1 ABORIGINAL EMPLOYMENT STRATEGY Working Together

2 The Beginning Recommendations from the Royal Commission into Deaths in Custody lead to the establishment of LAEPC across NSW. Moree was one of these locations. Taking the initiative to try and address Moree s growing problems the Gwydir Valley Cotton Growers Association applied to the Federal Department of Employment for funds to help establish a strategy to increase Aboriginal employment in the local cotton industry, and thus began the MAES in early 1997.

9 Getting a town moving During the first twelve months progress was slow but by February 1998 there were 13 Aboriginal people in full time employment. In May 1998 a high profile launch of the AES was held. With politicians and the Sydney media in attendance there was a huge boost in publicity. People were beginning to see that jobs for the Aboriginal community were the answer.

10 Building on success Early in 1999 Ray Martin and a team from Current Affair visited Moree for three days. This had a huge impact on the community. For once there was a journalist in town doing a positive story. By the end of 2000 there were over 100 Aboriginal people in full time employment.

12 The work continues During the next 12 months the AES worked extensively on programs which built pride in the Aboriginal community. Projects like the Croc Festival, developing a code of conduct and even a premier of the film Rabbit Proof Fence built self esteem and respect

13 Branching out Following seven years of success in Moree the AES opened up in Tamworth in May The Tamworth Aboriginal and business communities have embraced the strategy and proven that the AES is a model that can work in different communities. In its first six months of operation the TAES registered 600 Aboriginal people looking for work with no pressure from Centrelink. 69 clients were placed into F/T or P/T. TAES Won the Best New Business Award at the Tamworth Chamber of Commerce and CGU Business Awards.

14 Recognition 2003 was a banner year for the AES not only was the Tamworth office opened but the strategy was national finalist in the Prime Minister Business Community Partnerships Awards. The work of the AES with the support of the Gwydir Valley Grower s Association took out the NSW section of the awards and just missed out on taking home the national prize.

15 Broadening Horizons Following the successes of 2003 the AES has embarked on another new office with the doors opening in Dubbo on March 8, With support from the business and Aboriginal communities along with the Dubbo City Council the Dubbo office has put over 100 people into employment in its first 6 months of operation.

19 Empowering our community Security concept The AES has noticed a far bigger unemployment problem in the Aboriginal male and his impact not just on the family and home environment but also on the community at large. Aboriginal security guards have a positive psychological impact on our male community members and thus making them feel really proud and important, they are in a position to deliver for the whole community (black and white). In Moree the AES holds the contract for securing the local Woolworths store, the only such contract in Australia. We are also starting a Street Beat program in Dubbo two security guards in the shopping precinct dispersing and talking to groups of kids during business hours. Our security guards closely link to the business of the AES and can have impact on kids. Our people will have a conversation, suggest kids visit the AES and encourage them to change their direction.

20 Banking on the future This year the AES opened the door to banks and get several Aboriginal students employed in school based traineeships. The SBT Program aims to build a workplace culture in our young Aboriginal kids whilst they are at school. Students have a clear understanding of the work environment and basic skills in their chosen pathway. School based traineeships increase Aboriginal student participation in education and improve HSC completion rates in Moree, Tamworth and Dubbo. 20 more new positions across NSW will be initiated this year.

21 Preparing for the future There is a stark need for the creation of indigenous enterprises in Moree, if employment opportunities are to be provided for young people and others who cannot find work. The incubator proposed would take a leadership role in developing business and create mini-enterprise opportunities for sub-contract indigenous businesses. It would focus on the arts and crafts industries, in particular fashion and wood carving, and it would produce and market product itself, working with indigenous sub-contractors and outworkers, as well as assist independent businesses and artists. It would incorporate a gallery and coffee shop, becoming a high profile cultural centre for local Aboriginal people and for tourists. It would work for business and employment outcomes and play an important role in developing positive attitudes, self esteem and resilience

22 Expansion Business partnerships are important to the AES. An office in Sydney is the next objective. (Sydney needs at least 5 offices) Regional offices across NSW with Wagga next in line. Build a footprint across NSW to make the company attractive to corporate Australia. The AES is interested in establishing offices outside of NSW.

23 The Psychological Game Plan It is about lifting the community, it is about creating the dance, it is about getting a community bouncy and building hope. Building self esteem and pride, taking a business approach with a main street shop front is important. People just want to be respected, including Aboriginal people. As self esteem and pride builds peer pressure starts working, people gain employment, kids will stay at school longer, crime will fall. It is about visiting business and building relationships, it is not all about jobs. It is about patience and building and loading people the right way to get the self empowerment process working. It is not about selling our people. The AES is about impacting positively on people and communities. It is about being noticed.
