Adoption of Agenda Recommendation HC Winter/Cunningham That the Committee Agenda dated June 1, 2015 be adopted as printed. Declarations of Pecuniary Interest and the General Nature CARRIED. There were no declarations. Presentations/Deputations Property Standards Update - Enforcement Division Brent Lee spoke to the committee about the new draft Property Standards By-law which addresses the minimum maintenance of buildings both inside and outside as well as securing of vacant properties. The committee has been asked to supply their feedback about the draft by-law to Leisl McDill by the end of June. Page 1 of 4

4 Heritage Committee - Minutes June 1, 2015 Page 4 of 52 Open Forum David Chambers Mr. Chambers was present to speak with the committee about an appeal to the Ontario Municipal Board the Town of Innisfil is currently dealing with regarding a Heritage Conservation District. He handed out information about the OMB decision. Jim Mason Mr. Mason was present to speak with the committee about intentional placement of tenants in heritage homes that cause demolition through neglect. Adoption of Minutes Adoption of Minutes Recommendation HC Milos/de Winter That the minutes of the May 4, 2015 meeting be adopted as printed. Correspondence CARRIED. Correspondence for Information Items dated June 1, 2015 Recommendation HC That the Correspondence for Information items dated June 1, 2015 be received. CARRIED. Unfinished Business Update on 4240 County Road 88 The committee discussed the need to gather information to substantiate the designation of this property and present it to council. Recommendation HC Usher/Cunningham That the property at 4240 County Road 88 be designated based on the forthcoming information on the property to be presented to Council. CARRIED. Update on 108 Moore Street Geoff McKnight noted that the pre hearing conference has not yet been scheduled. Incentive discussion continued The committee noted the need to continue discussing this topic following Ian Cooper's presentation at the May meeting. This item will be placed on the next agenda. 5 Heritage Committee - Minutes June 1, 2015 Page 5 of 52 New Business Ontario Heritage Conference - Lynda Usher Lynda Usher gave the committee a summary of the Ontario Heritage Conference she attended. She noted that presentations focused on collaboration, communication, education, embracing past and present cultures, downtown revitalization, tourism, etc. She felt the conference was extremely valuable and learned a lot from the presenters. Heritage Permit Process - Ian Cooper Ian Cooper made a presentation to the committee about what other municipalities do for permitting substantial work wanting to be done on a designated heritage property. The committee agreed that a formalized permitting process for designated heritage properties is needed. Staff will report back to the committee. Update on Bond Head conservation district study Council has approved $50, in the budget for conducting a heritage conservation district study once a recommendation is made regarding where to conduct the study. The committee will discuss possible locations in the fall. Communication and Education subcommittee update The subcommittee presented their ideas on education and communication efforts. These included; online and newspaper articles, further information on the Town's website, banners and plaques throughout town, social media outreach, information sessions, heritage booths at Town events, etc. The subcommittee will discuss these ideas with the Town's communication officer and see how they may be able to assist. Communication with owners of candidate properties The committee discussed different options for notifying owners of their property being listed on the heritage registry. Doors Open update The subcommittee presented the committee with a poster and a site map they have created. They are looking for their last two sites and will continue to update the committee as their plans progress. Page 3 of 4

Recommendation HC Milos/Beintema Notwithstanding Council's resolution of September 2nd, 2014, the committee recommends that the Town not proceed with public information meetings prior to the listing of properties on the Municipal Heritage Registry; That Council add the 425 properties attached hereto, to the Bradford West Gwillimbury Heritage Registry; And that a Heritage Acknowledgement letter be forwarded to each of the affected property owners. CARRIED. Announcements Craig Cunningham noted the need to consider heritage when the municipality does the review of its official plan. 7 Page 7 of 52 Status (Listed or Designated) Roll # STREET # STREET Known as: Cultural Heritage Value or Interest of the Property & description of heritage attributes of the property Designated By-law , November 14, Line 7 Brazel-Chambers House This substantial brick home was built about 1845 by the Brazel (Brazil, Brazill) family. They were a prominent local family who pioneered the three corners of the village of Bond Head. The house was later sold to Dr. W. Law and served as doctors offices where patients were also tended by Dr. Foxton and Dr. Cummings. Mrs. Mary Brazel also built and operated the Brazill House; a hotel which still survives on the south-west corner of the village. The home retains most of its fine architectural detail. It is an excellent example of mid-19 th century building technology, reflecting the tradition and craftsmanship typical of Upper Canada and Canada West. The following specific items are proposed for designation: a ll window sash and glass contained therein, all door and window architraves, all fireplace mantles, the complete staircase and balustrade, all hardware including door locks; shutter hinges and tie-backs, all window shutters, parlour built-in cupboard complete with doors and architraves, front entrance door complete with lock and key, original brass and irons in parlour fireplace, and original fender in 2nd floor fireplace Designated By-law , August 20, 1986 Amended by By-law , November 9, 2010 Removed the heritage designation from part of the lands located in Lot 23, Concession 7, being Part 1, part of Part 3 (that portion within the Town of Bradford West Gwillimbury) and all of Part 4 on Plan 51R , former Township of Tecumseth Line 7 Cerswell-Scott House This fine brick house was built about 1845 by John Cerswell, a member of the pioneering Cerswell family that settled in the area about The Cerswell-Scott House is one of the Township s best surviving examples of mid 19 th century building. It is in a remarkable state of preservation, both inside and out, and reflects the excellent design and craftsmanship of the period. The following specific items are designated: Main House: parlour fireplace mantle and fireboard, ballroom mantle and fireboard, all 6 X 6 clay hearth bricks, all interior and exterior doors including hardware, all window sash, glass and hardware, bracketed arch in window hall, complete balustrade, and plaster cornice in parlour West Wing: All wood trim and mouldings in west wing including: fireplace mantle, stone hearth and crane,built in cupboard on north wall, wainscoting, all doors and window sash including hardware, stair to loft, and fireplace in present garage Exterior: entire cornice including eaves returns, and all brick in its naturally weathered state

8 Page 8 of 52 Designated By-law , August 10, Line 8 The Parker-Burbidge House Circa 1830 The Parker-Burbidge house is described as a Georgian style home of mud block construction with a later brick veneer. The home was originally a storey and a half structure that was later converted into a two storey mansard style home. The dwelling s cultural heritage value lies with its association with its first inhabitant Thomas Parker. Mr. Parker was an Irish Palatine and a captain in the militia during the Upper Canada Rebellion. He is the original holder of the deed from the Crown dated 1840 and occupied the land as early as The original Georgian part of the home was constructed in the early 1830 s. Thomas Parker marched to Toronto during the Upper Canada Rebellion arresting rebels along the way. One of the rebels was Samuel Lount the original surveyor of the land on the Yonge Street Survey. Lount was later hanged as a traitor to the Crown during the trials of same Upper Canada Rebellion. Thomas Parker was one of the original Reeves of West Gwillimbury Township alternating the position with William Armson for two terms. The key exterior attributes that distinguish this house as an outstanding example of the period are: block construction, one of the last remaining homes in Bradford West Gwillimbury and the province of Ontario that is constructed in this manner, original wide plank flooring on all levels of the home, original hand planed window sashes on the east, south, and west facing windows, original wide plank baseboards and front door frame, original storey and a half switchback staircase, original brickwork with evidence of animals walking on the bricks before they were fired

9 Page 9 of 52 Designated By-law , December 11, Line 12 Designated By-law , May 7, Fletcher Street The Elliot-Watters Log House (1834) The Old Bradford High School (1923) The Elliott-Watters log house heritage value lies in it being one of the very few and best preserved log houses in Simcoe County. Typical of this once common form, it is a simple 28 x 20 foot box in dimension, with end gables, fireplace, front door and usual openings. It was built by Francis Elliott on land purchased from the Canada Company in There is no record of any other house on this property. Heritage value also lies in the fact that the land was surveyed by Samuel Lount, the blacksmith, who was hanged for treason in the 1837 rebellion. This house is a rare example of the once common pioneer house that provided shelter for our first settlers. The key exterior attributes that distinguish this house as an outstanding example of the period are: excellent condition, original door and window openings with offset front door and side windows, original field stone foundation with full basement headroom, exposed 2nd floor joists showing beaded floorboards, first floor framing, including round log joists lapped into log sills, the original second floor plan with four bedrooms, the original beaded and battened back door with cast butt hinges. The Elliott-Watters log house may be typical of many log homes in many ways, however it is atypical because of the full foundation walls and the front door and window arrangement on the façade. The log house is in an excellent state of preservation with most credit due to the present owners. It affords a rare record of the type of pioneer shelter that dominated the rural landscape of early Ontario. The Old Bradford High School's heritage value lies in its strong association with the local community and school board. Many of the area's leading business people, politicians and professionals were graduates of the school. The school is an excellent example of the Classical Revival Style; it is unique within the town and region for the period, scale and execution. The untouched broad front lawn has retained the Old Bradford High School as a landmark. The largely unaltered Greek classical revival building is unique within Simcoe County, and features these key exterior attributes:

10 Page 10 of 52 Designated By-law , August 18, Holland Street East Bradford Town Hall Listed Barrie Street Listed Barrie Street Old Bradford Post Office (1936) Listed Barrie Street Bradford United The Bradford Town Hall s cultural heritage value lies in its strong association with the local community, as it has served a multitude of public roles including municipal administration offices, public school and community hall. The Town Hall was one of the few buildings in downtown Bradford that survived the fire of 1871, and for over 150 years has served generations of political decision-makers that have shaped the town s history. The two-storey building features the classical revival architectural style, with a symmetrical facade and simplified temple form. Building components include: e steeply; pitched centre gable reminiscent of Gothic Revival set into a shed roof flanked by corbelled parapets at each side and plain cornice and frieze supported on brackets; windows are set into segmented arch openings ornamented with alternating voussoirs and 'ears' of dichromatic brick and stone or concrete lug sills; centre window above entrance is raised above the entrance gable and ties together the entrance projection and facade composition; masonry construction with brick cladding (sandblasted); random rubble stone foundation; windows and entrance doors are not original. Full 2 storey solid brick, 3 over 3 bay front in the classic revival style. A truly remarkable example of this style so often found in public buildings, and one of the most important buildings in Bradford. Pre-1900 Ontario Vernacular Cottage. Symmetrical façade and centre hall plan, a box hall was typical for this style. Hip roof. Gothic Revival. Tall gothic-style trefoil arched openings light the nave. Windows are narrow with a vertical emphasis. A round rose window with muntins set in the shape of a cross is set into the gable portion of the façade. Vergeboard of small gothic arches. Octagonal pinnacles at each of the four corners. Shallow buttresses extending the full height of the façade divide the façade into three parts. The trefoil arch and 3 part façade refer to the Trinity. Broad sloping roof extends down to reduce scale of building from street. Covered, enclosed side entrance porch with shed roof. Original from porch has been enclosed, 1935 Builder: Art Saint. Listed Barrie Street The Davey House Gothic Revival Style. L shaped plan and gable roof. Elaborately carved bargeboard trim and finials. Coloured glass arched transom over main floor window. Original wood lug sills remain, although windows and doors have been replaced. Stone foundation. circa 1880

Some of the early settlers in Bradford area were Stoddards. John Stoddard settled along the Bond Head Road in In later times, Major George W. Stoddard was a reeve of Bradford. Neoclassical Pre Base building has Neoclassical-like rectangular form with symmetrically placed openings under a simple gable roof, with chimneys at either end of gable. Main entrance is through an enclosed narthex dominated by a large gothic arched opening. 3 narrow gothic arched windows are set into wide rectangular openings to light the nave. Windows are narrow with a vertical emphasis. Cut stone foundation. Gothic Revival Cottage Pre Symmetrical façade and centre hall plan. Gable roof. Covered open porch has a flat roof supported on a simple wood entablature and four half columns set onto brick piers on a stone foundation. Entrance has a single door with ¾ height glass sidelights set above recessed wood panels and a glass transom above. Double hung windows at ground floor. Large 6/6 double-hung windows c/w wide exterior moulded wood casings. Identical chimneys with elaborate corbelled brickwork, at both ends of gable. Sculptured, curvilinear soffit brackets. Circa 1870 Edwardian s. 2 ½ storey with centre hall plan. Nice square façade, porch and dark brick found in earlier Edwardian style buildings. Former home of Charlie Evans of Evans & Evans. Listed Church Street The George Green House Gothic Revival. Asymmetrical façade and side hall plan. Gable roof. Open, covered entrance porch with hip roof is raised slightly above grade. Porch roof is supported on turned posts with decorative gingerbread trim. Regency entrance door with transom and sidelights. Stone foundation. Circa 1890 s Listed Church Street Gothic Revival Pre-1900 s. 1 ½ storey 3 bay cottage. Centre hall plan. Medium-pitched gable roof with central gable dormer. Gothic Revival Cottage. Steep-pitched dormer in main gable roof. Dichromatic brickwork at stylized quoins and patterned belt course. Accent brick diamond pattern at dormer and gable peaks and at curved brick lintels at openings. Four pan from casement windows, with 2/2 wood sash windows at sides. Painted wood lug sills. Round headed casement window at front dormer. Windows and doors are original. Stone foundation. Circa 1880 s This prestigious home is an excellent example of the Victorian style with elements of Gothic revival and Regency. A Bradford landmark. In the early 1900's an addition was put on the back to include an indoor kitchen, a bedroom and a rear 'summer' kitchen. George Carter added the veranda on the front and side porch to afford access to the new rear downstairs bedroom for his daughter Dolly McNall who lived there. In 1929 Mr. & Mrs. John Sutherland bought the house for $ and had the hydro installed at a cost of $ In 1935 their son William took over the house. He dug out more of the basement and installed a wood furnace which was changed to oil in At that time new chimneys were built and considerable work done on the brick work. A new cedar shingle roof was added which was later changed to steel. In 1934 the telephone was installed and in 1935 a new sink and cupboards were installed in the kitchen. Water was pumped from a well in the cellar. The house, to this day, still only has one bathroom. The garage was built in 1937 and mink sheds in The mink sheds were removed in The garage was hit by hurricane Hugo in 1992 and was torn down and replaced in The interior of the house has been lovingly restored over the years by the de Winter's to its original grandeur with an emphasis on trying to maintain its historic integrity. He became the first Justice of the Peace for the area.
