3 Attachment 1 Minutes of the 31 st Annual General Meeting The 31 st Annual General Meeting was held on 5 May 2011 at the Function Room, Hong Kong Productivity Council Building, 78 Tat Chee Avenue, Kowloon, Hong Kong. The meeting started at 6:08 p.m. Ir Ringo YU, Chairman of the Division, declared that there was adequate quorum, took the chair and announced the opening of the 31 st AGM of the HKIE Geotechnical Division. A total of 72 members attended the meeting. 1. Minutes of the 30 th Annual General Meeting The minutes of the 30 th Annual General Meeting, held on 11 May 2010, were circulated to all members of the Division prior to the meeting. There were no questions from the Floor on the minutes. Ir Edwin CHUNG proposed the motion to adopt the minutes without amendment and it was seconded by Ir Tony CHEUNG. The motion was adopted unanimously by a show of hands. 2. Annual Report for Session 2010/2011 The Annual Report for Session 2010/2011 was circulated to all members of the Division prior to the meeting by post and by posting on the HKIE website and the Geotechnical Division website. The Chairman made a presentation highlighting the major activities and events organised by the Division during the Session, including technical meetings, workshops and seminars, technical visits, Sichuan earthquake relief efforts, prizes and awards, sponsorships and overseas links. There were no questions from the Floor on the Annual Report. Ir PUN Wai Keung proposed the motion to adopt the Annual Report and it was seconded by Ir Rupert LEUNG. The motion was adopted unanimously by a show of hands. 3. Financial Statement for Session 2010/2011 The Financial Statement for Session 2010/2011 was circulated to all members of the Division prior to the meeting by post and by posting on the HKIE website and the Geotechnical Division website. The Honorary Treasurer, Ir Tony CHEUNG, provided a briefing on the Financial Statement. It was noted that the finance of the Division would remain healthy at the end of the Session. There were no questions from the Floor on the Financial Statement. Ir James SZE proposed the motion to adopt the Financial Statement and it was seconded by Ir Quentin YUE. The motion was adopted unanimously by a show of hands. 4. Election of the Chairman and Ordinary Members of the Division Committee for Session 2011/ The outgoing Division Committee had nominated Ir Edwin CHUNG Kwok Fai of Black & Veatch Hong Kong Limited as Chairman for Session 2011/2012. There had been no other nominations received. Ir Tony CHEUNG proposed the motion to elect Ir CHUNG Chairman of the Session 2011/2012 and it was seconded by Ir David SEIN. The motion was adopted unanimously by a show of hands. 4.2 The outgoing Division Committee had nominated the following four members to fill the four vacancies of Ordinary Members in Session 2011/2012:

The motion was adopted unanimously by a show of hands. 4.3 The outgoing Division Committee had nominated Ir Ringo YU Shek Man of Fraser Construction Company Ltd as Council Member (Division) for Sessions 2011/2012 and 2012/2013. There had been no other nominations received. Ir Edwin CHUNG proposed the motion to elect Ir YU Council Member (Division) for Sessions 2011/2012 and 2012/2013 and it was seconded by Ir CHIU Sing Lok. The motion was adopted unanimously by a show of hands. 5. Any Other Business The Chairman-elected, Ir Edwin CHUNG, proposed a vote of thanks to Ir Ringo YU for his leadership as Chairman of the Division for a successful year and thanked Ir YU and other outgoing retiring members for their service. It was duly approved by applause from the Floor. 6. 5 1. Chairman s Statement Time flies. It was just like yesterday that I took up the Chairman of the 2011 to 2012 session; I now need to prepare the Chairman s Statement for the Annual Report which signifies the end of my term as Chairman of this dynamic division. Time goes so far is because we are organising or co-organising some sort of events/activities almost every week. The geotechnical division organised or co-organised events/activities detailed in this Annual Report include technical seminars, technical visits, workshops, top-up courses, Fugro prize (best young engineer paper), AECOM prize (best students awards and best final year project), PSDAS, annual seminar, annual dinner, etc. The geotechnical division is one of if not the hardest working division of the HKIE. A big thank to the Committee Members and Helpers for their dedication and great efforts to make all these event/activities possible and successful. The contribution of senior members in making the presentations to share their knowledge is also appreciated. You are the soul of this Division. In recent year, there is Government policy to house major government facilities and other unwelcome facility underground to vacate land for other use. Geotechnical Division as a Learnt Society has a major role to play in bringing this Government initiative from concept to completion. Successful implementation of this initiative will create tremendous opportunity for geotechnical engineers in the years to come. The division was active in the public forum to support the Government. Technical seminar was organized to exchange and share the experience of local practitioners. To further enhance the strength, funding approval via PSDAS was obtained to form a HKIE Geotechnical Division delegation to visit underground facilities in Northern Europe. This activity will be the highlight of the Division for this year. The organizing committee is working hard to maximize the benefit of this delegation with limited funding and duration of the visit. The theme of this year s Annual Seminar Tunneling for Infrastructure Construction to be held in May 2012 is also closely in line with this initiative. Oversea speakers were invited and the supports from local practitioners have been overwhelming. With the significant amount of unfinished tasks, the Division is continued to be busy in the years to come and continual support from the Committee Members and Members of the Division shall be required. 6 2. Membership As at 2 April 2012, the Geotechnical Division has a membership of 4,661, of which 199 are Fellows and 3,100 are Members. The total number of members represents a year-on-year increase of 1.84%. 3. Financial Highlights The Geotechnical Division began the 2011/2012 financial year with a healthy balance of HK$216,600 from previous 2010/2011 Session and received a regular allocation of HK$99,000 from the HKIE Headquarters. The expenses for this Session were mainly associated with technical meetings, technical site visits, the Annual Dinner, seminars, prizes and awards, the Division soccer team, and sponsoring young engineers to join overseas conferences. The expenses were covered by allocation from the Headquarters, generous sponsorships and registration fees for the Workshops, Annual Seminar and Annual Dinner, and funding received from the Government under the Professional Services Development Assistance Scheme (PSDAS). At the end of March 2012, the Division accounts held a total of HK$534,600 in cash and it is anticipated that there will be a total of about HK$334,600 at the time Session 2011/2012 ends on 30 June 2012 with the income expected from the 2012 Annual Seminar (to be held on 25 May 2012) and the expenditures reserved for the upcoming PSDAS Project Overseas Visit to Underground Facilities in Norway and Finland (scheduled for the 3 rd quarter of 2012) and other activities. The Division s Income and Expenditure account for the period between 1 April 2011 and 31 March 2012 is included in Attachment Technical Meetings, Workshops and Seminars and Conferences This session has had a busy schedule of technical meetings, workshops, seminars and conferences. They were organized either solely by the Division, or jointly with other organizations. The events are listed in Appendix B including 14 technical meetings, 6 half-day workshops, 2 half-day seminars, 3 full-day seminars and 1 top-up course. The major events are reported below nd Annual Seminar Geotechnical Aspects of Tunnelling for Infrastructure Development The 32 nd Annual Seminar, organised jointly with the Hong Kong Geotechnical Society, will be held on 25 May 2012 at the Hong Kong International Trade and Exhibition Centre. The Permanent Secretary for Development (Works) will officiate the Opening Ceremony. The Seminar will serve as a platform for the profession to consolidate our experience and geotechnical expertise in tunnel and underground construction works gained from recent infrastructure development projects, and to equip ourselves with the knowledge to meet the challenges from underground developments in the years ahead. Two international experts, Professor Raymond STERLING and Mr Nick SHIRLAW will deliver keynote lectures in the areas of underground developments in rock caverns and soft ground tunnelling. There will be presentations of selected papers covering various aspects, e.g. management of geotechnical risk, design and construction technologies, research and development work, as well as knowledge and experience gained from completed and on-going projects. Altogether, about 50 papers will be published in the proceedings. An attendance of 600 is anticipated. 4.2 Workshops on Geotechnical Engineering The Division, in collaboration with the University of Hong Kong (HKU), the Hong Kong University of Science and Technology (HKUST) and the Hong Kong Polytechnic University (HKPU), has organised a series of workshops on various topics of geotechnical engineering.

7 The target participants are young engineers in the Geotechnical Discipline and also civil and structural engineers who are interested in geotechnical design. The first and second workshops on excavation and lateral support and slope engineering, each comprising two sessions, were held in December 2011 and February 2012 respectively, whilst the third one on foundation engineering will be held in April/May Top-up Courses for TCP T3 on Ground Investigation Field Works (GIFW) and Building Works with Significant Geotechnical Content The Division joined force with HKU to organise a top-up course for TCP T3 on GIFW and building works with significant geotechnical content in December 2011 to January The course was aimed to provide graduate engineers / geologists / technical inspection supervisors the basic knowledge in geotechnical training which is needed for those with less than 2 years of relevant experience being qualified to be TCP T3 in accordance with the Code of Practice for Site Supervision 2009 issued by the Buildings Department. The courses were very well received with over 80 attendees. 5. Technical Visits technical site visits were organised to projects of technical interest to members. These visits are tabulated below.

Prizes, Awards and Sponsorships 6.1 HKIE Geotechnical Division Prize AECOM Prize for Best Student of the Year 2011/2012 is awarded to students attending good performance in geotechnical subjects in civil engineering undergraduate course in local universities. AECOM Prize for Best Final-Year Geotechnical Project 2011/2012 Five submissions were received from HKU, HKPU and HKUST. A Judging Panel consisting of Ir Dr LEE Siew Wei, Ir Dr SUN Hepn Wing and Ir James SZE was formed to review the submissions. 6.2 Fugro Prize Seven submissions were received. A Judging Panel consisting of Ir Edwin CHUNG, Ir James SZE and Ir Rupert LEUNG was formed to review the submitted papers. The final competition was held on 24 February 2012, in which shortlisted papers authors were invited to make a presentation in front of the judging panel and other audience. 6.3 Sponsorship for Attending Overseas Events The Division sponsored young engineers (age 35 or below) to join the overseas events and activities in 2011/2012 through sponsorship programmes. Five candidates, Eugene WONG Kwan-lok, Raymond LAW Pak-hei, Argoon CHUANG Tzu-chun, Minly SO Ming-lai and Iris YIM Ping-heung, were sponsored by the Division to attend the 14 th Taiwan Geotechnical Society Conference, Taiwan on August 2011.

10 7. Professional Services Development Assistance Scheme The Division has planned a technical visit to Norway and Finland to study the advance in planning and development of underground space. The technical visit is sponsored by the Professional Services Development Assistance Scheme of the Hong Kong Government of Special Administrative Region and will take place in September Overseas Links The following events were organized, jointly with overseas organization or inviting overseas researchers and experts to deliver talks, during the session: 1. A delegation from Minister of Works Malaysia visited GEO on 15 December 2011 and carried out site visits on innovative Natural Terrain Hazards Mitigation works. 2. The Debriefing of 14 th Taiwan Geotechnical Society Conference (held in August 2011) was carried out in March 2012 at the HKIE Seminar Room. 3. A half-day seminar on Recent Development of Ground Anchor Technology was held on 2 March 2012 at HKPU; with speakers from SBMA, London and Hong Kong. 4. A delegation of 28 professionals and practicing engineers from Geotechnical Society of Singapore and BCA visited Hong Kong from 18 to 21 March Their main focus was on large diameter bored piling works. They visited a large diameter bored piling site (Tysan as Contractor) in Yuen Long and a HKHA site (Gammon as Contractor) in Hung Shui Kui. 9. Working Groups The Division currently has two active working groups which are Cavern and Tunnel Engineering and the Application of Innovative Technologies in Geotechnical Engineering. Based on voluntary input from the members and advice from local/international practitioners in the tunnelling industry, the Cavern and Tunnel Engineering Working Group prepared a draft report Ground Control for EPB TBM Tunnelling and will circulate the report to various parties and practitioners for comments soon. 10. Annual Dinner The 18 th Geotechnical Division Dinner was held on 23 March 2012 at the Hong Kong Conventional and Exhibition Centre. Guests from various universities, government departments and companies in the geotechnical engineering industry of Hong Kong gathered to share the cheerful evening. The enthusiastic attendance, with a total 320 participants in 27 tables, has made this annual event very successful. The dinner started with a welcome speech by the Chairman and was followed by a speech given by the Guest of Honour, Mrs Carrie LAM, Secretary for Development, the Government of Hong Kong Special Administration Region. Mrs LAM highlighted the achievement that geotechnical engineers have attained in the past three decades in reducing the landslide risk and the importance of geotechnical engineering in the delivery of quality and safe solutions on infrastructures, buildings and environment. Presentations of the AECOM Prizes for Best Student Awards, Best Final Year Geotechnical Project Awards and Fugro Prizes then followed to honour the winners outstanding performance.

11 11. Hong Kong Geotechnical Society The HKGES organised the following events during this session: 1. The 11 th China National Soil mechanics and Geotechnical Conference was held in Lanzhou on August Albert HO, as the President of the Hong Kong Geotechnical Society delivered a keynote speech on Sustainable Land Development in Hong Kong. 2. The 14 th Taiwan Geotechnical Conference (TGC) was held on August 2011 in Taoyuan, Taiwan. TGC is the largest event in Taiwan s Geotechnical field that was held biennially for the associated professionals to share their experiences and latest research achievements. This year the theme was set to focus on Disaster Prevention and Sustainability (). Albert HO, as the President of the Hong Kong Geotechnical Society, was invited to deliver a keynote speech in the title of The Urbanisation and Latest Geotechnical Advancement in Hong Kong (). Another keynote speech was given by CHAN Yun Cheung, Deputy Head of GEO, regarding the slope risk management system in Hong Kong. Five young engineers from Hong Kong were sponsored by the division and HKGES to attend the Conference. 3. The ISSMGE Council Meeting was held in Toronto, Canada on 2 October Ir Professor Charles NG and Ir Professor YIN Jianhua represented HKGES to attend the Council meeting. 4. On 7-8 December 2011, the 9 th Indonesian National Geotechnical Conference was held in Jarkata, Indonesia. Albert HO, as the President of HKGES was invited to deliver a keynote speech on his paper titled Slope Stabilisation Techniques - Hong Kong Experience. Another keynote speech from HKGES was given by Ir Professor Charles Ng on Saturated Soil Mechanics. 5. A one-day seminar on Applicability of Observational Approach in Geotechnical Works in Hong Kong organised by AGS, TC206 of ISSMGE, HKGES and HKIER-GD and was held on 4 February HKGES also supported the organisation of the 2 nd China National Forum on New Technology and Development on Deep Foundation held in Chongqing and Shanghai. HKGES delivered an invited presentation on A Special basement excavation and foundation design in these forums.
