5 Darwin International Airport Darwin International Airport Pty Ltd (DIA) has a 50 year lease plus 49 year option over the Darwin International Airport from the Commonwealth of Australia under the Airports Act DIA is also a joint-user airport under the Airports Act 1996 and a joint-user deed with the Department of Defence governs the co-located operation of DIA and Royal Australian Air Force (RAAF) Base Darwin. The airport is a key commercial, personal travel, essential services and military transport facility for northern Australia. In addition to this, DIA plays a vital role in sustaining remote communities across northern Australia through the utilisation of the large general aviation capability at the airport. Airport activities at DIA currently support 1800 workers (1500 full-time equivalents), which is 1.3% of the Territory s workforce. Commercial and aviation activities at DIA contribute $270 million a year to Gross State Product (GSP), which is 1.2% of the Northern Territory s GSP. Location DIA is located around 13 kilometres by road northeast of the Darwin Central Business District, on a 311 hectare leased site plus the 215 hectare joint-user (civil plus military use) area. DIA is a curfew free gateway to the Northern Territory, providing international, domestic and general aviation services. ` 2017 CCG REPORT Web Report 1
6 DIA is ideally located as part of the regional transport system as it is approximately halfway between major Australian cities and South East Asian capitals. Airport Ownership Darwin International Airport is ultimately owned by Airport Development Group Pty Ltd (ADG) who also own Alice Springs Airport and Tennant Creek Airport. ADG is proudly 100% Australian owned by IFM Investors (77.4%) and Palisade Investment Partners Limited (22.6%). 7 CCG Background Context It is Commonwealth Government Policy that privatised airports subject to the Airports Act 1996 have a Community Aviation Consultation Group. This is outlined in the Aviation White Paper published in December The Guidelines issued by the Department for Infrastructure and Transport (February 2011) highlight that the purpose of a Community Aviation Consultation Group is: to enable airport operators, residents affected by airport operations, local authorities, airport users, and other interested parties to exchange information on issues relating to the airport operations and their impacts; to allow concerns to be raised and taken into account by the airport operator, with a genuine desire to resolve issues that may emerge; and to complement and support the consultative requirements already established for Master Plans, Airport Environment Strategies and Major Development Plans. The Guidelines also outline that the Consultation Group is just one avenue through which concerns can be raised and does not replace other forums and complaints handling mechanisms established by the airport operator or other authorities (such as the handling of aircraft noise complaints by Airservices Australia). The Group is not an arbitration or decision making body. Darwin is a joint-user airport with both civil and military aircraft operations. A joint-user deed governs planning and operation of the co-located RAAF Base Darwin and Darwin International Airport aviation activities. The Department of Defence is hence integral to the functioning of the Community Consultation Group. Consultation Group Role The overall role of the Darwin International Airport (DIA) Community Consultation Group is to consult on community issues arising from Airport operations and developments. Specifically, the work of the Consultation Group will include: existing and proposed airport development and operations; steps being taken to implement or develop the airport s Master Plan; noise (including aircraft noise) and environmental issues; ground transport and access issues; improvements or changes to airport facilities; relevant activities from the RAAF/Department of Defence, Airservices Australia and Civil Aviation Safety Authority where such activities may change or affect airport operations that in turn, would also be of community interest; and the contribution of the Airport to the local, regional and national economy. ` 2017 CCG REPORT Web Report 3
8 The Community Consultation Group is not there to resolve airport or aircraft related complaints or resolve aviation related commercial disputes. Membership The following membership reflects the Consultation Group role: Independent Chair Department of Defence/RAAF Environment/Landcare Group Aviation industry/airport business representatives (2 positions) Tourism sector Business community (eg Chamber of Commerce) General community member x 2 Darwin International Airport CEO The Department of Infrastructure and Regional Development, Airservices Australia and Civil Aviation Safety Authority will participate in Community Consultation Group meetings as required. The Independent Chair is appointed for 3 years. Members are appointed for 2 years. Operating Model The following principles/practices shall govern the internal workings of the Consultation Group: positions taken by the Group are arrived at by consensus. However, that does not mean every member must agree in order for the Group to arrive at a position. Any member who wants their view recorded on a Group position is entitled to do so; the Group will function in a collegiate atmosphere under the guidance of the Independent Chair; and Group confidentiality and external solidarity will be respected in order to be conducive to the free flow of information and frank exchange of views. Role of All Members All members are expected to: actively participate in the business of the Group including being well prepared for meetings; maintain external solidarity as far as possible; be forthright yet courteous in expressing their views; play a positive role in the working of the Group; and contribute their personal expertise to Group business CCG REPORT Web Report
9 Role of the Independent Chair The role of Independent Chair, in addition to the expectations of all members, is to: provide leadership to the Group, including providing guidance to members as required; chair meetings and settle agendas; communicate externally and with the media on Consultation Group matters, including speaking publically; undertake stakeholder liaison on behalf of the Group between meetings as required; be a point of reference for the Airport between Group meetings; settle the Summary Record of each meeting; appoint members in consultation with the Airport; and terminate a member whose conduct is disruptive to the effective working of the Group. Secretariat DIA will provide the Community Consultation Group secretariat plus administrative and technical support to the Independent Chair. Meeting Frequency The Community Consultation Group will normally meet 3 times per year. Record of Meetings A Summary Record and Web Report of each meeting will be endorsed by the Independent Chair and CCG Members, with the Web Report published on the Darwin International Airport website. Annual Report DIA produces an Annual Report (this report) of Community Consultation Group activities for the year ending 30 June each year which is provided to the to the Federal Department of Infrastructure and Regional Development. Planning Coordination Forum (PCF) In addition to the CCG meetings, Northern Territory Airports facilitates a Planning Coordination Forum (PCF), held three times per year. PCFs are a mechanism to foster high level strategic discussions between the airport, and Commonwealth, state/territory and local government representatives to improve the coordination of planning for the airport site and surrounding areas. The Government requires all major capital city leased airports to establish and maintain a Planning Coordination Forum (PCF). Other airports are encouraged to adopt this model as well. As the majority of planning resources of both the Northern Territory Government and Northern Territory Airports are located in Darwin, it is sensible for one Planning Coordination Forum to cover both Darwin International Airport and Alice Springs Airport. ` 2017 CCG REPORT Web Report 5
10 As Darwin is a joint-user airport with both civil and military aircraft operations, the Department of Defence and RAAF are hence integral to the functioning of the Planning Coordination Forum. The role and function of the Northern Territory Airports Planning Coordination Forum is to provide a mechanism for information exchange, discussion and resolution of issues relating to all aspects of aviation and non-aviation activity and developments. Specifically, the work of the Planning Coordination Forum includes: planning and development issues, including local planning integration; development and implementation of airport Master Plans; road access issues including ground transport and public transport services; environmental impacts from airport operations; the role of the airports as a major consumer and employment centre in the urban and regional planning context, as well as the wider economic role of the airports as transport centres; measures to address the impacts of airport operations, including aircraft noise; land use planning issues in the vicinity of the airport, including planning measures to safeguard airport operations, amenity of neighbouring properties, and future development on- and off-airport; and government regulatory and policy issues. 14 Stakeholder Engagement Darwin International Airport remains committed to genuine consultation and engagement with stakeholders. DIA s overarching objective is to foster community engagement, however it is also about engaging with the community at a broader, grass roots level and show commitment to industry, social welfare, sporting endeavour and participation. Industry & Business Engagement Northern Territory Economic Summits The recent Northern Territory Economic Summits are bringing together NT business, industry groups, Indigenous representative groups, the non-government sector, unions and the public sector to provide input to government on ways forward for the NT economy. In March 2017, Ian Kew participated in summits held in both Darwin and Alice Springs, including involvement in the facilitation of workshops to share issues and ideas. Darwin Airport Central Launch In October 2016, DIA relaunched its business park as Darwin Airport Central. Attorney General Natasha Fyles joined business leaders and other Darwin identities in celebrating the opening of the precinct, the first of its kind in Darwin bringing a new era of entertainment, retail and commercial opportunity to the Top End. Business at Sunset DIA teamed up with the NT Chamber of Commerce in early 2017 to host a Business at Sunset networking event in the airport s new Catalina Lounge. The event gave DIA the opportunity to engage with the wider NT business community, and showcase the airport s latest projects and offerings, including Darwin Airport Central and the new Wirraway Business Centre CCG REPORT Web Report
15 Environmental Initiatives Working collaboratively on environmental conservation with key community stakeholders remains a priority for DIA. Key initiatives include engaging staff in tree planting events, and initiatives including Switch off and Save, Ride to Work Day and Clean Up Australia Day. PFAS Interagency Working Group In 2016, DIA became a member of the newly formed PFAS Interagency Working Group. The group is comprised of the following Agencies: NT Environment Protection Authority NT Department of Health NT Department of Business (NT WorkSafe) NT Department of Primary Industry and Fisheries NT Department of Mines and Energy NT Department of Land Resource Management NT Police, Fire and Emergency Services Northern Territory Airports Pty Ltd (Darwin International Airport) Commonwealth Department of Infrastructure and Regional Development Airservices Australia Department of Defence (SADFO RAAF Base Darwin) The role of the group is to develop and implement a strategy that will be used to identify and investigate locations where PFASs have been historically used in the NT; determine the level of contamination of the environment from historical usage; determine any current storage of products containing PFASs; and to take further appropriate action to minimise environmental and human health exposure risks. DIA continues to be an active member within the group. Rapid Creek Water Advisory Committee 2016 also saw the establishment of the Rapid Creek Water Advisory Committee (RCWAC) to ensure a consultative approach to water management and planning of the creek. The RCWAC fills the void created when the previous Rapid Creek Catchment Advisory Committee was disbanded in DIA forms part of the RCWAC along with representatives from Rapid Creek Landcare Group, Charles Darwin University, Department of Defence, City of Darwin, Larrakia Nation, Parks and Wildlife, Aquatic Health Unit, Department of Environment and Natural Resources. The RCWAC provides advice to the Controller of Water Resources on water quality and water resource management issues affecting Rapid Creek and its catchment. They will also contribute to the development of a Water Management Plan and contribute to monitoring and annual assessment against the plan. ` 2017 CCG REPORT Web Report 11
16 Toad Bust In early 2017, DIA held a Toad Bust event with community group Conservation Volunteers Australia (CVA). Over 2.5 hours the group captured around 30 large adult cane toads (5kg of toads!) that CVA then removed from site. The relatively low numbers of adult toads caught during the event was positive news for the Rapid Creek catchment. In comparison, over 300 toads had been caught at East Point and Jingili Water Gardens in previous nights. Corporate Giving DIA s Corporate Giving Committee DIA is a regular and enthusiastic supporter of individuals, charities and not-for-profit groups in the Territory. The airport s Corporate Giving Committee, comprised of volunteer staff members from DIA, distributes funds dedicated to supporting our community, in a variety of areas including youth, health, education, arts, sport and disadvantaged. DIA 2016 Annual Charity Golf Day In 2016, Darwin Airport with the help of our generous stakeholders raised $40,000 in support of Variety NT - the Children's Charity, an organisation that aims to empower children living with illness, disability, disadvantage or special needs - to live, laugh and learn. The funds raised helped Variety NT fund much-needed modifications for buses used to transport school children in two Top End communities CCG REPORT Web Report
17 Community Engagement Media Publications Throughout the past year, DIA has undertaken a range of media engagement, including radio interviews, television, newspaper and magazine articles. Topics have included the 2017 Master Plan and Airport Environment Strategy, ongoing environmental management of Rapid Creek, the proposed Dan Murphy s development, airline schedules and aviation development. 25 th Anniversary of Terminal & Book Launch On 29 November 2016, DIA celebrated two milestones with the launch of a new history book and the 25th anniversary of the airport s terminal opening. The World Flies In and Darwin takes off! was written by two local historians, Peter and Sheila Forrest, and was published to commemorate the airport terminal s 25th year. To celebrate the two milestones, a unique story telling event was held in the airport s new Catalina Lounge in conjunction with Story Projects presenter of SPUN with guest speakers Kath Meyering and Austin Asche who both played a significant role in Darwin s unique and vibrant aviation history. Territory Taste Festival Catalina Lounge DIA sponsored the VIP area of the 2017 Territory Taste Festival, giving a taste of the airport s new Catalina Lounge. The festival was a great way to connect with the local community while promoting the airport and its recent developments, including Darwin Airport Central, the Catalina Lounge, the release of the 2017 Master Plan and Environment Strategy, and the new Wirraway Business Centre. ` 2017 CCG REPORT Web Report 13
18 Short Films Rapid Creek & Solar Farm Community Health To mark the beginning of a short film project spanning two years, NT Airports has worked with a local filmmaker to create two short films about environmental stewardship. The first is about NT Airports commitment to solar power across all three of its airports (Darwin, Alice Springs and Tennant Creek), and the second focuses on the conservation of Rapid Creek, one of Darwin s largest and most significant urban waterways of which part traverses the lease boundary of DIA. These first two short films have been published to the Darwin International Airport website, and also screen in the airport terminal. The films aim to educate and inform the community on a range of topics, with further films currently under development on aviation history, sponsorship and customer experience. DIA was a proud sponsor of a Q&A event for Rheumatic Heart Disease (RHD), held on Thursday 20 October 2016 at NT Parliament House. The event focused on issues surrounding RHD including its causes and how to prevent the disease. Sadly, Indigenous Territorians are 8 times more likely to be hospitalised and 20 times more likely to die from RHD than other Australians. Far too few people are aware of the entirely preventable disease, which also effects children. Aircraft Noise Consultation Evening In September 2016, DIA assisted Department of Defence in hosting a consultation evening about the Draft 2042 ANEF and other noise metrics for DIA / RAAF Base Darwin. Approximately 15 members of the public attended the consultation evening, with discussion around both military and civil aircraft noise aspects CCG REPORT Web Report
19 2017 Preliminary Draft Master Plan & Airport Environment Strategy As part of the public consultation process on DIA s Preliminary Draft 2017 Master Plan and Airport Environment Strategy, the airport hosted two information events during the public comment period. One was held at Casuarina Square and the other at Smith St Mall, to give the community the opportunity to learn more about the Master Plan and Environment Strategy and provide information on our plans for the future. Supporting the Arts DIA is a long-term major sponsor of the Darwin Festival, and is a keen supporter of Tracks Dance, Browns Mart Theatre, Darwin Symphony Orchestra, Darwin International Film Festival, Off The Leash, and SPUN Stories. ` 2017 CCG REPORT Web Report 15
20 Education Work Experience DIA participated in another work experience placement hosting two senior students from Tiwi College, Melville Island. The students were here for a week and activities included a tower tour, airside tour and manning the screening point. The students said they thoroughly enjoyed the exposure to our airport and staff and were extremely grateful for the experience. CDU Scholarship Northern Territory Airports has a keen interest in community and connecting to the Territory s own local university Charles Darwin University. In 2015, NTA offered a Higher Education Business Scholarship for the period The Scholarship offered $1,500 per semester to assist a student studying business or commerce. The student selected demonstrated passion, ability and initiative in studies and commitment to the NT CCG REPORT Web Report
