1 FREMANTLE PORTS COMMUNITY NEWSLETTER MARCH 2013 Residents pleased with rail squeal solution Port Environmental Advisor Adam van der Beeke says train wheel squeal is an issue grappled with the world over, but we seem to have found a solution to the specific problem at Fremantle. A working group comprising representatives of Fremantle Ports, the Public Transport Authority and rail service providers worked closely with inner city community representatives for many months to address the noise. Scientific studies were carried out to understand the potential causes and to identify the most effective way of reducing the squeal at this particular location. We looked at wheel and track profiles, rolling stock maintenance and how the train was being driven through the section, Adam said. Once we had demonstrated these aspects were being actively managed and maintained, we designed a study to determine the optimum speed and lubrication settings that would further reduce the noise. This involved significant coordination and investment from the working group to set up a water-spray system and arrange for an empty control train to be run over three weekends to compare with loaded services during the week. The study determined that water spray was the most effective treatment for ameliorating the noise on both usual and control trains and this system now operates effectively. A letter sent to Fremantle Ports on behalf of the 38 residents at the two buildings closest to the bend expressed their thanks and satisfaction with the result of the working group s efforts. Sophie s artwork connects with judges After noticing that many young people walked around connected to their phones, unaware of what was around them, Sophie Wall decided to portray this situation. Her artwork Disconnected won the major prize at the Kwinana Industries Youth Art Awards on 13 March, and also won one of the three category prizes. Sophie was in Year 12 at last year when she did her artwork and is now studying history and archaeology at university but continuing to do art at home. More than 1000 artworks were considered by teachers at 11 secondary schools before 90 works were submitted to the judges. All 90 artworks are now on display at the Gary Holland Community Centre, in Rockingham, on weekdays until 27 March. See the back page for more photos. Purple up and win If you re going to the Fremantle Dockers game on Friday 12 April be sure to dress in purple because it s the Starlight Purple Haze Game, supported by Fremantle Ports. Everyone in purple will have the opportunity to register for the Purple Play-Off. The best dressed will be invited to centre field and the winner will receive a great prize. The Dockers are playing Essendon at Paterson s Stadium. Tin rattlers from Starlight Children s Foundation and Fremantle Ports will be seeking donations for Starlight before the bounce down at 6:40pm. Fremantle Ports CEO Chris Leatt-Hayter said Fremantle Ports was delighted to be supporting the Starlight Purple Haze Game for the eighth consecutive year to help raise funds for Starlight s work with seriously ill and hospitalised children in WA. 2 High level of interest in precinct planning Consultation for this area of Fremantle and the port has provided positive feedback Interest in planning for three precinct areas - the Commercial Precinct on Fremantle Ports Victoria Quay, the Public Transport Authority land around the Fremantle Train Station and the City of Fremantle s nearby Pioneer Park - has been high, according to Fremantle Ports Manager Fremantle Waterfront Development Franco Andreone. Extensive consultation principally hosted by Fremantle Ports took place late last year to provide wide-ranging input into the development of precinct plans. Franco said consultation had provided positive feedback from participants. The input of the many who participated has been valuable in looking at the priorities, opportunities and constraints from various perspectives. Franco said that as well as contributing to the vibrancy of the city and Victoria Quay, an important aim of the planning was to achieve improved linkages between the city and the Victoria Quay waterfront. Since the beginning of the year, the project team has been further developing the scenarios for each precinct and this work is now under rev i ew by t h e p ro j e c t p a r t n e r s ( Fre m a n t l e Po r t s, City of Fremantle and the PTA). In addition to providing analytical support to the project partners, urban design consultant CODA Studio is writing a comprehensive report for each of the precincts, supported by associated visuals that will outline parameters for development as well as provisions for incentives to promote best-practice design. Community open days to view the plans will be advertised soon. Any subsequent development proposals will be subject to the required statutory approvals and consultation processes. Mapping the harbour more accurately Largest Fremantle sculpture exhibition at Bathers Beach A sculpture exhibition at Bathers Beach, Fremantle and Kidogo Arthouse is currently featuring the work of about 60 established and emerging WA artists. The organisers, artist Tony Jones and Kidogo director Joanna Robertson, say the inaugural Sculpture@Bathers is Fremantle s largest ever exhibition of sculpture. Joanna said the project celebrated the unique character of WA sculpture at this moment in time. The home-grown nature of this exhibition identifies and showcases the studio works of a generation of sculptors, many of whose work has only recently come to prominence through the advent of public art. The representation of sculptors spans the generations and the coming together is motivated by a common purpose, goodwill and camaraderie. The exhibition, which is being supported by Fremantle Ports, Fremantle businesses, schools, students, residents and art patrons, closes on 1 st April. For more information, see The harbour bottom at Wongara Shoal near the Fremantle Railway Bridge A new 3D mapping system installed on Fremantle Ports response vessel has enabled harbour maintenance dredging to be done more simply and accurately. The combined 2D plotting system and 3D mapping system takes depth soundings and when it has enough information it builds a 3D topographical profile of the harbour floor, accurate to within 10 centimetres, Small Craft Master Tim Fitzhardinge said. With increments of 10cm you get really fine details of the depths of the berths in colour, which gives a very accurate image of the bottom, including the high and low spots. This helps us maintain the berth depths. page 2
3 Improvements Brighter E Shed Improvements to navigation buoys Fremantle Ports continues to trial and incorporate changes to the port s navigational aids to improve their efficiency, reliability and longevity. Calista G buoy, James Point Buoy and their associated mooring systems have recently been replaced as part of the three-year buoy and mooring change-out program and some improvements have been incorporated into their construction. The electronics are also new and provide intelligent monitoring of battery volts, solar power, light condition and status. New look for an old servant lasted in the Antarctic for about 70 years, so this one will operate for a good few more years after it s been tidied up. On yer bike Fremantle Ports has installed new bike racks near the front door of the administration building on Victoria Quay and on kerbing on the wharf side of the building. They complement well-used bike racks near the B Shed ferry terminal and provide lock-up places for port visitors, such as well-known cyclist Fremantle Mayor Brad Pettitt. An electrician prepares to install one of the new LED lights The lights at E Shed Markets are now brighter and cheaper to run due to LED lighting being introduced throughout the port. With the LED lights having a longer operational life, lower maintenance requirements and saving on energy costs, it s an environmental win as well as an economic benefit. LED lighting has now been installed at B Shed café, Victoria Quay car park, Slip Street, Fleet Street, Peter Hughes Drive, around and in Fremantle Ports administration building, around the workshop sheds and most visibly on the signal tower mast. Safety focus in electrical upgrade Fremantle Ports has installed advanced automatic electrical switching gear on North Quay to improve safety and customer service. The new sub-station is part of a $12 million project to upgrade North Quay s high-voltage network. It improves the security of supply to North Quay customers and computer-controlled switching operations have replaced the need for on-site switching, removing the risk of injury. As well, the amount of power being drawn at any time can be monitored from Fremantle Ports administration building. The anemometer that has whirled on top of Fremantle Ports administration building ever since it was constructed in 1964 has been taken down for a clean and refurbishment. These anemometers are really well built, Hydrographic Assistant Jay Illingworth (above) said. One has Tanvi Haria appointed to executive team Tanvi Haria Tanvi Haria has recently been appointed to Fremantle Ports Executive Team in the position of Chief Finance Officer/ General Manager Commercial and Corporate Services and Secretary to the Board. She joins three other General Managers who report to the CEO. The appointment follows the retirement of Alec Meyer, who had been the General Manager Commercial Operations since Tanvi has more than 25 years of broad business and commercial experience in strategic and corporate governance and financial management gained in a variety of industries. She joined Fremantle Ports in 1998 and was Manager Finance for more than 12 years. 4 76377 acorndesign.com.au r e p o r t s Carbon-neutral fleet Since 2004 all of the greenhouse gas emissions associated with Fremantle Ports fleet vehicle fuel consumption have been sequestered (removed) through native tree planting projects. Fremantle Ports has contributed to establishing 2527 native trees and shrubs, resulting in 3444 tonnes of carbon dioxide sequestered by forest sinks. Tree-planting credits are purchased annually from Carbon Neutral, which identifies and manages reforestation projects in WA. Planting sites, which are protected legally for 100 years to secure about six tonnes of carbon per tree or shrub, are selected to address soil erosion, help combat salinity, provide wind breaks, improve biodiversity and provide habitat for native animals. David Ewing fixes a Carbon Neutral sticker to a fleet vehicle Dolphin numbers recovering but vulnerable to fishing line Fingers distinctive dorsal fin Researchers from Murdoch University have discovered that the resident population of Swan River dolphins has recovered from the events of 2009 when six river dolphins died. Over 248 hours of survey time, Murdoch researchers identified 36 individual dolphins, including nine mother-and-calf pairs, using the river system in A core group of 20 dolphins frequents the river year-round, while another 16 dolphins make occasional visits, said Dr Hugh Finn, from the School of Veterinary and Life Sciences, Murdoch University. Sixteen adults and four calves are resident in the river-park for most of the year, although they also range in coastal areas. Another five adults and two calves made repeated visits to the river and the remaining six adults and three calves were occasional visitors. e n t r o n m i v e n The first case of a known third-generation river dolphin was also documented, by Murdoch researcher Delphine Chabanne. Resident dolphin Moon, who was first recorded with her mother Socket in 2001, now has her own calf, Night, aged about three years. However, dolphins are still vulnerable to fishing line discarded in the river and sea. In February, researchers reported a Cockburn Sound male dolphin known as Fingers with fishing line tangled around his tail flukes. Fingers occasionally ranges into the river and the Fremantle Inner Harbour. You can report this dolphin or any other dolphin needing help to the DEC Wildcare Helpline on or dolphin rese archers on (Delphine) or (Hugh). Fremantle Ports is providing significant sponsorship for the Coastal and Estuarine Dolphin Project, a collaborative research initiative of Murdoch and Curtin universities. In addition, port employees have been recording dolphin sightings on an online register since Information from this register is regularly provided to the universities. Register dolphin sightings: Dolphin Sightings page at Dolphin report: dolphinhealth Rous Head project pursuing sustainability rating Fremantle Ports has registered a Rous Head project to pursue an infrastructure sustainability (IS) rating through the Infrastructure Sustainability Council of Australia. The IS rating framework was developed through industry engagement and is currently being used on a number of infrastructure projects Australia-wide to deliver sustainable project outcomes. Like the Green Star rating system for buildings, the IS system rates infrastructure projects. The Rous Head project, which involves developing roads and other services on reclaimed land, is one of only three WA projects registered. In January, Fremantle Ports awarded a $13m contract to local civil and mining contractor Brierty Ltd to construct roads and install services on the site. The works include construction of a number of roads, including a public access road and cycle path along the new seawall, and construction of a truck marshalling area adjacent to a new Caltex truck stop. The work is expected to be completed at the end of July this year. The 27 hectares of Rous Head Industrial Park Shared bike / pedestrian path Rous Head Cargo Services QUBE Logistics Toll Transport Truck Marshalling Area Road for light vehicles to North Mole Future rail terminal extension Port Beach Rd land, reclaimed during the most recent Inner Harbour deepening, will be used for port-related purposes. As well as the truck marshalling area, there will be container storage, quarantine service facilities and logistics operations. The additional land provides an opportunity to create safer and more efficient traffic flow in the Rous Head area. The development will improve freight-handling efficiency, reduce truck congestion and improve road safety for trucks and light vehicles. An expression of interest process was undertaken for leasing and development of the new land. W S Caltex Truck Stop ACFS Tyne E N Indian Ocean The all-hours Caltex truck stop, located adjacent to the marshalling area, will incorporate light and heavy vehicle refuelling, a convenience store, dine-in and takeaway facilities and driver amenities. The public will be able to refuel in a separate area for passenger vehicles and use the 80-seat dining area, 24-hour café and convenience store. A landscaped viewing area for the public is planned for an area adjacent to Port Beach. The trainees, aged from 14-25, came from across the State. Leeuwin Ocean Adventure Foundation s Doug O Halloran said participants began the voyage with little or no sailing experience but learnt to sail the ship, eventually electing their own captain, first mate and watch leaders to take control of the ship for the final two days of sailing. We hope we have inspired them to engage to a greater extent in their education and local communities, and that we have encouraged them to look into a career in the maritime industry, he said. The ship s home is B Berth on Victoria Quay. Parmelia s new engines use less fuel Cruise passengers and crew are already responding enthusiastically to free wi-fi in the Fremantle Passenger Terminal when ships are in port. The captain of MS Amsterdam, which visited Fremantle in February, said his guests and crew had loved it, and he praised the port for their vision. Fremantle Ports, with support from Tourism WA, installed the wireless connection for cruise ship passengers and the visiting public at Fremantle Passenger Terminal. The complimentary internet connection helps passengers plan their day in WA as well as enabling them to check their s and social media while off the cruise vessel. Passengers are also making the most of their Fremantle visit by downloading Tourism WA s free app. This year, 22 cruise ship visits are scheduled for Fremantle Port, with 62,000 passenger visits expected in 2013 compared with 56,500 last year. The big gest ships to visit in 2013 are Voyager of the Seas (with up to 3800 passengers) on 9 March and Queen Mary 2 (with up to 2620 passengers) on 26 March. Maiden visits for 2013 include Celebrity Solstice in February and Costa NeoRomantica on 13 December. According to an economic assessment study undertaken for peak industry association Cruise Down Under and Tourism Australia, the 40 cruise ship visit days in Fremantle in the financial year generated 82,988 passenger days in port and 19,629 crew days in port. This resulted in a total direct expenditure i n t h e Pe r t h / F r e m a n t l e m e t r o p o l i t a n a r e a o f $91.5 million (comprising $27.4m by passengers, $4.4m by crew, $53.9m by the cruise operators and $5.8m by corporate operators). The direct economic impact of the cruise shipping industry includes the output, jobs, income and value added created by operator expenditure, crew and passenger expenditure while in port, plus pre- and post-cruise expenditure. On top of this, there is also the direct employment of Australians on cruise ships, primarily those based in Australia. FP Parmelia Fremantle Ports pilot boat FP Parmelia recently had new, more efficient engines installed and had a facelift. The twin replacement engines develop 551KW of power, similar to the old engines, but are smaller and use less fuel. Parmelia was fitted with new fendering, a new generator set and a new radio. It has been repainted and underwent a hull and shaft survey. Pilot boat Paddy Troy was also repainted recently. Pilot boats are internationally painted orange. Pilotage is compulsory in the Port of Fremantle for all ships over 150 gross registered tons with the exception of coastal and interstate ships. A marine pilot is responsible for bringing the ship safely to its nominated berth. The company Fremantle Pilots provides pilots and Fremantle Ports provides pilot boats and masters. Like the port, the pilotage service operates 24 hours a day, seven days a week. Celebrity Solstice berthing on its maiden visit in February page 5
6 Education report Big turnout celebrates young creatives About 340 students, teachers, parents, industry and local mayors filled Rockingham s Gary Holland Community Centre on 13 March for the annual Kwinana Industries Youth Art Awards presentation ceremony. The awards celebrated the creativity of 14 0 t ale nted fin alist s from 11 schools. Their 90 artworks included paintings, sculpture, ceramics, photography, film, woodwork, and fashion and textiles. Participating schools were Gilmore College, Hamilton Senior High School, Kolbe Catholic College, Living Waters Lutheran College, Peter Carnley Anglican Community School, Rockingham Senior High School, Safety Bay Senior High School, Seton Catholic College, South Coast Baptist College, and Warnbro Community High School. The judging panel comprised Professor John Teschendorff (chair), School of Art and Design, Curtin University and Naidina Avery, Principal Consultant - Examinations at the WA School Curriculum and Standards Authority. The exhibition of all 90 artworks is open at the Gary Holland Community Centre on weekdays until 27 March. Fremantle Ports and Kwinana Industries Council once again sponsored and coordinated this year s awards program which also had continuing strong support from the City of Rockingham and Sound Telegraph. It s pleasing to see this event growing in stature year by year, with the high standard of work reflecting well on the participating students, their art teachers and the schools, said Fremantle Ports Manager External Affairs, Ainslie de Vos. With the keen interest and involvement of local high schools, local councils, industry, and also the Rockingham Watercolour Society, these awards have become a significant event on the region s cultural calendar.
