seconded by Grescavage. Voice vote all in favor. Motion carried. Motion by Skok, seconded by Stavish to pay all outstanding bills approved by the Finance Committee. Voice vote all in favor. Motion carried. Motion by Skok, seconded by Stavish, to pay WWHC# 1 and WWHC#2 yearly stipend of $500 for each company. Voice vote all in favor. Motion carried. Motion by Skok, seconded by Leoni to pay yearly stipend to the Borough Fire Chief and Asst Fire Chief. Voice vote all in favor. Motion carried. Motion by Skok seconded by Grescavage to approve Penn Dot Letter of Concurrence for $ (Payment No. 13). Voice vote all in favor. Motion carried. Reported by Cipriani: The 2014 budget that was presented to night is balanced. There are no tax increases or increases in any fees collected by the borough. The borough has fully funded its pension and

3 has continued to reduce its debt. At the same time we have made extensive infrastructure improvements in West Wyoming Borough completed work on a $1.1 million Safe Routes to School and $295,400 PCTI grant to improve sidewalks and ADA accessibility along W Eighth st and Shoemaker Ave. W Brady, English, Fairview and Johnson Streets were resurfaced via a $140,000 OCD grant. Charney Park was rehabilitated and made handicap accessible along with the installation of new play equipment. The latest phase of the Abrahams Creek Riparian Buffer project was completed through a $357,425 growing greener grant. In addition repairs were made at the boro's border with Kingston Twp to repair a collapsed section of the creek. Repairs were made to the Cooper Hill drainage system. By the end of the year we hope to complete upgrades to the Oak St pump. The boro also purchased a new SUV police vehicle. We have just received the draft of the 2012 audit, and I would like to mention some of the key points from that document The General Fund expenditure budget for fiscal year 2012 was approximately $893,343. This was approximately $25,000 less than previous year s budget. This resulted in expenses that were $8185 less than budgeted. The net position of the Borough s governmental activities increased by about $175,000 due to ongoing capital projects to improve infrastructure, such as street pave, storm water drainage and sidewalk replacement. The borough has also shown significant improvement in revenue collection. Key Infrastructure improvements from 2012 included The West Wyoming Borough continued to improve borough infrastructure completing a storm water management project. This project replaced or repaired 24 storm drains and repaved West Fourth St and Washington Ave. Project was funded by a $433,218 H2O grant and a Pennvest BMP Storm water Management grant of $216,609 The West Wyoming Borough complete a $241,114 Conservation Works Grant to improve energy efficiency in the municipal building, a significant reduction in heating and cooling costs has resulted. DEP completed a $169,000 project to repair flood control structures in the borough. Finances

4 During 2012 West Wyoming Borough refinanced some of its long term debt. The refinanced decreased the interest payments and in addition we paid off an outstanding loan a year early. The borough also instituted check reader to improve the efficiency of deposits received into the borough trash fund. Overall the borough improved its revenue collection, while also reducing expenditures. This left the borough in a financial position that allowed for the borough to once again not need a tax anticipation note in As of December 31, 2012, the Borough had a long term debt in the sewer enterprise fund of $2,214,906. Debt recorded for 2011 was $2,522,623 a net change of $307,717 Geno Leoni- reported for Walt Stevens- Health&Sanitation- - Motion by Leoni, seconded by Skok, to pass Wyoming/West Wyoming Sewer agreement. Voice vote all in favor. Motion carried. Leoni reported that Trash Sticker are on sale at the Boro building. Cost for Seniors $175 and all others $ Leaves pick-up will be on Nov. 20 th and Dec. 4 th. Leoni reported for Doug Confletti- Public Safety-Motion by Leoni seconded by Grescavage to pass the Nuisance Ordinance that was placed on the table at last month s meeting. Voice vote all in favor. Motion carried. Geno Leoni- Public Facilities- Motion by Leoni, seconded by Stavish, to place out for bid DPW trailer and wood chipper. Voice vote all in favor. Motion carried.- Question as to the wall located on Ferretti Drive. We have been trimming the tree when it was overhanging. Leoni asked Connors who owns this the Boro or the Development. Waiting on response from Connors. Solicitor Lukesh recommended that we wait for Connors response and then she will assess the situation. Mike Kuharchik gave price for light in Daley Park. Mike gave us a price for one light it is a spot light and we are not interested in a spot light. I will get in touch with him for another route that we can go for a light. We will look at alternate lighting. Mike will get back to us on this. We are still waiting for parts for our spreader. We should have that shortly. Street department is doing work as usual. Christmas lights will be put up and checked out. Some of the lights are very old and will not work. They will do the best they can. Councilman Grescavage asked Councilman Leoni about the compost grinders. A question about contractors dumping wood and grass clippings at the compost pile. This will be discussed. Daniel Grescavage Community Development. A motion to deny the Junk Yard VP Auto & Salvage a License Application, by Councilman Grescavage, second by Councilwoman Skok. A roll call was taken and there were 5 yes and no nos. Councilman Leoni asked if this means that he cannot work or does he have to go to a appeal process now? Councilwoman Cipriani stated that we will send him a letter saying that his license was denied. The ball will be back in his

5 court. Councilman Grescavage thanked all the residence along the concrete channel when the Environmental Protection was here. Councilwoman Cipriani asked to open the street sweeper bid. Solicitor Lukesh opened the one bid. The bid was for $82,700.00, from A & H Equipment, Councilwoman Cipriani asked for a motion to tentatively approve the acceptance of this bid based on the concurrence of the cost. The motion was made by Councilwoman Skok and second by Councilman Leoni. Voice vote all in favor. Motion Carried. Mayor Herbert Thanks to Mr. Amato for the street projects that you have done. I have heard a lot of praises and very few negatives. Thank you it is wonderful street restoration, it has been long over-due Police had 114 calls for last month. Today is Veterans Day and a brief history of why it is called Veterans Day. Wyoming Area School District held their annual appreciation dinner for the Vets. They hosted all the Veterans who wished to attend. A turkey dinner with all the trimmings was provided. Following was a amazing Veterans program. Keynote speaker was Marine Core Staff Sgt. Michael Przybyla, a 8 year US Military Marine Veteran, from West Wyoming Borough. His mother, who was a school teacher of Wyoming Area, is also a veteran of the US Air Force, and a very proud sister Adrienne Przybyla, who is our Jr. Council person. 20 Vets from West Wyoming attended the program, overall there were over 100 Veterans that marched into the Gym, to music provided by the Wyoming Area Band. The student body was standing, clapping, and cheering. It was very much appreciated by all. Citizens Participation John Hizny complained about the paving project in front of his house, and In front of 69 Brady. Mr. Amato stated that the contractor is bonded and if there are any issues they will be addressed. Mr. Hizney stated that there was a curb across the street and the curb is gone. It will be looked at. A motion to adjourn by Councilwoman Skok, second by Councilman Stavish. Voice vote all in favor. Motion carried..
