3 chair s report On behalf of the Australia Day Council of South Australia (ADCSA), I am pleased to report a further very successful eight months since our last AGM in August It was at that time, decided to move our AGM to April, to allow maximum time for the newly elected Council to prepare for the following Australia Day. The role of the ADCSA is to foster pride in, and to celebrate what s great about our Nation of Australia, in South Australia. We do this by working in partnership with the National Australia Day Council, with the State Government, with the Adelaide City Council and every other Local Government Council in SA, with Multicultural SA and with a growing list of other excellent sponsors and corporate members. It is pleasing to see that the ADCSA is seen by more and more of the general public to be more open and approachable, and as a forward thinking organisation, not afraid to try new ideas. There have been more and more activities during the whole year, in a crescendo focusing, of course, on Australia Day itself. This last year has seen for the first time a formal launch for nominations specifically in SA, a new style function at the Wine Centre to announce the SA finalists for the Australian of the Year Awards, a new route established for the Australia Day Parade, and new sponsor arrangements for the Adelaide City Council Elder Park Concert. There has also been the establishment of a strong youth subcommittee, and the Australia Post Luncheon at the Adelaide Town Hall received excellent feedback. Our Ambassador s program has grown, with representation in many regional areas and has also received very positive comments. There are new events already planned and more changes to come! The ADCSA has and is keen to further augment the Citizen of the Year program, with the participation of all SA Local Government Councils. The ADCSA has been similarly pleased with the increased involvement with the Corporate Community, and with its effort to achieve more nominations for all our Awards, namely, the Australian of the Year, Young Australian of the Year, Senior Australian of the Year, Local Hero, Premier s Award for Community Achievement, SA Citizen of the Year, SA Young Citizen of the Year, Community Event of the Year and the Minister for Education s Award for Excellence in Languages and Culture. I, with the Council, would like to thank all our partners, our sponsors, our corporate club members and the general public for their support in celebrating Australia and some of its outstanding citizens. Our Council has been very fortunate in having outstanding staff, and I would similarly like to record our thanks, particularly to our Executive Officer, Matthew Miles and also to our Event and Marketing Manager, Matthew Abbot. As Chairperson, I wish to thank all the members of the Council individually and collectively, for having worked keenly, co-operatively and unwaveringly towards our achievements in the last year. Bill Bell was appointed in April 2009 as her replacement. Casuals were again employed in the peak periods including during January for assistance in reception, merchandise duties and on Australia Day. Since almost all of the events and programs peak for Australia Day, there is considerable pressure on the staff especially through December and January where long hours and escalating deadlines become the norm. After the success of the organisation s very first placement student in 2008, another student, Emma Rackebrandt, from the Cultural Tourism Course at Flinders University completed her placement with ADCSA, with her main project being the VIP Area at the Australia Day Concert. Volunteers continued to be an important resource for the ADCSA especially for the operation of the Parade, and this program could be expanded to include office duties all year around to relieve pressure from the current staffing structure. 2

5 Events Australian of the Year - Tour of Honour Various venues from 25-28/08/2008. Australia s Local Hero for 2008, Dr Jonathon Welch came to Adelaide for his Tour of Honour and took part in a very busy 4 days visiting schools including Brighton High School, Blackwood Primary and Wattle Park Primary School, as well as taking two sessions for the Primary Schools Music Festival involving almost 1000 children! Jonathon also held a workshop for the South Australian Choral Association, participated with the Tutti Ensemble in two workshops and visited a choir based at the Elizabeth Community Mental Health Clinic. The Premiers Department hosted a formal reception with the Hon. Jennifer Rankine MP acting on behalf of the Premier with more than 200 VIPs attending. A great deal of media interest was also generated from Jonathon s visit including radio, TV and print press interviews. Australia Day Ambassadors Launch State Library of South Australia on 13/10/2008 from 6:00 to 7:30pm This event was quite successful as recognition for the 2009 Australia Day Ambassadors with the Governor as the special guest and performance from the Tutti Ensemble (highlighting Pat Rix work as an Australia Day Ambassador). This event in future might be just as effective scaled back to include the Governor hosting the Ambassadors within Government House. Australian of the Year Awards National Wine Centre on 12/11/2008 from 5:45 to 7:30pm This function was a tremendous success mainly due to the move inside to a function centre enabling better facilities and a much more elaborate audiovisual presentation. Key guests were the Governor and Hon. Jane Lomax Smith MP. Keith Conlon also was a wonderful MC with all of the recipients speaking well when receiving their awards to create a wonderful atmosphere and professional event. Award winners Ivan Copley, Bev Langley, Matthew Cowdrey & John Halbert Senior finalist Shirley Hogben & Governor Kevin Scarce Australia Day Luncheon Adelaide Town Hall on 23/1/09 from midday to 3:00pm This year s Luncheon was highly successful with attendance of 325 people at the new venue of the Adelaide Town Hall. Performances were from comedian Dave Hughes and singer Jonathon Welch, who was supported by the Unley Concert Band and the Tutti Ensemble. Dave Hughes was very funny and Jonathon Welch spoke very passionately about his experiences with the Choir of Hard Knocks and winning Australia s Local Hero. The addition of the Tutti Ensemble for the final two songs performed by Jonathon added a very emotional touch to his message of social inclusion and they received a standing ovation from the audience. Feedback received from this event was that this was the most successful Luncheon the ADCSA has ever conducted. Strong growth of the Corporate Club contributed heavily to a 3% increase in overall attendance. Australia Post continued its major sponsorship of this event, as did Channel Nine and Coopers as supporting sponsors along with new sponsors for 2009 including Novatech Production Services and Serafino Wines. 3

6 executive officer s report Australia Day Awards (Breakfast): Gardens of Government House on 26/1/09 from 8:00 to 10:00am This year the name of this function was changed to Australia Day Awards, rather than Australia Day Breakfast, as this name more accurately reflects the purpose of the event. Special guests who presented awards included the Governor, Rear Admiral Kevin Scarce and the Premier Mike Rann. Awards presented were SA s Citizen of the Year, Young Citizen of the Year, Community Event of the Year, the Premiers Award for Community Achievement, The Minister for Education s Award for Excellence in Cultures and Languages. The Hon. Michael Atkinson MP presented the new Award for Excellence in Multiculturalism for the first time (this Award is conducted by Multicultural SA). 240 guests dined in a marquee nestled under the trees in Government House s lovely gardens. Australia Post and San Remo Macaroni continued as major sponsors of this event, with additional support provided by Serafino Wines and Trees for Life who generously donated a Wattle seedling for every guest. Whilst this year s event managed to avoid Adelaide s January heatwave, for 2010 and beyond consideration must be made to changing this venue indoors as if it reaches 40 degrees or more the function will be very uncomfortable for the guests. Infrastructure costs to hold this function outside are significant and this also must be considered when conducting this event in the future. Matt Abbot with the team of Watch SA volunteers after the Australia Day Parade Australia Day Parade Pulteney Street, to North Terrace to Elder Park, on 26/1/09 from 10:00 to 11:00am The Parade was again a great success. With a solid marketing campaign conducted in 2009, the attendance by spectators increased from approximately 3000 to Three workshops with artists from Knee High Puppeteers were sponsored by ADCSA (with support from a grant from Multicultural SA) where some elaborate and unique sculptures were created by three community groups; including a giant rhinoceros and kangaroo (the Ba alu Association of SA): a giant lakatoi (canoe with sail) from the Papua New Guinean Community, and a giant carnivale dancer (named Melissa) from the Brazilian Association of SA, which all added a great deal of colour to the Parade. Other new additions for 2009 were two 4 metre high puppets of Aussie icons Ned Kelly and Steve Irwin (battling a crocodile). One of the highlights was the spectacular F18 fly-past which occurred as the Tri-Service Guard passed the saluting dais. The route this year was changed so that North Terrace now became the main street (rather than King William), as the viewing of the Parade is much more comfortable from the much larger and shadier sidewalks (with the large number of trees positioned along it). The VIP viewing area was changed so that it was also now positioned on North Terrace under natural shade which made for much more comfortable arrangements for all the invited guests. Adelaide City Council again sponsored this event along with Normetals who were a new sponsor for $500 cash prizes were awarded to the following Parade Participants in the respective categories; Best Dressed: Irish Australian Association of SA Outstanding Musical Entry: Brazilian Association of SA Most Creative Float: Cook Islanders Community 4

7 Australia Day Concert / Cake Cutting Ceremony / VIP Area: Elder Park, Adelaide, on 26/1/09, from 11:00am to 3:00pm Adelaide City Council again conducted the Australia Day Concert in Elder Park, with Lee Kernaghan and band as the headline act. The ADCSA conducted its traditional Cake Cutting Ceremony, but adjustments were made to exclude some of the previous VIPs who had no speaking roles and instead include a speaking position for Ivan Copley, South Australia s Finalist for the 2009 Australian of the Year Awards. Also the traditional singing of Happy Birthday by the Navy Band was replaced with three songs; I am Australian, I still call Australia Home and Waltzing Matilda by the Australian Girls Choir. The Premier, Mike Rann, made his Australia Day Address, with his key message being that Anzac Day should focus on remembering the past, whilst Australia Day should focus on the future. The VIP Area for the ADCSA was instead held in the Lyrics Room at the Adelaide Festival Centre (which overlooks Elder Park) rather than in a marquee (as in previous years). This was a great improvement as facilities were far superior and also allowed for a thank you speech acknowledging all the ADCSA sponsors and supporters by the Chair, Dr Cocchiaro. This room was themed with the colours of our logo, Australian Chocolates on each table and an Australian themed lunch including meat pies, lamingtons and pavlova. Australian Girls Choir at Australia Day Concert Vili Milisits & Premier Mike Rann Local Government Events There were 130 community events conducted by LGA s in The update of the new website was a great addition which allowed LGA s to enter details of their events directly into the database. During 2009 the ADCSA will be completing a survey of each Council in South Australia to better understand their priorities and needs. Conduct of some LGA forums, like those that occur in other states is something the ADCSA needs to investigate for the future. LGMA Young Professionals Conference In an further effort to better communicate with the LGA, the ADCSA sponsored a segment of the LGMA Young Professionals Forum, which involved flying Trisha Broadbridge (Young Australian of the Year 2006) from Melbourne to be a keynote speaker. This allowed the ADCSA to reach over 200 young managers from various LGAs across the state. Intellectual Forum The inaugural Intellectual Forum is scheduled to held at the Adelaide Town Hall on 1 June This event will be conducted in partnership with the Hawke Centre. 5

8 executive officer s report Programs Awards Citizen of the Year Awards The Citizen of the Year Program was again conducted very successfully with each LGA participating and selecting Citizens of the Year for their community. Over $5000 worth of frames were supplied to participating LGAs and enormous media coverage resulted, especially in regional areas. They inspire us through their achievements and challenge us to make our own contribution to creating a better Australia. Ross Philpot Finalist Antonio Romeo Young Australian of the Year SA Winner Matthew Cowdrey OAM Finalist Deng Chuor Finalist Daniel Daw Australia s Local Hero SA Winner Beverley Langley Finalist Robert Curtis Finalist Frank England Finalist Eleanor Sobey Finalist Rito Paparella Merchandise Merchandise continues to be the biggest income for the ADCSA with almost $200,000 generated in Merchandise sales in the 2008/09 Financial Year with half of this being profit. Whilst it is a time consuming exercise for the staff, the Merchandise program is essential as it brings in valuable funds that enable the ADCSA to continue to function. A freshly designed catalogue and expanded product range were introduced for 2009 and the online store introduced in 2008 has steadily grown in orders. Marketing Late in 2008 a Board decision approved funds for additional marketing activities for Australia Day This welcome addition allowed a number of the events and programs to receive a more professional approach with a number of media being utilised including TV, radio, print press, and posters. However there was disappointment with the Advertiser Liftout that was merged into the Indulge section of the paper and did not fulfil requested requirements. 6

9 Australia Day Ambassadors The Australia Day Ambassadors Program, sponsored by Woolworths, was conducted in South Australia for the second time in There were 13 Ambassadors visiting 13 Community Celebrations in 12 Council areas. Feedback was again very positive. It is important that the ADCSA continues to support and service these sponsorships, as they are essential for ongoing viability of the ADCSA and beyond The ADCSA in the last 18 months has both increased the number of events and programs whilst improving the standard of all of these. However this improving quantity and quality has also brought a cost implication accordingly. For ongoing viability the ADCSA must work harder to maintain and increase sponsorship, corporate club membership, merchandise sales and government support. This means that some aggressive KPIs need to be set and the staff and board need to ensure they are achieved. Both staff and board also need to be vigilant with regards to spending. New initiatives need to be investigated but new programs and events have to have a sound business model to accompany them so that they are financially sustainable. Also a continued approach in forming partnerships with organisations with mutual goals needs to be continually explored as the ADCSA cannot achieve purely independently. 12 treasurer s report Treasurer s Report 2008/09 This years financial performance continues the trend of there being a small surplus in operations at year end, but this years result should be treated with caution. At last years Annual Meeting the change in the financial year was approved; changing from a year ending of 30th June to a year ending on 28th February has resulted in a trading year of only eight [8] months in 2008/09. Thus, the small surplus of $29,408, while reflecting our major income and expenditure for the year does not reflect a full year impact of some ongoing expenditure items such as office and employee costs. The reality is that over a full year the Council operations would have produced either a small deficit or at best a break even outcome. All things considered, given the expansion in our operations and a larger than budgeted expenditure on marketing of some events, the financial outcome is regarded as satisfactory. Some trends warranting further comment include the smaller profits from product sales, falling sponsorships, and the higher costs of functions. Over the years product sales have traditionally generated a profit of around $100K but in recent years this has reduced, for a variety of business related reasons to $86K [07/08] and $70K [08/09]. This is one of our more significant incomes and it is important that our product marketing strategy be addressed in the ensuing twelve months. Sponsorship is a key performance indicator and while the decline is minor for this year it is an area to be carefully monitored given the general state of the economy. Another income source which reduced was Interest and clearly for the same reasons as above further erosion can be expected in the coming year. Traditionally, the Council has sought to build its Reserves through product sales profits and to a considerable extent this is the reason for the current healthy balance of $653,920. In effect, the Council has also traditionally endeavoured to match its expenditures on celebrating Australia Day to its Incomes. This has proven to be a prudent approach and its continuance is commended. Having said this, the ensuing twelve months is likely to place great pressure on the income side and this is perhaps a time when the judicious application of some reserve funds may be appropriate to maintain some momentum in the initiatives commenced in recent times. At the operational level we have introduced a new accounting system to help improve reporting and varied our payment systems. These initiatives need further enhancement in the ensuing twelve months. The changes placed some challenges on staff and I thank Matthew and his team for their efforts. In closing, I direct the Councils attention to the Auditors Report, which is unqualified, and commend the Financial Statements for adoption. 14 financial report Notes to the Financial Statements For the Period Ended 28th February STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act 1985 South Australia. The Board of Management has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act 1985 South Australia and the following Australian Accounting Standards: AASB 110 Events after the Balance Sheet Date AASB 116 Property, Plant and Equipment AASB 117 Leases AASB 1031 Materiality No other applicable Accounting Standards, Urgent Issues Group Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets. The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. (a) Income Tax No income tax has been provided for, as the Council is exempt from taxation under the Income Tax Assessment Act. (b) Fixed Assets The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. (c) Leases Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses in the period in which they are incurred. (c) Comparatives The Australia Day Council has decided to change its year end from the 30th June to the 28th February. Accordingly the Income and Expenditure Statement for the period ended the 28th February covers an eight month period from the 1st July 2008 to the 28th February Whereas the comparative Income and Expenditure Statement covers a period of twelve months from the 1st July 2007 to the 30th June Given the event driven nature of the Income received by the Association no adjustment was deemed necessary for Income received in advance given that no such Income existed at Balance Date. 12

In the opinion of the Board of Management the financial report comprising the Income and Expenditure Statement, Balance Sheet and Notes to the Financial Statements: (1) Presents fairly the financial position of the Australia Day Council of South Australia Incorporated as at 28th February 2009 and its performance for the Period ended on that date. 17 auditor s report Independent Audit Report to the Members of the Australia Day Council of South Australia Incorporated Report on the Financial Report We have audited the Associations financial report, being a special purpose financial report, of the Australia Day Council of South Australia Incorporated for the Period ended 28th February 2009, comprising the Income and Expenditure Statement, Balance Sheet, Notes to the Financial Statements and Statement by Members of the Board of Management. Board of Managements Responsibility for the Financial Report The board members of the Association are responsible for the preparation and fair presentation of the financial report and have determined that the accounting policies described in Note 1 to the financial statements, which form part of the financial report are appropriate to meet the financial reporting requirements of the Association s constitution, and are appropriate to meet the needs of the board. The board members responsibilities also include establishing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Auditor s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. No opinion is expressed as to whether the accounting policies used, as described in Note 1, are appropriate to meet the needs of the board. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial report. The financial report has been prepared for distribution to the board for the purpose of fulfilling the board members financial reporting under the Association s constitution. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the board, or for any purpose other than that for which it was prepared. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. Independence In conducting our audit, we have complied with the independence requirements of the Australian professional ethical pronouncements. Auditor s Opinion In our opinion, the financial report presents fairly, in all material respects the financial position of the Australia Day Council of South Australia Incorporated as of 28th February 2009 and of its financial performance for the Period then ended in accordance with the accounting policies described in Note 1 to the financial statements.
