3 chair s report On behalf of the Australia Day Council of South Australia, (ADCSA), I am pleased to report another very successful and productive twelve months since our last AGM in April The ADCSA has been fostering pride in, and celebrating what s great about Australia, in South Australia. Our key partners in carrying out this role have been the National Australia Day Council (NADC), the State Government, the Adelaide City Council, Multicultural SA and the Local Government Association including nearly every Local Government Council in SA. The ADCSA has also been proud to work with, and has valued the input of many others, including sponsors, Corporate Club members, Ambassadors and other volunteers at all levels, and other organisations with similar aims. Australia Day is now established as the largest annual community celebration in Australia, and I have no doubt that it will continue to grow in both activities and people participation. The ADCSA s programs have all continued to grow in the last year. The presentation of the SA recipients of the Australian of the Year Awards at the Adelaide Oval Pavilion was very successful as was the presentation of the Australia Day Awards at Government House on the evening before Australia Day. The Australia Day in the City program on Australia Day was again the most successful yet, with the largest Parade so far and the largest participation at the Elder Park Concert and Fireworks of an estimated 38,000 people. Our sponsors and Corporate Club have continued to grow, with corporate functions, such as the Australia Day Luncheon moving to the Entertainment centre to accommodate the larger numbers. The Australia Day in the Office program, an idea originating in our SA Office, has been taken up by NADC and all States and Territories are participating in it. We have been given the funds by the Australia Day Network to manage the program nationally, and of course this also allows us further marketing scope for our online merchandising. The merchandise program has been for many years an important source of income for us. NADC were in discussion with us over the last two years as they were keen to take over the marketing program, but they have now decided not to proceed, therefore giving us more certainty with our income. Our Ambassador s program, with fantastic ambassadors, has continued to grow, with again greater representation in many regional local government areas and all with very positive feedback. I, with the Council, would like to thank all our partners, our Ambassadors, our sponsors, our Corporate Club members, our supporters and the general public for their help in celebrating what is great about Australia and to acknowledge some of South Australia s outstanding citizens. I would like to also thank another great South Australian organization, Advantage SA, for working closely with ADCSA on streamlining and combining our respective South Australian of the Year Awards programs from now on. I am certain that this very important future partnership will be extremely productive for both our organisations. It is all this generous support and goodwill that allows the ADCSA to proudly deliver inspirational events and programs, and stimulates both Council members and staff to improve on the existing and look at innovative ways of celebrating our great State and Nation. Our Council is very fortunate in having excellent and dedicated staff, and I would like to record my thanks to our Executive Officer, Matthew Miles and also to our Event and Marketing Manager, Matt Abbot and our Office Administrator, Bill Bell. I am, this year, retiring as Chairperson of ADCSA, after 5 years in the role. I am very proud of our achievements in the last 5 years and wish to thank all the members of the Council individually and collectively, for having worked unwaveringly towards our goals. There is now an extensive diversity of expertise around the Council table, giving the ADCSA the wisdom and the drive necessary to meet any future challenges and achieve its further goals. Casual staff were again employed in the peak periods including during January for assistance in reception, merchandise duties and on Australia Day. Since almost all our events and programs peak for Australia Day, there is considerable pressure on the staff especially through December and January where long hours and escalating deadlines become the norm. After the success of hosting students from the Cultural Tourism Degree at Flinders University since 2008, another student, Tom Marschall, completed his placement with ADCSA, with his main project being Australia Day in the City. Volunteers continued to be an important resource for the ADCSA especially for the operation of the Australia Day Parade. 2

5 Events Australian of the Year Tour of Honour: Various Locations 08-09/08/11 The Tour Of Honour was conducted with national recipient Jessica Watson (2011 Young Australian of the Year), joined by Professor Tanya Monro (2011 Australian of the Year for SA), Jack Buckskin (2011 Young Australian of the Year for SA) and Peter Goers (2011 Australia s Local Hero for SA) who toured Adelaide for 2 days to spread their messages to the public of South Australia. The visits were scheduled across a number of schools in South Australia with several thousand children getting the opportunity to personally hear the messages of the Australians of the Year in a very busy schedule over 2 days. The Premier s Department also hosted an official function to welcome them with Chloe Fox MP as host. Australian of the Year Awards: Adelaide Oval Members Dining Room 15/11/11 This function again was a tremendous success held at the Adelaide Oval for the first time with over 200 people attending. The Hon Chloe Fox MP and His Excellency Rear Admiral Kevin Scarce AC CSC RANR presented the certificates to all 16 finalists and awards to the four recipients. Carole Whitelock of ABC Radio hosted the evening. Australia Day Luncheon: Adelaide Entertainment Centre 20/01/12 This year s Luncheon was highly successful with 330 people attending in the new venue of the Adelaide Entertainment Centre (Theatre). Guests were entertained by the keynote speaker professor Patrick McGorry (2010 Australian of the Year), the Australian Girls Choir, comedian Tom Gleeson and the Bill Parton Trio. Australia Post continued its major sponsorship of this event, as did Coopers, Novatech Creative Event Technology and Serafino Wines. Australia Day Awards: Gardens of Government House, 25/01/12 The new format adopted in 2010 was continued again this year with the event held in the evening as an open air theatre style presentation followed by canapes. Special guests who presented awards include His Excellency, Rear Admiral Kevin Scarce AC CSC RANR, Premier Jay Weatherill, the Hon Gail Gago MLC and Hon Grace Portolesi MP. The Awards presented were the South Australian winners for Citizen of the Year, Young Citizen of the Year, Community Event of the Year, the Premiers Award for Community Achievement, the Minister for Education s Award for Excellence in Culture and Language and Women Hold Up Half the Sky (supported by the Office for Women). Over 200 guests enjoyed themselves nestled under the trees in Government House s lovely gardens. San Remo continued as major sponsor of this event. Australia Day in the City: Elder Park, Adelaide, 26/01/12 This event was an outstanding success again with a record crowd estimated at 38,000 attending. The format of parade, concert and fireworks again drew a tremendous turnout with performances from Aussie music stars Ricki-Lee and Stan Walker. This event is conducted in collaboration with Adelaide City Council with two committees (strategic and operational) managing the event. The strategic committee was chaired by Cr Houssam Abiad, and included Andrea Tunbridge (ACC), Vini Ciccarello (ADCSA) and Matthew Miles (ADCSA). The Operational Committee included Matthew Miles and Matt Abbot (ADCSA), Andy Kneebone, Simone Randall and Naomi Marsh (ACC). Sponsorship was received from the Commonwealth Bank which funded the fireworks display, as well as sponsors Vili s Cakes, Bianco Hire, Force Access and the Crowne Plaza. Media partnerships with Mix and Channel 9 also supported the event. 3

6 executive officer s report The Parade was again a great success with 4000 people participating and the largest crowd to date lining Pulteney Street, North Terrace and King William Road. Workshops were held with three community groups where artists from Knee High Puppeteers helped the groups to build floats (with support from Multicultural SA grants). Some elaborate and unique sculptures were created including a Noah s Ark float from the Armenian Community, an Indonesian island-culture float from the Indonesian Community and a traditional thatched roof hut and palm tree from the Fijian Community. Individual participants also took part in a workshop to make hats and props for the Rainbow Echidna Group. These all added a great deal of colour to the Parade. The VIP viewing area was again held in the Lyrics Room of the Adelaide Festival Centre. Awards were held for Parade participants with cash prizes and framed certificates awarded in the following categories: Best Costumes Award Indonesian Students Association (UniSA) Best Music Award Kairali Family Association (Indian Community) Most Creative Award - Papua New Guinea Association of SA New additions to the event this year included some extra theming of the event which resulted in echidna stage decorations, echidna flags throughout the park and displays in the Torrens River. Local Government Events There were over 100 community events conducted by LGA s in Through a survey conducted by the ADCSA in 2009 it is estimated that Local Government in South Australia spends over $1 million dollars on celebration of Australia Day, with further commitment through allocation of council staff to the various event conducted in each community. The importance of local government in conducting formal celebrations of Australia Day is massive and should not be undervalued. Discussion Forum on National Identity Adelaide Town Hall, 24/08/11 The third Discussion Forum was held at the Adelaide Town Hall on 24 August 2011 in conjunction with the Bob Hawke Primeminsterial Centre based at the University of South Australia. The topic was: Whose extinction? Environment, populations and solutions?? with over 400 people attending. Over $5000 worth of frames were supplied to participating LGAs and enormous media coverage resulted, especially in regional areas. San Remo continued as major sponsor for this program for Citizen of the Year Young Citizen of the Year Community Event of the Year Ophie Renner (Town of Gawler) Cameron Forster (Campbelltown City Council) 25th Anniversary of the Clare Quilters (Clare and Gilbert Valley Council) Lochiel Hall Centenary Celebration (Wakefield Regional Council) Recognition Programs Recognition Programs were again conducted with support from the State Government of South Australia for the Premiers Award for Community Service, The Office of Women for Women Hold Up Half the Sky Award and the Multicultural Education Committee for the Minister for Education s Award for Excellence in Languages and Culture. Each of the recipients was presented at the Australia Day Awards at Government House on Australia Day Eve. The Premier s Award for Outstanding Community Achievement in South Australia Award Winner Amanda Franklin The Minister For Education s Award for Excellence in Languages and Culture Award Winner Gia-Yen Luong Women Hold Up Half the Sky Award Award Winner Katrine Hildyard Australia Day in the Office Australia Day in the Office is an initiative launched in 2010 to encourage and assist workplaces to celebrate Australia Day by hosting work functions. This is a new platform to engage the business community with a focus being on the last business day prior to Australia Day (25th January). In 2012 with the support of the National Network this program was expanded nationally with over 400 organisations registering across Australia. Each state and territory based Australia Day Council also separately marketed to their areas. Prizes were awarded to each state and territory as well as an overall grand prize awarded to Enerflex, an energy company based in Brisbane which featured renowned theatre performer Peter Cousens singing the national anthem to all the employees. 5

8 executive officer s report Australia Day Ambassadors The Australia Day Ambassadors Program, sponsored by Woolworths, was conducted in South Australia for the fifth time in There were 25 Ambassadors visiting 26 community celebrations in council areas, an increase from 20 in Feedback was again very positive. 9 Merchandise Merchandise continues to be one of the biggest incomes for the ADCSA. After two years of negotiating with the NADC about the introduction of a national licensing program this has now been discontinued and as such the merchandising program the ADCSA can now continue intact and indefinitely. The income for the last two years has been constant however the ADCSA will need to find new ways to generate sales so this revenue stream can expand. Media Again a scheduled program of media releases occurred in the two weeks leading up to Australia Day for the South Australian press. The National Australia Day Council also had a media program which contributed to some of the media coverage in SA. Every media release issued by the ADCSA was covered by some form of media in South Australia, including good coverage being received for the Australian of the Year Awards finalists. The Australia Day in the City event received extensive media coverage in the days leading up to the event. Media partnerships with Channel Nine and Mix provided valuable publicity for the Australia Day in the City event. Sponsorship Sponsorship is a very important revenue stream for the ADCSA and key sponsors include; San Remo: Citizen of the Year and the Australia Day Awards Commonwealth Bank: Australian of the Year Awards and Australia Day in the City Australia Post: the Australian Day Luncheon Woolworths: The Australia Day Ambassadors Program Vilis: Australia Day in the City Coopers Brewery: Australia Day in the City and the Australia Day Luncheon Force Access: Australia Day in the City Bianco Hire: Australia Day in the City Novatech Creative Event Technology: Australia Day Luncheon Serafino Wines: Australia Day Luncheon Crowne Plaza: Australia Day in the City 2012 and beyond The ADCSA in the last 4 years has both increased the number of events and programs whilst improving the standard of all of these. However for ongoing viability the ADCSA the must ensure it has strategies in place to ensure it is sustainable in the future and this must be its first priority. New initiatives that should come to fruition in 2012 include the collaboration with Advantage SA on the Australian of the Year Awards and the new Award for Muslim and non-muslim Understanding with the University of South Australia. 12 treasurer s report Treasurer s Report for the Year Ending 29th February 2012: I am very pleased to report on the financial aspects of the Australia Day Council of South Australia for this last year. This period has seen the reversal of trend of the previous few years with an Operating Profit of $48,353 being recorded. Given some aspects of the Australian Economy, especially those relating to the Not for Profit sector, this result is especially pleasing but reflects a dedicated strategy and significant effort on behalf of the Staff and Board. Grants remain the main income source with the Commonwealth and State Government combined with the Grant from the Adelaide City Council accounting for approximately 45% of income. During this financial year the State Government Grant was increased and the ADCSA is extremely appreciative of the support it receives from the State Government. Adelaide City Council maintained the Funding level for Australia Day in the City and once again this event was a huge success. The decision to substantially increase the LGA membership fee (by 100%) was another decision taken by the Board. This was difficult for some Councils, especially the smaller and some regional Councils and regrettably four Councils have not renewed their membership. It is important that the ADCSA provides good value for money in relation to these Local Government Authorities and an expansion of our successful Ambassador Program into these communities is one important strategy which the Board has considered. Merchandise continues to be a significant Revenue stream (18.5% of Income) and one which, until recently, was under threat. Pleasingly the contemplated takeover by the National Australia Day Council will not now proceed but to maintain our Income in the face of cheaper imported merchandise will require adaptive strategies and contingencies. Australia Day in the Office represents the only new program for some years and has now been expanded nationally. Australia Day Council of South Australia ran the program on behalf of the National Australia Day Network generating $22,218 of income this financial year. Whereas there was pleasing take up by businesses nationwide, it is hoped the program and associated revenue will substantially increase in the coming years. Events constituted the major expense again this year with the Australia Day in the City, Australia Day Luncheon, Australian of the Year Awards and the Intellectual Forum all being successful and well attended. The Board has achieved a decrease in overheads in both the Office and Administration and it is hoped that further discussion with the State Government will ultimately see the ADCSA move into Government owned accommodation and thereby further relieve the impost of rent upon the Council. This coming year will also see the introduction of a systematic upgrade of the IT facilities within the Office which is overdue. The ADCSA remains focused on achieving new sponsors and engaging business to support and expand our Australia Day programs and is in discussion with AdvantageSA to collaborate on the Australian of the Year Awards. I would like to sincerely thank the Staff, Matthew, Matt and Bill for all their hard work and support during the year in addition the Board worked very well together and as a result we were able to achieve a fiscally responsible result whilst delivering first class events and programs. 14 financial report Notes to the Financial Statements For the Period Ended 29th February STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act 1985 South Australia. The Board of Management has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act 1985 South Australia and the following Australian Accounting Standards: AASB 110 Events after the Balance Sheet Date AASB 116 Property, Plant and Equipment AASB 117 Leases AASB 1031 Materiality No other applicable Accounting Standards, Urgent Issues Group Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets. The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. (a) Income Tax No income tax has been provided for, as the Council is exempt from taxation under the Income Tax Assessment Act. (b) Fixed Assets The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the Association commencing from the time the asset is held ready for use. (c) Leases Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses in the period in which they are incurred. 12

16 statement by members Statement by Members of the Board of Management The Board of Management has determined that the association is not a reporting entity and that this special purpose financial report should be prepared in accordance with the accounting policies outlined in Note 1 to the financial statements. In the opinion of the Board of Management the financial report comprising the Income and Expenditure Statement, Balance Sheet and Notes to the Financial Statements: (1) Presents fairly the financial position of the Australia Day Council of South Australia Incorporated as at 29th February 2012 and its performance for the Period ended on that date. (2) (2) At the date of this statement, there are reasonable grounds to believe that the Australia Day Council of South Australia Incorporated will be able to pay its debts as and when they fall due. 17 auditor s report Independent Audit Report to the Members of the Australia Day Council of South Australia Incorporated Report on the Financial Report We have audited the Association s financial report, being a special purpose financial report, of the Australia Day Council of South Australia Incorporated for the Period ended 29th February 2012, comprising the Income and Expenditure Statement, Balance Sheet, Notes to the Financial Statements and Statement by Members of the Board of Management.. The Responsibility of the Council for the Financial Report The Council of the Association is responsible for the preparation and fair presentation of the financial report and have determined that the accounting policies described in Note 1 to the financial statements which form part of the financial report are appropriate to meet the financial reporting requirements of the Association and are appropriate to meet the needs of the Council. The Council s responsibility also includes establishing and maintaining internal controls relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Auditor s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Association s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the Council as well as evaluating the overall presentation of the financial report. The financial report has been prepared for distribution to Council for the purpose of fulfilling the Council s financial reporting under its constitution. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the members, or for any purpose other than that for which it was prepared. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. Independence In conducting our audit, we have complied with the independence requirements of the Australian professional ethical pronouncements. Auditor s Opinion In our opinion, the financial report presents fairly, in all material respects the financial position of the Australia Day Council of South Australia Incorporated as of 29th February 2012 and of its financial performance for the Period then ended in accordance with the accounting policies described in Note 1 to the financial statements. Basis of Accounting Without modifying our opinion, we draw attention to Note 1 to the financial report, which describes the basis of accounting. The financial report is prepared to assist the Board of the Australia Day Council of South Australia Incorporated to meet the reporting requirements of the Associations Incorporations Act (1985).
