2 EXECUTIVE SUMMARY Cairns Hockey has a commitment of over 10 years in supporting delivery of hockey into remote and indigenous communities as part of a recognized and successful partnership with Hockey Queensland RIHP (remote and indigenous hockey program). Today Cairns Hockey Indigenous Programs are developing new relationships with the RIHP Program at Hockey Queensland to recognize the changing landscape of indigenous hockey delivery in Queensland. Cairns Hockey has extended its ASPIRE TO BE PROGRAM funding through the Department Prime Minister and Cabinet a further 12 months and will continue to deliver across the identified regions untl31st Dec 2018 Hockey as always been a sport in Cairns that has a significant membership and following and across this 10 years of commitment to remote and indigenous hockey program delivery the Board Members and Senior Management supported and drove policies that supported Cairns Hockey being involved in practices and policies supporting social responsibility within the regions of Far North Queensland including Cape York and Torres Strait Islands. More recently the composition of the Board and Senior Management engaged members directly and encouraged the development and finalization of a strategic plan to guide the association from The vision is to be Australia s Leading Hockey Region by 2020 and one of the key pillars is the focus on integrating social responsibility policies and practices across the organization and work together to support inclusive practices and programs. The current ASPIRE TO BE Program is unique in part as it one of the few programs that has a specific focus on indigenous young women and girls and aligns the power of sport in this case hockey and the positive benefits it can bring in a program that has - Community support - Is managed to support the identified local and regional needs of the participants - Understands that sustaining strength comes from partnerships and networks not just the size of the funding pool - Involvement of key people who have a deep appreciation and understanding of remote and indigenous community program delivery and the unique issues which require flexible options towards successful outcomes - Understanding that Positive social changes do not happen overnight and patience and commitment for longer term must be built into any program at its inception. - In 2018 a community partnership with BDO Nth Qld has seen added support being provided to the Aspire Program and this is acknowledged by the naming BDO ASPIRE TO BE Cairns Hockey Indigenous Hockey Program. ASPIRE TO BE is funded by the Indigenous Advancement Strategy with outcomes aligning with building strong young women and girls in leadership roles that understand the importance of high school attendance, completion of education and either building opportunities towards further education and/or employment.
3 This program is delivering solid outcomes and is forming a strong platform to build supporting programs but it needs further assistance to advance its programs longer term. Funding is committed to December Cairns Hockey has access to a membership base of over 1400 people some of which have networks that can assist in work experience placements, networking and partner support. Moving forward through 2018, a key strategic focus area will be the empowerment of indigenous young women and girls and using hockey across all levels of (i) Understand the importance of these pathways Grade 5/6 programs (ii) Mentoring and Support programs through High School years (iii) Transitioning into further education and/or employment Using the disciplines found in sport and opportunities to be involved in pathways to reinforce this will see Tropicana Lodge open as a residential facility for indigenous young women and girls in Cairns and plans have been formulated around a sport academy within the residential facility that delivers netball and hockey opportunities as part of this journey. 5 BDO Aspire to be Deadly is the first of its kind programs in the region which focuses on reducing disadvantage for indigenous young women and girls through sporting programs. Hockey is a sport that indigenous young women and girls in far North Queensland enjoy and are good at it. Despite having programs for boys in football to broaden opportunities in education and employment, there is nothing similar for girls until BDO ASPIRE TO BE. Following our first full year of delivery with BDO on board, results are starting to show positive life choices for indigenous girls and the beginning of sustainable opportunities using sport of hockey to drive sustainable change and positive longer- term benefits 2018 Delivery includes Participation and Pathways Programs Mentor Programs Ambassador and Leadership Programs Education and Training Workshops Parent and Community Engagement High school attendance levels Respect and Responsibility Program Regional Competition Positive Life Choices identify how to best set up for further education and/or employment Specific Focus in targeting indigenous young women and girls but has broad based support to ensure the Programs can encompass community needs
