Foreign Trade Zone (FTZ): Letter reviewed and attached. Pln. Dir. Daly provided background on how we got here and explained what a Foreign Trade Zone is Next step is to have Sen. Gallivan prepare legislation; will need a co-sponsor. 1 Chairman Berwanger, T/Arcade spoke about the dredging of Silver Lake Outlet and the potential of development on a nearby site. Supervisor Brick, T/Perry and Supervisor Granger, T/Castile confirmed a grant has been applied for and they are waiting on that. Supervisor Brick commented that the DEC has their hands tied. The Village of Perry is lead agent on this and are using Clark Patterson Lee Soil & Water has tested the sediment (35 tests). There is A material and B material 2. Updates: Restore NY Round 5- Grant application for old Manor Oak property. o Dir. Daly advised that the V/Warsaw must be the applicant for the Restore NY grant as they are, according to Empire State Development, a highly distressed area due to the number of people on public benefits. Applications are due in Albany by 3:00 p.m. on Dec 15 th with an announcement anticipated in Jan Clean Energy Communities Application for $150k grant o Dir. Ag Center Tourism Display Rack: Hastings Placement of a display rack in the outer vestibule during 8 the regular office hours of the Ag Center XXX APPROVED S. Gardner requested the placement of a wall mounted display rack for tourism material in the Ag Center outer vestibule which would be available during and after normal business hours. There was considerable discussion over security concerns during the afterhours. It was agreed that during normal business hours would be fine. 5. Wyo. Co. Travel Guide w/ E. Szucs Originally ordered 85K copies of the guide which were gone by Aug. 20K more were ordered which are also gone. 110K copies will be ordered to meet this increased demand next year. 6. Arkansas Hospitality Training Program: Frontline staff in businesses (i.e. waitress) Need to tailor it to Wyo. Co. Will be offered free to businesses 3 1:30 PM Wyo. Co. Water Resource Agency 1. Request Permission for Wyoming County Water Resource Agency to loan a 2013 Ford E150 Van to the Village of Arcade: Effective 10/30/2017 the WCWRA will loan a 2013 Ford E150 Van to the Village of Arcade on a short term basis, not to exceed 30 days, to assist the Villages Water Department after a loss of its work vehicles due to a recent fire. 2. WCWRA Activity / Program Updates: Silver Lake Institute is essentially complete. o 2014 project kickoff o Should be hooked up by spring o Success for the agency Three Wyo. Co. projects rec d grant money: o V/Arcade sewer line o V/Warsaw WWTP o V/Wyoming drinking water upgrades 3. Wyoming County Public Water Phased Approach: Discussion draft handout was provided. S. Perkins provided background on bulleted items. Env. Health Dir. Perkins stated that insurance money has not been received Currently the Village if sharing one pickup. Berwanger/Board Chair Department Agenda Item Discussion Decision Action T/York is proposing to site a water storage tank on property in the T/Covington. Supervisor Davis, T/Covington explained the proposal and the Town s position of getting water in lieu of placing the tank on the tax rolls. The County would also be asked to make the exemption. Supervisor Davis will have to deal with the school district. The area for a water district area will be discussed in the future. Supervisor Granger, T/Castile inquired if any of the Supervisors have encountered a situation where an outstanding water bill with penalties has been forgiven by the municipality. There is a property in the V/Castile that needs to be demolished but there is an outstanding water bill that the potential purchaser who is willing to demo the structure is not willing to pay as the property is not worth it He is purchasing the property for a dollar. V/Castile is being legally advised that this bill cannot be forgiven, as it is taxpayer money. There was considerable discussion over the potential of the County s role in this and what the County has done in the past. 8 SMALL BUSINESS SATURDAY PROCLAIMED WHEREAS, Small business is the backbone of the nation s economy and since the birth of this country has represented opportunity, independence, and the fulfillment of dreams for generations of Americans; and WHEREAS, Small business owners who work long hours, juggling family and career responsibilities and serving as community volunteers, are vital to our country's prosperity and to the vibrancy of our community. These entrepreneurs are vital to our country s economy, creating over sixty percent of our nation s new jobs; and WHEREAS, Through the opportunities offered by the men and women who own and operate the almost one thousand small businesses including family farms in Wyoming County, many of our residents are able to pursue their dreams of a better life; and WHEREAS, We recognize "Small Business Saturday" which is Saturday, November 25, 2017, a day to celebrate and support small businesses that create jobs, boost the economy, and strengthen neighborhoods around the country to encourage shopping locally; and WHEREAS, The Wyoming County Board of Supervisors wishes to recognize small businesses for the key role they play in keeping our local economy strong and urging all our citizens to join in this observance, as we celebrate the accomplishments of small business owners and their employees and encourage the development of new small businesses; now therefore BE IT RESOLVED, that Saturday, November 25 th, 2017 is hereby designated as SMALL BUSINESS SATURDAY in Wyoming County in conjunction with the Wyoming County Chamber & Tourism and communities across Wyoming County, the State of New York, and the United States who have declared this as an important day in celebration and recognition of small business. 10 Proclaiming Letchworth State Park, renowned as the Grand Canyon of the East the Number One Tourism Attraction in Wyoming County. WHEREAS, Letchworth State Park is one of the most scenically magnificent natural attractions in the eastern United States; and WHEREAS, the mighty Genesee River roars through the Letchworth gorge over three major waterfalls between cliffs as high as 600 feet in some places and is surrounded by lush forests; and WHEREAS, visitors to the park have the opportunity to experience hiking, biking, picnicking, fishing, hunting, camping, canoeing and kayaking, cottage rentals, whitewater rafting, hot air ballooning, a stateof-the-art nature center, a charming inn and restaurant named The Glen Iris Inn and much more; and WHEREAS, Letchworth State Park was voted #1 Best State Park in the USA in 2015, and #1 Best Attraction in New York State in 2017; and WHEREAS, visitation to Letchworth State Park exceeds three quarters of a million people annually; and WHEREAS, overnight visitors stay, on average, six days in Letchworth State Park and visit the surrounding area; and WHEREAS, a visitor spends, on average, $90 per a one day visit and $200 per overnight stay in the surrounding area; and WHEREAS, a Letchworth State Park visitor s combined potential economic impact on the local economy is significant and noteworthy, now therefore, be it RESOLVED, that the Wyoming County Board of Supervisors hereby recognizes the special significance of Letchworth State Park to the Nation and New York State, and officially recognizes it among the many worthy attractions in the County, as the Number One Tourism Attraction in Wyoming County.
