Summit, where we once again examine the projects, issues and opportunities across the infrastructure, transport and property sectors. With the support of our event partners and sponsors, we re pleased to deliver another stellar line-up of panellists and speakers, headlined by NSW Minister for Transport and Infrastructure the Hon. Andrew Constance MP, Federal Minister for Urban Infrastructure Paul Fletcher MP and Chair of the Greater Sydney Commission, Lucy Turnbull AO. We ll also hear from some of the country s leading industry and departmental experts who will address the major plans and policy issues influencing future developments such as Sydney s Metro Rail network, Parramatta Light Rail and the Western Sydney Airport, as well as the urban renewal opportunities that sit across the region s key growth areas. This is a rare opportunity to hear directly from the heads of State and Federal Government development agencies and their projects and to talk to the regulators about how the public and private sector can best combine to fund, plan, build, operate and govern this infrastructure. I d like to thank our speakers, guests and partners for their involvement and support of BOOMTOWN! 2017, and for playing a leading role in opening up the discussion on how we best understand, and respond to, the growth challenges faced in the region. We re already investing in Western Sydney at record pace, but there can be no doubt the transformation has only just begun. The NSW Government is playing a key role in helping shape the future of one of the nation s most dynamic and fastest growing regions. Indeed, our Future Transport Strategy is providing the blueprint for how projects like Sydney Metro West and Parramatta Light Rail will allow urban revitalisation as well as connect communities. We re not just talking but actually delivering on the ground. By doing so, we re showing commitment to planning and investing in the West s potential. This means not only more efficient public transport links, but schools, hospitals and community infrastructure that keeps pace with the region s unmatched growth. Transport for NSW is proud to partner with the Western Sydney Leadership Dialogue to deliver the BOOMTOWN! Infrastructure Summit as a way to engage with industry and our stakeholders, and to explore how we can continue to better plan, manage and support our growth cities, and deliver value-for-money, sustainable, community outcomes. Western Sydney Airport is a once-in-a-generation transformational project that is set to play a key role in driving Western Sydney s future jobs and economic growth. The Turnbull Government is working closely with the Berejiklian Government to take best advantage of the opportunity that Western Sydney Airport offers. Minister for Urban Infrastructure Paul Fletcher will discuss the Turnbull Government s plans for Western Sydney Airport and the vision that the Turnbull and Berejiklian Governments share for Western Sydney Airport as the heart of a vibrant Western Sydney Parklands City, the third city in the Sydney conurbation.

8 PATRONS PRIZES FOR EXCELLENCE IN PUBLIC POLICY These awards have been established to recognise outstanding contribution to regional infrastructure planning and delivery by those involved in public policy. This is the first year the awards have been held, and the plan is to present these annually at the BOOMTOWN! Property & Infrastructure Summit, recognising extraordinary leadership in regard to the physical structure of Greater Western Sydney. The criteria for selection is for legislators and regulators who have gone above and beyond the norm to champion economic and social infrastructure in our region. Their achievement should be measurable in terms of political, bureaucratic and social impact and who have overcome more than normal resistance to such change. Following deliberation by the Western Sydney Leadership Dialogue Patrons, the nominated recipients for the 2017 prizes are: Hon. Joe Hockey - Ambassador to the United States and former Treasurer and Hon. Anthony Albanese MP - Shadow Infrastructure Minister and former Deputy Prime Minister - recognising their respective leadership within their own parties to deliver a bi-partisan decision to develop Western Sydney Airport at Badgerys Creek. Mike Mrdak AO Former Secretary, Department of Infrastructure and Regional Development (DIRD) - recognising his career support for a role in urban infrastructure by the Commonwealth and for the creation of the Western Sydney Unit within DIRD as a vehicle to deliver Western Sydney Airport and Moorebank Intermodal Terminal. Lucy Turnbull AO Chief Commissioner, Greater Sydney Commission - recognising Lucy s leadership of the Greater Sydney Commission, especially her personal championing of the role of Western Sydney in the city s future and the delivery of the Greater Parramatta & Olympic Peninsula (GPOP) project Hon. Joe Hockey Hon. Anthony Albanese MP Hon. Joe Hockey: Ambassador to the United States and former Treasurer Hon. Anthony Albanese MP: Shadow Infrastructure Minister and former Deputy Prime Minister Joe Hockey and Anthony Albanese were unlikely political bedfellows who put politics aside in the lead-up to the 2013 Federal Election to reach a bi-partisan agreement on Badgerys Creek as the preferred site for the Western Sydney Airport. Despite having been tribal warriors for the Liberal and Labor Parties since their days on Sydney University Student Council, they found a way to work across the divide to deliver a project this region had been denied for decades. The agreement, despite strong historical opposition from within sections of their own parties, helped pave the way for the Abbott Government to announce Badgerys Creek as the location for Sydney s second airport. You need bi-partisanship because it, by definition, goes for more than one term, Mr Albanese said at the time. If you just play politics with it, then it won t happen and because four out of every 10 flights go through Sydney, this is an issue of national productivity. While Mr Hockey added: Badgerys Creek has been foreshadowed for 30 years and the Commonwealth owns the land. There should be no barrier to Badgerys Creek.
9 Mike Mrdak AO Mike Mrdak AO: Former Secretary Department of Infrastructure and Regional Development One of Australia s most respected, and longserving bureaucrats, Mike Mrdak had led the Federal Department of Infrastructure and Regional Development (DIRD) since 2009, having worked in the Australian public service since Under Mike s professional leadership, DIRD has helped the Federal Government deliver some of the nation s most significant infrastructure projects and programs, including major improvements to Australia s land transport network, the Melbourne-Brisbane Inland Rail, the Moorebank Intermodal Terminal near Liverpool and most importantly the Western Sydney Airport. Through much of this time, he battled changing priorities in Canberra as the Commonwealth came in and out of its role in urban infrastructure but he maintained his view that Australian cities deserve the involvement of Australian Governments. Earlier this year, Mike was appointed Secretary of the Federal Department of Communication and the Arts, to a five-year term but leaves his Infrastructure post with a distinguished legacy of engagement, achievement and leadership. Lucy Turnbull AO Lucy Turnbull AO: Chief Commissioner Greater Sydney Commission The former Lord Mayor of Sydney, Lucy, since taking on the role of Chief Commissioner of Greater Sydney Commission, has perhaps been one of Western Sydney s loudest and most fierce advocates. Lucy has spearheaded the Greater Parramatta and Olympic Peninsula (GPOP) vision which is firmly focussed on recognising the role of Parramatta and Sydney Olympic Park (the central city) in supporting the growth of Greater Sydney. Through the Greater Sydney Commission, Lucy has raised political, private sector and community awareness of the opportunities that exist in Western Sydney, and focussed attention on how they can be met through consultation and collaboration. It s time for a change of perspective and a change in the way we all imagine Greater Sydney. Greater Sydney needs a true city at its centre, close to its heart, Lucy said. Through the GSC, and its bold city vision, she has helped embed Greater Western Sydney as the very heart of Sydney not only in terms of metro planning but in terms of the community, media and political mindset.
10 PROJECT OF THE YEAR To recognise developments that have delivered excellence in infrastructure and transport, the Dialogue has established the BOOMTOWN! Project of the Year, to acknowledge completed (or near completed) major projects over the past 12 months that have, or will, significantly contribute to the sustainable growth of Greater Western Sydney. The award aims to celebrate achievement in innovation and leadership in project design and delivery, by the public and private sector and recognises major projects that have positively impacted on community, social, and economic outcomes. The current building boom in the region, both in infrastructure and property, will see many more candidates come forward in subsequent years as the development cycle gains pace. The 2017 finalists have been selected following consultation with the Western Sydney Leadership Dialogue s Partners, collaborators and broader regional network and the eventual winner will be chosen by our esteemed WSLD Patrons. The nominees for 2017 BOOMTOWN! Project of the Year are: M4 Road Widening for WestConnex (Sydney Motorway Corporation/RMS) Western Sydney University Parramatta CBD Campus (Western Sydney University) Transport Technology Centre at TAFE Wetherill Park (TAFE NSW) Western Sydney University Clinical School at Campbelltown Hospital (WSU/SWSLHD) Fire and Rescue Academy at Erskine Park (Fire & Rescue NSW/Altis/First State Super) Inglis Riverside Stables (Inglis/AccorHotels) M4 Road Widening for WestConnex Sydney Motorway Corporation and Roads & Maritime Services The WestConnex M4 Widening involved building an additional lane in each direction on the M4 Motorway across a 7.5km stretch between Parramatta and Homebush. More than 100,000 vehicles a day use the M4 and it has become notorious as one of Sydney s most congested bottlenecks. The widened new M4 was officially opened to traffic in July 2017, marking a major step forward in delivering Australia s largest infrastructure project, WestConnex. A distance-based toll of between $1.77 and $4.56 was implemented on the widened section of the M4 between Parramatta and Homebush including the new eastbound on-ramp at Hill Road, in August 2017, following a one-month toll-free period. By early 2019, the widened section of the New M4 will connect to the New M4 tunnels currently under construction, creating a trafficlight-free connection between Parramatta and the City West Link at Haberfield. WestConnex is a part of the NSW Government s $73 billion infrastructure program to tackle congestion and ease the freight task across Sydney s west. Western Sydney University Parramatta CBD Campus Western Sydney University, Charter Hall and John Holland In May 2017, Western Sydney University officially unveiled its $220.5 million flagship campus in the Parramatta CBD a major economic catalyst that is set to transform Australia s fastest growing city and the broader Western Sydney region. Opened by the NSW Premier, the Hon. Gladys Berejiklian MP, the 14-storey, five-star building is the first vertical campus for the University, and the first of its campuses to be embedded in the heart of a major CBD. It was named the Peter Shergold Building in recognition of the University s Chancellor, Professor Peter Shergold AC, and his outstanding leadership of the University and career at the highest levels of the Australian public service. The campus, which is home to 10,000 undergraduate and postgraduate students from the University s School of Business and other discipline areas, is one of the most technologically advanced teaching and research spaces developed in Australia, and across the world, and is part of the first phase of the $2b Parramatta Square urban redevelopment.
11 Transport Technology Centre at TAFE Wetherill Park TAFE NSW The largest industry training facility in the southern hemisphere, TAFE NSW Wetherill Park s landmark Transport Technology Centre, sets the standard for automotive training facilities in Australia. Opened by NSW Minister for Skills, the Hon. John Barilaro late last year, the Centre features nine brand new laboratories, more than 4000 square metres of workshop space and allows students to be engaged in a workshop each year, rather than the traditional classroom. The state-of-the-art facility will assist industry partners and employers to attract record numbers of young people into an apprenticeship and ensure that the latest skills are being taught. Technology and modern equipment that keeps pace with industry standards are significant features at the Wetherill Park site, with Wi-Fi connectivity, wide-screen TVs, in-floor exhaust extractors and movable power-points just some of the many inclusions. Much of the equipment in the new facility has been supplied by the companies the students will end up working for, an arrangement that enables TAFE NSW to stretch its dollar further while ensuring its students gain the skills they will need in the workplace. The Transport Technology Centre also helps meet an expected increase in demand for courses in light vehicle technology, heavy vehicle mechanical technology, plant mechanics, automotive electrical technology, and engineering technology courses. The Macarthur Clinical School at Campbelltown Hospital Western Sydney University and South Western Sydney Local Health District Western Sydney University s $21m Macarthur Clinical School at Campbelltown Hospital was opened in early 2017, providing advanced training to medical students and researchers. The four-storey building was jointly funded by the NSW Government and Western Sydney University and is one of the key training sites for the University s School of Medicine, where hands-on clinical experience is embedded in the students training from their very first year. The Macarthur Clinical School provides state-of-the-art training equipment and allows students to be mentored by senior specialists and other health professionals from Campbelltown Hospital, managed by South West Sydney Local Health District. Features of the new clinical school include: a 153-seat lecture theatre a clinical skills teaching facility simulation laboratory eight clinic/clinical trials rooms hospital library office space for clinical academic teams Centre for Education & Workforce Development (LHD) teaching and office facility. Fire and Rescue Academy at Erskine Park Fire & Rescue NSW, Altis Property Group and First State Super Construction of a new fire training complex in Erskine Park commenced earlier this year, with the $22m facility to replace Fire and Rescue NSW s (FRNSW) older site at Alexandria. The new building will provide various emergency scenarios and building types, including a petrol station, train accident, office tower, residential building and rubble. It will comprise of a large A-grade office building filled with lecture rooms, training areas and administration as stage one and an area of 4ha where FRNSW will be constructing a range of training props to simulate the different fire events the recruits will face in the field. Upon completion in early 2018, the facility will provide a modern, state-of-the-art training campus for future firefighters, along with 150 permanent jobs and 200 trainees. Inglis Riverside Stables - AccorHotels and Inglis The feature of the Warwick Farm precinct will be a new luxury hotel, named The William Inglis in a nod to the company s figure head and founder. Celebrating racing history and the thoroughbred, the William Inglis is a boutique equine-themed, M Gallery by Sofitel, 5-star hotel, run by Accor Hotels, the largest hotel operator in the Asia Pacific. Construction of the new $110m precinct, which includes a rooftop bar and pool deck overlooking Warwick Farm racecourse and stable precinct is set to be completed in December Adjoining the hotel will be a fully integrated air-conditioned sales arena, which will accommodate 1000 guests including a ringside dining service for at least 600 customers. The sales facility will feature more than 800 stables re-using the magnificent hardwood from the existing Newmarket stables. There will be extensive parade space for horses on both rubberised bitumen and synthetic turf, more than double the amount of parade per horse than is currently available in Randwick. Permanent hospitality suites for vendors will help to entertain buyers leading up and during the sales in style and air-conditioned comfort. There will also be a 1000 space car park which features a large-scale access ramp for horse floats and trucks.

Anthony Albanese MP Shadow Minister for Infrastructure, Transport, Cities & Tourism Member of Parliament since 1996 and current Shadow Minister for Infrastructure, Transport, Cities and Regional Development, and Tourism, Anthony believes infrastructure and transport play a crucial role in growing communities. Jim Betts Chief Executive Officer, Infrastructure NSW As the CEO of Infrastructure NSW, Jim has been responsible for the delivery of countless state infrastructure priorities including the Darling Harbour transformation and Parramatta Stadium. He was previously Head of the Victorian Department of Transport. Hon.
