9 4.0 BACKGROUND INFORMATION 4.1 Architecture or Design 9 Two storey brick Georgian Revival style house 1921 Census lists the building as a single home and B.V. brick veneered 1924 Fire Insurance Plan indicates that the building is a two storey wood frame structure with brick exterior Hip roof with very wide eaves and wood soffits Three bay façade with central front entrance o Entranceway is topped by a projecting hood with radiating wooden beams in the gable o Entrance door appears to be a replacement o Wide tiled steps leading to the front entrance o Brick chimneys at east and west elevations o There is a horizontal band of projecting bricks underneath the second storey windows that wraps around the entire building o First storey window opening have brick voussoirs and brick sills East elevation is two bay o Only one window is found on the first storey o Window opening on the first storey has brick voussoirs and a brick sill Rear elevation only has one centrally located window on the second storey o Rear entranceway also has a hood with radiating wood beams o Rear entrance to the basement has been added West elevation is two bay o The second storey windows are symmetrically placed long and narrow openings o One storey wing with flat roof with very wide eaves and a simple wrought iron railing It has two large symmetrical window openings with awnings and brick sills Windows are replacement, but they maintain the multi-paned appearance typical of houses from this era Detached brick double garage to the rear and east of the house o In the location of the previous detached garage o Has very wide eaves that match the house o Owner indicated it is a modern construction 4.2 History Ellis Hughes Cleaver Sr. purchased the property from David Crosby and his wife in 1893 (LRO) o Cleaver Sr. was a lawyer in Burlington who was married to Anna Cleaver The property was granted to E. Hughes Cleaver Jr. in 1922 from his father Ellis H. Cleaver Sr. (LRO) o In 1929 the property was sold back to Ellis H. Cleaver Sr. by his son

10 10 o Cleaver Sr. sold the property to Edward and Gertrude Dickson in 1932 Cleaver Jr. was born September 12, 1892 to Burlington-born Ellis Hughes Cleaver Sr. and Ireland-born Anna Cleaver (1901 Census) o Ellis H. Cleaver Sr. was a Burlington Lawyer o He served as Reeve of the Town of Burlington in 1898 and ran in the 1917 Federal Election as a Liberal candidate but lost o Commissioned the building of 2063 Caroline Street (formerly 17 Caroline Street) in 1890 Operated a fox farm and mink ranch on the property E. Hughes Cleaver had a Craftsman Style bungalow built by George Blair to the east of the subject property on the corner of Pearl and Caroline Streets (514 Pearl Street) in 1917 (likely the house in which they lived when the 1921 Census was taken) o 1921 Census reveals the Methodist family including Hughes' wife Ariel and daughter Elizabeth lived in the single family, brick veneered house on Caroline Street, where they paid $40 in rent per month (possibly referring to the house up the road on the corner of Caroline and Pearl built by George Blair) o Hughes is listed as a Lawyer o At that time the Cleaver family included E. Hughes Cleaver Jr., his wife Ariel and their daughter Elizabeth E. Hughes Cleaver Jr. and family moved into 2085 Caroline Street following the completion of construction ca.1924 E. Hughes Cleaver Jr. was a Burlington lawyer o He worked alongside his father, Ellis H. Sr. at the firm Cleaver and Cleaver o In 1918 Cleaver Jr. was Reeve for Burlington o Cleaver left the law practice and resigned as Reeve to enlist in the war effort overseas in 1918 He enlisted as private in a tank battalion of the Canadian Expeditionary Force According to E. Hughes Cleaver s WWI attestation paper, he was born in Burlington, married to Ariel Cleaver and worked as a Barrister and Solicitor (AP 1918) Ariel (Shapland) Cleaver is said to have designed the first Burlington coat of arms in 1913 o Cleaver Jr. was Mayor of Burlington in 1920 o 1919 Voters List enumerates Hughes Cleaver, Barrister, Part Lot 10, Caroline Street o Hughes Cleaver s development plan for this area (Plan 134, Crescent Survey, 1911) included Emerald Street which was the prototype of Rossmore Blvd in his later Roseland Development o He partnered with English Inns Ltd. in the building of the Pig & Whistle Inn (5527 Lakeshore Road) in 1929 E. Hughes Cleaver Jr. operated the Pig & Whistle during its first season of business

11 4.3 Context The Pig & Whistle was considered to be one of Cleaver Jr.'s greatest ventures The Red Dragon in Grimsby and The Black Horse in Niagara Falls are sister inns to the Pig and Whistle o Other business ventures included the formation and operation of Bluebird Bus Lines (2015 Lakeshore Road), a fox farm on Caroline Street, and a cure-all remedy called radium water which was said to have ended one patient s troubles altogether o 1929 stock market crash left Cleaver Jr. financially devastated o Cleaver was disbarred by the Law Society for misuse of clients funds, after which he was still nominated and elected as an MP He repaid his creditors and was reinstated by the Law Society in 1952 o Following his reinstatement Cleaver relinquished his seat in Parliament to practice law o E. Hughes Cleaver Jr. was an MP for Halton from Set back from the street on the corner of Caroline Street and Emerald Street Strong contribution to the varied heritage quality of Caroline Street The well-maintained boulevard with its mature trees should also be noted as a neighbourhood amenity as it represents precursor for Cleaver Jr.'s development in Roseland of Rossmore Boulevard

The property should be considered for addition to the Municipal Heritage Register. The property should be considered for designation under Part IV of the Ontario Heritage Act.

13 7.0 STATEMENT OF SIGNIFICANCE Introduction and Description of Property The Ellis Hughes Cleaver Jr. House, located at 2085 Caroline Street, is situated on the northeast corner of Caroline and Emerald Streets. The property consist of a two storey red brick residence constructed circa Statement of Cultural Heritage Value/Statement of Significance Physical/Design Value The Ellis Hughes Cleaver Jr. House is a good example of a two storey brick Georgian Revival style house. Typical of this style, it has a hip roof, two chimneys at each end of the roof and a symmetrical three bay façade with central front entrance. The house displays Arts and Crafts influences in its dark red brick colour, projecting hood with radiating wooden beams in the gable located over the entrance, and tiled stairs leading to the entrance. There is a horizontal band of projecting bricks underneath the second storey windows that wraps around the entire building. The first storey window openings have brick voussoirs and brick sills. There is a one storey wing on the west elevation that has flat roof with very wide eaves and a simple wrought iron railing. Historical/Associative Value The Ellis Hughes Cleaver Jr. House is associated with E. Hughes Cleaver Jr., a prominent lawyer, local businessman, developer and politician. It was built circa 1924 for E. Hughes Cleaver Jr. and his wife Ariel Shapland. They lived in a smaller bungalow on 514 Pearl Street, and moved to this grand house at first pinnacle of his career. E. Hughes Cleaver Jr. was a lawyer, and worked alongside his father, Ellis H. Cleaver Sr. at the firm Cleaver and Cleaver. In 1918, Cleaver Jr. was Reeve for Burlington, but he left the law practice and resigned as Reeve to enlist in the war effort overseas in He enlisted as private in a tank battalion of the Canadian Expeditionary Force. In 1920, Cleaver Jr. served as Mayor of Burlington. Hughes Cleaver developed the neighbourhood where the house is situated. His development plan for this area (Plan 134, Crescent Survey, 1911) that included Emerald Street and its wide boulevards, was the prototype of Rossmore Blvd. in Roseland, his later development.
