WELCOME, APOLOGIES AND INVITATION FOR AGENDA ITEMS Dr Simon Avenell welcomed those present and reported: Welcome to guests Des Snook, Main Roads WA, and Todd Vains, Chad Bishop and Paula Joyce, Rosslyn Hill/Enirgi Metal Group Pty Ltd (formerly Magellan Metals) Extra 2 agenda items from Ron Davidson: noise research results (see 9. General Business) and re-assessment of CY O Connor building, on Victoria Quay (see 5. Commercial Precinct Update). Action from September meeting: Questions for Main Roads WA about heavy vehicle traffic in and around the port. (See 4. Road Freight Discussion) 2. MINUTES AND ACTIONS FROM PREVIOUS MEETING Minutes of the previous meeting held on 27 November 2012 had been circulated and were accepted. 3. ROSSLYN HILL (MAGELLAN) UPDATE Information provided by Todd Vains, Rosslyn Hill/Enirgi Metal Group Pty Ltd (formerly Magellan Metals): The company: Rosslyn Hill Mining, near Wiluna, operates at the former Magellan Metals mine site. Magellan is owned by Ivernia but Ivernia has engaged Enirgi Metal Group to manage the Rosslyn Hill operations. Operations: Rosslyn Hill Mining operates an open-cut lead carbonate mine and concentrating facility located 30 kms from Wiluna. Lead carbonate concentrate produced from the mine is exported to customers in China and other countries. Product: Lead carbonate concentrate from the mine typically contains about 63% lead; nearly 85% of lead products are recycled; 95% of lead used in batteries is recycled. Leadacid batteries account for about 80 per cent of global lead production and are used to start virtually every car, hybrid vehicle and electric bike. Lead acid batteries are also a vital part of renewable power generation and provide uninterruptable power supplies (UPS) for industry, homes and emergency services. Transport: The product is put in double-lined bulka bags in sea containers; about 2 tonnes per bag (sea containers capable of carrying 26 tonnes). Containers travel by road train to Leonora, then by rail from Leonora to Fremantle. Containers are washed at the mine site. Improvements include installing hard stands at the mine site and Leonora station so that dust is not collected on the outside of the containers. Monitoring and reporting: Rainwater (6 monthly), soil (251 points annually), static dust (monthly), drainage sump (6 monthly), high volume air (1 x 24 hour period every six days, plus extra 24 hour period within six days of loading containers), benthic sediment (6 monthly), shipping containers (1% of containers in every 3-month period have dust monitors installed). Community engagement: Rosslyn Hill will keep local communities informed about its activities via: Wiluna Regional Partnership Agreement (RPA) Engaging with communities along the transport route Reporting to the Fremantle Ports Inner Harbour Community Liaison Group Website and newsletter updates Wiluna community partnerships: $30K / year for Murlipirrmarra Connection initiative enabling more meaningful participation in Wiluna community through education 2

3 Employment project with ISS (camp managers) training for 10 local Indigenous people and employment opportunities within camp. Questions related to: - who employs the independent inspectors (Rosslyn Hill Mining pays for the inspections but the inspectors act independently as approved by the Office of the EPA and all reports are sent to the OEPA - what exceedences have there been? o o only one result above the baseline related to Magellan product which was found to be from 2005 transport activities at the Leonora rail loading area mud on the outside of a container following very heavy rain at the mine-site resulted in the operation being placed in care and maintenance in April ROAD FREIGHT DISCUSSION Update provided by Des Snook, Main Roads WA: There are two types of trucks: as of right and restricted access vehicles (trucks longer than a semi-trailer). Those longer than a semi-trailer must get a permit from MRWA. Restricted access vehicles can travel on Leach Hwy, Stock Rd and Tydeman Rd but not Hampton Rd. As of right vehicles can be those that carry two standard containers or one double container. They are not road trains, as road trains are longer than 27.5m. The trucks travelling on Hampton Rd would be as of right vehicles. Highways and main roads are State roads and under the jurisdiction of MRWA; local roads are under the jurisdiction of local government. Questions (and responses): What could be done about trucks travelling on Hampton Road, as they should be using Stock Road? (They would be as of right vehicles.) What about double articulated trucks turning into Alfred Rd, North Fremantle? (They are as of right vehicles.) There is increased truck traffic on East St. (They would be as of right vehicles; permit vehicles can t use East St.) How often do permit vehicles go on roads they shouldn t? (They get fined; companies can be prosecuted through the Compliance and Enforcement Legislation if trucks serially offend and the owner may be removed from the industry for several years.) Trucks driving side by side? (They are allowed to travel side by side.) Blockages on Stirling Bridge? (Permit vehicles can travel there.) Does MRWA have capacity to restrict truck travel after hours? (This has been done in regional areas and with trucks driving past some schools during pick-up and drop-off times, but is not done often.) Council surveys show increasing traffic; only a matter of time before there is an accident at corner South St/Hampton Rd. Residents with properties backing Stirling Hwy in East Fremantle are having to contribute $9,000 each for a sound wall. Would MRWA pay for this? (Generally, MRWA doesn t pay for retro-fitting.) 5. COMMERCIAL PRECINCT UPDATE Update provided by Franco Andreone: Recommendations of the Victoria Quay Waterfront Working Group were: - collaborative planning with regard to key city precincts 3

4 - establishment of Fremantle Union & VQ Reference Group - outlining Fremantle Ports key imperatives - other agencies (PTA) & (COF) to provide imperatives - progress the preparation of Precinct Plans. Precinct plans are being developed with the assistance of CODA Studio, in consultation with stakeholders, for the Commercial Precinct on Fremantle Ports Victoria Quay, the Public Transport Authority land around the Fremantle Train Station and the City of Fremantle s nearby Pioneer Park. Methodology: Prepare enabling precinct plans for each area; Visioning and Design Workshop & Forum held to identify stakeholder views and aspirations; Precinct Plans will assist each authority to develop their respective sites; outcome of Design Workshop was the formulation of three design scenarios. Franco provided an overview of these scenarios using diagrams. Key issues still under investigation: Discussions with the Public Transport Authority to resolve the entry/exit points into the bus terminal; impact of height/bulk/scale view corridors; numbers of car parking bays TOD (transit-oriented development) versus standard development. Questions related to the CY O Connor Amenities Building (Response: The State Heritage Office has informed Fremantle Ports that new research has shown the building has a higher level of cultural significance than that previously ascribed); whether the linkages to the Fremantle Passenger Terminal were being considered (yes) and was the amount of commercial development being considered in relation to the Kings Square development. (Yes, Pracsys was looking at the economic modelling for both areas.) 6. ROUS HEAD UPDATE Information provided by Gino Valenti: Key tenancies for the 27h of reclaimed land at Rous Head after EOI process: Joint Venture Container Cargo Services and Stevenson Logistics: Logistics transport, staging of full containers over night and short term; bonded Customs facility; quarantine warehousing and wash facilities for containers and imported machinery. Toll Logistics: Logistics staging of full containers over night and short term, weigh facility; empty container park - hire and de-hire of empty containers specific to customer group. Qube Logistics: Logistics 10% of operation; empty container park 90% of operation. Tzaneros Investments Pty Ltd: empty container park primary component of operation; logistics transport and cross docking. Truck Stop/Roadhouse Caltex Truck Marshalling Area Fremantle Ports Current works: Civil contractors (Brierty) commenced works late Jan 2013; currently constructing roads and installing services (water, gas, communications, sewer and drainage); light vehicle access road along North Mole; Caltex Truck Stop and Truck Marshalling Area under construction landscaping - more than 40,000 plants to be planted during winter months. Action: At next meeting, provide a briefing on containers on rail. 7. LOSS MANAGEMENT REPORT Communication of significant incidents, complaints and improvements relating to Inner Harbour operations, and that may be of interest to Community Liaison Group members. Information provided by Gino Valenti for the period December February 2013: 4

5 21/2/13: A small coastal vessel encountered engine difficulties while departing Inner Harbour Berth 11 in the early morning. This resulted in loss of steering and subsequent grounding on North Mole. Use of tug and ship s anchors enabled speed to be reduced to 1.6 knots prior to grounding. Response: Ship was moved to anchorage with tug assistance. Following engine repairs and Class Surveyor inspections, Australian Maritime Safety Authority (AMSA) granted approval for ship to sail in the afternoon. 28/2/13: Local resident phoned to complain about thick black smoke emitted around 3am from a container ship at North Quay. Response: Port Operations employees had observed the event and instructed the Master of the vessel to cease the discharge, however, there was a delay in complying with this direction. A formal explanation was sought from the Master and provided, stating that the discharge was the result of an equipment failure on the vessel which caused fuel oil to leak into the auxiliary burner s furnace. The fuel supply was isolated as soon as the incident was discovered, however, the smoke emission could not be stopped until the burning fuel oil was extinguished. 2/1/13, 2 & 22/2/13: Three complaints received regarding trucks, typically car carriers, turning left from Victoria Quay Gate 3 into Beach Street and then right into East Street to connect to Canning Hwy. A further two complaints were received regarding a container truck turning right from Canning Highway into East Street travelling south towards Marmion St. Response: Main Roads WA has undertaken considerable intersection modifications at the exit to Gate 3 in order to prevent this movement. Light vehicles and small trucks are still able to turn left on exit and it is necessary to allow such access/egress, particularly if required in an emergency. Recent video footage has identified that some light trucks loaded with a few cars are still using the nonpreferred route. 24 & 25/1/13: Complaint from fisherman in relation to dust levels at Rous Head. Enquiry also forwarded by City of Fremantle from North Fremantle resident in relation to source of dust in the area. Response: Environment Manager visited the Rous Head reclamation site. Found the grader was generating dust which was blowing over the beach. Thought source of the dust impacting North Fremantle residences may be coming from roadworks on Port Beach Road, north of Tydeman Road. Rous Head site works contractor requested to use water trucks to control dust in a more effective manner; resulting in installation of an overhead tank to increase fill efficiency. Manager External Affairs contacted fisherman and City of Fremantle to explain situation. 8. COMMUNITY CONTRIBUTION Information provided by Ainslie de Vos: Information about strong interest in Precinct Planning consultation, new bike racks installed around the Fremantle Ports administration building, new Victoria Quay banners, and support for the Duyfken returning, Fremantle Street Arts Festival, April 2013 School Holiday Activity Circus Workshop for children and face painting, events in B Shed (vintage fair and East Fremantle Primary School art exhibition), Chinese New Year at E Shed Markets, Fremantle Chamber Orchestra, and bikes donated to HeartKids. 9. GENERAL BUSINESS A question was asked about rail squeal noise near the Roundhouse. Response: A working group comprising representatives of Fremantle Ports, the Public Transport Authority and rail service providers worked closely with inner city community representatives for many months to address the noise. Scientific studies were carried out to understand the potential causes and to identify the most effective way of reducing the squeal at this particular location. The studies determined that water spray was the most effective treatment for ameliorating the noise and this system now operates effectively. Sian Martin (East Fremantle) reported that she heard rail squeal every Monday evening at 1am from the train travelling over the Fremantle Rail Bridge. FICRA representative Graham Morgan said the water treatment on the bend near the Roundhouse was working. 5
